In summer 1980, Iraq’s wily president Saddam Hussein saw opportunities in the chaos sweeping the Persian Gulf. Iran’s Islamic revolution had terrified the Saudi princes and other Arab royalty who feared uprisings against their own corrupt life styles. Saddam’s help was sought, too, by CIA-backed Iranian exiles who wanted a base to challenge the fundamentalist regime of Ayatollah Ruhollah Khomeini. And as always, the Western powers were worried about the Middle East oil fields.
So because of geography and his formidable Soviet-supplied army, Saddam was suddenly a popular fellow.
On Aug. 5, 1980, the Saudi rulers welcomed Saddam to Riyadh for his first state visit to Saudi Arabia, the first for any Iraqi president. The Saudis, of course, wanted something. At those fateful meetings, amid the luxury of the ornate palaces, the Saudis would encourage Saddam to invade Iran. The Saudis also would claim to pass on a secret message about President Jimmy Carter’s geo-political desires.
During that summer of 1980, President Carter was facing his own crisis. His failure to free 52 American hostages held in Iran was threatening his political survival. As he wrote in his memoirs, Keeping Faith, “The election might also be riding on their freedom.” Equally alarming, President Carter had begun receiving reports that the Republicans were making back-channel contacts with Iran about the hostage crisis, as he would state in a letter to a journalist nearly a decade later.
Though it was unclear then, this multi-sided political intrigue would shape the history from 1980 to the present day. Iraq’s invasion of Iran in September 1980 would deteriorate into eight years of bloody trench warfare that did little more than kill and maim an estimated one million people. What little more the war did was to generate billions of dollars in profits for well-connected arms merchants — and spawn a series of national security scandals.
In 1986-87, the Iran-Contra Affair peeled back some of the layers of secrecy, but bipartisan investigations dumped the blame mostly on White House aide Oliver North and a few low-level “men of zeal.” Later inquiries into Iraqgate allegations of secret U.S. military support for Saddam Hussein also ended inconclusively. The missing billions from the sleazy Bank of Credit and Commerce International disappeared into the mist of complex charge and counter-charge, too. So did evidence implicating the CIA and Nicaraguan Contra rebels in cocaine trafficking.
A similar fate befell the October Surprise story and President Carter’s old suspicion of Republican interference in the 1980 hostage crisis. A special House task force concluded in 1993 that it could find “no credible evidence” to support the October Surprise charges.
Haig’s Talking Points
Still, I gained access to documents from that investigation, including papers marked “secret” and “top secret” which apparently had been left behind by accident in a remote Capitol Hill storage room. Those papers filled in a number of the era’s missing pieces and established that there was more to the reports that President Carter heard in 1980 than the task force publicly acknowledged.
But besides undermining the task force’s October Surprise debunking, the papers clarified President Reagan’s early strategy for a clandestine foreign policy hidden from Congress and the American people. One such document was a two-page “Talking Points” prepared by Secretary of State Alexander Haig for a briefing of President Reagan. Marked “top secret/sensitive,” the paper recounted Haig’s first trip to the Middle East in April 1981.
In the report, Haig wrote that he was impressed with “bits of useful intelligence” that he had learned. “Both [Egypt’s Anwar] Sadat and [Saudi Prince] Fahd [explained that] Iran is receiving military spares for U.S. equipment from Israel.” This fact might have been less surprising to President Reagan, whose intermediaries allegedly collaborated with Israeli officials in 1980 to smuggle weapons to Iran behind President Carter’s back.
But Haig followed that comment with another stunning assertion: “It was also interesting to confirm that President Carter gave the Iraqis a green light to launch the war against Iran through Fahd.” In other words, according to Haig’s information, Saudi Prince Fahd (later King Fahd) claimed that President Carter, apparently hoping to strengthen the U.S. hand in the Middle East and desperate to pressure Iran over the stalled hostage talks, gave clearance to Saddam’s invasion of Iran. If true, Jimmy Carter, the peacemaker, had encouraged a war.
Haig’s written report contained no other details about the “green light,” and Haig declined my request for an interview about the Talking Points. But the paper represented the first documented corroboration of Iran’s long-held belief that the United States backed Iraq’s 1980 invasion.
In 1980, President Carter termed Iranian charges of U.S. complicity “patently false.” He mentioned Iraq’s invasion only briefly in his memoirs, in the context of an unexpected mid-September hostage initiative from a Khomeini in-law, Sadeq Tabatabai.
“Exploratory conversations [in Germany] were quite encouraging,” President Carter wrote about that approach, but he added: “As fate would have it, the Iraqis chose the day of [Tabatabai’s] scheduled arrival in Iran, September 22, to invade Iran and to bomb the Tehran airport. Typically, the Iranians accused me of planning and supporting the invasion.”
The Iraqi invasion did make Iran more desperate to get U.S. spare parts for its air and ground forces. Yet the Carter administration continued to demand that the American hostages be freed before military shipments could resume. But according to House task force documents that I found in the storage room, the Republicans were more accommodating.
Secret FBI wiretaps revealed that an Iranian banker, the late Cyrus Hashemi, who supposedly was helping President Carter on the hostage talks, was assisting Republicans with arms shipments to Iran and peculiar money transfers in fall 1980. Hashemi’s older brother, Jamshid, testified that the Iran arms shipments, via Israel, resulted from secret meetings in Madrid between the GOP campaign director, William J. Casey, and a radical Islamic mullah named Mehdi Karrubi.
For whatever reasons, on Election Day 1980, President Carter still had failed to free the hostages and Ronald Reagan won in a landslide.
A ‘Private Channel’
Within minutes of President Reagan’s Inauguration on Jan. 20, 1981, the hostages finally were freed. In the following weeks, the new administration put in place discreet channels to Middle East powers, as Haig flew to the region for a round of high-level consultations.
The trim silver-haired former four-star general met with Iraq’s chief allies, Saudi Arabia and Egypt, and with Israel, which was continuing to support Iran as a counter-weight to Iraq and the Arab states.
On April 8, 1981, Haig ended his first round of meetings in Riyadh and issued a diplomatic statement lauding Saudi Arabia’s “dedication to building a better world and the wisdom of your leaders.” More to the point, he announced that “the foundation has been laid during this trip for the strengthening of U.S.-Saudi relations.”
After Haig’s return to Washington, his top secret Talking Points fleshed out for President Reagan the actual agreements that were reached at the private sessions in Saudi Arabia, as well as at other meetings in Egypt and Israel.
“As we discussed before my Middle East trip,” Haig explained to President Reagan, “I proposed to President Sadat, [Israel’s] Prime Minister [Menachem] Begin and Crown Prince Fahd that we establish a private channel for the consideration of particularly sensitive matters of concern to you. Each of the three picked up on the proposal and asked for early meetings.”
Haig wrote that on his return, he immediately dispatched his counselor, Robert “Bud” McFarlane, to Cairo and Riyadh to formalize those channels. “He held extremely useful meetings with both Sadat and Fahd,” Haig boasted. “In fact, Sadat kept Ed Muskie [President Carter’s secretary of state] waiting for an hour and a half while he [Sadat] extended the meeting.”
These early contacts with Fahd, Sadat and Begin solidified their three countries as the cornerstones of the administration’s clandestine foreign policy of the 1980s: the Saudis as the moneymen, the Israelis as the middlemen, and the Egyptians as a ready source for Soviet-made equipment.
Although President Carter had brokered a historic peace treaty between Egypt and Israel, Sadat, Begin and Fahd had all been alarmed at signs of U.S. weakness, especially Washington’s inability to protect the Shah of Iran from ouster in 1979. Haig’s Talking Points captured that relief at President Carter’s removal from office.
“It is clear that your policies of firmness toward the Soviets has restored Saudi and Egyptian confidence in the leadership of the U.S.,” Haig wrote for the presentation to his boss. “Both [Fahd and Sadat] went much further than ever before in offering to be supportive.”
Haig said “Sadat offered to host a forward headquarters for the Rapid Deployment Force, including a full-time presence of U.S military personnel.” Sadat also outlined his strategy for invading Libya to disrupt Moammar Khadafy’s intervention in Chad. “Frankly,” observed Haig, “I believe he [Sadat] could easily get overextended in such an undertaking and [I] will try to moderate his ambitions on this score.”
‘Special Status,’ Money and Guns
Haig reported that Prince Fahd was “also very enthusiastic” about President Reagan’s foreign policy. Fahd had agreed “in principle to fund arms sales to the Pakistanis and other states in the region,” Haig wrote. The Saudi leader was promising, too, to help the U.S. economy by committing his oil-rich nation to a position of “no drop in production” of petroleum.
“These channels promise to be extremely useful in forging compatible policies with the Saudis and Egyptians,” Haig continued. “Both men value the ‘special status’ you have conferred on them and both value confidentiality. I will follow up with [Defense Secretary] Cap Weinberger and [CIA Director] Bill Casey. …The larger message emerging from these exchanges, however, is that your policies are correct and are already eliciting the enthusiastic support of important leaders abroad.”
In the following years, the Reagan administration would exploit the “special status” with all three countries to skirt Constitutional restrictions on Executive war-making powers. Secretly, the administration would tilt back and forth in the Iran-Iraq war, between aiding the Iranians with missiles and spare parts and helping the Iraqis with intelligence and indirect military shipments.
When the Soviets shot down an Israeli-leased Argentine plane carrying U.S. military supplies to Iran on July 18, 1981, the State Department showed it, too, valued confidentiality. At the time, State denied U.S. knowledge. But in a later interview, Assistant Secretary of State Nicholas Veliotes said “it was clear to me after my conversations with people on high that indeed we had agreed that the Israelis could transship to Iran some American-origin military equipment.”
According to a sworn affidavit by former Reagan national security staffer Howard Teicher, the administration enlisted the Egyptians in a secret “Bear Spares” program that gave the United States access to Soviet-designed military equipment. Teicher asserted that the Reagan administration funneled some of those weapons to Iraq and also arranged other shipments of devastating cluster bombs that Saddam’s air force dropped on Iranians troops.
In 1984, facing congressional rejection of continued CIA funding of the Nicaraguan Contra rebels, President Reagan exploited the “special status” again. He tapped into the Saudi slush funds for money to support the Nicaraguan Contra rebels in their war in Central America. The President also authorized secret weapons shipments to Iran in another arms-for-hostages scheme, with the profits going to “off-the-shelf” intelligence operations. That gambit, like the others, was protected by walls of “deniability” and outright lies.
Some of those lies collapsed in the Iran-Contra scandal, but the administration quickly constructed new stonewalls that were never breached. Republicans fiercely defended the secrets and Democrats lacked the nerve to fight for the truth. The Washington media also lost interest because the scandals were complex and official sources steered the press in other directions.
‘Read Machiavelli’
When I interviewed Haig several years ago, I asked him if he was troubled by the pattern of deceit that had become the norm among international players in the 1980s. “Oh, no, no, no, no,” he boomed, shaking his head. “On that kind of thing? No. Come on. Jesus! God! You know, you’d better get out and read Machiavelli or somebody else because I think you’re living in a dream world! People do what their national interest tells them to do and if it means lying to a friendly nation, they’re going to lie through their teeth.”
But sometimes the game-playing did have unintended consequences. In 1990, a decade after Iraq’s messy invasion of Iran, an embittered Saddam Hussein was looking for pay-back from the sheikhdoms that he felt had egged him into war. Saddam was especially furious with Kuwait for slant drilling into Iraq’s oil fields and refusing to extend more credit. Again, Saddam was looking for a signal from the U.S. president, this time George H.W. Bush.
When Saddam explained his confrontation with Kuwait to U.S. Ambassador April Glaspie, he received an ambiguous reply, a reaction he apparently perceived as another “green light.” Eight days later, Saddam unleashed his army into Kuwait, an invasion that required 500,000 U.S. troops and thousands more dead to reverse.

By recently releasing a redacted version of top secret “talking points” that Secretary of State Alexander Haig used to brief President Ronald Reagan about Mideast developments in spring 1981, the U.S. government has inadvertently revealed what it still wants to hide from the public some 34 years later – because I found the full version in congressional files in late 1994 and first wrote about it in early 1996.
The key points that the U.S. government still doesn’t want you to know include that in early 1981 Israel already was supplying U.S. military equipment to Iran for its war with Iraq; that the Saudis had conveyed a “green light” supposedly from President Jimmy Carter to Saddam Hussein to invade Iran in 1980; and that the Saudis agreed to finance arms sales to Pakistan and other states in the region.
All three points have relevance today because they reveal the early seeds of policies that have grown over the past three decades into the twisted vines of today’s bloody conflicts. The still-hidden sections of Haig’s “talking points” also could cause some embarrassment to the nations mentioned.
For instance, the Israelis like to present their current hostility toward Iran as derived from a principled opposition to the supposed extremism of the Islamic state, so the revelation that they were supplying U.S. military hardware to Ayatollah Ruhollah Khomeini’s government, which had held 52 American diplomats hostage for 444 days, suggests that less noble motivations were driving Israel’s decisions.
Though ex-President Carter has denied encouraging Iraq to invade Iran in September 1980 – at the height of the hostage crisis which was destroying his reelection bid – the Saudis’ “green light” assertion at least indicates that they led Iraq’s Saddam Hussein to believe that his invasion had U.S. backing.
Whether the Saudis deceived Hussein about the “green light” or not, their instigation of the war exposes the origins of the modern Sunni-Shiite conflict, though now the Saudis are accusing the Iranians of regional aggression. The Haig “talking points” reveal that the first blow in the revival of this ancient fight was thrown not by the Shiites of Iran but by the Sunnis of Saddam Hussein’s Iraqi regime with Saudi backing and encouragement.
The Saudi agreement to pay for arms purchases by Pakistan and other regional government sheds light on another aspect of today’s Mideast crisis. Saudi financial help to Pakistan in the 1980s became a key element in the expansion of a radical Sunni jihadist movement that coalesced along the Pakistan-Afghanistan border to carry on the CIA-backed war against the Soviet army and secular Afghan forces.
That war – with the United States and Saudi Arabia each eventually pouring in $500 million a year – led to the withdrawal of Soviet troops and the collapse of the modernist, leftist regime in Kabul to be replaced by the ultra-fundamentalist Taliban which, in turn, gave sanctuary to Al-Qaeda led by a wealthy Saudi, Osama bin Laden.
Thus, the outlines of today’s violent chaos across the Middle East were sketched in those years, albeit with many subsequent twists and turns.
The Persian Gulf War
After the Iran-Iraq War ended in 1988 – with both countries financially drained – Saddam Hussein turned on his suddenly stingy Sunni benefactors who began refusing further credit and demanding repayment of wartime loans. In reaction, Hussein – after consulting with U.S. Ambassador April Glaspie and thinking he had another “green light” – invaded Kuwait. That, in turn, prompted a U.S.-led deployment to both defend Saudi Arabia and drive Iraqi forces out of Kuwait.
Although Hussein soon signaled a readiness to withdraw his troops, President George H.W. Bush rebuffed those overtures and insisted on a bloody ground war both to demonstrate the qualitative superiority of the modern U.S. military and to excite the American people about a military victory – and thus to “kick the Vietnam Syndrome.” [See Robert Parry’s Secrecy & Privilege.]
Bush’s military offensive succeeded in those goals but also provoked bin Laden’s outrage over the placement of U.S. troops near Islamic holy sites. The United States became the new target of Al-Qaeda’s terrorist revenge. And, for Official Washington’s emerging neoconservatives, the need to finally and completely destroy Saddam Hussein – then Israel’s bête noire – became an article of faith.
The Persian Gulf War’s demonstration of U.S. military prowess – combined with the collapse of the Soviet Union in 1991 – also encouraged the neocons to envision a strategy of “regime changes” for any government that showed hostility toward Israel. Iraq was listed as target number one, but Syria also was high on the hit list.
By the early 1990s, Israel had grown alienated from cash-strapped Iran, which had withdrawn from the lucrative arms bazaar that Israel had been running for that Shiite government through the 1980s. Gradually, Israel began to realign itself with the Sunnis bankrolled by Saudi Arabia.
The 9/11 attacks in 2001 were an expression of the anti-U.S. outrage among Sunni fundamentalists, who were funded by the Saudis and other Persian Gulf oil states, but the intricate realities of the Middle East were then little known to the American people who didn’t much know the difference between Sunni and Shiite and who lacked knowledge about the hostilities between secularists like Hussein and fundamentalists like bin Laden.
President George W. Bush and his administration exploited that ignorance to rally the public behind an invasion of Iraq in 2003 out of unrealistic fears that Saddam Hussein would share weapons of mass destruction with Osama bin Laden. Beyond the false claims about Iraq having WMDs and about a connection between Hussein and bin Laden, there was little appreciation even within the higher levels of the Bush administration about how the ouster and killing of Hussein would shatter the fragile equilibrium between Sunnis and Shiites.
With Hussein removed, the Shiite majority gained control of Iraq, distressing the Saudis who had, in many ways, launched the modern Sunni-Shiite war by pushing Iraq’s invasion of Iran in 1980 but who now saw Iran’s allies gaining control of Iraq. The Saudis and other Gulf sheiks began financing Sunni extremists who flooded into Iraq to fight the Shiites and their enablers, the U.S. military.
The Saudis also built a behind-the-scenes alliance with Israel, which saw its financial and geopolitical interests advanced by this secret collaboration. Soon, the Israelis were identifying their old arms-trading partners, the Iranians, as an “existential threat” to Israel and pushing the United States into a more direct confrontation with Iran. Expanding Conflicts
The battlefront in the Sunni-Shiite conflict moved to Syria, where Israel, Saudi Arabia, Turkey and other Sunni states joined in supporting a rebellion to oust the government of President Bashar al-Assad, an Alawite, an offshoot of Shiite Islam. As that conflict grew bloodier and bloodier, Assad’s relatively secular regime became the protector of Christians, Shiites, Alawites and other minorities against the Sunni forces led by al-Qaeda’s Nusra Front and the hyper-brutal Islamic State.
In 2014, pressed by President Barack Obama, the Saudis joined an alliance against the Islamic State, although Saudi participation was tepid at best. Saudi Arabia’s true enthusiasm was to push a series of regional proxy wars against Iran and any Shiite-related movements, such as the Houthis in Yemen and the Alawites in Syria. If that helped Al-Qaeda and the Islamic State, so be it, was the Saudi view.
Though the two redacted paragraphs from Haig’s “talking points” from 34 years ago might seem to be ancient history no longer worthy of the secrecy stamp, the U.S. government still insists on shielding that information from the American people, not letting them know too much about how these entangling alliances took shape and who was responsible for them.
The primary sources for Haig were Egyptian President Anwar Sadat and Saudi Prince Fahd (later King Fahd), both of whom are dead, as are several other principals in these events, including Reagan, Hussein and Haig. The two redacted paragraphs – that Haig used in his presentation to Reagan – read as follows, with underlined sections in the original “talking points”:
”Fahd was also very enthusiastic toward your policies. As a measure of his good faith, he intends to insist on a common oil policy at a forthcoming meeting of his Arab colleagues which will include a single price and a commitment to no drop in production. Also of importance was Fahd’s agreement in principle to fund arms sales to the Pakistanis and other states in the area.
“Both Sadat and Fahd provided other bits of useful intelligence (e.g. Iran is receiving military spares for U.S. equipment from Israel). It was also interesting to confirm that President Carter gave the Iraqis a green light to launch the war against Iran through Fahd.”
The redacted version – with those two paragraphs blacked out – was released by the George H.W. Bush presidential library after the “talking points” went through a declassification process. The release was in response to a Freedom of Information Act request that I had filed in connection with the so-called October Surprise affair, in which the Reagan-Bush campaign in 1980 was alleged to have conspired with Iranian officials and Israeli intelligence officers to delay the release of the 52 American hostages held in Iran to ensure President Carter’s reelection defeat.
In 1991, Congress began an investigation into the 1980 issue, suspecting that it may have been a prequel to the Iran-Contra scandal which had involved Reagan’s secret arms-for-hostage deals with Iran in 1985-86 (also with Israeli help). The George H.W. Bush administration collected documents possibly related to the 1980 events and shared some with the congressional investigation, including the Haig “talking points.”
But Bush’s operatives – trying to protect his reelection chances in 1991-92 – engaged in delays and obstructions of the congressional inquiry, which finally agreed after Bush’s defeat by Bill Clinton in November 1992 to say that it could find “no credible evidence” that Reagan and Bush had orchestrated a delay in Iran’s release of the hostages. The hostages were finally freed on Jan. 20, 1981, immediately after Reagan was sworn in as president.
Subsequent disclosures of evidence, however, buttressed the long-held suspicions of a Republican-Iranian deal, including documents that the Bush-41 White House had withheld from Congress as well as other documents that the congressional investigation possessed but ignored. Earlier this week, Kayvon Afshari, communications director for the American Iranian Council, appeared on Another Thing with veteran broadcaster Larry Mendte to discuss the state of negotiations over Iran’s nuclear program and the prospect, in the face of powerful opposition, of a final deal being reached in the coming weeks.
While Afshari’s pro-diplomacy optimism was backed up by important facts not often heard in the media, Mendte made a number of comments that betrayed his role as an ostensibly objective and informed interviewer.
Right off the bat, for instance, Mendte describes the ongoing talks as a negotiation about an “Iranian nuclear arms deal.” That’s a bizarre – albeit revealing – way to begin, namely because that’s not what this is. If anything, the Nuclear Non-Proliferation Treaty (NPT) is a nuclear arms deal, one signed back in 1968 by Iran and ratified two year later, as it proscribes all non-nuclear weapons signatories to forever forgo the acquisition of nuclear weapons.
What Iran is negotiating with six world powers about is accepting verifiable limits and constraints on its peaceful, civilian, non-weaponized, non-military, safeguarded nuclear energy program in exchange for the lifting of international and unilateral sanctions and the normalization of its nuclear dossier.
As the conversation gets underway, Mendte repeats the tired claim that Iran is just biding its time under intense and intrusive scrutiny until – years from now – when it will suddenly emerge with a deadly nuclear arsenal manufactured out of thin air:
The way I understand the deal, and I think some of the people that are critical of it, is that there’d be a decade-long moratorium and then, the president has admitted in an article, in an interview, that after that decade-long moratorium, Iran could start up a nuclear program just like that. As a matter fact, they could advance the program during that decade and then be able to start up, for 10 years. This just puts off the inevitable. Is that fair?
Obviously this is not “fair” and Mendte’s understanding of the deal, or anything having to do with Iran or its nuclear program for that matter, is effectively nonexistent.
Afshari rightly points out to Mendte that Iran already has a nuclear program, one that is legal and guaranteed under the NPT, also noting, “It’s not as though there’s going to be no inspections after ten years. There’s still going to be strict inspections, but they’ll be loosened after that initial ten years.”
Mendte is quick to jump in. “We had strict inspections in Iraq. That didn’t turn out really well,” he patronizingly tells Afshari, continuing, “The reason we went into Iraq, people forget, in the first place, is because the inspectors were thrown out and not allowed in. [There were] supposed to be UN inspections and he [Saddam Hussein] didn’t allow it.”
When Afshari replies that the analogy is a stretch as Iran has never kicked out inspectors and that Iraq’s nuclear program was very different than Iran’s, Mendte is undeterred, insisting on playing out his analogy. “There was a nuclear arms deal in place” before the U.S. invasion of Iraq in 2003, he says, “and what I’m saying is that lead to the Iraq War. I mean, I know there [were] other factors including 9/11, including President Bush wanting to go after Iraq, but that was the catalyst: the fact that they left out UN inspectors, if you remember at the time.”
While Afshari is a gracious guest and tries to steer the conversation back on track, he really shouldn’t have been so accommodating to Mendte’s version of history. Basically, he should have told him was flat-out wrong. Beyond the fact that Mendte seems to have forgotten that Bush administration claims about Iraq’s weapons of mass destruction were false (and that there was no “nuclear arms deal in place” with Iraq), his claim about international inspectors is also completely and totally bogus. How so, you ask?
Saddam never kicked inspectors out of Iraq.
This claim is a canard, a wholesale myth, a straight-up falsehood. It was built up by the Bushadministration to justify the invasion of Iraq and dutifully reinforced by the mainstream media. In fact, between late November 2002 and mid-March 2003, weapons inspectors from the IAEA and the U.N. Monitoring, Verification, and Inspection Commission (UNMOVIC) conducted more than 750 inspections at 550 sites in Iraq.
In January 2003, UNMOVIC chief Hans Blix told reporters that inspectors had been “covering the country in ever wider sweeps” for months but “haven’t found any smoking guns.” An Associated Pressdispatch from the time noted, “In almost two months of surprise visits across Iraq, U.N. arms monitors have inspected 13 sites identified by U.S. and British intelligence agencies as major ‘facilities of concern,’ and reported no signs of revived weapons building.”
IAEA Director-General Mohamed ElBaradei delivered a report to the U.N. Security Council on March 7, 2003, during which he spoke of increased Iraqi cooperation with international inspections and thoroughly dismantled Bush administration claims about aluminum tubes, high-strength magnets, and importing yellowcake from Niger. ElBaradei concluded, “After three months of intrusive inspections, we have to date found no evidence or plausible indication of the revival of a nuclear weapon program in Iraq” and clearly stated the intention “to continue our inspection activities.”
Inspections ended abruptly eleven days later, on March 18, 2003, for one reason: the United States was about to start dropping bombs all over the place.
“In early March,” Glenn Kessler of The Washington Post‘s “Fact Checker” blog wrote in 2011, Blix “began getting warnings from senior U.S. and British officials about the safety of the inspectors. Then the company that supplied helicopters for the teams withdrew its equipment from Iraq.”
News reports at the time leave no doubt as to what really happened.
“In the clearest sign yet that war with Iraq is imminent, the United States has advised U.N. weapons inspectors to begin pulling out of Baghdad, the U.N. nuclear agency chief said Monday,” reported the Associated Press on March 17, 2003. The article continued:
Mohamed ElBaradei, head of the International Atomic Energy Agency, said the recommendation was given late Sunday night both to his Vienna-based agency hunting for atomic weaponry and to the New York-based teams looking for biological and chemical weapons.”
“Late last night… I was advised by the U.S. government to pull out our inspectors from Baghdad,” ElBaradei told the IAEA’s board of governors.
Within hours, the evacuation began. “U.N. weapons inspectors climbed aboard a plane and pulled out of Iraq on Tuesday after President Bush issued a final ultimatum for Saddam Hussein to step down or face war,” AP reported the next day. “U.N. Secretary-General Kofi Annan on Monday ordered all U.N. inspectors and support staff, humanitarian workers and U.N. observers along the Iraq-Kuwait border to evacuate Iraq after U.S. threats to launch war.”
“[A]t no time did Iraq throw out the inspectors,” wrote Kessler, in an attempt to forever put these talking points to rest. “[I]nspectors voluntarily ended their mission because of the threat of military action by the United States and its allies.
Larry Mendte’s regurgitation of Rumsfeldian propaganda – 13 years after the illegal and disastrous invasion of Iraq – should cast doubt on his credibility as a broadcaster. Let’s hope a correction and mea culpa are forthcoming – not to mention an apology to Afshari.

A quick look at some of his pastrants on Iran makes clear he’s long bought into the most bellicose and alarmist propaganda pushed by Iran hawks and is incapable of any semblance of critical thought. He sees the U.S. invasions and occupations of Afghanistan and Iraq as warnings to other nations, not as lessons to be learned about jingoism, faulty intelligence, war crimes, and imperial adventurism. He thinksIranhas a “nuclear weapons program.” He thinks sanctions “brought Iran to the negotiating table.” He says he knows that Iran wants a nuclear bomb.

As New Delhi aims to take advantage of a thaw in Tehran’s relations with world powers, India and Iran have reached a deal on Wednesday to develop a strategic port in southeast Iran.
Abbas Ahmad Akhoundi, Iranian Minister for Transport and Urban Development and his Indian counterpart Nitin Gadkari signed an inter-Governmental Memorandum of Understanding (MoU) regarding India’s participation in the development of the Chabahar Port in Iran.
“With the signing of this MoU, Indian and Iranian commercial entities will now be in a position to commence negotiations towards finalisation of a commercial contract under which Indian firms will lease two existing berths at the port and operationalise them as container and multi-purpose cargo terminals,” the Indian Foreign Ministry said in a statement.
Richard Verma, US Ambassador in India, cautioned against “rushing in” with the deal saying there is no guarantee that a final deal will be secured with Tehran by a June 30 deadline.
India intends to lease two berths at Chabahar for 10 years. The port will be developed through a special purpose vehicle (SPV) which will invest $85.21 million to convert the berths into a container terminal and a multi-purpose cargo terminal.
The port of Chabahar in southeast Iran is central to India’s efforts to open up a route to landlocked Afghanistan where it has developed close security ties and economic interests.
“The availability of a functional container and multipurpose cargo terminal at Chabahar Port would provide Afghanistan’s garland road network system alternate access to a sea port, significantly enhancing Afghanistan’s overall connectivity to regional and global markets, and providing a fillip to the ongoing reconstruction and humanitarian efforts in the country,” said the Indian Foreign Ministry late on Wednesday evening.
Iranian President Hassan Rouhani, in his meeting with the Indian Minister in Tehran said, “Resumption of Iran-India cooperation in the southeastern Iranian port city of Chabahar would lead to a new chapter in relations of two countries.”
In the 1976 docudrama about the Watergate affair and the fall of Richard Nixon, All the President’s Men, Bob Woodward’s source at the FBI, Deep Throat, tells him to “follow the money.” To the Washington Post editorial board in 2015, doing just that is problematic—and probably anti-Semitic. Or at least that’s their charge in a piece published last Friday entitled, “Argentina’s President Resorts to Anti-Semitic Conspiracy Theories,” the Post opens by asking:
What do lobbyists at the American Israel Public Affairs Committee and the director of a Washington think tank have to do with hedge-fund manager Paul Singer and the Argentine prosecutor, Alberto Nisman, who died mysteriously in January? Well, according to Argentine President Cristina Fernandez de Kirchner, they are all part of a “global modus operandi” that “generates international political operations of any type, shape and color.”[Links added]
The Post’s problem is that Kirchner posted a “rant” on her website highlighting the fact that Paul Singer—whose hedge fund, Elliott Management, is seeking to force Argentina to repay the full amount of its defaulted debt—has contributed a whole lot of cash to the same neoconservative organizations in Washington that have been tarring the South American nation as a deadbeat ally of Iranian-backed terrorism. These same groups have also uncritically promoted the work of prosecutor Alberto Nisman, who in 2006 issued a highly controversial 900-page indictment charging seven senior Iranian officials with ordering the 1994 bombing of the Jewish community center in Buenos Aires, the Argentine Israelite Mutual Association (AMIA), that killed 85 people. Nisman died in his apartment from a bullet to the head January 18, the night before he was set to testify before the Argentine congress in support of new charges that Kirchner and her foreign minister, Hector Timerman, had conspired with Tehran to quash international arrest warrants against those same Iranians, including Supreme Leader Ayatollah Ali Khamenei and then President Ali Hashemi Rafsanjani, in exchange for a favorable trade agreement.
Making the Links
In 2013, Inter Press Service (IPS) ran a two-part feature by Charles (here and here) on the links between Singer and Nisman’s neoconservative fan club in the United States. The Argentine press and the president herself recently cited this work. The Post, however, plays dumb: “How do Singer, AIPAC and Mark Dubowitz of the Foundation for Defense of Democracies [FDD] come into this?” it asks.
Mr. Singer—or “the Vulture Lord,” as Ms. Kirchner called him—won a court battle on behalf of holders of Argentine debt last year; Ms. Kirchner chose to default rather than pay. Mr. Dubowitz’s think tank has published papers on Argentine-Iranian relations, while AIPAC has criticized the Obama administration’s preliminary nuclear deal with Iran. Confused?
Conspicuously and no doubt consciously missing from the Post’s retelling is the fourth sentence of Kirchner’s “rant”: “[Singer] contributed to the NGO Foundation for the Defense of Democracies (FDD), $3.6 million from 2008 to 2014.” By leaving this out, the Post is better able to pretend the only link between Singer and Dubowitz and Nisman is their Judaism.
Argentina, whose politics are reputedly as byzantine and Machiavellian as any country’s, does indeed have a history of anti-Semitism. Not only did it offer a refuge to fleeing Nazis after World War II, but the military junta that took power in 1976 included elements that extolled the Third Reich, as eloquently retold by perhaps the most famous survivor of the junta’s torture chambers, Jacobo Timerman (the foreign minister’s late father) in his 1981 book, Prisoner Without a Name, Cell Without a Number.
Kirchner may indeed have a political interest in claiming that an international conspiracy is defaming her government, but the evidence for such a conspiracy in this case is much stronger than the Post suggests. As noted above, millions of dollars have flowed from Singer’s pockets to the various neoconservative groups whose advocacy of confrontation with Iran has extended to attacking Argentina, in particular over its ties to the Islamic Republic.
Singer, who sits on the board of the hawkish Republican Jewish Coalition, turns out to be a generous funder of not only FDD, but AIPAC and the American Enterprise Institute (AEI), as well as a number of other right-wing groups and politicians that have stoked hostility toward Iran. In 2010, for example, his personal and family foundations contributed a combined $1 million to the American Israel Education Foundation, the fundraising wing of AIPAC and the sponsor of its congressional junkets to Israel. The $3.6 million he gave to FDD between 2008 and 2011, meanwhile, makes him the group’s second largest donor during those three years. So, it’s pretty clear that what ties AIPAC and FDD together is not only their anti-Iran efforts, but also Paul Singer’s largesse. And that’s the link Kirchner highlights but the Post leaves out.
Make no mistake: Singer and Elliott Management stand to make as much as $2 billion if they can collect full value on the debt they bought for pennies on the dollar after the country’s 2001 default. About 93 percent of Argentina’s bondholders agreed to accept a fraction of what they were originally owed (a fact the Post also conveniently omitted). But Singer—who has done this sort of thing before with other nations that have defaulted on their debt—sued in U.S. court to recover the full amount, a move the Kirchner government has fought every step of the way. The Obama administration and the International Monetary Fund, as well as most of Latin America and Washington’s closest European allies, have also sided with Argentina, viewing Singer’s actions as a threat to the international financial system.
The Iranian “Connection”
What has this got to do with Nisman, though? His allegations of Iranian direction in the 1994 bombing in Buenos Aires—and subsequent charges that the Kirchner government was trying to cover up that involvement so as to not undermine its growing economic relations with the Tehran—proved quite useful in another arena: the court of public and congressional opinion. According to IPS’sGareth Porter, Nisman’s 2006 indictments were based virtually entirely on the testimony of a long-discredited former Iranian intelligence officer and several members of the cult-like Mujahedin-e Khalq (MEK), an Iranian opposition group that fought alongside Saddam Hussein’s forces in the Iran-Iraq war.
But the claims have undoubtedly been useful to Singer’s cause. “We do whatever we can to get our government and media’s attention focused on what a bad actor Argentina is,” Robert Raben, executive director of the American Task Force Argentina (ATFA) explained toThe Huffington Post. ATFA, a group Singer helped create with other hold-out creditors in 2007, spent at least $3.8 million dollars over 5 years doing whatever it could to paint Argentina as a pariah, according to IPS. Connecting the Kirchner government to Iran has clearly furthered that purpose.
“Argentina and Iran: Shameful Allies” was the headline of one ATFA ad that ran in Washington newspapers back in June 2013 as the Obama administration was considering whether to file an amicus brief with the U.S. Supreme Court in Argentina’s favour. The ad featured adjoining photos of Kirchner and outgoing President Mahmoud Ahmadinejad connected by the question, “A Pact With the Devil?”
“What’s the TRUTH About Argentina’s Deal with Iran?” asked another very flashy full-page ad featuring unflattering photos of Kirchner and Hassan Rouhani published in the Post’s front section shortly thereafter. The ad included excerpts of letters denouncing the joint investigation from members of Congress, including Mark Kirk (R-IL) who received more than $95,000 from employees of Singer’s firm, Elliott Management, in the 2010 election. The signer of one letter urging the administration against siding with Argentina, former Rep. Michael Grimm (R-NY)—who after his re-election in 2014 pleaded guilty to federal tax evasion and resigned shortly thereafter—received $38,000 in campaign contributions from Elliott in 2012, nearly twice as much as his next largest donor.
Singer’s generosity also appears to have produced results in the think tank world, with Dubowitz’s FDD leading the way. In May 2013, as ATFA was running the Kirchner-Ahmadinejad ad, FDD release an English-language summary of a new “ground-breaking” report by Nisman detailing “Iran’s extensive terrorist network in Latin America.” (In an extended exchange with ProPublicahere and here, Jim pointed out the summary’s many serious holes, leaps of logic, and other weaknesses.) The report triggered a flood of op-eds by FDD fellows and fellow-travellers at other neo-conservative organizations, as well as a series of hearings held by the House Homeland Security Subcommittee. According to FDD’s vice president, Toby Dershowitz, the report provided:
a virtual road map for how Iran’s long arm of terrorism can reach unsuspecting communities and that the AMIA attack was merely the canary in the coal mine. …The no-holds-barred, courageous report is a ‘must read’ for policy makers and law enforcement around the world and Nisman himself should be tapped for his guidance and profound understanding of Iran’s terrorism strategy.
Nisman’s death, on the eve of his testimony before the Argentine Congress about his charges against Kirchner and Timerman (since dismissed by two courts), produced another outpouring of articles by FDD fellows recalling the prosecutor’s tireless efforts to document Iran’s alleged involvement in the AMIA bombings and Kirchner’s purported courtship of Iran. Within a month, FDD announced the establishment of an “Alberto Nisman Award for Courage.” “We must pay careful attention to the detailed Iranian playbook he left behind and from it, heed important lessons in counter-terrorism and law enforcement,” Dershowitz said in the announcement. (For an interesting take on Nisman’s work, see “Why Nisman is No Hero in Argentine Bombing Case” by Argentine journalist Graciela Mochkofsky published last month in The Forward.)
Although FDD clearly lent itself with gusto to Singer’s efforts to tar Argentina and Kirchner with the Iranian brush, AIPAC has been more reserved. It has focused on the issue of Iranian terrorism in its own tireless drive to promote sanctions legislation and a policy of confrontation against the Islamic Republic. In 2010, however, the same year in which Singer and his foundation contributed $1 million to the premier pro-Israel lobby, Nisman was featured on a panel entitled, “Dangerous Liaisons: Iran’s Alliances With Rogue Regimes” at the group’s annual policy conference.
AEI Joins In
As for AEI, Singer would find it attractive not only for its pro-Israel hawkishness and long-standing hostility toward Iran and leftist governments everywhere, but also to its domestic agenda: a hands-off policy toward Wall Street. In other words, he may have had several reasons to give the group $1.1 million in 2009—its second-biggest donor that year—and another $1.2 million over the next two. Whatever his reasons, those who received those millions surely (and demonstrably) knew well enough not to upset their benefactor. And AEI fellow Roger Noriega, a former senior Bush administration official, has certainly pushed the Argentina-Iran/Nisman connection.
As Charles reported in 2013, Noriega has himself been paid at least $60,000 by Elliott Management since 2007—the same year AFTA was founded—to lobby on the issue of “Sovereign Debt Owed to a U.S. Company.” In 2011, he published an article on AEI’s website citing Nisman’s AMIA indictment and denouncing Iran’s offer to cooperate with Argentina in investigating the AMIA bombing as “shocking, in light of Tehran’s apparent complicity in that attack.” The article—“Argentina’s Secret Deal With Iran?”—cited secret documents suggesting that Tehran and Buenos Aires had recently renewed their cooperation on nuclear development as part of a deal “brokered and paid for” by Venezuela’s Hugo Chavez.
Two years later, Noriega and Jose Cardenas, a contributor to AEI’s “Venezuela-Iran Project,” co-authored a seven-page policy brief on AEI’s website entitled “Argentina’s Race to the Bottom,” which, among other things, charged that Kirchner’s government was “casting its lot with rogue governments like those in Venezuela and Iran.” Noting that two-way trade with Iran had grown from $339 million in 2002 to $18.1 billion in 2011, the article asserted:
…[T]he Kirchner government has been turning its back on its historical alliances and increasingly tilting its economic relationships toward countries of dubious international standing where rule of law is less of a concern.
And a week after FDD announced its Nisman Award for Courage, Noriega was back at it with an article headlined “Argentina’s Kirchner Reeling from Scandal.” The piece called for a “credible international investigation into Nisman’s case… to ensure that his 10-year search for the truth was not in vain and that justice is attained not only for his family but also for the victims of the 1994 AMIA bombing.” In a veiled reference to Singer’s quest, he wrote:
From ongoing battles with bondholders playing out in a New York courtroom to pressuring critical news outlets through threats and intimidation to failed attempts to jumpstart a flagging economy, the Kirchner administration cannot end soon enough for many Argentines. Candidates lining up to replace Kirchner in the October elections will likely position themselves as far away from the kirchnerista record as possible. A new administration will have ample opportunity – and likely significant public support – to chart a new economic course. That means reconciling with international financial institutions and markets, restoring trust among foreign investors, and rooting out corruption.
Perhaps Noriega is simply interested in tarring Argentina with the Iranian brush in keeping with his long-standing crusade against any Latin American government that defies Washington’s writ. But like others engaged in this campaign, he and his organization have been paid generously by a very wealthy individual with a clear financial stake in seeing that Argentina’s current government is excised from the community of respectable nations, at least until it pays what he thinks he is owed.
If the Post had “followed the money,” it perhaps would not have been so “confused” by the connections Kirchner highlighted between Singer and those who have attacked her government over its allegedly nefarious relations with Iran. Ignoring Deep Throat’s advice and acting as if that trail of money doesn’t exist allowed the paper to better roll out the powerful charge of anti-Semitism. In truth, it’s not the president of Argentina’s supposed bigotry that offends, though, but the powerful enemies she’s made (and how much they’re worth).
The Iranian Embassy in Denmark has reportedly said that a cargo ship recently impounded in the Persian Gulf by Iranian Navy forces will be released if the ship’s operator company settles its overdue debts to an Iranian plaintiff.
“Iranian authorities reiterate that there has been absolutely no political or security intentions or considerations behind the incident,” read a statement by the Iranian Embassy on Thursday, AFP reported.
The cargo ship, Maersk Tigris, which was seized on Tuesday in the Strait of Hormuz in the Persian Gulf, had trespassed on Iranian waters carrying the flag of the Marshal Islands, a pacific nation.
A spokesman for Iran’s Ports and Maritime Organization said on Wednesday that the seizure of Maersk Tigris was based on a court ruling issued on March 16, 2015, which reportedly came after a plaintiff sued the Maersk Line, the Danish company operating the ship, over unpaid debts.
“The seizure of the ship was solely an enforcement of a judicial court ruling resulting from a commercial dispute between two private parties,” the statement said, adding, “Naturally the ship will be released after settlement of debts by Maersk Shipping Line and will be allowed to sail to its final destination.”
According to IRNA, the ship’s captain is Bulgarian and the first mate is Russian. Other crew members include 13 nationals of Myanmar, four Romanians, one Ukrainian, one British national, two Sri Lankans, and a national of Poland.
The statement added that diplomats can meet the crew “in case of need or request.”
Iranian Foreign Ministry Spokeswoman Marziyeh Afkham has defended as legal Iran’s decision to impound the ship, which is currently docked at the Bahonar Port near Bandar Abbas in southern Iran.
The US is boosting its military support for security forces fighting against Islamic State in Iraq. The Republicans have proposed a bill to directly fund militia groups operating in the country, such as the Kurdish Peshmerga and Sunni irregular forces. If the bill is passed, tribal groups could receive up to $429 million in aid from the US.
The US Republicans’ proposal to fund Peshmerga and Sunni militias in Iraq, if approved, would entrench the country which is already partitioned by war, defense analyst Ivan Eland told RT.
RT:Do you think America’s funding of tribal security forces such as the Peshmerga might encourage further sectarian tension in such a volatile region?
Ivan Eland: Definitely. I think that’s true. Of course the US during its occupation was helping out the Peshmerga, so they were kind of undermining a unified Iraq even back then. But now Iraq basically is partitioned by war and I don’t think we can put it back together again. And so the Republicans are actually facing reality, but certainly this effort to fund individual militias will hasten the effort and entrench already partitioned Iraq.
RT:The bill also requires these security forces to be an independent entity from Iraq, so they can receive the aid separately from Iraqi national forces. What implications could that have on the US-Iraq partnership?
IE: The Republicans are unhappy with the Iraqi government’s dependence on Iran for training its Shia militias, and the Shia militias have been accused of some atrocities against Sunnis. The US doesn’t like Iranian influence in Iraq and so this bill says it funds the Peshmerga and other militias which would be Sunnis, but it also says that [if] the government of Iraq doesn’t [dis]associate itself with the Shia militias; they’ll give even more funds to the Peshmerga and other Sunni militias. So it doesn’t totally go away from the Iraqi government, but it puts a lot of pressure on them to dissociate themselves from the Shia militias which the Iraqi government probably is not going to do.
RT:If the bill does recognize these tribal security forces, they will gain a large amount of aid assigned for Baghdad. How will that affect the ability of Iraqi forces to counter Islamic State’s offensive?
IE: I think the Iraqi forces are already sort of a shell; they cut and ran when the ISIS forces attacked. The Iraqi government is depending on the Shia militias to defend them and they had the greatest role in the campaign to recapture Tikrit. The US Congress – if they pass this bill – will be asking the Iraqi government to remove the only reliable military force it has. The Iraqi armed forces are not reliable. And the Shia militias are the only groups that can adequately, even have a priority, of taking on ISIS.
RT:There are also reports of Kurds recruiting former US military members to fight the terrorist group. Apparently, a dozen Americans have already joined their ranks. What do you think about that?
IE: This may be the US government giving a wink and a nod to this without officially sanctioning it because they want to shore up the Peshmerga against the ISIS fighters and the administration doesn’t really want to do this. Most probably – what the Republicans are suggesting – giving direct aid – because of course implications can lead to the breakup of Iraq officially. Iraq is already broken up on the ground but the administration probably doesn’t want to encourage officially supporting the Peshmerga. So this could be a way of winking and nodding to get more expertise and to help them fight ISIS.
Iran seized a cargo ship in the Persian Gulf because the company operating the vessel owed an outstanding debt to an Iranian private company which it is refusing to pay, an official says.
“A legal complaint by a domestic private company resulted in the seizure of the Marshal Islands-flagged vessel in Iranian waters by the Coast Guard,” head of the Ports and Maritime Organization of Iran Mohammad Sa’eednejad said.
The Coast Guard intercepted the ship belonging to the MV Maersk Tigris on the order of a court in Tehran, he said.
Sa’eednejad said the Iranian company has an outstanding amount of claims against Maersk which it has failed to settle.
“The complaint by a private plaintiff resulted in an order issued on March 17 for the confiscation of assets held by Maersk,” he added.
The ship was sailing in the Iranian waters when it was intercepted by the Coast Guard and diverted toward Larak Island near Bandar Abbas.
The US Navy’s Fifth Fleet in Bahrain dispatched the destroyer USS Farragut and a reconnaissance aircraft to the area following a distress call by the Maersk Tigris, the Pentagon said.
Sa’eednejad said the American forces left the scene when the situation was explained to them.
“It was announced that the issue was a legal dispute between two trade companies and the American forces accepted it,” he told IRNA.
The vessel has been described as a 65,000-tonne container ship and listed as sailing from Saudi Arabia’s Red Sea port of Jeddah, bound for the United Arab Emirates port of Jebel Ali in the Persian Gulf.
It reportedly had 24 crew on board, mostly from eastern Europe and Asia.
Press TV has conducted an interview with Soraya Sepahpour Ulrich, an independent researcher and writer, in Irvine, to get her take on the stance of Iran and other countries over the Non-Proliferation Treaty (NPT).
The following is a rough transcription of the interview.
Press TV: Mohammad Javad Zarif’s spokes of fairness and equity when it comes to the implementation of the NPT, has that been like that ever since this treaty came into effect?
Sepahpour: Regrettably, not at all and under the international law there ought to be no discrimination whatsoever. In fact, scholars have argued that the only time that discrimination if he wants to be called that is acceptable in international law is to elevate the status of a state to be on par with the rest. But right now as we said the international law has been hijacked and we see that powerful states are doling out favors to those that are pariah states, especially Israel in the region, and in fact, rewarding them for violating international law, while again themselves violating international law by not rendering assistance to those who are signatories to this treaty.
Press TV: How imperative is this for this NPT treaty to remain relevant to be able to bring Israel’s nukes under its control or supervision and also compel nations like the United States to clamp down on their own arsenals?
Sepahpour: I think if the former director general of the IAEA Mr. ElBaradei had listened to Mr. Zarif and perhaps he has, he would have applauded him. In 2004, Dr. ElBaradei, in fact, said that we need to talk seriously to Israel about its nuclear weapons whether it wants to admit to having them or not. And in fact, he called on a Middle East free of nuclear weapons. So, Mr. Zarif is right on the point in calling out, Israel is not a signatory to the NPT, is being rewarded for having nuclear weapons. And as far as the other states are not abiding by the NPT, again I’d like to quote Mohamed ElBaradei, he was the IAEA chief for three terms and he was a recipient of the Nobel Peace Prize together with the IAEA, and he said of nuclear powers, it is like them having it, “dangling a cigarette in their mouth while telling others not to smoke”. You can not violate international law and expect others to comply. This will create total chaos, disorder and it is a threat not just to the Middle East but to the entire world.
Press TV: When you speak of international law, so let’s not forget Iran is a signatory to the NPT and yet it has faced multiple sanctions regarding its peaceful nuclear energy program. That in itself is another violation, would not you agree?
Sepahpour: It is absolutely a violation. The whole purpose of the IAEA, when it was established in 1957 as a body of the United Nations, was to enable peaceful nations, those there were party, there was no treaty at that time, but to spread nuclear technologies, peaceful use around the world and NPT which was presented in 1968 for signature, in fact the whole spirit of the NPT was not only to render assistance in peaceful nuclear technology to the signatories but to ultimately eliminate all nuclear weapons, total disarmament and stop proliferation none of that has happened, in fact, Iran is a victim of policies here. There are nations that would want to use this law, this international treaty as a tool to dole out favors to the nations to that their working with and to those that are demanding their rights under the international law. So, it is very hypocritical, it is very dangerous and I think that this was a good occasion for the world to listen to a representative of 120 nations. And I just want to add that Iran has asked in numerous occasions for there to be total nuclear disarmament in the Middle East and even in 2009 the Arab League had said they could no longer tolerate Israel’s nuclear weapons without it is being subjected to… become a part of the NPT and have its nuclear facilities inspected. So, the vast majority of the world understands what is going on and what needs to happen. It is for more powerful nations that have hijacked the NPT that are keeping it as hostage to come on-board and be law abiding.
As soon as the framework for a comprehensive nuclear deal between Iran and six world powers was announced in Lausanne, Switzerland on April 2, Vox.com content manager Max Fisher came out strongly in favor of the agreement’s reported details. While his optimism is certainly welcome, his understanding of some key details leaves something to be desired.
Unfortunately, for someone who writes about the Iranian nuclear program as much as he does, Fisher seems not to have a very solid grasp on certain basic facts about the program. Sure, this is tricky, complex stuff, but if you’re in the business of producing what you refer to as “explanatory journalism” – and your entire reporting model is based upon providing clear analysis to a presumably less knowledgeable public – you should probably know what you’re talking about.
Here are just a few of his most recent errors.
‘Covert Nuclear Facilities’
In his “plain English” guide to the framework parameters, as described by the United States State Department, Fisher notes that facilities at Natanz and Fordow will continue to operate, with uranium enrichment continuing at Natanz and non-uranium enrichment and research occurring at Fordow.
Fisher concludes that this is a good deal for those worried about Iranian nuclear capabilities. “International inspectors will have access [to these facilities],” he writes, “so they won’t really function as covert nuclear facilities anymore.”
But, apparently unbeknownst to Fisher, neither Natanz nor Fordow ever actually functioned as secret nuclear enrichment facilities. Ever.
Natanz
While much is often made of the 2002 revelation of Iran’s supposedly clandestine enrichment plant at Natanz, rarely do we hear that the pilot facility was still under construction when it was declared by Iran to the IAEA. Per Iran’s safeguards agreement with the IAEA at the time, however, “Iran did not have to declare that it was building a pilot plant until 180 days before it expected to introduce nuclear material into the plant,” explained a May 2003 article in the Bulletin of the Atomic Scientists. Furthermore, as pointed out at the time by a research analyst at the Arms Control Association, Iran “is not required to allow visits to the Arak and Natanz sites under its current agreements with the IAEA.”
In effect, the United States has long been proud of discovering a construction site that Iran was under absolutely no obligation to announce to the IAEA. Natanz was not operational until June 2006, at which which point it had already been under IAEA safeguards for over three years. Not a single atom of enriched uranium has ever been produced at Natanz outside the purview of IAEA inspectors. Nevertheless, in a separate article published the same day, Fisher claims Natanz “was once used for covert enrichment.”
Fordow
Similarly, the site at Fordow was never a functional enrichment site outside IAEA monitoring. As with Natanz, it was “clandestine” only to the effect that it wasn’t officially declared by Iran to the IAEA before the US intelligence agencies said they already knew about it.
The site was announced by Iran to the IAEA on September 21, 2009, well in advance of the 180 days prior to the introduction of nuclear material as required by Iran’s Safeguards Agreement. At the time, the facility was still under construction and did not actually begin uranium enrichment until early January 2012, roughly 28 months after it had been declared to the IAEA. Upon visiting the facility six weeks after it was announced, then-IAEA Secretary General Mohammed ElBaradei described Fordow as “a hole in a mountain” and “nothing to be worried about.”
When the plant began operation, the IAEA confirmed that “all nuclear material in the facility remains under the agency’s containment and surveillance.” This was the case well before the November 2013 interim deal between the P5+1 and Iran and this remains the case to this day.
While Fisher has written elsewhere that both the Natanz and Fordow “sites are now publicly declared and will be monitored as part of any deal,” meaning “their value (and threat) as covert facilities is gone,” he appears to insinuate that recent negotiations – and namely Iranian concessions extracted by determined American negotiators – are responsible for this positive state of affairs. Natanz has been safeguarded, monitored and inspected by the IAEA for over a decade, Fordow for over four years.
‘Plutonium Plant at Arak’
If you read Vox.com, you’d really think Iran has something called a “plutonium plant at Arak.” The main reason you’d probably think that is because that’s exactly what Max Fisher and other explainers at the site claim as fact over and over again. Here’s Fisher from the other day:
There is so much wrong with Fisher’s understanding of Iran’s Arak facilities it’s difficult to know where to begin. Fisher even changed the original words of the State Department’s “fact sheet” on the deal framework to match his misunderstanding before allowing himself to explain things to his readers. Basically none of Fisher’s sentences in this section make any sense.
What Fisher routinely refers to as Iran’s “plutonium plant” is actually the IR-40 heavy water research reactor, a nuclear reactor at the Arak complex that is still under construction and not yet operational. The half-built reactor is under IAEA safeguards and is visited regularly by inspectors. Nevertheless, it has long been used by Israel and its contingent of hawkish American supporters as an alternate way to fear-monger about Iran’s nuclear program.
In simple terms, heavy water reactors are fueled by natural, rather than enriched, uranium. Heavy water, a non-nuclear form of water, acts as both a moderator and coolant in the fuel process. These reactors are said to pose a potential proliferation threat due to the amounts of plutonium produced as a byproduct of their spent nuclear fuel, material that could then be separated from the irradiated fuel and further processed to weapons-grade levels.
So, to be clear, Iran has not been building a “plutonium plant,” let alone a facility “for making and storing potentially weapons-grade plutonium.” Rather, it has been building a certain type of nuclear reactor that happens to produce plutonium as a byproduct in its spent fuel.
Still, the Arak reactor is not in itself a proliferation risk. Even though plutonium is produced as a byproduct of running the reactor, it must first be separated out from irradiated fuel and reprocessed to weapons-grade material before it poses any actual danger. Iran has no reprocessing plant, and has long agreed not to build one.
Reading Fisher’s explanation, it’s clear he thinks that, once operational, the facility at Arak would have somehow made “weapons-grade plutonium,” but now will only “make nuclear fuel” to power a reactor. He is wrong. The relevant facility at Arak is a reactor; it doesn’t make fuel, it runs on fuel. Whenever it is eventually commissioned, it will be used for medical, scientific and agricultural research.
Beyond this, even before Iran’s current negotiating team was in place following the election of President Hassan Rouhani in June 2013, “Iran encouraged United Nations nuclear monitors to use powerful new detection technologies to dispel international concern that the Persian Gulf country is seeking to build atomic weapons,” reportedBloomberg News.
“We always welcome the agency to have more sophisticated equipment, to have more accuracy in their measurements, so that technical matters will not be politicized,” Iranian Ambassador to the IAEA Ali Asghar Soltanieh told the press in Vienna at the time, adding that Iran “won’t object to IAEA monitors using new technologies to determine whether plutonium is being extracted from spent fuel at its new reactor in Arak.”
In his guide to the nuclear framework, Fisher went to weird lengths to confuse his readership about Arak. The State Department’s own fact sheet notes, “Iran has agreed to redesign and rebuild a heavy water research reactor in Arak, based on a design that is agreed to by the P5+1, which will not produce weapons grade plutonium, and which will support peaceful nuclear research and radioisotope production.” Fisher changed the mention of “a heavy water research reactor” to “plutonium plant,” which appears to be a deliberate decision to make Iran’s safeguarded nuclear program sound undoubtedly nefarious.
Fisher also writes that, under the agreement, Iran “is barred from heavy-water reactor use.” That’s not true. Even though IR-40’s reactor core will be redesigned and rebuilt, it will still be a heavy water reactor. What the framework fact sheet says, however, is specifically that “Iran will not build any additional heavy water reactors for 15 years.” (emphasis mine)
‘Inspections’
As part of the Joint Plan of Action (JPOA) agreed to in November 2013, Iran has granted IAEA inspectors regular access to non-safeguarded, non-nuclear sites such as centrifuge assembly workshops, centrifuge rotor production workshops and storage facilities, and uranium mines and mills at Gchine, Saghand, and Ardakan. Fisher is pleased with this development, explaining that, “Inspectors, by gaining access to not just the core nuclear sites but also secondary things like uranium mills and centrifuge plants, will be in a really good position to make sure Iran isn’t cheating on a deal or trying to build another secret facility somewhere.”
Fisher’s sentence construction here is both curious and revealing. He notes that “by gaining access” to “core nuclear sites” as well as other, non-nuclear sites, inspectors have a clearer picture of the entire Iranian supply chain for its nuclear program. But the nuclear sites in question have always been under safeguards and open to routine inspections since they were declared years ago, prior to any actual nuclear work being done there. This is nothing new; it is not a virtue of the JPOA or any other recent negotiated terms. You wouldn’t know this by reading Fisher’s work.
Even before the JPOA was negotiated, Iran’s was the most heavily-scrutinized nuclear program on the planet and had been for years. Though the IAEA has even deeper access as a result of the interim deal (which will presumably continue for the foreseeable future as part of any final deal), the regular inspection regimen was itself quite intensive and intrusive. Rarely is this noted in mainstream media reports, leading many to the outrageously incorrect conclusion that, prior to the current nuclear talks, Iran operated a wholly unmonitored, clandestine and opaque nuclear program. (This is actual an apt description of Israel’s own nuclear arsenal.) Nothing could be further from the truth.
Nuclear expert Mark Hibbs has explained, “There are IAEA safeguards personnel in Iran 24/7/365,” pointing out that inspectors enter and examine enrichment sites “frequently and routinely,” where they carry out “two kinds of inspections: ‘announced inspections’ and ‘short-notice announced inspections.'” The “announced inspections” are conducted with “24-hour notification” given to Iran, while “Iran’s subsidiary arrangements in fact permit the IAEA to conduct a short-notice inspection upon two hours’ notice.” Each of Iran’s enrichment facilities was already subject to two regular inspections every month. Additionally, two unannounced inspections were conducted every month at both Natanz and Fordow.
Former Iranian nuclear negotiator Seyed Hossein Mousavian, now a lecturer at Princeton University, has noted that, between 2003 and 2012, “the International Atomic Energy Agency (IAEA) has implemented the most robust inspections in its history with more than 100 unannounced and over 4000 man-day inspections in Iran.” In 2012 alone, IAEA investigators spent 1,356 calendar days in Iran, conducting 215 on-site inspections of the country’s 16 declared nuclear facilities, and spending more than 12% of the agency’s entire $127.8 million budget on intrusively monitoring the Iranian program, which includes only a single functional nuclear reactor that doesn’t even operate at full capacity.
IAEA inspectors have also had consistently open access to the gas conversion facility at Esfahan and the light water reactor at Bushehr, despite these facilities not being explicitly covered by Iran’s Safeguards Agreement with the IAEA.
The agency has continued to verify – four times a year for the past dozen years – that Iran has never diverted any nuclear material for military purposes and has also affirmed “it has all the means it needs to make sure that does not happen with Iran’s enriched uranium, including cameras, physical inspections and seals on certain materials and components.”
And that was before the increased scrutiny provided by the JPOA.
‘Breakout Time’
In his post on why the newly-announcement framework – as described by the State Department’s own fact sheet – is such a good deal, Fisher explains the oft-used term “breakout time” to his readers this way:
If Supreme Leader Ayatollah Ali Khamenei woke up tomorrow morning and decided to kick out all of the inspectors and set his entire nuclear program toward building a nuclear warhead — to “break out” to a bomb — right now it would take him two or three months. Under the terms of the framework, his program would be so much smaller that it would take him an entire year to build a single nuclear warhead.
Fisher is wrong about this. “Breakout time” – an arbitrary measure in itself – is not the time it takes to build one nuclear bomb. Rather, it is the time it would hypothetically take Iran to acquire enough highly-enriched uranium (HEU) for one nuclear bomb. As Gary Sick has succinctly explained:
Note that “breakout” does not mean Iran will have a nuclear device. It is the starting point to build a nuclear device, which most experts agree would require roughly a year for Iran to do–and probably another two or more years to create a device that could be fit into a workable missile warhead. Plus every other country that has ever built a nuclear weapon considered it essential to run a test before actually using their design. There goes bomb No. 1.
So when officials, pundits, and interested parties talk about a one-year breakout time for Iran, what they are really saying is that if Iran decides to break its word and go for a bomb, it will take approximately one year to accumulate 27 kilograms of HEU. The hard part follows.
As is common in Fisher’s reporting, uranium enrichment is presented as nearly synonymous with nuclear bomb-making. Fisher essentially conflatesthe two, thereby drawing conclusions that neither the IAEA nor Western and Israeliintelligence agencies have made. Acquiring uranium enriched to high enough levels for a nuclear bomb is only one component of manufacturing a nuclear weapon, which includes the mastery of the detonation process, requisite missile technology, and making a bomb deliverable.
For over a decade, it has been acknowledged that, in addition to the nine nuclear weapons states (Britain, China, France, Russia, the United States, Israel, India, Pakistan, and North Korea), perhaps “40 countries or more now have the know-how to produce nuclear weapons,” according to former IAEA chief Mohammad ElBaradei.
Nuclear physicist Yousaf Butt had also noted that, “if a nation has a developed civilian nuclear infrastructure—which the NPT actually encourages—this implies it has a fairly solid nuclear-weapons capability. Just like Iran, Argentina, Brazil, and Japan also have a nuclear-weapons capability—they, too, could break out of the NPT and make a nuclear device in short order. Capabilities and intentions cannot be conflated.”
‘Modified Code 3.1’
Fisher writes that, under the proposed deal, “Iran has finally agreed to comply by a rule known as Modified Code 3.1 of the Subsidiary Arrangements General Part to Iran’s Safeguards Agreement, shorthanded as Modified Code 3.1. It says that Iran has to notify inspectors immediately on its decision to build any new facility where it plans to do nuclear work — long before construction starts.”
This is true and Fisher should have left it at that. Instead, he went on to smugly editorialize about Iran’s behavior and it’s here that he revealed his misunderstanding of the actual issues at stake. He writes:
Iran in the past has either rejected this rule or stated that it would only notify inspectors a few months before introducing nuclear material at a facility — a “cover your ass” move in case the world caught them building a new nuclear site. Tehran’s promise to comply may signal that it intends to stop building such covert facilities.
In truth, what Fisher refers to as “a ‘cover your ass’ move” is actually a legally binding stipulation of the original Code 3.1 under Iran’s Subsidiary Arrangements to its Safeguards Agreement with the IAEA, which was implemented in 1976, two years after the initial safeguards.
In 1992, the IAEA modified the code to read that member states would have to notify the agency and provide design information at the planning stage for new facilities, rather than the previously obligatory “no later than 180 days before the introduction of nuclear material to the site.” While most countries accepted the modified code, Iran did not and the original Code 3.1 remained legally in place until February 26, 2003, when Iran agreed to voluntarily implement the modified code, pending ratification by the Iranian parliament. The modified code remained in place for over four years, though it was never ratified.
Days after the adoption of an illegal sanctions resolution by the UN Security Council on March 24, 2007, an outraged Iran suspended its voluntary implementation of the modified code, and reverted to re-implementing the 1976 version of Code 3.1.
While the IAEA disputes Iran’s legal authority to unilaterally revert to the original code, Iran isn’t randomly rejecting official protocol and making up rules as it goes along, despite what Fisher would have his readers believe.
As to Fisher’s claim about Iran building “covert facilities,” that was already addressed above.
Obfuscatory Journalism
Two years ago, researchers at the University of Maryland’s Center for International and Security Studies (CISSM) released the findings of an extensive examination of mainstream media’s coverage of the Iranian nuclear program between 2009 and 2012. “The manner in which news media frame their coverage of Iran’s nuclear program is critically important to public understanding and to policy decisions that will determine whether the dispute can be resolved without war,” the report’s authors wrote.
Among other things, the study found that when media “coverage did address Iranian nuclear intentions and capabilities, it did so in a manner that lacked precision, was inconsistent over time, and failed to provide adequate sourcing and context for claims,” which in turn “led to an inaccurate picture of the choices facing policy makers.”
It also found that “coverage generally adopted the tendency of U.S., European, and Israeli officials to place on Iran the burden to resolve the dispute over its nuclear program, failing to acknowledge the roles of these other countries in the dispute” and that such coverage often “reflected and reinforced the negative sentiments about Iran that are broadly shared by U.S., European, and Israeli publics,” leading to “misunderstandings about the interests involved and narrowed the range of acceptable outcomes.”
Unfortunately, Fisher’s coverage of the Iranian nuclear program and the current negotiations are hardly any different. For a media venture dedicated to “explanatory journalism,” this is even more troubling.
With two months to go before the June deadline for a comprehensive nuclear accord between Iran and the P5+1, Fisher and his Vox colleagues will inevitably publish more articles about the Iranian nuclear program.
Still, here’s hoping that, before he explains anything else about the Iranian nuclear program, Max Fisher finally gets his facts straight.
Iran’s Foreign Minister Mohammad Javad Zarif says Israel is the main impediment to the universality of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the single violator of the accord.
“Unfortunately, Israel’s possession of nuclear weapons and its refusal to engage with the international community has become the greatest impediment to the universality of this treaty,” Zarif told Press TV correspondent in New York upon the arrival of Iran’s delegation of nuclear negotiators in the city to attend the 2015 Review Conference of the Parties to the NPT.
Israel is widely believed to be the sole possessor of a nuclear arsenal in the Middle East with up to 400 undeclared nuclear warheads. Tel Aviv has rejected global calls to join the NPT and does not allow international inspectors to observe its controversial nuclear program.
“Israel is the single most violator of this international regime (NPT) which is the requirement of the international community,” Zarif stressed.
The top Iranian diplomat further underlined the need for the establishment of a nukes-free zone in the Middle East.
“Since [the] 1970s, the General Assembly of the United Nations has been calling for the establishment of a nuclear weapons free zone in the Middle East, he said.
He underlined that the call for such a nuclear-free zone is not something new.
“In 1995, when the NPT was renewed, there was a declaration on the need for the universality of the NPT as well as the need for the establishment of the nuclear weapons free zone in the Middle East. This request, or requirement and demand of the international community and member states of the NPT was again repeated in 2010 in the last review conference,” Zarif said.
“One of the most important issues in the NPT review process is to look into ways and means of bringing about universality and bring about the Israeli compliance with NPT,” he added.
He also elaborated on the function of the NPT, stressing that the treaty “rests on three pillars: nuclear disarmament, non-proliferation and the peaceful use of nuclear energy.”
He also said that the issue of Israeli compliance with the NPT will top the agenda in the 2015 Review Conference.
Zarif further noted that he will probably have a meeting with US Secretary of State John Kerry on the sidelines of the event during which the will discuss the issues surrounding negotiations on Iran’ nuclear program. The meeting will be the first time since the groundbreaking talks on Iran’s nuclear program in the Swiss city of Lausanne earlier in the month.
The top Iranian diplomat said he will also hold separate meetings with EU foreign policy chief Federica Mogherini and some foreign ministers of the P5+1– the United States, Russia, China, France, Britain, and Germany, engaged in talks with Iran over its nuclear program.
Zarif also said that he will make a speech on behalf of the Non-Aligned Movement countries as Iran is the movement’s current chair. The countries of the Non-Aligned Movement represent nearly two-thirds of the United Nations members and contain 55 percent of the world population.
He further stressed that he will also sit for talks with foreign ministers of the countries in the region to discuss the ongoing crisis in Syria, Iraq, and especially in Yemen.
The NPT review conference, slated to be held from April 27 to May 22 at the UN headquarters, will address issues such as nuclear disarmament, nuclear non-proliferation, safeguards measures and the peaceful use of nuclear energy.
US Republican presidential hopefuls and some other GOP lawmakers were in the state of Nevada on Saturday to attract big donors for their campaign funding.
Texas Senator Ted Cruz, Florida Senator Marco Rubio, Texas Governor Rick Perry, Senator Rob Portman (OH), Governor Mike Pence (IN), and Senator Lindsey Graham (SC), all Republicans, were in Las Vegas for the annual Republican Jewish Coalition’s spring meeting which began on Thursday.
The candidates wrapped up 3 days of lobbying for Israel to attract potentially billions of dollars in donations in the biggest gambling hub in the US.
They were there to win big donations from casino tycoons, most notably Zionist Sheldon Adelson who is the largest campaign donor in the US.
As far as the GOP contenders in Las Vegas are concerned, the fight to win Adelson’s support and others in Las Vegas is all about showing support and solidarity for Tel Aviv.
Former Texas Governor Rick Perry said, “Ignoring the lessons of history, our president aims to sign an agreement with… the Islamic Republic of Iran.”
“Sadly, the American friendship and alliance with Israel has never been more imperiled than it is right now today under this administration,” said Ted Cruz, one of the Republican presidential candidates.
About 800 members of the summit enthusiastically cheered the consecutive slaps on Obama and on a potential nuclear agreement with Iran and promises of loyalty to Tel Aviv.
In fact, Adelson was not there on Saturday, according to local media, because that’s when the session was open to the media.
It is reported that Adelson has a favorite candidate so far, and that’s Senator Marco Rubio who the tycoon “speaks to once every 2 weeks.”
Adelson spent almost $150 million in the last presidential election in 2012 and he is set to throw in millions of more dollars behind his favorite contender in 2016.
Adelson, a Jewish American and the country’s eighth-wealthiest person, has said that he will not invest in the 2016 elections based on personal loyalty but on a more strategic aim.
He is a prominent supporter of Israel’s Likud Party, which is currently headed by Prime Minister Benjamin Netanyahu. He is also known for his anti-Iran rants.
During a speech at Yeshiva University in New York City in October 2014, Adelson said that the US should drop a nuclear bomb on Iran before beginning negotiations with Tehran over its nuclear program.
