Russian-Turkish talks on Syrian crisis to be held at the end of next month

The Turkish newspaper, Hurriyet, reported that Turkish Prime Minister, Recep Tayyip Erdogan, will meet Russian President, Vladimir Putin, in Moscow at the end of November, when discussions will focus on the Syrian crisis.
Hurriyet noted that Erdogan will visit the Russian capital where he will head a delegation of a large number of ministers and will preside over the meeting of the joint ministerial committee of the Turkish-Russian Cooperation Council during 21st to the 22nd November. The meeting will discuss several political, trade and investment issues between the two countries.
Deputy Russian foreign minister, Alexei Meshkv, said that the two sides will address several regional and international issues of mutual interest and will discuss ways to develop bilateral relations. In an exclusive interview with the Turkish newspaper Meshkov asserted that Russian-Turkish relations are evolving in several areas, especially in the energy field. The two sides are also cooperating on the construction of the Mersin Nuclear Power and the South Stream natural gas pipeline project, which will pass through the Black Sea.
Russia begins weapons shipments to Iraq

MOSCOW – Russia has begun shipping military hardware to Iraq, Ali al-Musawi, advisor of the Iraqi Prime Minister told Russia Today on Thursday.
The official noted that the contract “entails primarily weapon shipments to combat terrorism.” The advisor clarified that Russia will provide “helicopters which were proven to be effective during anti-terrorist operations. Special hardware to combat terrorists will also be supplied.”
Ali al-Musawi noted that “Iraq does not possess offensive weapons, as it does not hatch any plans for expansion. Bagdad only strives for securing its own sovereignty, defense of its wealth and fight against terrorism.”
Iraq will receive 40 helicopters
The $4.2 billion contract was signed in 2012. In early 2013 reports on its annulment surfaced; however, Anatoly Isaykin, Director General of Rosoboronexport, announced at a press conference in February that the contract was not annulled; rather, it hasn’t come into force yet.
The agreement entails providing Iraq with 40 attack helicopters Mi-35 and Mi-28 “Night Hunter”. The first team of Iraq specialists has concluded Mi-35 flight training in the Russian Center for Military Aviation in Torzhok.
Previously Russia wrote off Iraq’s debt in exchange to expected large-scale purchases of Russian military hardware.
Traditional ties
Iraq purchased most of its military hardware in the USSR and Russia. During the Soviet era around $30.5 billion were spent on Russian arms throughout 30 years. Former deals include around 1000 planes and 350 helicopters as well as AA systems, land transport and watercraft.
Resumption of export of Russian hardware to Iraq is explained by the Iraqi armed forces being used to Russian weapons as well as diversification of suppliers – after Saddam Hussein’s regime toppled, Bagdad started purchasing weapons from the United States. Baghdad and Washington have made arms deals with the total price of over $12 billion.

US Shale Gas No Threat to Russia’s Energy Dominance – Rosneft

MOSCOW – Russian state oil giant Rosneft has plans to extract oil in the next 100 years and sees no significant threat from the increase in shale gas production in the United States, CEO Igor Sechin told journalists Sunday.
“We have a 100 year work prospect,” Sechin said. “As for the shelf, we have no other alternative. In general, oil needs to be extracted,” he said adding that the US shale production is high-cost, which makes it impossible for export.
US media reports said this week the United States was expected to leapfrog Russia as the world’s largest producer of oil and natural gas this year thanks to a surge in US fuel production driven by technology that allows energy companies to tap into oil and gas in underground shale rock formations.
As US energy extraction and production have gone up, imports of natural gas and crude oil have fallen by 32 percent and 15 percent, respectively, in the last five years, the Wall Street Journal said.
Sechin said Rosneft, which has 1.5 percent of world’s explored reserves, was interested in international partnership and would adhere to high environmental standards.
He has accused the activists of the non-profit environmental organization Greenpeace, who were detained last month by Russian authorities after staging a “peaceful protest” against oil drilling in the Russian Arctic, of pursuing commercial interests.
“Look at those who pay them, who is their sponsor,” Sechin told journalists.
Rosneft currently holds 46 licenses for Russian offshore deposits worth 42 billion tons of oil equivalent. The company has signed agreements on cooperation with US oil and gas giant Exxon Mobil, Italy’s Eni and Norway’s Statoil.

What does the Syrian chemical disarmament deal mean?

Bashar’s acceptance to let go of his “Nukes of the poor” arsenal could mean that the Syrian government has assessed the potential outcome of an American sustained offensive to be a game changer and desperately agreed to any way out.
Handing over chemical weapons in a gradual more controlled manner would have been understandable but giving up the location of the chemical sites with such immediacy hints to a much weakened Syrian position. It is no secret that the details given to the UN will eventually end up in Israeli hands, then why would the Syrian government accept such a deal other than Assad’s real fear of loosening his grip on power?
Netanyahu’s remarks following the chemical handover deal that “negotiating with Syria and Iran with a real and present threat to use force is the only way to make them cooperate” suggests that Syria’s president is indeed at the mode of fighting for survival. But that too is too simplistic provided that, surrendering chemical weapons or not, the US is sure to pursue him to the very bitter end. Then why give up such a strong deterrent?
The fact of the matter is that Bashar al-Assad is an intelligent man who at the very least understands that betraying Russia and Iran, who have been supporting his efforts in the past two years, would be a serious mistake. Therefore, any big decision Syria makes has to have been consulted with its main backers and has been given some sort of guarantees that giving up chemical weapons is not as risky as it might appear and that a credible backup plan is in place.
Smartly, Syria is giving both the US and Russia a face saving mechanism to avoid any further escalation between the two super powers and at the same time it is buying crucial time. Bashar himself declared that at least one full year is required to clear Syria of chemical weapons.
For Syria, chemical weapons are much harder to dispose of than replenish because Syria’s allies have stockpiles upon stockpiles of them. And so if the US chooses to change course somewhere during the period of chemical disarmament and attacks Syria, the very scenario that has been averted would be quickly reintroduced.
One ship full of chemical weapons is all that is required to rearm Syria, after all the main target of such weapons is a country the size of a province; Israel. Moreover, the Iranian and Hezbollah threat of intervening by attacking Israel will not be changed by simply handing over the chemical weapons.
Of course, the decision to hand over the weapons which buys the Syrian government crucial time is unwelcome by the “saboteur” of the region, Saudi Arabia and Turkey. The real danger for them is that this could actually lead to further weakening of the Syrian opposition and force them unto Geneva peace talks; talks which have just been strengthened by Syria’s agreement to declare its chemical arsenal.
Turkey and Saudi Arabia know well that their stances on Syria in the past two years makes it impossible for relations with Bashar’s Syria to normalize or even a negotiated Syria where opposition participates in governance.
Regardless of Turkish and Saudi stances, the US administration and Israel had strong interests in making sure that a war is averted in some way. Had the US congress vote gone ahead and disapproved of any attack on Syria in order to fulfill the wishes of the American people, it would have been a huge blow to them.
For Obama, it would have meant being stripped of legitimacy as it relates to Syria and wider international engagements and for Israel it would have meant the weakening of the Zionist lobby within US politics and a disastrous counter attack from Iran, Syria and Hezbollah.
Bashar’s objectives to consolidate alliances and weaken the counter alliance and buying time have all been thus far satisfied. The one year disarmament period that Bashar suggested will be needed is no speculation at all; it is well calculated period during which time to weaken the opposition and its supporters and to deny the US and her allies any legitimate pretext to attack Syria.
Moreover, if Iran and Hezbollah felt justified to intervene early on, now any attack from the US or her allies before the chemical disarmament is complete makes the Iran and Hezbollah retaliation against Israel with the support of Russia even more justified.
On the other hand, the US, Turkey and Saudi Arabia, (the latter seeming more keen than the US to overthrow Bashar’s government), provided that the SNC is in a weakened position and the desperation of the trio is acute, places them in a real danger of open colluding with the likes of Al Qaeda and Al-Nusra Front. So much for fighting “terrorism”!
Every time one sees a billboard advertising Syrian International Trade Exhibition across the world one wonders how can a government in a war state for over two years manage to facilitate an environment where its factories can produce? The answer could simply be that Syria is not nearly as chaotic or as weak as Western media portrays it to be. That position has just been strengthened by Syria’s agreement to disarm.
The objective of the US and Israel has always been to disarm any Arab army that might use its weapons against Israel; the issue is not whether a country owns a huge arsenals of weapons or not, but whether it has enough potential will to use them against Israel.
The Saudis are armed to the teeth and so are the Turkish but it is their clear stance on ensuring Israel’s peace that makes them allies rather than enemies. It is for that reason that Syria is a prime target as was Saddam’s Iraq.
Five armies that pose serious threat to Israel were the priorities of the US and Israel namely Iranian, Syrian, Egyptian, Iraqi and Hezbollah and so far only one has been dealt with; that of Iraq. In the case of Egypt, the US and Israel are pleased because the Egyptian army is suspect and they truly believe they will eventually buy out its generals. That means Hezbollah, Iran and Syria are left to fight this war that will not stop until one side secures a clear victory.
Where Russia had disappointed in the past as was the case with Iraq, now it appears poised to put up a stronger posture and as such days ahead will clarify the longevity of the new Russian posture. But the latest events have revealed that Russia is no longer a mere Security Council voter but a physical actor in world events.
Therefore, it is naive to assume that Russia has been blackmailed or tricked by the US into pressuring Syria to surrender her most prized deterrent against Israel. Syria will comply albeit at a calculated pace and will give America and Israel no legitimate pretext to attack it and as such Russia will have no choice but to stand its ground. If an attack takes place, Russia’s response is likely to be far stronger than the recent showdown in the Mediterranean or else Russia becomes a goofball.
The stance of Western media and Aljazeera is a good indication that the US and her allies are not in a war mood. When a war is imminent, there are certain networks that have a duty to fulfill and that is drumming for war. They are not doing that just yet!
While it will be naive to assume that Bashar will hold on to power indefinitely, it is clear that the Syrian civil conflict will be a long term struggle and will not end nor conclude the way the US and Israel are hoping for.

Assad: Terrorists may attack chemical weapons inspectors, blame Damascus

Syrian armed opposition may be ordered by its foreign sponsors to stage a false flag operation against foreign inspectors when they arrive in the country to monitor destruction of the country’s chemical weapons stockpile, says the Syrian president.
Bashar Assad voiced his concerns in an interview by China’s state television CCTV in Damascus. The Syrian leader proposed this possible scenario as he was explaining how his government may be accused of trying to dodge its obligations to destroy its chemical arsenal.
“We know that these terrorists are obeying the orders of other countries and these countries do drive these terrorists to commit acts that could get the Syrian government blamed for hindering this agreement,” he explained.
Russia brokered an agreement with Syria to dispose of its stockpile of chemical weapons amid US threats to use military force against Syrian army over alleged use of sarin gas, which killed an estimated 1,400 people in August.
Moscow expects the Organization for the Prohibition of Chemical Weapons (OPCW), which received detailed inventory of the Syrian arsenal last week, to prepare a deadline for the operation. It also plans to work with other members of the UN Security Council on a resolution, which would support the OPCW plan and provide for security of the inspectors, who would control the disarmament.
But Washington, London and Paris are insisting on a UNSC resolution which would involve punitive measures against Damascus for any possible hindering of the operation under Chapter 7 of the UN Charter. Chapter 7 allows for the enforcement of Security Council resolutions with military action. Russia opposes such provisions.
Speaking on the UNSC debate, Assad said the three Western powers are fighting an ‘imaginary enemy’.
“By submitting the draft to the UN Security Council, or by urging the US and Russia to agree on a deal, the US, France, and Britain are just trying to make themselves winners in a war against a Syria which is their imaginary enemy,” he said.
The president said he was assured that Russia and China would “ensure any excuse for military action against Syria will not stand.”
Asked for details on the stockpile of chemical weapons, Assad said, “Syria has been manufacturing chemical weapons for decades so it’s normal for there to be large quantities in the country.”
The WMD arsenal was created due to Syria’s confrontation with Israel, the Syrian leader said.
“We are a nation at war, we’ve got territories that have been occupied for more than 40 years, but in any case, the Syrian army is trained to fight using conventional weapons,” Assad assured.
While admitting that the security situation in Syria is far from perfect for the work of OPCW inspectors, Assad said the weapons are safe from being captured by any party.
They are stored “under special conditions to prevent any terrorist for other destructive forces from tampering with them, that is, destructive forces that could come from other countries,” he said.
“So there is nothing to worry about. The chemical weapons in Syria are in a safe place that is secure and under the control of the Syrian army.”
Earlier China said it is willing to send experts to contribute to the OPCW’s mission to destroy Syria’s chemical weapons. Russia pledged its assistance, which would probably involve securing locations where the stockpile would be processed.

The US is pushing Russia into approving a UN resolution that would allow for military intervention in Syria, in exchange for American support of Syria’s accession to OPCW, Russian Foreign Minister Sergey Lavrov has said.
“Our American partners are starting to blackmail us: ‘If Russia does not support a resolution under Chapter 7, then we will withdraw our support for Syria’s entry into the Organization for the Prohibition of Chemical Weapons (OPCW). This is a complete departure from what I agreed with Secretary of State John Kerry’,” Russian Foreign Minister Sergey Lavrov told Channel 1’s Sunday Time program.
Chapter 7 of the UN charter would allow for potential military intervention in Syria.
Western countries blinded by ‘Assad must go’ attitude
The head of Russia’s Foreign Ministry went on to say he was surprised by the West’s “negligent” approach to the conflict.
“Our partners are blinded by an ideological mission for regime change,” said Lavrov. “They cannot admit they have made another mistake.”
Slamming the West’s intervention in Libya and Iraq, the foreign minister stated that military intervention could only lead to a catastrophe in the region. Moreover, he stressed that if the West really was interested in a peaceful solution to the conflict that has raged for over two years, they would now be pushing for Syria’s entry into the OPCW in the first place, not for the ouster of President Bashar Assad.
“I am convinced that the West is doing this to demonstrate that they call the shots in the Middle East. This is a totally politicized approach,” said Lavrov.
‘A repeat of Geneva 2012’
Lavrov harked back to last year’s Geneva accord which was agreed upon by the international community, including Russia and the US. However, when the resolution went to the Security Council the US demanded that Chapter 7 be included.
“History is repeating itself. Once again in Geneva an agreement has been reached which does not contain any mention of Chapter 7. But the Security Council wants to redo the document in their own way to include it.”
He called on the West to observe international law and stop writing resolutions motivated by their “geopolitical ambitions.”
‘Both sides must hand over chemical weapons’
Sergey Lavrov has also insisted that opposition forces take part in the decommissioning of Syria’s chemical weapons stockpiles.
“The solutions currently being worked out at the OPCW suggest that all stocks of Syrian chemical weapons must be brought under control and ultimately destroyed.”
Lavrov further charged that the West was “not telling the whole story” by asserting that chemical weapons are only possessed by the regime, and not the opposition.
He added that the available information provided by the Israelis confirmed that on at least two occasions, the rebels had seized areas in which chemical weapons were stored and those arms might have fallen into their hands.
“According to our estimates, there is a strong probability that in addition to home-grown labs in which militants are trying to cook up harmful and deadly concoctions, the data provided by the Israelis is true,” the Russian FM said.
“Preparatory work for OPCW inspectors to assume control of chemical weapons storage sites requires that those who fund and sponsor opposition groups – including extremists – demand that they hand over the [arms] which have been seized so that they can be destroyed, pursuant to the Convention on the Prohibition of Chemical Weapons.”
Lavrov added that Russia was not a guarantor for the disarmament of Syria’s chemical weapons, as Syria’s commitments fell under the auspices of the Chemical Weapons Convention, which is internationally administered by the OPCW.
Lavrov said Russia and the US were working out a draft resolution to be submitted to the OPCW, although several points were yet to be agreed upon.
Logistics of destruction
Sergey Lavrov said that the time frame for the elimination of Syria’s chemical weapons was not unrealistic.
“The overwhelming majority of the figures as per timing, term, beginning, finishing of the mission have been suggested by the American side,” he added.
Even if the time frame is feasible, there remains disagreement on the cost of the venture.
Earlier this week, President Assad said the destruction of Syria’s chemical weapons arsenal would be a costly venture.
“It needs a lot of money, it needs about one billion [US dollars]. It’s very detrimental to the environment. If the American administration is ready to pay the money, and to take responsibility of bringing toxic materials to the United States, why don’t they do it?” Assad told Fox News
Lavrov said he had heard of the cost estimate, although during his negotiations with his US counterpart in Geneva last week, the figure was much lower. Lavrov said the discrepancy stemmed from the fact that a professional estimate was in order.
“When OPCW experts visit Syria and view the storage sites for chemical weapons, they will understand what can be destroyed on the spot (and this is also possible) with the use of mobile equipment which a number of states have, and those where special factories need to be built, as we did when destroying Soviet chemical weapons stockpiles. But for those which need to be taken out of the country – toxic substances – will require a special decision, because the convention considers it essential that the destruction takes place on the territory of that country which possesses the chemical weapons,” he said.
Lavrov said legal grounds would need to be found to move forward in this case, but if all sides could agree in principle, then drawing up a legally binding document will not be hard.
He further noted the difficulties that would be faced in assuring the security of both the Syrian and international experts tasked with bringing the chemical weapons under control and laying the groundwork for their ultimate destruction.
“We’ve considered that an international presence will be demanded in those areas where experts are working. We are prepared to allocate our own servicemen or military police to take part in those efforts. I do not believe it is necessary to send in a strong [military] contingency. It seems to me that it will be sufficient to send in military observers. It will be necessary to do it in such a way that the observers will come from all permanent members of the UN Security Council, Arab states and Turkey, so that all conflicting sides in Syria understand that this contingent represents all external forces who are collaborating with one or the other conflicting sides in Syria…so that they don’t resort to provocations,” he said.
Lavrov reiterated previous statements made during his negotiations with Secretary of State John Kerry following their talks in Geneva last week that the opposition was equally responsible for providing for the safety of OPCW and UN experts in the country and not allowing for any “provocations.”

Russia and the United States reached a deal on a framework that will see the destruction or removal of Syria’s chemical weapons by mid- 2014. Under the plan, the Assad government has one week to hand over an inventory of its chemical weapons arsenal.
Russian Foreign Minister Sergey Lavrov and his US counterpart John Kerry announced the plan on putting an end to Syria’s chemical weapons program following their third day of negotiations in Geneva, Switzerland.
Kerry outlined several points of the plan, which would see the “rapid assumption of control by the international community” of Syria’s chemical weapons. He further stressed US-Russia commitment to the complete destruction of not only of Syria’s chemical weapons arsenal, but also its production and refinement capabilities.
Syria will also become a party to the Organization for the Prohibition of Chemical Weapons (OPCW), which outlaws their production and use.
Damascus must submit within a week’s time – “and not 30 days” – a complete inventory of related arms, “including names, types, and quantities of its chemical weapons agents, types of munitions, and location and form of storage, production and research and development facilities.”
The Syrian government should provide the OPCW, the UN and other supporting personnel “with the immediate and unfettered right to inspect any and all sites in Syria.” Lavrov later said that security for all international inspectors on the ground should be provided for not only by the government, but opposition forces as well.
It remains undecided who will actually be tasked with destroying the stock, although their destruction “outside of Syria” and under “OPWC supervision” would prove to be optimal.
On the timetable, Kerry said UN inspectors must be on the ground no later than November, while the destruction of chemical weapons must be completed by the middle of 2014.
“Providing this framework is fully implemented it can end the threat these weapons pose not only to the Syrian people but also their neighbors,” Kerry said adding that Russian and US teams of experts had reached “a shared assessment” of the existing stockpile and that Syria must destroy all of its weapons. It was possible that the Syrian rebels have some chemical weapons, he acknowledged.
If Damascus fails to comply with the plan, a response in accordance with UN Charter Chapter 7 will follow, Kerry said, in a reference to the use of military force. The chapter provides for “action by air, sea, or land forces as may be necessary to maintain or restore international peace and security” in the event other measures fail.
But Russia’s Foreign Minister, Sergey Lavrov, said the agreement did not include any potential use of force against Syria. He however said that deviations from the plan, including attacks on UN inspectors, would be brought to the UN Security Council, which would decide on further action.
There is no prior agreement about what form the Security Council’s measures might take if Syria does not comply, Kerry said.
Kick starting Geneva II
Meanwhile, both sides reiterated previously stated intentions to meet with Lakhdar Brahimi, the United Nations and Arab League Special Envoy to Syria, on the margins of the UN General Assembly on September 28.
Speaking alongside Kerry and Lavrov in Geneva on Friday, Brahimi said ongoing work to put Syria’s chemical weapons under international control was a necessary step for convening the Geneva II conference. The conference, which is intended to hammer out a political solution to the brutal civil war which has embroiled Syria for over two years, could be held in October, Lavrov told reporters.
On Monday, UN Secretary-General Ban Ki-moon is expected to present a report to the Security Council which sources say contains overwhelming evidence that “chemical weapons were used” in an August 21 attack in a Damascus Suburb which killed between 355 and 1,729 people.
The government of Bashar Assad strongly denied government forces were responsible for the attack, while the West overwhelmingly blamed Damascus, prompting US Barack Obama’s threat of military action.
Obama has threatened to strike Syria unilaterally, prompting Russia’s Saturday’s joint proposal which will see Syria’s chemical weapons brought under international control.
Although President Assad immediately acquiesced to the Russian-backed plan, rebel forces have resisted efforts which have staved off Western intervention in the country.
On Saturday, the Free Syrian Army rejected a US-Russian deal as a stalling tactic and vowed to continue fighting to topple the Assad government.
“The Russian-American initiative does not concern us. It only seeks to gain time,” said Salim Idriss, the chief of the FSA command, said.
“We completely ignore this initiative and will continue to fight to bring down the regime,” he told a press conference Saturday in the Turkish city of Istanbul.
The Syrian Gambit

Russia has played a new opening move in the contest with the United States and it could be called “The Syrian Gambit”. In the tradition of chess, a “gambit” is a move whereby a chess player gives away a minor piece to position him or herself better to defeat their opponent. To the beginner chess player, a gambit appears counter-intuitive because their opponent deliberately suffers a loss and the advantage only makes itself apparent later. By which time, if the gambit has been played well, the neophyte player is already suffering a disadvantage.
John Kerry now famously made a rhetorical offer to Syria that if it gave up all its chemical weapons they could avoid an attack from the US. Much to Kerry’s consternation, Sergei Lavrov, the very capable Russian Foreign Minister, said he thought it was a good idea and would discuss it with President Bashar al-Assad. That same day Assad agreed to give up Syria’s chemical weapons in exchange for not being attacked. The Gambit was offered. And now the US is very rattled and nervous about accepting. Contradictory messages from various US administration staff seem to follow each other almost by the hour.
Many commentors on the internet are saying that it is a dangerous move because both Saddam Hussein and Muammar Gaddafi got rid of their chemical weapons and both of their countries were subsequently invaded and decimated. They ask, ‘why will Syria not suffer the same fate?’
The reason Syria won’t go the way of Iraq or Libya is because of one fundamental and decisive difference: Russia is standing firmly by Syria’s side (with its warships off the coast of Syria) and has said repeatedly that it will not allow Syria to be attacked by the US or anyone else. Assad, in explaining why he agreed to the Russian initiative, said it was because he had full confidence in Russia’s protection of Syria.
So Syria is offering to give up an asset from amongst its arsenal of weapons. How will it gain from it being accepted?
The chemical weapons (CW) were becoming a liability and their military value is very limited. So not much, if any, value is being surrendered. Assad has said that the idea of CW was to counter the threat of nuclear weapons. But how likely is israel to attack Damascus with nuclear weapons with both Tel Aviv and Jerusalem little more than 210kms (130mls approx) away as the wind blows?
On a battlefield, chemical weapons need to be deployed by specially trained troops and these soldiers need to be in the right terrain at the right time with the right weather conditions for them to be effective and not be harmlessly dispersed, or worse, not blow back on their own soldiers. If the enemy soldiers have gas masks, any advantage quickly dissipates.
Holding CW may have value as a deterrent against the civilian population of a neighbouring country contemplating an invasion. But once they are fired at said population, the deterrent value evaporates while leaving the offending country open to being targeted by other surrounding countries and/or abandoned by their allies. Targeting the enemy’s civilian population does nothing to improve the immediate military situation at hand.
The US is able to say Syria was responsible for the false flag that killed hundreds of Syrian civilians because Syria has a stockpile of chemical weapons. It would be impossible to say that if it was known that Syria no longer had chemical weapons. Indeed, a day or two after this proposal from Russia came news that another CW false flag operation was being planned by the NATO mercenaries against israel. (see video in comments section below)
So making the announcement to surrender the CW nipped that false flag (and any others involving CW) in the bud.
On the plus side, it takes away the excuses of the US to invade. They no longer have to prevent Syria from using them or prevent them falling into the ‘wrong hands’ (assuming those are different hands from the ones that the US and Saudi Arabia are already supplying with CW).
Syria can be seen as serious about working for peace and as an example to all the countries that are condemning Syria who ALL have stockpiles of CW! All these countries and especially the US and israel are now on the defensive.
Syria now has the ‘high ground’ (or centre control) by jettisoning a liability – a pawn that was actually in the way.
International experts have strong proof images of chemical victims fabricated – Moscow

Footage and photos of the alleged chemical attack in Syria, which the US cites as the reason for a planned military intervention, had been fabricated in advance, speakers told a UN human rights conference in Geneva.
Members of the conference were presented accounts of international experts, Syrian public figures and Russian news reporters covering the Syrian conflict, which back Russia’s opposition to the US plans, the Russian Foreign Ministry said in a statement.
The speakers argued that the suspected sarin gas attack near Damascus on August 21 was likely a provocation of the rebel forces and that a military action against the President Bashar Assad government will likely result in civilian casualties and a humanitarian catastrophe affecting the entire region.
The possible attack by US military without a UN Security Council mandate would violate international law and should be prevented by the United Nations, some of the speakers said.
Evidence for the Russian case, including numerous eyewitness reports and results of investigations of the chemical weapon incident by activists, was handed over to a UN commission of experts probing the Syrian crisis, the ministry said.
The Obama administration voiced an intention to use military force in Syria after reports of mass deaths in Eastern Houla, a neighborhood of Damascus, which killed more than 1,400 people according to US estimates. Washington says the deaths was due to a chemical weapons attack of the Syrian army on rebel forces and says it plans to use force to prevent such incidents in the future.
Russia is convinced that the chemical incident was a provocation by rebel forces, which staged a false flag attack to drag the US into the conflict and capitalize on the damage that the Syrian army is likely to sustain in the American intervention.
An increasing number of reports are backing Russia’s position, with local witnesses, US and British former intelligence professionals and Europeans recently released from rebel captivity all speaking for a provocation scenario.
In the latest development this week a possible way to de-escalate the tension was voiced, which would involve the Assad government handing over control of his chemical arsenal to the international community. The plan was backed by Russia, China and Syria’s main ally Iran, while Syria said it will review it.
Mixed signals over the plan came from the US. The US State Department initially said Secretary of State John Kerry, who initially voiced a possible disarmament, saw it as a rhetorical move and didn’t expect Bashar Assad to actually disarm. But later President Obama said such a move from Damascus would make him put the military action plan on pause.
Meanwhile RT learned that Syrian rebels might be planning a chemical weapons attack in Israel. The possible attack would be carried out from the territory supposedly controlled by the Syrian government and would trigger another round of escalation, leaving little hope of defusing the tension.
Obama ‘should be grateful’ for face-saving chance to backpedal on Syria

President Obama should curb threats of a US military strike on Syria by joining Russia’s “face-saving” proposal for Damascus to give control of its chemical weapons to the international community, independent researcher Soraya Sepahpour-Ulrich told RT.
Sepahpour-Ulrich said that Russia’s proposal allows Obama and America “to save face,” given the fact that a military strike on Syria would be “contrary to the people’s will” and receive little international support.
RT: Do you think this nascent solution is something that can actually lead to a workable compromise?
Soraya Sepahpour-Ulrich: It could. It’s a face-saving out for Mr. Obama, really. Because he doesn’t have the support to go to war, and if he chooses to go over the people of the United States, the majority of whom disapprove of this war, and the strikes, then he’s turning his back on democracy, and they always say in America they want to export democracy to other countries. So this is a blatant violation and goes contrary to the people’s will. And I think the proposal is really being very kind to Mr. Obama, giving him a way out.
RT: Why do you think Russia’s proposal to put Syria’s chemical stockpiles under international control received a positive response so quickly?
SSU: I think it was very positive because, well, for one, Assad doesn’t want war, he doesn’t want his people to die because there are lobby groups in Washington pushing for war. So I think he was happy to accept that. And I think the other countries, although Kerry and Obama are skeptical, they do not want this war. They do not want to go to this war. They do not have the support they hoped to have and yet they have those red lines that they have drawn which in fact were violated back in May. That’s when the United Nations said they thought the rebels were responsible and they didn’t act on it. But then to have painted themselves in a corner and this gives them the way out. It helps America, of course, its allies are happy not to go to war. It might be a win-win situation for all.
RT: The president has recently come out in some interviews saying this could be a positive step in the right direction, but we haven’t heard any assertive decision on his part. How do you think his quick his repositioning on the subject can be explained?
SSU: I think when he saw there is absolutely no support at all whatsoever, I mean even if Congress did vote for him to carry out these strikes, again, Congress would’ve been acting against the will of the people. America’s really onstage right now for the whole world to see. Not from a degree of, perhaps, hypocrisy, but the fact that it’s not really a promoter of democracy anywhere. And I think that this is a face-saving way for Obama to back-pedal on his position, and he should be very grateful that this solution was offered.
RT: Many legislators we’ve heard from say they were relieved by this talk of a compromise. Do you think they were looking forward to a vote on this subject?
SSU: I think they were very apprehensive because on the other hand, any legislator that would not have acted out the people’s will and had voted for war to please the lobby groups – no matter how much money the lobby would have actually put into their re-election – they would still need the vote of the people. So they were in a dilemma as well. I think the whole country, the whole nation was in a dilemma. And this really was a very clever way of avoiding all sorts of conflicts and casualties and allowing America to save face.
