The US Media War against the Leaders of Latin America (II)

By Nil NIKANDROV – Strategic Culture Foundation – 05.04.2016

See Part I

The defeat of the Kirchnerists in the recent presidential elections in Argentina was largely due to the publicity and propaganda advantages held by Mauricio Macri, the leader of the Republican Proposal party. Those advantages were provided by the Clarín media group that dominates public communications in Argentina. Macri was called the «US candidate», and this has proven true since he took office. Barack Obama came to Buenos Aires on an official visit and was full of optimism when he spoke of the upcoming golden era in the US-Argentine relations.

In order to earn this relationship, Macri took a confrontational tack toward Venezuela and what’s more, made it clear that he was carefully «studying the consequences» of the Kirchners’ 12-year rule. Now the accusations are growing louder against Cristina Fernández de Kirchner over her involvement in the murder of Special Prosecutor Alberto Nisman, who had been investigating the 1994 bombing of a Jewish cultural center in Buenos Aires. Nisman was planning to accuse Fernandez as well as Foreign Minister Héctor Timerman of conspiring to «safeguard the impunity» of the Iranians who were involved in the bombing, according to one version …

The tabloids have published the «revelations» of Miriam Quiroga, who was Néstor Kirchner’s secretary as well as his alleged mistress. Her disclosures have sparked rumors that now proliferate about corruption, money-laundering, and the involvement of Cristina Fernandez and her family. It is entirely possible that the NSA will manufacture yet more materials in order to prevent Christina from taking part in future presidential elections. It does not matter to the orchestrators of this dirty war that the materials obtained through «bugging» are always fragmentary, superficial, and must be extensively cross-checked. Provocateurs are focused solely on spreading scandalous accusations that can feed a media frenzy lasting for years.

Bolivian President Evo Morales, with whom the US embassy in La Paz has a long history of grievances (if for no other reason than the 2008 expulsion of Ambassador Philip Goldberg), was not immune to the exposés that US intelligence agencies concoct in order to undermine the credibility of politicians. The Feb. 21 referendum on amendments to the Bolivian constitution allowing the president to run for a third consecutive term ended unfavorably for Morales. Voters were swayed by the story of the president’s former partner, Gabriela Zapata. The president had stated that they had had a son who died in infancy, but Zapata claimed otherwise – that the boy was supposedly alive and being cared for by her family. This electrifying news is now being thoroughly milked by the tabloids.

The media has also publicized information about the help provided by Morales in order to secure Zapata, who lacks a higher education, an executive position at the Chinese company CAMC. The multi-million-dollar contracts won by that company are attributed to Morales’ influence. The CIA’s hand is clearly visible in the scandal, because this news was publicized by the journalist Carlos Valverde Bravo, who has in the past headed the intelligence service of the Ministry of Internal Affairs, while earning a living on the side by cooperating with the biggest drug cartel in Bolivia (in the 1990s). Some members of the cartel used authorization documents issued by Valverde when transporting cocaine abroad. After a lurid story about sending drugs to the US inside decorative figurines, he was arrested and sentenced to several years in prison. After his release, he began a career as a radio journalist and is now regularly invited to receptions at the US embassy, where he is provided with the subjects for his «targeted exposés».

Among the Latin American politicians causing unease in Washington is Andrés Manuel López Obrador, a moderate nationalist and the most likely contender for victory in Mexico’s 2018 presidential elections. It is possible that he could be transformed into a «Mexican populist». Obrador has repeatedly jockeyed for that highest state office, but the backroom machinations and manipulation of the vote counting affected the final outcome. Particularly questionable was the defeat from the Institutional Revolutionary Party candidate, Enrique Peña Nieto, in 2012. Obrador’s newest bid is predicted to be successful, and it will be difficult for his enemies to block it using their old tricks. Political associates and bloggers who are sympathetic to Obrador constantly warn him that his life is in danger – because that is how political rivals are traditionally disposed of in Mexico.

Obrador is often asked if he is afraid of being assassinated and why he does not request a more substantial security detail. Without downplaying the dangers, he answers imperturbably, «He who owes nothing, fears nothing. If criminals are intent on doing something, they will corrupt every institution of power in order to realize their objectives. Thus, the only way to prevail over violence is through peaceful social mobilization. And it’s best if that takes the form of voting, because that shows that citizens are sick of the corruption that plagues their country».

Is Obrador sufficiently aware of the threat US intelligence agencies might pose to him? No question. Evidently this is why he has always distanced himself from Hugo Chávez. When the Venezuelan leader died on March 5, 2013, Obrador tweeted, «I had no ties to Chávez. My enemies used his image to attack me». Will this help him to dispel Washington’s mistrust and once again vie for the presidency? That’s doubtful. The US intelligence community has plenty of ways to bulldoze Obrador’s political career …

What I Learned From the Panama Papers

James Corbett | April 4, 2016

The Panama Papers are out and the Panama Papers propaganda is out right along with it. So why does this new mega-leak seemingly only expose those in the State Department crosshairs or expendable others and not a single prominent American politician or businessman? And what does this have to do with the OECD’s plan for a global taxation grid?

Plastic Explosives Found in Virginia School Bus Engine Compartment by District Mechanic

CIA ‘K-9 test’ gone wrong or something else?

By Dave Lindorff | This Can’t Be Happening | April 2, 2016

What on earth was the CIA doing putting plastic high explosive charges on schoolbuses and in hidden places in a Virginia public school in a “test” of K-9 dogs reportedly belonging to the Agency itself?

The story of the secret “test” broke because an alert mechanic doing a routine check on one of the Loudon County School District’s schoolbuses found a package of what turned out to be plastic explosive, packed in a plastic wrapper, jammed down in among some of the rubber hoses and electric wires around the engine. It had allegedly “fallen” from where it had originally been placed, was missed by the dogs and their handlers, and remained where it was stuck for two days, while the bus was unwittingly used to deliver some 26 young children to and from school on eight separate bus runs totaling 145 miles of driving.

I called the CIA’s “public information” office on Friday to ask for clarification as to why the CIA, which does not have a domestic policing function, would be operating, and testing, a K-9 bomb-detecting unit, given that such tasks in the US would normally be handled either by state and local police agencies, or by the FBI or the Bureau of Alcohol Tobacco and Firearms (ATF). The office, though it was mid-day, was not answering its phones, and only had a voice mail recording, on which I identified myself as a reporter, left my contact information and requested a response on deadline. No surprise: I was not called back with an answer, and do not anticipate receiving one from an agency that is infamous for its secrecy. (The standard CIA response in my experience, when I’ve received one at all, is: “We have no response to that question.”)

Still, even for a notoriously opaque and obtuse government agency, this is a truly bizarre incident that cries out for answers.

If the goal is testing the ability of dogs to detect hidden explosives, there is no need to run that test in a real school and in the engine compartments of real buses that transport real children, or to place such charges, as the CIA also reportedly did, in hidden locations inside a real school building. (Actually, since what’s being tested is the dogs’ smelling ability, real C-4 wasn’t needed either — only objects that had been placed in contact with the compound, or wrappers from the charges that would have carried the odor on them.) People may benefit in training exercises when the tests are tricked out to appear more real-life, but dogs don’t need that kind of reality-theater environment to hone or test their skills. Any old bus, or for that matter a rental truck, could have been used for the job. The engine compartment for a truck is exactly the same as for a bus, and dogs don’t care whether the body color of a vehicle being searched is yellow or not (they’re color-blind after all!), or whether it has a big box behind the cab, or two rows of seats. Ditto to using a functioning school building. Any building, including one of the CIA’s own buildings at its Langley headquarters, or on “The Farm” where agents are trained, would serve as well as a hiding place for explosive charges.

At best, using a real local school and real school buses was an idiotic decision by CIA administrators.

Plastic explosive, as the Washington Post explained in a lengthy if fairly credulous article on the incident [1], while highly explosive, is also quite stable, requiring both a very high temperature and a shock wave to explode. The compound is, however, also flammable, and even if it didn’t explode if ignited, would act as an accelerant if there were an engine fire on a bus, or somewhere in a school building, making such a fire far worse and far harder to control. Plus, while this is being called a test, and while we are being assured that there was no detonator included along with the planted charges, how do we really know that is true? After all, the whole idea of using a real school and real school buses was to simulate reality. How far did the testers want to take that reality?

Did the same people who thought it was important for the K-9 dogs to have yellow buses to work with think they should also see wires and detonators hooked up to the charges they were sniffing for? When something this apparently stupid is done, anything is possible, and given the CIA’s obsessive secrecy, we’re not going to get an answer unless some public body (Congress?, a Virginia legislative committee?) investigates and demands answers under oath.

Of course, there are darker possibilities to consider too, when we discover an incident like this.

There is plenty of evidence that over the past two decades, the US government and its intelligence and law-enforcement agencies have engaged in a number of so-called “false flag” operations, usually portrayed as “tests” gone wrong, or as “stings” designed to lure out alleged terrorists — though these latter operations usually turn out on investigation to have been wholly government-created incidents where low-wattage victims are talked into participating in a terrorism action either for pay, or under the belief that they are working for the government. There are just too many occasions when some crazy terror plot either gets prominently “uncovered” and “prevented,” or actually is attempted right when the government could use some increased public sense of panic to help pass some new law diminishing Constitutionally-protected freedoms, or higher spending on war and government intelligence agencies.

As one CIA veteran offers, “The only ‘innocent’ explanation as to why the agency was training locals on this is that the agency has more money than it knows what to do with, whereas others are not that flush,” but this source adds, “There are a host of other, more sinister possible explanations. This needs to be looked into.”

There are certainly enough bozos in the US government’s intelligence and law-enforcement agencies, including the CIA, for me to believe that this school explosives “testing exercise” was just a really stupid idea gone wrong. But I’m also suspicious enough to believe that it could have been something much more insidious that didn’t go as planned only because of the alertness of one school district mechanic.

The Washington Post quotes a CIA statement issued about the incident as saying the CIA plans to take “immediate steps to strengthen inventory and control procedures in its K-9 program” and promising that it will investigate its K-9 training program.

That’s clearly not enough. The CIA is the last agency that should be relied on to investigate itself about anything.

The US Media War against the Leaders of Latin America (I)

By Nil NIKANDROV – Strategic Culture Foundation – 04.04.2016

Last December the Venezuelan journalist José Vicente Rangel went on his television program to talk about how the Pentagon has created the Center for International Media Assistance (CIMA) that is spreading disinformation about Venezuela. Specialized centers such as CIMA also go after other governments that Washington finds unpalatable.

The president of Ecuador, Rafael Correa, devoted one of his weekly speeches to the mudslinging being directed against his government via social networks. Social networks are now the principal platform for media warfare.

A mass media law has been in effect in Ecuador since June 2013, which greatly limits any potentially hostile propaganda campaign, including «exposés». Typically, such campaigns are intended to compromise politicians and other figures friendly to the government. The Superintendent’s Office for Information and Communications, which monitors and assesses the work of the media, is responsible for enforcing the law in Ecuador.

Ecuador’s penal code includes a chapter titled «Crimes associated with mass media transgressions», which decrees that editors and publishers are responsible for the publication of defamatory or offensive materials. Ecuador is probably the only country in Latin America that has managed to set some sensible guidelines for the work of the media.

Currently the Western Hemisphere is being inundated with a flood of «exposés» featuring the names of politicians who are under attack by Washington. Apparently the CIA and NSA are pursuing a comprehensive plan aimed at getting many influential figures deposed and prosecuted.

Compromising materials on Nicolás Maduro, Inácio Lula da Silva, Dilma Rousseff, Cristina Kirchner, and Evo Morales were publicized by US intelligence agencies in one fell swoop without missing a beat, and those are now being used by a pro-American fifth column in order to destabilize Venezuela, Brazil, Argentina, and Bolivia. That blow is primarily aimed at leaders who are rejecting the neoliberal doctrine, pursuing social reform policies that will benefit many different strata of the population.

* * *

In Brazil, a scandal is unfolding over the convoluted issue of petrodollar-laundering and corruption, as well as the use of «undeclared revenue» to finance the election campaigns of the ruling Workers’ Party. Former president Lula da Silva (2003-2010) was detained for several hours and questioned by an investigator, accused of taking bribes from the company Petrobras. Specifically, Lula was asked to explain what money he had planned to use for the purchase of an apartment that he had allegedly looked in secret. Sixty Brazilian politicians, governors, and businessmen are named in the case. The investigation cast a shadow on Dilma Rousseff, the country’s current president. Brazil’s opposition media, under the control of the media holding company O Globo, claimed that Rousseff chaired Petrobras at a time when corrupt schemes were flourishing in the company. According to investigators, the contracts signed by senior managers hinged on the kickback percentage that was personally offered to them.

At the center of the crusade against Dilma is Aécio Neves, her recent rival in the presidential election and a senator and regular visitor to the US embassy. His agreement to «collaborate» with the Americans is still in effect, thus much of the NSA material from the dossiers on Lula and Dilma has been placed at the disposal of Neves’ people in Brazil’s courts and government agencies, and publications owned by the O Globo holding company have provided extensive coverage of these materials. As a result, Dilma’s approval ratings have dropped. Her nine-party coalition, With the Strength of the People, has disintegrated. This was in large part due to the fact that some of the Workers’ Party staff were vulnerable to accusations.

A campaign replete with serious problems for Brazil was unleashed. Brazil’s former finance minister, Luiz Carlos Bresser-Pereira, claims, «Unexpectedly there emerged a collective hatred on the part of the upper strata of society – the rich – against the party and the president. It wasn’t anxiety or fear, but hatred. Hatred, because for the first time we have a center-left government that has remained leftist. Despite all the compromises, it has not changed. Hatred, because the government has demonstrated a strong preference for the workers and the poor».

Sensitive information about close relatives can be co-opted if no justification can be found to attack a politician that US operatives have decided to victimize. That is what the DEA, CIA, and US prosecutors are doing to the nephews of Cilia Flores, the wife of President Maduro. Those young men were arrested by police in Haiti and handed over to the US on charges of conspiracy to import cocaine into the United States. It will take time to prove that they were framed by DEA agents who staged scenes designed to entrap their «targets» in illegal deals, and the propaganda campaign against the family of President Maduro is already in full swing. According to Cilia Flores, the lawyers for the accused will prove that in this incident, the DEA operatives in Venezuela have committed crimes.

Kremlin Spokesman Says His Wife Never Owned Offshore Companies

Sputnik – 04.04.2016

Kremlin spokesman Dmitry Peskov said Monday that his wife, figure skating champion Tatiana Navka, had never owned any offshore companies.

According to the Panama Papers leak, Navka became the beneficial owner of British Virgin Islands-based firm Carina Global Assets Ltd. in 2014.

“I can say an important thing based on my own example. It is claimed that my wife had an offshore company from 2014 to 2015. The thing is: my wife does not and has never owned any offshore companies,” Peskov told reporters.

On Sunday, Germany’s Suddeutsche Zeitung published alleged documents from the Panamanian Mossack Fonseca company in which the newspaper confirms ties to a number of world leaders and their circles to offshore schemes.

The German publication specifically notes Chinese President Xi Jinping, Ukrainian President Petro Poroshenko, Azeri President Ilham Aliev, Moroccan King Mohammed VI, Saudi King Alman ibn Abdul-Aziz al Saud, the late father of British Prime Minister David Cameron, and a number of individuals allegedly close to Russian President Vladimir Putin.

“Based on this, I’m personally inclined to doubt the accuracy of these and other reports. I can only state what I know for sure, what has to do with me personally,” he added.

Mossack Fonseca

Xymphora – April 4, 2016

“Selective Leaks Of The #PanamaPapers Create Huge Blackmail Potential”. This is curious. The lying media spinners are certainly corruptly attempting to slur people like Assad and Putin, but what is striking is the lack of evidence against big enemies of the Empire. Nobody is going to be impressed by the fact that somebody that Putin is acquainted with, or a cousin of Assad, is on the list. Certainly, the leaker, the International Consortium of Investigative Journalists, which could be called Wikilame, is one of those criminal propaganda organizations funded by the usual suspects which cause so many problems these days. But some of the leaks are interesting, which you wouldn’t expect if it was entirely the usual scam.

“Panama Papers: Hundreds of Israeli Companies, Shareholders Listed in Leaked Documents Detailing Offshore Holdings” Gaydamak and Ofer are very interesting perps from a conspiracy point of view, and usually receive full protection from the Jew-controlled media.

“New Zealand’s FMA, the Breder Suasso Conundrum, Mossack Fonseca, and #panamapapers” The leak was actually a year ago, so the timing of the propaganda release may be a clue.

Nevada:  “The Law Firm That Works with Oligarchs, Money Launderers, and Dictators”. Note the amazing – or sadly not amazing – Twitter back and forth between Silverstein and Ames, with this classic tweet:

“.@MarkAmesExiled @pierre Yeah, he and @ggreenwald both in lounge chairs at moment drinking Snowden’s Blood on the Rocks. Can’t be bothered.”

“Mossack Fonseca: The Nazi, CIA And Nevada Connections… And Why It’s Now Rothschild’s Turn”. The theory that the leak is directed at destroying (Nazi law firm) Mossack Fonseca in order to remove a major competitor to the Rothschilds in the lucrative business of using Nevada as a tax haven.  That would explain the odd selectivity of the leak, with none of the prominent US crime families implicated.

Mossack Fonseca is in the business of secrecy, so a massive security breach of this nature points to an extremely high-level operation, most probably an intelligence agency.

So we’ve got:

  1. big names, but no really big names, and in particular no names from the American elites;
  2. odd delay in the release of details of an old story (with striking Crazy Pierre censorship/assholery);
  3. very suspicious NGO-connected propagandists involved in the leak story;
  4. the Nevada tax haven issue seems to be key;
  5. the law firm would have had top-level security, requiring top-level attack.

UN ‘Turned Blind Eye’ to Horrible Sexual Assaults by Its Peacekeepers

Sputnik – 03.04.2016

Over 100 girls from a province in the Central African Republic claim they were sexually abused by UN peacekeepers, the AIDS-Free World’s campaign Code Blue reported. Co-founder of Code Blue Paula Donovan told Radio Sputnik that the reports are just the tip of the iceberg.

According to Donovan, the United Nations has been deliberately concealing the information about sex crimes committed by peacekeepers for the sake of its reputation, leaving ‘thousands’ of victims without hope.

“The United Nations by being so slow and so secretive and so careful about their reputation, they’re actually culpable in these crimes,” she argued.

Donovan said that documents in the recent case were leaked to her organization by an insider, and that the data they received included correspondence and notes from meetings that imply that the victims were interviewed two weeks before the information was released and that the UN was notified but — for unknown reasons — never informed the civilian population or the governments involved.

“Despite the fact that the Secretary General is saying that he is going to be more transparent, that just doesn’t ring true when he holds back this information and his staff holds back this information for such a long time,” Donovan said.

She accused the UN of creating a culture of impunity where the perpetrators never come to justice and are being released back to the community like there was no crime.

UN spokesman Stephane Dujarric said earlier that the UN Secretary-General Ban Ki-moon was “shocked to the core” over the allegations.

“Why in the world would Secretary General Ban Ki-Moon respond to these latest allegations with ‘shock’?” Donovan wondered. “It doesn’t shock any of us who’s been following these stories for the past ten years.”

She asserted that accusations by girls from the Central African Republic, which include such horrible abuses as forced bestiality, are the tip of the iceberg. In fact, UN peacekeepers commit similar crimes in other countries like Liberia or Democratic Republic of Congo, and there are not even hundreds but “thousands” of women and girls who say that “their only interaction with the United Nations has been transactional sex or forced sex by peacekeepers”.

There’s documented evidence of that happening over the past two decades, Donovan claims, and expert teams sent by the Secretary General to assess the situation informed superiors about ‘low morale’ in peacekeeping missions, but the issue was silenced and nothing was done to help the victims and persecute the criminals.

“We’re reading about the Central African Republic because the media… has been shining a spotlight on that one country, and this is indicative of what we would here from other peacekeeping countries if the attention were turned in that direction,” Donavan said.

Dujarric said last week that a UN team was sent to gather data regarding recently reported allegations of sexual assault and exploitation by UN and non-UN forces as well as civilians in Kemo prefecture in past two years.

The Disappearance of Hillary Clinton’s Healthcare Platform

Single+Payee

By Benjamin Day | Common Dreams | March 30, 2016

What would happen if the media lifted the curtain on Clinton’s healthcare platform and introduced any level of scrutiny to her proposed improvements on the Affordable Care Act?

In an extraordinary magic trick, performed on a national scale, Hillary Clinton’s healthcare platform has been disappeared. While policy analysts, news anchors, and columnists have been engaged in an intense debate over Bernie Sanders’s “Medicare for All” proposal, Clinton’s incremental alternative has escaped almost all scrutiny – even among those who say they prefer it.

Combining the election-season writings of our most prolific, liberal-leaning columnists at the New York Times, Huffington Post, Vox, Mother Jones, Politico, The American Prospect, etc. you’ll find dozens of articles critiquing Sanders’s single-payer plan. None have mentioned a single Clinton healthcare proposal as a point of comparison – merely that she supports a philosphy of incremental reform.

Take Paul Krugman, a high-profile advocate of Clinton’s approach to healthcare reform. Krugman has published two op-eds in the New York Times and five additional blog posts arguing that “[progressives] should seek incremental change on health care… and focus their main efforts on other issues – that is… Bernie Sanders is wrong about this and Hillary Clinton is right.” In all seven pieces, Krugman focuses exclusively on Sanders’s single-payer proposal and fails to mention even a single Clinton policy.

The disappearance of the Clinton healthcare platform has even been carried out by pollsters. The Kaiser Health Tracking Survey included a bizarre question in its February 2016 poll, which was widely cited in the press. Respondents were asked to pick one of four possible directions for the future of U.S. healthcare. Among the choices were “The U.S. should establish guaranteed universal coverage through a single government plan” and “Lawmakers should build on the existing health care law to improve affordability and access to care.” Thirty-three percent of Democrats chose the single-payer option, while fifty-four percent chose the incremental option. The questions were clearly intended as stand-ins for the Sanders and Clinton healthcare proposals, but note that the single-payer option is a policy, whereas the incremental option mentions no actual policies, but asks respondents whether they support the (universally desirable) outcomes of improving affordability and access.

What would happen if the media lifted the curtain on Clinton’s healthcare platform and introduced any level of scrutiny to her proposed improvements on the Affordable Care Act? They would find two categories of Clinton proposals: some that are so vague they’re difficult to evaluate, and other more concrete plans that follow in the footsteps of one of Congress’s most practiced healthcare incrementalists: Senator Bernie Sanders.

For example, one of Clinton’s clearest incremental proposals is to repeal the Affordable Care Act’s poorly named “cadillac tax” on health plans with high premiums. She announced this proposal on September 29, drawing the ire of White House spokespeople. The move, however, followed in the footsteps of a Senate bill to repeal the Cadillac tax introduced by Bernie Sanders and seven Democratic Senators just a few days previously on September 24. Clinton’s position was correctly seen by reporters as necessary if she didn’t want to lose labor union support to Sanders.

“Because Clinton’s healthcare platform has received zero public scrutiny, she has had the luxury of floating other policy ideas in broad outlines, too vague to evaluate.”Many of Clinton’s well-defined healthcare proposals are rolled into a package of prescription drug reforms, which she released on September 22, 2015. They bear a striking resemblance to the Sanders prescription drug plan announced on September 1, filed as legislation on September 10. Both would legalize importation of prescription drugs from Canada, where costs for identical drugs are much lower due to Canada’s single-payer healthcare system. Sanders was a pioneer of importation, and in 1999 started driving busloads of American patients who couldn’t afford breast cancer drugs across the Canadian border. Both candidates call for empowering Medicare to negotiate drug prices – even Donald Trump jumped on board in January. Both would ban “pay-for-delay” deals between brand-name and generic drug makers, and increase prescription drug rebates for Medicaid and/or Medicare.

Because Clinton’s healthcare platform has received zero public scrutiny, she has had the luxury of floating other policy ideas in broad outlines, too vague to evaluate. Take the proposal to expand the use of Accountable Care Organizations. How? According to Clinton’s December policy brief: “In the coming months, [Clinton] will provide full detail on her plans for delivery system reforms that drive down costs.” With the primaries drawing to a close, no such details have been released. The same could be said of another proposal to “create a fallback process” to review insurance premium rate hikes in states that don’t already review rates. There has been no explanation of how such a plan would work, or whether it would require new legislation.

This is the double standard at work in almost all national coverage of Clinton and Sanders on healthcare reform: Clinton has been taken at her word that her incremental plans will be politically feasible, succeed in improving affordability and access to care, and are not shared by her opponent. Sanders on the other hand received intense public pressure to release details of his single-payer healthcare proposal, and when he did the proposal was subject to an avalanche of public analysis and scrutiny.

This double standard is all the more remarkable because single-payer healthcare is an established policy, practiced in one form or another in almost every developed nation in the world. Incremental reforms that work within the market-based healthcare system of the U.S. are far more uncertain, and deserve greater scrutiny. They are easier to enact but dramatically more likely to fall short of their goals. This is because incremental reforms in the United States usually focus on expanding access to care, without significant cost controls, in order to avoid opposition from the healthcare industry. The resulting policies are often unsustainable; make little headway against national trends of rising costs and eroding access; or simply move costs around (e.g. from premiums to deductibles and co-payments, or vice versa).

Previous national trends in incremental healthcare reform – from managed care through pharmacy benefit management, chronic disease management, narrow networks, and beyond – have often created lucrative new industries, but had dubious impacts on underlying healthcare costs or access to care. Most of Clinton’s healthcare platform falls exactly into these danger zones, and should be received with a critical eye.

The national discussion of single-payer healthcare reform is long overdue. However, when the full range of national media outlets force one candidate to run on real policies, while allowing another to run on values and aspirations, we aren’t having a real discussion of systemic vs. incremental reform, we are merely aiding the corrosion of informed democracy.

‘Scandal of privatized aid’: Free-market consultants cream off £450mn in UK govt funds

RT | April 1, 2016

Free-market consultants in Britain are taking hundreds of millions of pounds ring-fenced to alleviate poverty in the developing world, as the government continues with its agenda of privatizing aid, a damning report has warned.

A study conducted by British NGO Global Justice Now (GJN) raises grave concerns over the sheer amount of aid money the Department for International Development (DfID) has given to consultants Adam Smith International (ASI) for overseas aid projects.

The report, titled The Privatization of UK Aid, was published on Friday.

It found that ASI has won a minimum of £450 million (about US$640 million) in aid-funded contracts over the last five years. DfID funneled almost £90 million of its budget through the consultancy firm, more than the total amount given to human rights and women’s rights groups. This figure is almost double that spent on projects to tackle Aids and HIV, according to the report.

The study examined how much of DfID’s work was geared towards supporting market-based development and the private sector in poor states. Recent projects included backing for a “business advocacy capacity development program” in Zimbabwe, and projects to increase private schooling in Kenya.

The report also analyzed a number of existing case studies on ASI projects, such as the consultancy firm’s role in privatizing Nigeria’s energy system and making Afghanistan “investor friendly” by helping to rewrite energy extraction legislation there.

The NGO said the legislation, which was later passed into law, lacks transparency and does not protect local citizens’ rights. ASI has also helped to develop new mining legislation and regulations in Papua New Guinea, where the energy extraction technique has a legacy of violent conflict. GJN’s report says the laws have been branded “authoritarian and regressive” by critics.

The NGO argues that Westminster’s increasing use of consultancy firms forces out smaller companies in impoverished states and highlights DfID’s tendency to embrace private partnerships and back private-sector development schemes that risk jeopardizing communities in the developing world. It has called on DfID to explain why it chooses to hire profit-driven British firms like ASI rather than using its own employees or companies in the developing world.

GJN also urged DfID to be more transparent on contractors’ costs, and to release a robust plan on spending more through organizations in developing countries.

DfID defended its use of private contractors, arguing British aid is assisting highly vulnerable people in crisis-ridden states.

“UK aid is focused on tackling extreme poverty, helping people in some of the most fragile and dangerous places on Earth, including war zones and disaster areas,” a spokeswoman for the government department told the Guardian.

“We draw on specialist expertise from charities, NGOs and the private sector to get the job done and get the best value for taxpayers.”

Labour’s Shadow Secretary for International Development Diane Abbott said the government must take a serious look at how aid money is spent.

“UK aid is being used to pay for consultants instead of alleviating poverty in the global south. We must look beyond simply spending 0.7 percent of UK GNI on aid, but look at how it is spent. UK aid should be first and foremost about tackling poverty and inequality and not benefitting the UK,” she said.

“We need to critically assess if the sort of free market reforms that Adam Smith International are enabling in the developing world, using UK taxpayers’ money, are actually helping to alleviate poverty or if they are making it worse.”

ASI defended itself against the allegations in the report.

“The vast majority of the world’s poor are in the informal private sector. To bring people out of poverty, one must address the factors that are keeping them poor,” the firm said in a statement.

“We engage with the private sector to reduce poverty by helping create jobs and make markets more accessible. This type of development is widely reflected in donor strategies and recognized in the 8th sustainable development goal.”

ASI stressed its “expert associates” and employees hail from diverse backgrounds, and are “all committed to poverty alleviation.” The think tank went on to claim the projects mentioned in GJN’s study had been misreported and “taken out of context.”

However, GJN’s campaigns and policy officer, Aisha Dodwell, hit back, saying British taxpayers would be shocked if they knew how much UK aid money was given to free-market consultants.

“UK aid could be used to strengthen public services, support civil society, and build democratic and accountable institutions,” she said.

“Instead of padding the pockets of big UK contractors like Adam Smith International.”

ASI describes itself as a transparent, objective organization dedicated to making public services more robust. It also claims to support economic growth and civil society, while building “democratic and accountable institutions.”

German spy services granted asylum to refugees in exchange for ‘questionable’ intel – report

RT | April 1, 2016

German intelligence agencies and police have granted asylum to roughly 1,000 refugees in exchange for sensitive information, often by means of “intervention” in the decisions of the national immigration authority, the government has said.

Intelligence services and the federal police have granted asylum to almost 1,000 migrants over the past 15 years, the government’s official response to a parliamentary request for information said. According to the paper, between 1958 and 2013 Germany’s main intelligence agency, the BND, operated a so-called Main Questioning Facility (HBW) which was in charge of collecting specific intelligence from migrants entering the country.

Many “questioning” sessions involved US officers from the Pentagon’s Defense Intelligence Agency (DIA) and the National Security Agency (NSA), though respondents were not aware of the officials’ real identities. Other German agencies such as the federal police, customs service and regional domestic intelligence authorities were also said to have access to recruiting their own informants among migrants.

The HBW would then ask the Federal Office for Migration and Refugees (BAMF) to grant asylum to each migrant deemed suitable to become a BND source. Such requests, described in the paper as “interventions,” were justified by the claim that the migrants would face imminent death or torture if forced to return to their countries of origin.

Most informants came from the Middle East – with the peak figures in 2001-2002 after 9/11 – followed by nationals of post-Soviet countries, Africa, Asia and the Balkans, the document says. Notably, the immigration service rejected two asylum “interventions” in 2002, even after those informants had been recruited by the BND.

The BND’s “questioning facility” allegedly maintained close contact with both the DIA and NSA, allowing them to access intelligence collected from migrants. In several cases, the intelligence was used to identify targets for US drone strikes in the Middle East and Africa. The government document described the information as extremely valuable for military use.

But Martina Renner, an MP from Die Linke party who co-authored the request for information, told Die Zeit newspaper that “the quality of information obtained could be very questionable.” She argued that refugees – keen to get permission for their stay in Germany – would say anything they believed their questioners wanted to hear.

One of the most dramatic examples, Renner said, was the DIA agent codenamed “Curveball” (real name Rafid Ahmed Alwan al-Janabi), who initially defected from Iraq to Germany in 1999.

His fake testimonies about Saddam Hussein’s weapons of mass destruction program were used by the US as a rationale to invade Iraq in 2003, despite both the BND and British MI6 questioning the authenticity of the claims.

Although the BND’s questioning facility was officially closed in 2013, the recruitment of agents from among migrants did not stop. Germany’s domestic intelligence, the Federal Service for the Protection of the Constitution, contacts asylum seekers on a “case-by-case” basis, while the BND still monitors refugee hostels to look for prospective informants, Die Zeit reported.

The French Malaise: ”National security” but for which nation?

By Gearóid Ó Colmáin | American Herald tribune | March 31, 2016

Since the Belgian attacks on March 22nd, there has been much talk of Europe’s need to increase security and modernize methods of mass surveillance and control in all public transport, particularly airports and underground trains. One country in the world has received a considerable degree of publicity in this regard: Israel. The Jewish State is now being held up by the French media as a ‘model of security’ which should be emulated by the European Union.

Henceforth, Israeli security methods are to be employed in our Airports. Travelers parking their cars will be interrogated by police and secret service personnel; passengers will be questioned about their destination and further interrogations will ensue if they are perceived to be engaging in prevarication or showing signs of anxiety or stress. Passenger profiling is to become the norm rather than the exception. People’s travel records will be taken into consideration in assessing whether or not they pose a ‘threat’. This ultimately means that all citizens will be treated as though they were terrorists.

The French media have not been embarrassed about suggesting Israeli security methods be introduced throughout Europe, notwithstanding the fact that Israel is a racist and criminal entity which cruelly keeps over a million people locked up in an open air concentration camp, subjecting the native population of the occupied territory to constant state terror and torture. The pro-Israeli propaganda is being aggressively pushed through both national and regional newspapers throughout France.

An article appeared in Quest France on Sunday March 27 with the headline: L’aéroport de Tel-Aviv, modèlede sécurité- ‘Tel-Aviv Airport, model of security’.

The report describes the interrogation methods mentioned above which are routinely carried out in Tel -Aviv’s Ben Gourion airport. We are also informed that Israeli security experts from the EL AI airline visited Zaventem Airport in Bruxelles shortly after the terrorist attacks in order to assess the site’s security; they were apparently ‘outraged’ by the lax security at the airport. But the reader is not told who was in charge of surveillance at Zaventem Airport. Security at the airport is in fact provided by ICTS, an Israeli company which was set up by former operatives of Shin Bet, Israel’s domestic spy agency. So Israeli experts were ‘outraged’ by the lack of security provided by Israeli intelligence? http://www.ictseurope.com/global-locations/belgium

According to Sott.net :

‘ICTS uses the security system employed in Israel, whereby passengers are profiled to assess the degree to which they pose a potential threat on the basis of a number of indicators, including age, name, origin and behavior during questioning’.

ICTS provided security at Logan Airport in 2001 when the infamous ’19 hijackers’ allegedly boarded their flight to New York on their way to the World Trade Centre. A few months later in December 2001, Richard Reid, who had previously spent time in Israel, boarded a flight in Paris’ Charles De Gaulle airport heading for Miami. He was carrying explosives which he unsuccessfully attempted to detonate on the plane. ICTS, who were in charge of security at Charles De Gaulle airport, failed once again.

ICTS was in charge of London’s bus security system in 2005 during the terrorist attacks there and on Christmas Day 2009 at Schipol Airport, Amsterdam, the Israeli company failed to prevent ‘knicker-bomber, Nigerian ‘terrorist’ Umar Farouk Abdulmutallab, the wealthy son of a former Nigerian MP, who boarded a flight from to Detroit without a passport, while carrying explosives. According to US attorney Kurk Haskel who was an eye-witness, Abdulmutallab was escorted on board the plane by a ‘well-dressed’ man of ‘Indian’ origin who told ticket officials that “the man was from Sudan and that it was typical (to let him on the plane without a passport).”

This strongly suggests the terrorists had security clearances.

So now we have a barrage of media sound bites about the effectiveness of Israeli security and the necessity of introducing further police-state measures in Europe, in spite of the fact that Israeli companies are already providing ‘security’ here and doing a spectacularly dismal job at preventing terrorism!

After the March 22nd attacks in Brussels, a video circulated on the Internet drawing attention to the suspicious behavior of an ”eyewitness’ on France 24 news station after the bombs in Zaventum airport. The ”eye-witness” named Alexandre claims to be a Belgian living in America but his accent is unusual. Alexandre, who is supposed to be in shock and trauma after a brutal terrorist attack, suggests that perhaps European authorities will be forced to adopt security measures similar to those in Israel. Although this ”eye witness” experienced a terrorist attack, he admits that he has ‘ no idea’ what the other victims in the Brussels metro bombs went through. The statements are odd and suspicious but there is no way of proving whether the character is a Mossad agent as the video caption implies.

Nonetheless, it is particularly surreal to find the mass media in France promoting the ‘Israeli security model’ when it is Israeli security companies who are responsible for ‘failing to prevent’ so many terrorist attacks. Of course, the Zionist entity is the only real and long term beneficiary of the War on Terror. As Benjamin Netanyahu himself put it in 2007: ” We are benefiting from one thing, and that is the attack on the Twin Towers and the Pentagon, and the American struggle in Iraq.”

There is no reason to suppose that this recent wave of terrorist attacks in Europe is not also ”benefiting” the Zionist entity.

Promoting emigration and multiculturalism in Europe, propping up Zionist regimes such as Saudi Arabia and Turkey who are Wahhabising Europe’s youth, while at the same time fomenting Islamophobia among European citizens, all these policies serve Israel’s imperial ambitions to rule over all the Arabs and Muslims of the Middle East, while maintaining support in Europe and America by reminding its people every time there is an ‘Islamist’ terrorist attack that this is what Israel is fighting every day.

In his new book Palestine, le malaise Français  Franco-Camerounian investigative Journalist Charles Onana shows how the Jewish Lobby in France harassed and demonised President Francois Mitterand for insisting on Yasser Arafat’s visit to France in 1989.

Onana’s study of French government archives prove that the influence of the Jewish Lobby on French foreign policy is deeper and more far-reaching than commonly understood.

Mitterand’s defiance of the Jewish Lobby was continued to a certain extent by President Chirac when he refused to participate in the Zionist-orchestrated war on Iraq in 2003. Since the accession of Nicolas Sarkozy to the French presidency in 2007 and the current regime of François Hollande, Zionism has become almost inseparable from French ruling class ideology. From arch-Zionist Bernard-Henri Lévy’s war on Libya to the war on Syria and a whole series of artificially engineered destabilizations in Africa involving Takfiri Muslims murdering Christians, France has become the bellicose avant-garde of Zionism, carrying out a strategy of chaos which is making the world dangerous for the many but safe for the ‘chosen ones’ and their ever expanding Zionist entity.

Mitterand and Chirac were certainly no friends of French workers nor of the African nations writhing under the yoke of French neo-colonialism, but both leaders had, on the contrary, the merit of setting some limits to Zionist omnipotence. Mitterand’s haughty refusal to ‘apologise’ to Israel on behalf of the French people for the crimes of the Vichy regime, and Chirac’s imperious reprimand of Israeli troops during his visit to Palestine.

[This] contrasts poignantly with the craven, sycophancy of President Hollande’s abasement of the French nation before Israel, when at Netanyahu’s Israeli residence in November 2013 the French president, like a court jester,  nauseatingly offered to ” sing  a song of love for Israel”.

None of the articles in the French press, published since the Paris and Belgium terrorist attacks mention the criminal ‘negligence’ of ICTS. Instead, we are being told Israeli security is a model we should follow when in fact, we are already living under ‘Israeli security’, the same security agencies who have boasted about committing false flag terrorism against the French public.

In 1979, Israel bombed a factory in France making parts for a nuclear reactor in Iraq. The attack was blamed on ecologists. The Israeli Secret Intelligence Service ( ISIS or Mossad) then proceeded to issue death threats to French engineers working on the project, threatening to kill them and their families if they returned to Iraq. The death threats were issued in the name of an ‘Islamist’ group. All of this was admitted by the Mossad agents themselves in a documentary aired on French television entitled: ‘Droit d’Inventaire: quand le Mossad frappe en France’.

Israel is the only foreign state to have bombed France since the German occupation of the Second World War, a terror campaign admitted by the Zionist entity’s government, yet Israeli companies are providing ‘security’ for French citizens.

Israel’s global role as a pariah state operating outside the norms of international law, flouting all international conventions on human rights, repeatedly committing heinous war crimes and waging wars of aggression, while functioning as a veritable shadow government within the corridors of Western imperial states, this is a problem no nation can continue to ignore. But the few who refuse to ignore it risk their lives.

On March 26 French senator Natalie Goulet received death threats on social media after she wrote a letter to the secretary of state in charge of the budget, requesting clarification for the French government’s policy of giving a 60 percent tax deduction to families who make donations to the Israeli Defense Forces. Although banned in Israel, Betar, the Zionist terrorist militia, regularly issue death threats to their enemies with total impunity from the French state.

But perhaps we should feel ‘safer’ now that the ‘Israeli security model’ is being reinforced as the metropolitan world, our world, slowly metamorphoses into a vast, sprawling Gaza-zone.

A ‘Silent Coup’ for Brazil?

By Ted Snider | Consortium News | March 30, 2016

Brazil keeps its coups quiet (or at least quieter than many other Latin American countries). During the Cold War, there was much more attention to overt military regime changes often backed by the CIA, such as the overthrow of Guatemala’s Jacobo Arbenz in 1954, the ouster of Chile’s Salvador Allende in 1973 and even Argentina’s “dirty war” coup in 1976, than to Brazil’s 1964 coup that removed President João Goulart from power.

Noam Chomsky has called Goulart’s government “mildly social democratic.” Its replacement was a brutal military dictatorship.

In more modern times, Latin American coups have shed their image of overt military takeovers or covert CIA actions. Rather than tanks in the streets and grim-looking generals rounding up political opponents – today’s coups are more like the “color revolutions” used in Eastern Europe and the Mideast in which leftist, socialist or perceived anti-American governments were targeted with “soft power” tactics, such as economic dislocation, sophisticated propaganda, and political disorder often financed by “pro-democracy” non-governmental organizations (or NGOs).

This strategy began to take shape in the latter days of the Cold War as the CIA program of arming Nicaraguan Contra rebels gave way to a U.S. economic strategy of driving Sandinista-led Nicaragua into abject poverty, combined with a political strategy of spending on election-related NGOs by the U.S.-funded National Endowment for Democracy, setting the stage for the Sandinistas’ political defeat in 1990.

During the Obama administration, this strategy of non-violent “regime change” in Latin America has gained increasing favor, as with Secretary of State Hillary Clinton’s decisive support for the 2009 ouster of Honduran President Manuel Zelaya who had pursued a moderately progressive domestic policy that threatened the interests of the Central American nation’s traditional oligarchy and foreign investors.

Unlike the earlier military-style coups, the “silent coups” never take off their masks and reveal themselves as coups. They are coups disguised as domestic popular uprisings which are blamed on the misrule of the targeted government. Indeed, the U.S. mainstream media will go to great lengths to deny that these coups are even coups.

The new coups are cloaked in one of two disguises. In the first, a rightist minority that lost at the polls will allege “fraud” and move its message to the streets as an expression of “democracy”; in the second type, the minority cloaks its power grab behind the legal or constitutional workings of the legislature or the courts, such as was the case in ousting President Zelaya in Honduras in 2009.

Both strategies usually deploy accusations of corruption or dictatorial intent against the sitting government, charges that are trumpeted by rightist-owned news outlets and U.S.-funded NGOs that portray themselves as “promoting democracy,” seeking “good government” or defending “human rights.” Brazil today is showing signs of both strategies.

Brazil’s Boom

First, some background: In 2002, the Workers’ Party’s (PT) Luiz Inacio Lula da Silva came to power with 61.3 percent of the vote. Four years later, he was returned to power with a still overwhelming 60.83 percent. Lula da Silva’s presidency was marked by extraordinary growth in Brazil’s economy and by landmark social reforms and domestic infrastructure investments.

In 2010, at the end of Lula da Silva’s presidency, the BBC provided a typical account of his successes: “Number-crunchers say rising incomes have catapulted more than 29 million Brazilians into the middle class during the eight-year presidency of Luiz Inacio Lula da Silva, a former trade unionist elected in 2002. Some of these people are beneficiaries of government handouts and others of a steadily improving education system. Brazilians are staying in school longer, which secures them higher wages, which drives consumption, which in turn fuels a booming domestic economy.”

However, in Brazil, a two-term president must sit out a full term before running again. So, in 2010, Dilma Rousseff ran as Lula da Silva’s chosen successor. She won a majority 56.05 percent of the vote. When, in 2014, Rousseff won re-election with 52 percent of the vote, the right-wing opposition Brazilian Social Democratic Party (PSDB) went into a panic.

This panic was not just because democracy was failing as a method for advancing right-wing goals, nor was the panic just over the fourth consecutive victory by the more left-wing PT. The panic became desperation when it became clear that, after the PT had succeeded in holding onto power while Lula da Silva was constitutionally sidelined, he was likely returning as the PT’s presidential candidate in 2018.

After all, Lula da Silva left office with an 80 percent approval rating. Democracy, it seemed, might never work for the PSDB. So, the “silent coup” playbook was opened. As the prescribed first play, the opposition refused to accept the 2014 electoral results despite never proffering a credible complaint. The second move was taking to the streets.

A well-organized and well-funded minority whose numbers were too small to prevail at the polls can still create lots of noise and disruption in the streets, manufacturing the appearance of a powerful democratic movement. Plus, these protests received sympathetic coverage from the corporate media of both Brazil and the United States.

The next step was to cite corruption and begin the process for a constitutional coup in the form of impeachment proceedings against President Rousseff. Corruption, of course, is a reliable weapon in this arsenal because there is always some corruption in government which can be exaggerated or ignored as political interests dictate.

Allegations of corruption also can be useful in dirtying up popular politicians by making them appear to be only interested in lining their pockets, a particularly effective line of attack against leaders who appear to be working to benefit the people. Meanwhile, the corruption of U.S.-favored politicians who are lining their own pockets much more egregiously is often ignored by the same media and NGOs.

Removing Leaders

In recent years, this type of “constitutional” coup was used in Honduras to get rid of democratically elected President Zelaya. He was whisked out of Honduras through a kidnapping at gunpoint that was dressed up as a constitutional obligation mandated by a court after Zelaya announced a plebiscite to determine whether Hondurans wanted to draft a new constitution.

The hostile political establishment in Honduras falsely translated his announcement into an unconstitutional intention to seek reelection, i.e., the abuse-of-power ruse. The ability to stand for a second term would be considered in the constitutional discussions, but was never announced as an intention by Zelaya.

Nevertheless, the Supreme Court declared the President’s plebiscite unconstitutional and the military kidnapped Zelaya. The Supreme Court charged Zelaya with treason and declared a new president: a coup in constitutional disguise, one that was condemned by many Latin American nations but was embraced by then-Secretary of State Hillary Clinton.

This coup pattern reoccurred in Paraguay when right-wing Frederico Franco took the presidency from democratically elected, left-leaning Fernando Lugo in what has been called a parliamentary coup. As in Honduras, the coup was made to look like a constitutional transition. In the Paraguay case, the right-wing opposition opportunistically capitalized on a skirmish over disputed land that left at least 11 people dead to unfairly blame the deaths on President Lugo. It then impeached him after giving him only 24 hours to prepare his defense and only two hours to deliver it.

Brazil is manifesting what could be the third example of this sort of coup in Latin America during the Obama administration.

Operation Lava Jato began in Brazil in March of 2014 as a judicial and police investigation into government corruption. Lava Jato is usually translated as “Car Wash” but, apparently, is better captured as “speed laundering” with the connotation of corruption and money laundering.

Operation Lava Jato began as the uncovering of political bribery and misuse of money, revolving around Brazil’s massive oil company Petrobras. The dirt – or political influence-buying – that needed washing stuck to all major political parties in a corrupt system, according to Alfredo Saad Filho, Professor of Political Economy at the SAOS University of London.

But Brazil’s political Right hijacked the investigation and turned a legitimate judicial investigation into a political coup attempt.

According to Boaventura de Sousa Santos, Professor of Sociology at the University of Coimbra in Portugal and Distinguished Legal Scholar at the University of Wisconsin-Madison, although Operation Lava Jato “involves the leaders of various parties, the fact is that Operation Lava Jato – and its media accomplices – have shown to be majorly inclined towards implicating the leaders of PT (the Workers’ Party), with the by now unmistakable purpose of bringing about the political assassination of President Dilma Rousseff and former President Lula da Silva.”

De Sousa Santos called the political repurposing of the judicial investigation “glaringly” and “crassly selective,” and he indicts the entire operation in its refitted form as “blatantly illegal and unconstitutional.” Alfredo Saad Filho said the goal is to “inflict maximum damage” on the PT “while shielding other parties.”

Neutralizing Lula

The ultimate goal of the coup in democratic disguise is to neutralize Lula da Silva. Criminal charges — which Filho describes as “stretched” — have been brought against Lula da Silva. On March 4, he was detained for questioning. President Rousseff then appointed Lula da Silva as her Chief of Staff, a move which the opposition represented as an attempt to use ministerial status to protect him from prosecution by any body other than the Supreme Court.

But Filho says this representation is based on an illegally recorded and illegally released conversation between Rousseff and Lula da Silva. The conversation, Filho says, was then “misinterpreted” to allow it to be “presented as ‘proof’ of a conspiracy to protect Lula.” De Sousa Santos added that “President Dilma Rousseff’s cabinet has decided to include Lula da Silva among its ministers. It is its right to do so and no institution, least of all the judiciary, has the power to prevent it.”

No “presidential crime warranting an impeachment has emerged,” according to Filho.

As in Honduras and Paraguay, an opposition that despairs of its ability to remove the elected government through democratic instruments has turned to undemocratic means that it hopes to disguise as judicial and constitutional. In the case of Brazil, Professor de Sousa Santos calls this coup in democratic disguise a “political-judicial coup.”

In both Honduras and Paraguay, the U.S. government, though publicly insisting that it wasn’t involved, privately knew the machinations were coups. Less than a month after the Honduran coup, the White House, State Department and many others were in receipt of a frank cable from the U.S. embassy in Honduras calling the coup a coup.

Entitled “Open and Shut: the Case of the Honduran Coup,” the embassy said, “There is no doubt that the military, Supreme Court and National Congress conspired on June 28 in what constituted an illegal and unconstitutional coup.” The cable added, “none of the . . . arguments [of the coup defenders] has any substantive validity under the Honduran constitution.”

As for Paraguay, U.S. embassy cables said Lugo’s political opposition had as its goal to “Capitalize on any Lugo missteps” and “impeach Lugo and assure their own political supremacy.” The cable noted that to achieve their goal, they are willing to “legally” impeach Lugo “even if on spurious grounds.”

Professor de Sousa Santos said U.S. imperialism has returned to its Latin American “backyard” in the form of NGO development projects, “organizations whose gestures in defense of democracy are just a front for covert, aggressive attacks and provocations directed at progressive governments.”

He said the U.S. goal is “replacing progressive governments with conservative governments while maintaining the democratic façade.” He claimed that Brazil is awash in financing from American sources, including “CIA-related organizations.” (The National Endowment for Democracy was created in 1983, in part to do somewhat openly what the CIA had previously done covertly, i.e., finance political movements that bent to Washington’s will.)

History will tell whether Brazil’s silent coup will succeed. History may also reveal what the U.S. government’s knowledge and involvement may be.
