White House office removing transparency rules

Press TV – March 17, 2015

The White House is exempting one of its key offices from the Freedom of Information Act (FOIA) regulations which allow for the full or partial disclosure of previously undisclosed information and documents controlled by the United States government.

The White House said the move to exempt the Office of Administration from the FOIA rules is consistent with court rulings according to which the office is not subject to the transparency law.

In 2009, a federal appeals court in Washington ruled that the office was exempt from the FOIA but made it obligatory for the White House to archive the e-mails to be released under the Presidential Records Act not until at least five years after the end of the administration.

The White House announces its decision in a notice to be published in Tuesday’s Federal Register, saying it will no longer act in accordance with regulations on how the office complies with FOIA requests based on “well-settled legal interpretations.”

However, the timing of the decision raises a question among transparency advocates amid a national debate over the preservation of Obama administration records.

“It is completely out of step with the president’s supposed commitment to transparency,” said Anne Weismann of the liberal Citizens for Responsibility and Ethics in Washington (CREW). “That is a critical office, especially if you want to know, for example, how the White House is dealing with e-mail.”

White House record-keeping duties like the archiving of e-mails as well as other types of activities are handled by the Office of Administration. The office has been subjected to the FOIA regulations for about three decades.

“This is an office that operated under the FOIA for 30 years, and when it became politically inconvenient, they decided they weren’t subject to the Freedom of Information Act anymore,” said Tom Fitton of the conservative Judicial Watch.

Late in the Bush administration, CREW sued over about 22 million e-mails which were deleted by the White House. At first, the White House began to comply with that request, but then changed its course of action.

“The government made an argument in an effort to throw everything and the kitchen sink into the lawsuit in order to stop the archiving of White House e-mails,” said Tom Blanton, the director of the National Security Archive at George Washington University.

The university has used analogous requests to help foreign policy decisions come to light.

The Misrepresentation of Israeli Aggression as Self-Defense

By Matt Peppe | Just the Facts Blog | March 15, 2015

“Last July, shortly after the outbreak of war in Gaza, President Barack Obama declared that “Israel has the right to defend itself against what I consider to be inexcusable attacks from Hamas.” To demonstrate the general moral applicability of this position, he said that “no country can accept rocket [sic] fired indiscriminately at citizens.” Obama’s claims provided ideological cover for Israel to carry out wholesale slaughter over the next six weeks in which nearly 2,200 Palestinians were killed.

Obama also conveniently turned reality on its head by ignoring the fact that it was Israel that was responsible for nearly three times as many cease fire violations as Hamas since December 2012. Israel’s violations of the 2012 cease fire caused the deaths of 18 people, while Palestinian violations caused none. Since the end of the 51-day war in August 2014, Israel predictably has gone on violating the most recent cease fire even more brazenly and with complete impunity.

The latest cease fire agreement stipulated that Hamas and other groups in Gaza would stop rocket attacks, while Israel would stop all military action. As with past truces, Hamas has observed the conditions. On the rare occasions that individuals or groups have fired rockets from Gaza, Hamas has arrested them. (See also here and here.)

Israel, on the other hand, has failed to live up to its end of the bargain. This is consistent with past practice. Israel has continued its illegal siege on the Gaza strip, while indiscriminately harassing and shooting at the local population. Fishermen and farmers, who are trying to subsist amid dire economic conditions, have born the brunt of the aggression.

The Palestinian Centre for Human Rights documented 18 instances of Israeli soldiers firing on Palestinian fishermen operating within internationally recognized Palestinian waters in September 2014 alone.

By December, Humanity for Palestine reported 94 total cease fire violations since the August truce. In addition to the many attacks on fishermen, Israeli border guards targeted “protesters;” “fired sporadically at Palestinian homes and agricultural property with machine guns and ‘flashbang’ grenades;” and “seriously injured” a teenager who was shot near the Kerem Shalom crossing.

The first months of 2015 have seen more of the same. According to International Middle East Media Center (IMEMC ):

  • On February 25, “Israeli forces opened fire at farmers in the central Gaza Strip.” The previous day, farmers near Khan Younis had been fired on. Two days prior farmers near Rafah were fired on.
  • On February 27, Israeli forces “opened gunfire on Palestinian houses in the Central Gaza strip.”
  • On March 2, “Israeli gunboats again opened fire … towards fishermen’s boats in the Gaza strip.” The Israeli forces reportedly “chased some fishing boats off the coast.”
  • On March 7, fisherman Tawfiq Abu Ryala, 34, was killed when he was shot in the abdomen by Israeli navy ships. Several attacks in previous days were reported in which Palestinian fishermen were injured. “All took place while the boats were in Palestinian territorial waters.”
  • On March 11, “several armored military vehicles and bulldozers carried out … a limited invasion into an area east of the al-Maghazi refugee camp, in central Gaza, and bulldozed farmlands.”

On March 13, Palestine News Network reported that “Israeli Soldiers Open Fire on Palestinian Lands and Farmers East of Khan Younis Again.” The articles states that “witnesses reported that the Israeli soldiers in the borders towers opened their guns [sic] fire on the the [sic] shepherds and farmers near the security line east of Al Tuffah neighborhood east of Khan Younis.”

The vast majority of the rampant Israeli cease fire violations are not reported by the American and the Western press. When they are, the Israeli military is given the opportunity to provide self-serving rationalizations which serve as the authoritative account of what transpired.

When a fisherman was killed on March 7, a Reuters article cites an Israeli military spokesperson claiming that “four vessels had strayed from the fishing zone and that the Israeli army opened fire after the boats did not heed calls to halt.” Of course, the fisherman is not able to tell his side of the story because the organization Reuters quotes killed him.

There is no mention in the article of any of the multiple attacks on Palestinian fishermen that happen routinely in Gaza. In many similar shootings, surviving victims and witnesses can attest that fishermen are within the agreed-upon six-mile nautical limit, and certainly well within the 20-mile limit guaranteed by the Oslo accords.

In a December article in the New York Times, Isabel Kershner writes that “Retaliating for a rocket fired into Israel on Friday, the Israeli military said it carried out an airstrike on a Hamas site in southern Gaza.” She begins the sentence by stating it is Israel retaliating against Palestinian actions. Whoever fired the rocket presumably was not “retaliating” for the dozens of Israeli military cease fire violations over the previous months, but was implicitly initiating aggression.

More importantly than this biased framing of the narrative, Kershner buries the lead at the bottom of the story: “Also on Friday, six Palestinians were wounded by Israeli gunfire near the border fence in northern Gaza.” She obsequiously follows this statement with Israeli military rationalizations that “soldiers first fired into the air to try to disperse protesters approaching the fence then fired at the legs of some of them.”

Someone who commits a violent action is obviously not an impartial source for an honest account of the facts. Would a journalist report on a shooting by only repeating the side of the suspect who claims self-defense?

Six months after repeated, documented Israeli breaches of the cease fire agreement – without any by Hamas – New York Times columnist Nicholas Kristof claimed in an Op-Ed that “Hamas provokes Israel.” He provides no evidence for this assertion. As the record clearly shows, Kristof has it backwards.

If no country can accept rockets fired at its population, then surely neither can they accept M16s fired at them. Or tanks and bulldozers invading their land. But perhaps Obama was deliberate in choosing his words. He stated that no country can accept rockets “fired indiscriminately at citizens (italics mine).”

Since Palestinians live under Israeli sovereignty but are denied citizenship, they are not technically covered by Obama’s moral truism. But assuming what he says should apply to all people – even those who are politically subjugated by racist regimes – Obama’s words would apply equally to Palestinians.

But when asked by a reporter whether Palestinians in Gaza have the right to defend themselves, an Obama administration spokesperson denied Palestinians this right. She did not explicitly say so, but by evading and refusing to respond to a simple yes or no question, she gave the equivalent of a direct denial. “I think – I’m not sure what you’re getting at,” she said. After the reporter restated his crystal-clear question, she replied “What are you specifically referring to? Is there a specific event or a specific occurrence?”

In the same way that omission of material facts may constitute fraud, refusing to answer a question about whether a person enjoys a right constitutes a direct refusal to recognize that right.

Obama did not only pervert the issue of the right to self-defense by falsely pretending it was a moral truism that he clearly and demonstrably does not extend to Palestinians, he also misrepresents the applicability of self-defense to Israel in the first place.

As Noura Erakat explained in her July 2014 article “No, Israel Does Not Have the Right to Self-Defense in International Law Against Occupied Palestinian Territory,” Israel is “distorting/reinterpreting international law to justify its use of militarized force in order to protect its colonial authority.” Obama willingly enables Israel’s lawless actions by accepting their rewriting of international law to justify their aggression.

What Obama is really saying when he talks about self-defense is that as the leader of one rogue nation, he supports the right of his rogue client state to violate the rule of law and make fraudulent claims that are neither morally nor legally justified.

As John Quigley explains in The Six-Day War and Israeli Self-Defense, failing to challenge Israel’s bogus claims of self-defense in the 1967 war – as the United States has done by providing a diplomatic shield, vetoing more than 40 U.N. Security Council resolutions condemning Israel – has had disastrous consequences for Israeli-Palestinian conflict and the system of international law in general.

“The flawed perception of the June 1967 war serves to perpetuate conflict in the Middle East. It also serves to promote the expansion of the concept of self-defense and thereby to erode the prohibition against the use of force,” Quigley writes.

The United States government under the Obama administration continues to carry this even further. Undoubtedly the situation will only get worse in the future. Last month in Haaretz, Gideon Levy wrote that there will inevitably be another war in Gaza.

“Israel knows this war will break out, it also knows why – and it’s galloping toward it blindfolded, as though it were a cyclical ritual, a periodical ceremony or a natural disaster that cannot be avoided. Here and there one even perceives enthusiasm,” Levy writes.

This will mean more death, more destruction, and more Palestinian lives destroyed as the world looks on and does nothing. Sadly Levy is right. When the next war comes and Israel succeeds in baiting Hamas to start firing rockets into Israel, all the talk will be about Israel’s right to defend itself. Obama (or the next American President) will repeat the same charade. He will frame the narrative in terms of Israel’s victimization and Israel’s rights, while denying this treatment to the Palestinians.

The media and the public will uncritically support the position of American and Israeli power. Thousands of Palestinians will be indiscriminately killed, but not because Israel is defending itself. Palestinians will be killed because the U.S. government refuses to protect them from a belligerent and aggressive regime, and refuses even to recognize their right to protect themselves.

Craft Silent About Alleged Role in Boston Bombing

By Christopher Bollyn | April 11, 2014

Were these two men seen using ear-phones and carrying large black backpacks near the finish line of last year’s Boston Marathon working for Craft International?  One thing is certain:  Craft does not want to answer this question.

This is a very relevant question because one of them seems to have left his black backpack behind as he runs from the scene of the bombing.  After the bombing, the FBI said that both bombs had been packed in black backpacks.

The men were part of what appears to have been a team of men involved in some sort of tactical activity. Why would Craft not want to address the question whether these are their employees, or not?

This is the man who seems to have left his backpack behind, as can be seen in the photo of him running away without his backpack. The photo also has the caption, “Hey bro, where’d your backpack go?”

Is this what happened to his missing backpack?  Was he part of a team of real terrorists?

In the aftermath of the Boston Marathon bombing of April 15, 2013, there were allegations made on various websites that employees of Craft International LLC of Dallas, Texas, had been involved in some unexplained activity near the finish line. The men wore tactical outfits similar to those worn by Craft employees. I decided to contact Craft and ask them if their employees had been involved at the Boston Marathon. After several attempts by email and phone, I have not yet gotten a response, yes or no.

The following are the emails that I sent, first to Craft International, then to their parent company, Hayman Capital, which shares the same address:

Press Question about Boston Bombing
April 7, 2014

Craft International, LLC
2101 Cedar Springs Road
Dallas, Texas 75201

To: info@thecraft.com, training@thecraft.com

Dear Craft International,

I am a journalist asking questions for the purpose of an article to be published. The questions I am asking herewith are for that purpose.

After the Boston Marathon bombings last April there were numerous photos seen and allegations made that employees of Craft International had been seen near the finish line of the marathon. These men suspected of being Craft personnel were dressed in tactical clothes and caps similar to those worn by Craft employees.

My questions: Was Craft International LLC, any of its employees, or any company affiliated with Craft International LLC involved in any activity near the finish line during the Boston Marathon last April? Was any person connected with Craft International LLC involved in any operation in Boston during last year’s Boston Marathon?

I have attached a couple photos of people who are said to be Craft employees or in some way affiliated with the company. Are the two men connected in any way with Craft International LLC?

If they are, can you identify them?

With many thanks,

Christopher Bollyn

Failing to get a response from Craft International, I turned to their parent company, Hayman Capital:

Press Question about Boston Bombing
April 8, 2014

To: ks@haymancapital.com

Dear Mr. Smith,

I am forwarding this question to you because Hayman Capital is connected to Craft International. Can you address this question?

Many thanks,

Christopher Bollyn

I then called Craft International to follow up but did not get through because my phone does not reveal its number, so I called Hayman Capital, which is the financial hedge fund that is run by J. Kyle Bass who is the financier behind Craft International. Craft and Hayman share the same physical address in Dallas.

I spoke with Kent Smith, managing director of Hayman Capital, who told me that he had seen my email but could not comment on it and told me to call Andy Jent, who is the CEO of the company.

If the answer to my questions were a simple “No”, why would it be kicked up to the CEO? I sent the question by email to Mr. Jent:

URGENT Press Question about Boston Bombing
April 8, 2014

To: aj@haymancapital.com

Dear Mr. Jent,

I am a journalist with a few questions about the allegations that Craft personnel were involved in the Boston Marathon last April. I am forwarding these questions to you because of the relationship between your two companies. Kent Smith advised me to direct my questions to you.

With many thanks,

Christopher Bollyn

I did not get a response, so I resent my question the next day:

Fw: URGENT Press Question about Boston Bombing
April 9, 2014

To: aj@haymancapital.com

Dear Mr. Jent,

Will you be able to respond to this question? The question is whether Craft personnel were involved at the Boston Marathon last April?

Thank you,

Christopher Bollyn

I called Mr. Jent on Friday, April 11, and left another message on his voice-mail.  Why would Hayman Capital and Craft NOT answer these questions, if they were not involved in some activity during the Boston Marathon bombing?

US Intel Stands Pat on MH-17 Shoot-down

By Robert Parry | Consortium News | March 14, 2015

Despite the high stakes involved in the confrontation between nuclear-armed Russia and the United States over Ukraine, the U.S. intelligence community has not updated its assessment on a critical turning point of the crisis – the shooting down of Malaysia Airlines Flight 17 – since five days after the crash last July 17, according to the office of the Director of National Intelligence.

On Thursday, when I inquired about arranging a possible briefing on where that U.S. intelligence assessment stands, DNI spokesperson Kathleen Butler sent me the same report that was distributed by the DNI on July 22, 2014, which relied heavily on claims being made about the incident on social media.

So, I sent a follow-up e-mail to Butler saying: “are you telling me that U.S. intelligence has not refined its assessment of what happened to MH-17 since July 22, 2014?”

Her response: “Yes. The assessment is the same.”

I then wrote back: “I don’t mean to be difficult but that’s just not credible. U.S. intelligence has surely refined its assessment of this important event since July 22.”

When she didn’t respond, I sent her some more detailed questions describing leaks that I had received about what some U.S. intelligence analysts have since concluded, as well as what the German intelligence agency, the BND, reported to a parliamentary committee last October, according to Der Spiegel.

While there are differences in those analyses about who fired the missile, there appears to be agreement that the Russian government did not supply the ethnic Russian rebels in eastern Ukraine with a sophisticated Buk anti-aircraft missile system that the original DNI report identified as the likely weapon used to destroy the commercial airliner killing all 298 people onboard.

Butler replied to my last e-mail late Friday, saying “As you can imagine, I can’t get into details, but can share that the assessment has IC [Intelligence Community] consensus” – apparently still referring to the July 22 report.

A Lightning Rod

Last July, the MH-17 tragedy quickly became a lightning rod in a storm of anti-Russian propaganda, blaming the deaths personally on Russian President Vladimir Putin and resulting in European and American sanctions against Russia which pushed the crisis in Ukraine to a dangerous new level.

Yet, after getting propaganda mileage out of the tragedy – and after I reported on the growing doubts within the U.S. intelligence community about whether the Russians and the rebels were indeed responsible – the Obama administration went silent.

In other words, after U.S. intelligence analysts had time to review the data from spy satellites and various electronic surveillance, including phone intercepts, the Obama administration didn’t retract its initial rush to judgment – tossing blame on Russia and the rebels – but provided no further elaboration either.

This strange behavior reinforces the suspicion that the U.S. government possesses information that contradicts its initial rush to judgment, but senior officials don’t want to correct the record because to do so would embarrass them and weaken the value of the tragedy as a propaganda club to pound the Russians.

If the later evidence did bolster the Russia-did-it scenario, it’s hard to imagine why the proof would stay secret – especially since U.S. officials have continued to insinuate that the Russians are guilty. For instance, on March 4, Assistant Secretary of State for European Affairs Victoria Nuland fired a new broadside against Russia when she appeared before the House Foreign Affairs Committee.

In her prepared testimony, Nuland slipped in an accusation blaming Russia for the MH-17 disaster, saying: “In eastern Ukraine, Russia and its separatist puppets unleashed unspeakable violence and pillage; MH-17 was shot down.”

It’s true that if one parses Nuland’s testimony, she’s not exactly saying the Russians or the ethnic Russian rebels in eastern Ukraine shot down the plane. There is a semi-colon between the “unspeakable violence and pillage” and the passive verb structure “MH-17 was shot down.” But she clearly meant to implicate the Russians and the rebels.

Nuland’s testimony prompted me to submit a query to the State Department asking if she meant to imply that the U.S. government had developed more definitive evidence that the ethnic Russian rebels shot down the plane and that the Russians shared complicity. I received no answer.

I sent a similar request to the CIA and was referred to the DNI, where spokesperson Butler insisted that there had been no refinement in the U.S. intelligence assessment since last July 22.

But that’s just impossible to believe. Indeed, I’ve been told by a source who was briefed by U.S. intelligence analysts that a great deal of new information has been examined since the days immediately after the crash, but that the problem for U.S. policymakers is that the data led at least some analysts to conclude that the plane was shot down by a rogue element of the Ukrainian military, not by the rebels.

Yet, what has remained unclear to me is whether those analysts were part of a consensus or were dissenters within the U.S. intelligence community. But even if there was just dissent over the conclusions, that might explain why the DNI has not updated the initial sketchy report of July 22.

It is protocol within the intelligence community that when an assessment is released, it should include footnotes indicating areas of dissent. But to do that could undermine the initial certitude that Secretary of State John Kerry displayed on Sunday talks shows just days after the crash.

Pointing Fingers

Though the DNI’s July 22 report, which followed Kerry’s performance, joined him in pointing the blame at the Russians and the ethnic Russian rebels, the report did not claim that the Russians gave the rebels the sophisticated Buk (or SA-11) surface-to-air missile that the report indicated was used to bring down the plane.

The report cited “an increasing amount of heavy weaponry crossing the border from Russia to separatist fighters in Ukraine”; it claimed that Russia “continues to provide training – including on air defense systems to separatist fighters at a facility in southwest Russia”; and its noted the rebels “have demonstrated proficiency with surface-to-air missile systems, downing more than a dozen aircraft in the months prior to the MH17 tragedy, including two large transport aircraft.”

But what the public report didn’t say – which is often more significant than what is said in these white papers – was that the rebels had previously only used short-range shoulder-fired missiles to bring down low-flying military planes, whereas MH-17 was flying at around 33,000 feet, far beyond the range of those weapons.

The assessment also didn’t say that U.S. intelligence, which had been concentrating its attention on eastern Ukraine during those months, detected the delivery of a Buk missile battery from Russia, despite the fact that a battery consists of four 16-foot-long missiles that are hauled around by trucks or other large vehicles.

I was told that the absence of evidence of such a delivery injected the first doubts among U.S. analysts who also couldn’t say for certain that the missile battery that was suspected of firing the fateful missile was manned by rebels. An early glimpse of that doubt was revealed in the DNI briefing for several mainstream news organizations when the July 22 assessment was released.

The Los Angeles Times reported, “U.S. intelligence agencies have so far been unable to determine the nationalities or identities of the crew that launched the missile. U.S. officials said it was possible the SA-11 was launched by a defector from the Ukrainian military who was trained to use similar missile systems.” [See Consortiumnews.com’s “The Mystery of a Ukrainian ‘Defector.’”]

The Russian Case

The Russians also challenged the rush to judgment against them, although the U.S. mainstream media largely ignored – or ridiculed – their presentation. But the Russians at least provided what appeared to be substantive data, including alleged radar readings showing the presence of a Ukrainian jetfighter “gaining height” as it closed to within three to five kilometers of MH-17.

Russian Lt. Gen. Andrey Kartopolov also called on the Ukrainian government to explain the movements of its Buk systems to sites in eastern Ukraine and why Kiev’s Kupol-M19S18 radars, which coordinate the flight of Buk missiles, showed increased activity leading up to the July 17 shoot-down.

The Ukrainian government countered by asserting that it had “evidence that the missile which struck the plane was fired by terrorists, who received arms and specialists from the Russian Federation,” according to Andrey Lysenko, spokesman for Ukraine’s Security Council, using Kiev’s preferred term for the rebels.

Lysenko added: “To disown this tragedy, [Russian officials] are drawing a lot of pictures and maps. We will explore any photos and other plans produced by the Russian side.” But Ukrainian authorities have failed to address the Russian evidence except through broad denials.

On July 29, amid this escalating rhetoric, the Veteran Intelligence Professionals for Sanity, a group of mostly retired U.S. intelligence officials, called on President Barack Obama to release what evidence the U.S. government had, including satellite imagery.

“As intelligence professionals we are embarrassed by the unprofessional use of partial intelligence information,” the group wrote. “As Americans, we find ourselves hoping that, if you indeed have more conclusive evidence, you will find a way to make it public without further delay. In charging Russia with being directly or indirectly responsible, Secretary of State John Kerry has been particularly definitive. Not so the evidence.”

But the Obama administration failed to make public any intelligence information that would back up its earlier suppositions.

Then, in early August, I was told that some U.S. intelligence analysts had begun shifting away from the original scenario blaming the rebels and Russia to one focused more on the possibility that extremist elements of the Ukrainian government were responsible, funded by one of Ukraine’s rabidly anti-Russian oligarchs. [See Consortiumnews.com’s “Flight 17 Shoot-down Scenario Shifts”and “Was Putin Targeted for Mid-air Assassination?”]

German Claims

In October, Der Spiegel reported that the German intelligence service, the BND, also had concluded that Russia was not the source of the missile battery – that it had been captured from a Ukrainian military base – but the BND still blamed the rebels for firing it. The BND also concluded that photos supplied by the Ukrainian government about the MH-17 tragedy “have been manipulated,” Der Spiegel reported.

And, the BND disputed Russian government claims that a Ukrainian fighter jet had been flying close to MH-17, the magazine said, reporting on the BND’s briefing to a parliamentary committee on Oct. 8. But none of the BND’s evidence was made public — and I was subsequently told by a European official that the evidence was not as conclusive as the magazine article depicted. [See Consortiumnews.com’s “Germans Clear Russia in MH-17 Case.”]

When the Dutch Safety Board investigating the crash issued an interim report in mid-October, it answered few questions, beyond confirming that MH-17 apparently was destroyed by “high-velocity objects that penetrated the aircraft from outside.” The 34-page Dutch report was silent on the “dog-not-barking” issue of whether the U.S. government had satellite surveillance that revealed exactly where the supposed ground-to-air missile was launched and who fired it.

In January, when I re-contacted the source who had been briefed by the U.S. analysts, the source said their thinking had not changed, except that they believed the missile may have been less sophisticated than a Buk, possibly an SA-6, and that the attack may have also involved a Ukrainian jetfighter firing on MH-17.

Since then there have been occasional news accounts about witnesses reporting that they did see a Ukrainian fighter plane in the sky and others saying they saw a missile possibly fired from territory then supposedly controlled by the rebels (although the borders of the conflict zone at that time were very fluid and the Ukrainian military was known to have mobile anti-aircraft missile batteries only a few miles away).

But what is perhaps most shocking of all is that – on an issue as potentially dangerous as the current proxy war between nuclear-armed Russia and the United States, a conflict on Russia’s border that has sparked fiery rhetoric on both sides – the office of the DNI, which oversees the most expensive and sophisticated intelligence system in the world, says nothing has been done to refine the U.S. assessment of the MH-17 shoot-down since five days after the tragedy.

Ex-spy scurries to cast doubt on CSIS-ISIS link

By Brandon Martinez | Non-Aligned Media | March 14, 2015

Ray Boisvert, a former assistant director of the Canadian Security Intelligence Service (CSIS), has been busy trying to deflect blame from his former employer in the developing scandal involving an alleged CSIS asset who helped three British schoolgirls and others join ISIS.

Boisvert’s impetus is to shield CSIS and the Canadian state when their hand is exposed in duplicitous activity at home and abroad. He has frequently appeared as a pundit on mainstream media programs, and unsurprisingly was trotted out by the usual suspects to comment on revelations that a Syrian national who spied for CSIS was acting as a liaison for ISIS, helping Westerners travel through Turkey to join the militant group in Syria.

The former CSIS big-wig told media that:

If [the suspected ISIS liaison Mohammed Mehmet] Rashid worked in some capacity for CSIS, and based on reports his computer contained images of passport and travel documents of several apparent ISIL recruits, it’s conceivable he was actually gathering intelligence for CSIS about those recruits and the methods, logistics and contacts for spiriting them into Syria.

Boisvert implied that,

If [Rashid] was a CSIS asset, he’s likely an observer whose only job is to report what he saw. If Rashid was working for CSIS in some fashion, the spy agency’s current mandate would prevent him or the organization from doing anything to have stopped the three British girls from reaching Syria. Under current Canadian law, CSIS and its assets are only allowed to gather intelligence.

Boisvert’s damage control narrative is ludicrous. He is obviously trying to exonerate CSIS from culpability in this by erroneously suggesting that CSIS’s asset Rashid, who was essentially helping people join ISIS, could not act to stop them from linking up with ISIS in Syria because that is not in CSIS’s mandate. The asset could only ‘observe’ the situation and report back to his handlers. This hogwash is dumbfounding.

Firstly, he is presuming that CSIS always abides by its ‘mandate,’ when there’s no reasons to believe that they do. Secondly, the fact is that the CSIS asset did not just ‘observe’ the ISIS recruits, he directly facilitated their safe travel through Turkey and entry into Syria to link up with ISIS. Without him, many of these recruits would likely not have made it to their destination. He was in effect ensuring that the recruits made it safely into the hands of ISIS. He wasn’t sitting by a window with binoculars observing from afar or listening in to phone calls, he was directly participating in the recruiting process, facilitating that process every step of the way.

This means that CSIS, which represents the Canadian government, is aiding and abetting ISIS – an extremely damaging revelation for the Western ‘coalition’ who maintain the bogus pre tense that they are presently ‘at war’ with the radical group.

Confidence in Congress, Supreme Court, Organized Religion, Press and TV Drop to Record Lows

By Noel Brinkerhoff | AllGov | March 14, 2015

Americans are having a tough time these days feeling really good about many of the country’s institutions.

Let’s start with Congress. A mere 5% of Americans say they have a great deal of confidence in the legislative branch of government, according to General Social Survey conducted by the Associated Press and the NORC Center for Public Affairs Research at the University of Chicago. More than half of respondents said they have hardly any confidence at all in Congress, and 40% only have some confidence in it.

The Supreme Court, according to the survey, reached a new all-time low with only 23% having a great deal of confidence. Twenty percent have hardly any confidence in the high court, and 54% have some confidence in it.

Things aren’t much better for the executive branch. Only 11% of adults expressed a great deal of confidence in it, only one point above the low of 10% back in 1996. A record-high 44% said they have hardly any confidence at all in the executive branch.

Outside of government, things are kind of dreary as well. Only 19% of Americans told the survey they have a great deal of confidence in organized religion, which matched an all-time low set in 2002.

People aren’t feeling it for the media or television, either. Seven percent expressed a great deal of confidence in the press, while 44% said they have hardly any confidence in it. When it comes to television, only 10% have a great deal of confidence, and 41% say they have hardly any confidence.

Lithuania drops CIA prison inquiry

‘No parliament support’

RT | March 14, 2015

The Lithuanian legislature decided against a new inquiry into a secret US torture facility in the country, despite a damning US Senate report released three months ago which indicated its existence.

“No new inquest will be considered, because there is no longer sufficient support for it among parliament members,” Loreta Grauziniene, speaker of the Lithuanian parliament, told Reuters on Friday.

Allegations that the CIA set up and ran a secret detention center near the country’s capital of Vilnius between 2004 and 2006 were investigated in 2009 and 2010 by a parliamentary committee. The inquiry concluded the CIA did operate flights in and out of Lithuania, and that there may have been as many as two secret facilities for what the CIA termed “enhanced interrogations.” The committee added that such information could not be confirmed because US officials refused to cooperate.

When a heavily redacted US Senate report on secret CIA prisons came out in December 2014, it did not identify any countries by name. However, the descriptions of the facility identified as ‘Violet’ closely matched the Lithuanian parliament’s original report. Arvydas Anusauskas, the lawmaker who led the inquiry, told the media that the Senate report had made a “convincing case” that prisoners had been held in Lithuania. Prime Minister Algirdas Butkevicius expressed hope that there would be another parliamentary inquiry, and that information would be “shared and exchanged” this time around.

Former president Valdas Adamkus, however, insisted to the local media that he would continue to believe “there were no prisons or prisoners in Lithuania” until he saw “documents before my eyes” proving him wrong.

No further explanation was given for Friday’s decision to drop the inquiry. It comes as hundreds of US troops and vehicles deploy to Lithuania, Estonia and Latvia as a “deterrent” to alleged Russian aggression.

Human rights groups have criticized Lithuania’s complicity in the CIA’s secret detention program, as well as its reluctance to investigate claims by Guantanamo Bay detainees Abu Zubaydah and Mustafa al-Hawsawi of being held and tortured at the CIA facility in the country.

NYPD accused of editing Wikipedia pages for Eric Garner death, other scandals

RT | March 13, 2015

The New York Police Department is reviewing reports that computers connected to the NYPD’s own network edited the Wikipedia pages for some of the more infamous recent events to involve the force, including the choking death of Eric Garner.

Wikipedia articles pertaining to at least three individuals who died as a result of altercations with the NYPD, including Garner, were edited out of the department’s 1 Police Plaza headquarters, Capital New York reported Friday.

According to publicly available records of the online encyclopedia’s revision history, computers connected to Internet Protocol (IP) addresses traced back by the paper to NYPD headquarters edited — and sometimes attempted to delete — entries on alleged instances of police brutality and articles critical of the force’s conduct.

Along with a page on Garner — the Staten Island man who died last July after being placed in a chokehold by NYPD officer Daniel Pantaleo — Wikipedia articles detailing no fewer than two others deaths involving the Big Apple’s boys in blue were altered by computers connected to the agency’s complex in downtown Manhattan, Kelly Weill reported for Capital New York this week.

Wikipedia pages for the NYPD’s so-called “stop-and-frisk” tactic, as well as recent scandals that have tarnished the force — such as the 2013 incident in which an undercover cop was caught up in a group beating on the West Side Highway — were edited from headquarters, Capital New York reported, along with the pages for Garner, Sean Bell and Amadou Diallo. Bell died in 2006 after undercover NYPD officers fired 50 times him and two other men, all unarmed, and Diallo was killed in 1999 when a cop mistook his wallet for a gun and opened fire.

Last December, someone connected through the NYPD’s network made multiple edits to the “Death of Eric Garner” page on Wikipedia, Weill reported, within hours of a grand jury’s decision not to charge NYPD Officer Pantaleo in the man’s death. “Garner raised both his arms in the air” was changed to “Garner flailed his arms about as he spoke,” Weill wrote, and “Use of the chokehold has been prohibited” was changed to “Use of the chokehold is legal, but has been prohibited.”

“Instances of the word ‘chokehold’ were replaced twice, once to ‘chokehold or headlock,’ and once to ‘respiratory distress,’” Weill reported, both times from the NYPD network.

With regards to the Bell shooting article, a user connected to the NYPD network initiated an effort to have the entry nixed altogether by filing a complaint on the website’s internal “Articles for deletion” page.

“He [Bell] was in the news for about two months, and now no one except Al Sharpton cares anymore. The police shoot people every day, and times with a lot more than 50 bullets. This incident is more news than notable,” the user wrote.

In 2006, according to Weill, a user of the NYPD network deleted 1,502 characters from the “scandals and corruption” section of Wikipedia’s “New York City Police Department” article. Two years later, another computer connected to the network deleted the entire “Allegations of police misconduct and the Civilian Complaint Review Board (CCRB)” and “Other incidents” sections from the main NYPD page.

Weill, an intern with Capital New York, wrote that there are more than 15,000 IP addresses registered to the NYPD, and information about them can easily be found online for free. A simple computer script programed in Python ran those addresses through Wikipedia, she said, and then flagged instances in which edits were made.

“The matter is under internal review,” NYPD spokeswoman Det. Cheryl Crispin told Capital New York in an email.

CSIS operative linked to ISIS recruiting of British schoolgirls

By Brandon Martinez | Non-Aligned Media | March 13, 2015

The Ottawa Citizen has reported that an individual who authorities believe helped three British schoolgirls travel to Syria to join ISIS is linked to Canada’s intelligence agency, CSIS.

The Citizen noted that, “Turkish news agencies reported Thursday that a foreign intelligence agent detained in that country on suspicion of helping the girls travel to neighbouring Syria to join ISIL was working for the Canadian government.”

Turkey’s foreign minister Mevlut Cavusoglu said that the suspect in question was working for an intelligence agency that is part of the US-led coalition fighting ISIS, adding that it wasn’t the US or an EU member.

Turkish media reports later identified the suspect as a CSIS agent, citing sources close to the Turkish government.

Ottawa issued a prototypical denial that one of their operatives was involved.

The story confirms what many analysts have been saying all along, which is that ISIS is an elaborate Western intelligence operation.

Thousands of Western citizens have joined ISIS over the past year, but who is arranging their safe travel out of their countries of origin and into Syria without being nabbed by authorities?

As this case demonstrates, these individuals are being safely escorted to Syria by Western operatives.

The idea that Western intelligence agencies don’t have the resources to track these people is absurd. Russia Today ran a report showing how a Canadian open source intelligence research group called iBRABO geo-tracked a Canadian woman who joined ISIS through her Twitter account. Every tweet she posted revealed her exact location. Intelligence agencies have far more resources at their disposal than a private research group, so the suggestion that these people just slip under the radar doesn’t hold up.

Analysts contend that Western intelligence agencies are trolling for young, impressionable, and disenfranchised people to send off to fight and die in Syria. This is done in accordance with the West’s ‘regime change’ policy in Syria.

US Senator Rand Paul recently told CNN that the United States is “allied” with ISIS in Syria as Washington aims to depose the secular government of Bashar al-Assad. Former US General Wesley Clark said that America’s allies (and by extension America itself) funded ISIS to weaken the Shia arc of resistance consisting of Syria, Iran and Hezbollah.

While the West fights an artificial ‘fake war’ against ISIS officially, it continues to clandestinely support the group as it beheads its way to Damascus, and on to Beirut and Tehran.

Iraqi govt coalition party calls for probe into killing of 22 soldiers, blames US-led airstrikes

RT | March 13, 2015

Iraqi authorities are being urged to investigate the killing of 22 Iraqi soldiers in the western province of Anbar in what they claim was a US-led airstrike. The government coalition party, which urges the probe, says the findings should be made public.

The soldiers were killed on Wednesday when an airplane bombed the HQ of an army company near Ramadi, a city in central Iraq, about 110 kilometers west of Baghdad, an Iraqi military officer and a police source said, as cited by Reuters.

“The aviation of international coalition repeatedly carried out air strikes on the positions of the national militia forces and the armed forces, who are leading a fierce war against terrorists of ISIL [also formerly known ISIS, currently the Islamic State (IS)],” said a statement from Al-Moaten bloc, a member party in the government coalition.

No one has yet admitted responsibility for the deaths. Iraqi forces have blamed the killing of 22 soldiers on the US-led coalition. A military source told Reuters that a missile was launched from a foreign aircraft. However, coalition spokesman Lieutenant Colonel Thomas Gilleran said that the alliance fired the only strike in the province and it didn’t result in any “friendly casualties.”

US military officials also told Reuters on condition of anonymity that Iraqi security force planes were operating in targeted area and that US are discussing with Iraqi the reports of a friendly fire incident among Iraqi forces.

The head of the Anbar provincial council, Sabah Karhout, has suggested that the blast was caused by explosives planted in an underground tunnel beneath the military headquarters.

According to one of US officials, the strike was 33 kilometers from the site where Iraqi soldiers were killed.

In the meantime, Iraqi officials deny that their country forces were responsible for that friendly fire. “We don’t have any Iraqi war planes carrying out combat duties in Anbar,” an Iraqi military source said.

Kevork Almassian, an academic and political analyst focusing on the Middle East, told RT that he“ doesn’t buy the reports” that the attack in Anbar province was not carried out by the coalition or was carried out by mistake against the Iraqi forces.

“The equation for me is very clear in Iraq: the strong ISIS and other strong terrorist organizations have a price.”

American forces are working covertly to slow down the advances of the Iraqi forces in Tikrit and elsewhere against ISIS, Almassian said.

“If the Iraqi forces succeeded in crushing and eliminate these terrorist elements from that area, the Iraqi government will empower its position and the Iranians will empower their position in the Middle East,” he told RT.

Since the US-led offensive against the Islamic State began several months ago, Secretary of State John Kerry said that nearly 2,000 airstrikes have helped ground forces retake 700 square kilometers (270 square miles) of territory, kill 50 percent of IS commanders and choking off some of the group’s oil revenue.

According to US officials, approximately 6,000 Islamic State members in Iraq and Syria have died since the strikes began.

WaPo, Owned by CIA’s Webmaster, Blasts Venezuela’s ‘State-Financed’ News

By Jim Naureckas | FAIR | March 12, 2015

Venezuelans are worried because US President Barack Obama declared a “national emergency” that called Venezuela “an unusual and extraordinary threat to the national security and foreign policy of the United States.”

But there’s no need for them to get upset, the Washington Post’s Nick Miroff and Karen DeYoung (3/11/15) reassure. The Obama administration explained that it just wanted to impose sanctions on some of Venezuela’s top officials because “it wanted to send a strong message in defense of human rights and democracy”:

The “emergency” declaration and labeling of Venezuela as a “security threat” are legal formalities used in many other instances when sanctions are applied, administration officials said. The language does not represent a more severe assessment of the Maduro government, they said.

Ah–the administration is just pretending there’s an “unusual and extraordinary threat” because it wants to invoke powers that it’s only legally allowed to use in an actual emergency. No biggie. Thanks for clearing that up, Washington Post !

Unfortunately, Venezuelans don’t have Washington-savvy publications like the Post to set them straight. Or, as Miroff and DeYoung put it:

Such nuances stood little chance in the meat grinder of Venezuela’s rough political culture, where state-financed and pro-government broadcasters dominate the airwaves.

Hmm–so we should be wary of “state-financed and pro-government” media outlets, huh?

The Washington Post, as it happens, is owned by Jeff Bezos, the 15th richest person in the world, who derives his fortune from his position as the main owner of Amazon.com, with an 18 percent share of the company.

You probably know Amazon as an online bookseller; less famously, they’re also in the online data storage business, and one of their top clients is the US intelligence community, which paid Amazon Web Services $600 million for a “cloud” to store and process information for the CIA, NSA and other US spy agencies. As the Atlantic (7/17/14) noted at the time, this is far from Amazon’s only government contract; other agencies they store data for include NASA, the FDA, the CDC and HealthCare.gov.

Amazon “is rapidly becoming the leading supplier of cloud services to the federal government,” the trade publication EnterpriseTech (8/22/14) reported. When the Defense Department looked to spend $10 billion on cloud services, Amazon didn’t bid directly for the contract–but it will partner with five of the 10 companies who won pieces of the contract, allowing it to get more than the $1 billion each direct contractor is limited to (FCW, 8/28/13).

Is this serious money for Bezos? Well, he paid $250 million for the entire Washington Post in 2013, so it’s more than walking-around money. Suffice it to say that it’s very unlikely any Venezuelan broadcaster gets as much state funding as the Bezos empire.

As for “pro-government”–the Post may be more or less friendly to any particular administration, but it’s never going to lose its allegiance to the DC’s permanent government. As Keane Bhatt (Extra!, 3/14) pointed out, it’s the Post’s proximity to Washington’s imperial power that makes it more than just another mid-size daily like the Denver Post.

And part of the job of being Washington’s official court paper, apparently, is explaining to the inhabitants of lesser nations that they shouldn’t take it personally when the US labels them “an unusual and extraordinary threat.”
