It Is about the Charter of Rights and Freedoms Mr. Ambassador!

The exhibit is an opportunity for Canadians to view imagery that captures the humanity of a real situation (Public ART/Facebook)
The woman behind the exhibit is artist Rehab Nazzal, a Canadian citizen born in Jenin, an historic town located in Palestine in a territory under occupation since 1967. Nazzal’s exhibit of 1700 photographic images along with four short videos, were collected by her over the fourteen years. Segments of these images depict life in the experience of occupation.
Nazzal’s premise of this collection is based on the idea that people leave traces of their existence and the traces in this case are part of the collective memory of occupied Palestine. Not being the first time this collection has been exhibited, it was also featured in Toronto at the Scotiabank CONTACT Photography Festival 2013.
Stumbling across the exhibit at Ottawa’s City Hall in the Karsh-Masson Gallery, the Israeli Ambassador to Canada felt that such an exhibit should prohibited. The Ambassador operating outside of his mission, met with Mayor Jim Watson and Deputy City Manager Steven Kanellakos of the City of Ottawa, to demand closure of the exhibit, stating it “glorified terrorism”. Somehow in the unidentified 1700 images and four videos, the Ambassador was able to single out seven individuals he described as terrorists.
The 4th Geneva Convention that Israel and Canada are signatories as well as the Hague Regulations, provides that people under occupation have the right to resist their occupiers. Palestinians are in a situation where they are resisting occupation. The Israeli government and their representatives dispute this occupation in spite of the presence of its military. Terrorism terminology by Israel has become so common and so pervasive that many inside and outside of Israel perceive Palestinians as terrorists – a racist generalization that is pejorative and isolating.
Nazzal’s work reveals human cost of military violence and war, and it is not a call for more human loss, contrary to the Ambassador’s allegations. It is a catalog of Palestinian history, creativity and expression for Forgotten Survivors; a lament for their homeland; and sadness for those who have died in a long hopeless conflict. Her work is a strong counter-narrative articulated creatively using visual vocabulary, transforming the oppressive tools of Israel and its discriminatory policies into elements of hope and life. Her political art communicates messages of dignity and liberation and has undoubtedly inspired many, not just Arabs but non-Arabs as well. The strong media attention certainly indicates that her message is worthy of consideration and appreciation.
Not satisfied with the responses from the Canadian public and City of Ottawa, the Ambassador has escalated his inflammatory language including allegations of “blood libel” and descriptors such as “child murderers”. Is this the role of a foreign diplomat to Canada? His call on Jewish groups to demand action is of great concern. Individuals who have yet to see the exhibit but have read the Ambassador’s false and inflammatory statements, are responding through promotion of these false allegations in blogs, emails to City Hall and online comments. Canadians are being presented with a bias that perpetuates this terrorism label.
The Israeli suppression of the Palestinian narrative appears to now be officially part of the Canadian art and political stream of understanding. It has no place nor is it appropriate. Instead of approaching the situation as an ethnic denial of people, that would appear racist to Canadians, the Ambassador of Israel instead invokes falsely the understandably reactionary term – terrorist.
Censorship of art, especially political art has a history associated with oppressive regimes. Artists in Canada of all faiths, backgrounds and cultures have the full right to artistic expression as granted by the Canadian Charter of Rights and Freedoms. Therefore uncensored artists are able to explore difficult themes; which is a victory for democracy and freedom of expression.
Realizing that Mayor Watson and his staff have stood by the Charter, the Ambassador requested that Mayor Watson review the process of selecting future art exhibitions at the Karsh-Masson Gallery. This is also censorship. Does this mean future exhibitions could be at risk? That the City of Ottawa should influence the selection panel of professional artists? Do we want elected politicians interfering with these processes, and especially at the behest of a foreign country and its diplomatic body?
The situation is of concern to Palestinian, Arab, Muslim and other ethnic minority artists who may not be featured by galleries across Canada due to the fear of facing the public wrath of Jewish groups and/or the Israeli government. As Canadians, we don’t want to be controlled in how our art is expressed.
We know from the history of others, that when governments and special interest groups control the message of art, that in many cases, target groups who are censored are in danger of future marginalization. In Europe in the 1930’s a number of countries excelled in this practice further legitimizing their hateful actions against minorities, including Roma and Jews. For some countries this was the beginning of their marginalization process against an ethnic minority. Canada must uphold its values for this reason as our laws and freedoms are for everybody, and not to be denied for a specified group, especially under pressure from an outside country.
The exhibit created by Nazzal is an opportunity for Canadians to view imagery that captures the humanity of a real situation. People are not exploited in their suffering or celebrations, they are living an experience that is untold by the media and has been for as much as four decades.
To be Palestinian is not anti-Jewish or anti-Israeli. In actuality it is a culture that is centuries old in its cuisine, dance, literature, art, architecture, music, costume and other elements we all embrace in our own.
Canada, a country of hundreds of cultures, cannot be part and parcel of this type of denial, and should not be afraid in embracing its citizens. Removing this show would set a precedence that would allow one group at odds with another group to demand censorship in the Canadian milieu. Influencing selection committees of art galleries, are creating the environment of fearing to present a Palestinian artist would also be an act of censorship and stifling our right to the freedom of expression. This is not a Canada we want.

Israel gags famous nuclear whistleblower invited to speak at human rights conference
RT | June 2, 2014
A decade after his release from prison for leaking information on Israel’s nuclear weapon program, Mordechai Vanunu has been denied permission to attend a human rights conference in London.
Vanunu, who was released in 2004 after spending 18 years in prison for leaking details of Israel’s nuclear program to British media, had planned to visit the UK capital for three days to attend a conference sponsored by Amnesty International and address the British parliament, Haaretz, the Israeli daily reported on Monday.
Israeli Interior Minister Gideon Sa’ar and Attorney General Yehuda Weinstein, however, refused to approve the trip. Vanunu petitioned the High Court of Justice to reverse the decision, but judging by previous appeals that does not seem likely.
Since leaving prison in June 2004, the nuclear technician has been forbidden to leave the country or speak with foreigners without permission from the Shin Bet security service.
The High Court has rejected seven successive petitions presented by Vanunu’s lawyers to reverse course. Most recently, in December 2013, the court said the top-secret material they were shown proves that Vanunu “still has a treasure of classified information and hasn’t recanted his intent to disseminate this information.”
In last week’s petition, Vanunu’s attorney, Avigdor Feldman, reiterated the argument he has made in previous petitions: their client’s information no longer presents much of a threat to Israel’s national security.
“The information about Israel’s nuclear capabilities that has been published since the petitioner’s release is incomparably greater, both quantitatively and qualitatively, than anything the petitioner could add today, more than 20 years after he stopped working at the Dimona nuclear reactor,” Feldman wrote.
Feldman further argued that preventing Vanunu from traveling abroad actually works more to Israel’s disadvantage because, he said, the petitioner’s failure to appear at the Amnesty conference and the British parliament “would spark international protests against this severe administrative restriction on Citizen Vanunu.”
Although Vanunu is no longer behind bars, his lawyers say he is, for all intent and purposes, still a prisoner.
“It’s true the petitioner was released from jail, but his freedom is still limited,” the petition said. “This is a harsh punishment that has been imposed on the petitioner. It’s not enough that he served a lengthy prison sentence; now, he is restrained, and his freedom limited, as if he hadn’t finished serving his sentence.”
Feldman told Haaretz that – to the best of his knowledge – the constraints imposed on their client has no precedent anywhere in the world. The ban on speaking with foreigners without the security service’s permission “would surely be acceptable in North Korea, but not in a country that defines itself as the only democracy in the Middle East,” he complained.
In 2012, Nobel-Prize winning German poet Gunter Grass praised Vanunu in a poem entitled ‘A Hero in Our Time’, in which Grass describes the former worker at Israel’s Dimona nuclear facility as a “hero” and a “model,” admiring his decision to pass Israeli nuclear secrets to the Sunday Times in 1986.
Meanwhile, Vanunu’s lawyer had harsh words for the High Court for continuing the restrictions for the last decade on the basis of material that neither he nor Vanunu were authorized to see, “and about which it’s doubtful that any of the Supreme Court justices understood anything,” but which they nevertheless accepted as evidence that “Vanunu, who worked at the Dimona nuclear reactor 40 years ago, knows information that would almost certainly endanger Israel’s security.”
Israeli officials, meanwhile, insist that Vanunu’s determination to threaten national security has not subsided, and the information in his possession is still relevant.
Sa’ar wrote in his rejection of Vanunu’s request, “Your client retains the ability to cause… damage, which would be irreversible, via the information in his possession that hasn’t yet been published, and which, as has been proven in court, is still relevant even today.”
Following the failed petition to travel abroad in December, Vanunu’s lawyer said his client merely wishes to leave the country to “marry his girlfriend and live out his life quietly.”
The Justice Ministry said that in accordance with the court’s instructions, it would file a response to the latest petition by June 10.

Polar Bear Specialist Group says its global population estimate was “a qualified guess”
By Dr. Susan Crockford | Watts Up With That? | June 2, 2014
Last week (May 22), I received an unsolicited email from Dr. Dag Vongraven, the current chairman of the IUCN Polar Bear Specialist Group (PBSG).
The email from Vongraven began this way:
“Dr. Crockford
Below you’ll find a footnote that will accompany a total polar bear population size range in the circumpolar polar bear action plan that we are currently drafting together with the Parties to the 1973 Agreement. This might keep you blogging for a day or two.” [my bold]
It appears the PBSG have come to the realization that public outrage (or just confusion) is brewing over their global population estimates and some damage control is perhaps called for. Their solution — bury a statement of clarification within their next official missive (which I have commented upon here).
Instead of issuing a press release to clarify matters to the public immediately, Vongraven decided he would let me take care of informing the public that this global estimate may not be what it seems.
OK, I’ll oblige (I am traveling in Russia on business and finding it very hard to do even short posts – more on that later). The footnote Vongraven sent is below, with some comments from me. You can decide for yourself if the PBSG have been straight-forward about the nature of their global population estimates and transparent about the purpose for issuing it.
Here is the statement that the PBSG proposes to insert as a footnote in their forthcoming Circumpolar Polar Bear Action Plan draft:
“As part of past status reports, the PBSG has traditionally estimated a range for the total number of polar bears in the circumpolar Arctic. Since 2005, this range has been 20-25,000. It is important to realize that this range never has been an estimate of total abundance in a scientific sense, but simply a qualified guess given to satisfy public demand. It is also important to note that even though we have scientifically valid estimates for a majority of the subpopulations, some are dated. Furthermore, there are no abundance estimates for the Arctic Basin, East Greenland, and the Russian subpopulations. Consequently, there is either no, or only rudimentary, knowledge to support guesses about the possible abundance of polar bears in approximately half the areas they occupy. Thus, the range given for total global population should be viewed with great caution as it cannot be used to assess population trend over the long term.” [my bold]
So, the global estimates were “…simply a qualified guess given to satisfy public demand” and according to this statement, were never meant to be considered scientific estimates, despite what they were called, the scientific group that issued them, and how they were used (see footnote below).
All this glosses over what I think is a critical point: none of these ‘global population estimates’ (from 2001 onward) came anywhere close to being estimates of the actual world population size of polar bears (regardless of how scientifically inaccurate they might have been) — rather, they were estimates of only the subpopulations that Arctic biologists have tried to count.
For example, the PBSG’s most recent global estimate (range 13,071-24,238) ignores five very large subpopulation regions which between them potentially contain 1/3 as many additional bears as the official estimate includes (see map below). The PBSG effectively gives them each an estimate of zero.
Based on previous PBSG estimates and other research reports, it appears there are probably at least another 6,000 or so bears living in these regions and perhaps as many as 9,000 (or more) that are not included in any PBSG “global population estimate”: Chukchi Sea ~2,000-3,000; East Greenland, ~ 2,000-3,000; the two Russian regions together (Laptev Sea and Kara Sea), another ~2,000-3,000 or so, plus 200 or so in the central Arctic Basin. These are guesses, to be sure, but they at least give a potential size
In other words, rather than assigning a “simple, qualified guess” for these subpopulations that have not been formally counted as well as those that have been counted (generating a total figure that is indeed a “global population estimate,” however inaccurate), the PBSG have been passing off their estimate of counted populations as a true global population estimate, with caveats seldom included.

To President Obama: Let’s just assume for a moment we have a climate crisis
By Paul Driessen | Watts Up With That? | June 2, 2014
As we start hurricane season today, we note the unprecedented 3142 day drought of major hurricane landfalls, shattering a record that goes back to the year 1900.
Despite clear evidence to the contrary, president Obama is now warning us that “storms like Hurricane Sandy will become more frequent as climate change intensifies.” It’s merely the latest in the administration’s seemingly endless stream of headline-grabbing scare stories, designed to justify the job-killing, economy-strangling, family-bashing rules for vehicles, power plants, cement kilns, refineries, factories, farms, shopping malls and countless other facilities that are or soon will be regulated by Environmental Protection Agency fiat. We need to keep one vitally important fact in mind.
Every one of these “looming calamities” is based on assumptions, assertions and computer models that represent the real world about as well as the special-effects T-rexes and raptors do in Jurassic Park. The data on hurricanes says otherwise:
Climate modelers and disaster proponents remind me of the four guys who were marooned on an island, after their plane went down. The engineer began drawing plans for a boat; the lumberjack cut trees to build it; the pilot plotted a course to the nearest known civilization. But the economist just sat there. The exasperated workers asked him why he wasn’t helping.
“I don’t see the problem,” he replied. “Why can’t we just assume we have a boat, get on it and leave?”
In the case of climate change, those making the assumptions demand that we act immediately to avert planetary crises based solely on their computer model predictions. It’s like demanding that governments enact laws to safeguard us from velociraptors, after Jurassic Park scientists found that dinosaur DNA could be extracted from fossilized mosquitoes … and brought the carnivores back to special-effects life.
Climate models help improve our conceptual understandings of climate systems and the forces that drive climate change. However, they are terrible at predicting Earth’s temperature and other components of its climate. They should never be used to set or justify policies, laws and regulations – such as what the Environmental Protection Agency is about to impose on CO2 emissions from coal-fired power plants.
Even our best climate scientists still have only a limited grasp of Earth’s highly complex and chaotic climate systems, and the many interrelated solar, cosmic, oceanic, atmospheric, terrestrial and other forces that control climate and weather. Even the best models are only as good as that understanding.
Worse, the models and the science behind them have been horribly politicized. The Intergovernmental Panel on Climate Change was ostensibly organized in 1988 to examine possible human influences on Earth’s climate. In reality, Swedish meteorologist Bert Bolin and environmental activist groups wanted to use global warming to drive an anti-hydrocarbon, limited-growth agenda. That meant they somehow had to find a human influence on the climate – even if the best they could come up with was “The balance of evidence suggests a discernible human influence on global climate.” [emphasis added]
“Discernible” (ie, detectable) soon metamorphosed into “dominant,” which quickly morphed into the absurd notion that greenhouse gas (GHG) emissions have now replaced natural forces and become the only factors influencing climate change. They are certainly the only factors that climate activists and alarmists want to talk about, while they attempt to silence debate, criticism and skepticism. They use the models to generate scary “scenarios” that are presented as actual predictions of future calamities.
They predict, project or forecast that heat waves will intensify, droughts and floods will be stronger and more frequent, hurricanes will be more frequent and violent, sea levels will rise four feet by 2100 [versus eight inches since 1880], forest fires will worsen, and countless animal species will disappear. Unlikely.
Natural forces obviously caused the Medieval Warm Period, the Little Ice Age and the Pleistocene Ice Ages. (A slab of limestone that I dug up has numerous striations – scratches – left by the last mile-thick glacier that covered what is now my home town in Wisconsin.) After long denying it, the IPCC finally acknowledged that the LIA did occur, and that it was a worldwide agricultural and human disaster.
However, the models and computer algorithms the IPCC and EPA rely on still do not include the proper magnitude of solar cycles and other powerful natural forces that influence climate changes. They assume “positive feedbacks” from GHGs that trap heat, but understate the reflective and thus cooling effects of clouds. They display a global warming bias throughout – bolstered by temperature data contaminated by “urban heat island” effects, due to measuring stations being located too close to human heat sources. They assume Earth’s climate is now controlled almost entirely by rising human CO2/GHG emissions.
It’s no wonder the models, modelers and alarmists totally failed to predict the nearly-18-year absence of global warming – or that the modeled predictions diverge further from actual temperature measurements with every passing year. It’s no wonder modelers cannot tell us which aspects of global warming, global cooling, climate change and “climate disruption” are due to humans, and which are the result of natural forces. It’s hardly surprising that they cannot replicate (“hindcast”) the global temperature record from 1950 to 1995, without “fudging” their data and computer codes– or that they are wrong almost every time.
In 2000, Britain’s Met Office said cold winters would be a thing of the past, and “children just aren’t going to know what snow is.” The 2010 and 2012 winters were the coldest and snowiest in centuries. In 2013, Met Office scholars said the coming winter would be extremely dry; the forecast left towns, families and government agencies totally unprepared for the immense rains and floods that followed.
In 2007, Australia’s climate commissioner predicted Brisbane and other cities would never again have sufficient rain to fill their reservoirs. The forecast ignored previous drought and flood cycles, and was demolished by record rains in 2011, 2013 and 2014. Forecasts of Arctic and Antarctic meltdowns have ignored the long history of warmer and colder cycles, and ice buildups and breakups.
The Bonneville Power Administration said manmade warming will cause Columbia River Basin snowpack to melt faster, future precipitation to fall as rain, reservoirs to be overwhelmed – and yet water levels will be well below normal year round. President Obama insists that global temperatures will soar, wildfires will be more frequent and devastating, floods and droughts will be more frequent and disastrous, rising seas will inundate coastal cities as Arctic and Antarctic ice shelves melt and disintegrate, and 97% of scientists agree. Every claim is based on models or bald-faced assertions unsupported by evidence.
And still the IPCC says it has “very high confidence” (the highest level it assigns) to the supposed agreement between computer model forecasts and actual observations. The greater the divergence from reality, the higher its “confidence” climbs. Meanwhile, climate researchers and modelers from Nebraska, Penn State, Great Britain and other “learned institutions” continue to focus on alleged human influences on Earth’s climate. They know they will likely lose their government, foundation and other funding – and will certainly be harassed and vilified by EPA, environmentalists, politicians, and their ideological and pedagogical peers – if they examine natural forces too closely.
Thus they input erroneous data, simplistic assumptions, personal biases, and political and financial calculations, letting models spew out specious scenarios and phony forecasts: garbage in, garbage out.
The modelers owe it to humanity to get it right – so that we can predict, prepare for, mitigate and adapt to whatever future climate conditions nature (or humans) might throw at us. They cannot possibly do that without first understanding, inputting and modeling natural factors along with human influences.
Above all, these supposed modeling experts and climate scientists need to terminate their biases and their evangelism of political agendas that seek to slash fossil fuel use, “transform” our energy and economic systems, redistribute wealth [upward], reduce our standards of living, and “permit” African and other impoverished nations to enter the modern era only in a “sustainable manner,” as defined by callous elitists.
The climate catastrophe camp’s focus on CO2 is based on the fact that it is a byproduct of detested hydrocarbon use. But this trace gas (a mere 0.04% of Earth’s atmosphere) makes life on our planet possible. More carbon dioxide means crops, forests and grasslands grow faster and better. CO2’s role in climate change is speculative – and contradicted by real-world measurements, observations and history.
Computer models, scenarios and predictions of planetary Armageddon are little more than faulty, corrupt, even fraudulent pseudo-science. They have consistently forecast what has not happened on Planet Earth, and failed to forecast what did happen.
They must no longer be allowed to justify EPA’s job-killing, economy-strangling, family-bashing rules for vehicles, power plants, cement kilns, refineries, factories, farms, shopping malls and countless other facilities that are or soon will be regulated by agency fiat.

Israel’s Apologists: Jon Faine is at it Again
By Anthony Lawson · June 1, 2014
Jon Faine, of Radio 774 ABC Melbourne, interviews and insults former Australia Liberal prime minister Malcolm Fraser, in the process attempting to defend the indefensible, Israel.
In his book, Dangerous Allies, Mr Fraser’s suggests that it is time for Australia to formulate its own foreign policy and not, in future—as Captain Kirk might have put it—To blindly go where its current allies seek to lead it (my phrase, not Mr Fraser’s).
Faine is almost as rude and overbearing to this guest as he was towards Kevin Bracken, who was (at the time I made a video about his encounter with Faine), Victorian Branch Secretary of the Maritime Union and the President of the Victorian Trades Hall Council and was attempting to point out some of the many anomalies in the official 9/11 report, but was prevented from doing so by Faine’s obnoxious monologues.
In this video, I show excerpts from the Kevin Bracken video, which was uploaded in October, 2010, as well as from Friends of Israel — Enemies Inside the Gates, from which Jon Faine appears to have learned nothing. He is a gatekeeper for Israel, and has no business being in front of a microphone in the studios of the publicly-funded Australian Broadcast Corporation.

SNAFUkushima: Updating Meltdowns, Still FUBAR and Deteriorating
By William Boardman | Reader Supported News | May 30, 2014
Fallout from Fukushima? A re-make of Godzilla! That’s the good news
There’s not much new to say about Fukushima. It remains an out of control disaster with as yet unmeasurable dimensions that continue to expand. Or perhaps it’s more accurate to say that everything new about Fukushima is just the same-old same-old getting worse at an uneven and unpredictable rate. Either way, it’s not good and, while it’s worse in degree, it’s not yet apparently worse in kind, so that’s one reason you don’t hear that much about it in the news these days.
Whatever the full truth is about Fukushima, it’s probably unknowable at present. And it might remain unknowable even if there was total transparency, even if there were no corporate, institutional, governmental, and other layers of secrecy protecting such enemies of the common good as profit, capital investment, and weapons development.
Secrecy and false reassurance have always been an integral part of the nuclear industry in all its manifestations. In January 2014, Tokyo Shimbun reported yet another example of nuclear opposition to honesty: the Fukushima prefecture government and the government-run Fukushima Medical University signed a secrecy agreement with the International Atomic Energy Agency (IAEA), a United Nations agency that “is committed to applying the highest ethical standards in carrying out its mandate,” or so it claims. The IAEA’s press release about the agreement is bland and inoffensive. According to Shimbun, each party to the agreement has the right to designate any information as confidential, specifically mentioning data about thyroid cancer in children or other facts that might “stir up anxiety of residents.”
Here are some other elements of SNAFUkushima that might stir up anxieties of residents and non-residents alike:
Radioactive Water is Beyond Control and Unmeasured
Clean groundwater has been flowing into the Fukushima nuclear plant complex since before the earthquake/tsunami of March 11, 2011, led to the meltdown of three of the four reactors at Fukushima Daiichi and the cold shutdown of the two reactors at Fukushima Daini at the same site. Once clean groundwater enters the site, some portion (or perhaps all) of it is contaminated by radioactivity, primarily from the three melted down reactors.
Additional clean water is pumped into the site to keep the melted down reactors from further melting down, as well as to keep the nuclear fuel stored in fuel pools from starting to melt down. All of this water is radioactively contaminated.
The Tokyo Electric Power Company (TEPCO) and the Japanese government, essentially co-owners of the Fukushima complex, together with their subcontractors, have been collecting some of the radioactive water in steel tanks on site. Some, perhaps hundreds, of the 1,000-plus tanks have leaked.
Radioactive water has flowed from the Fukushima complex into the Pacific Ocean continuously since March 11, 2011. The flow rate varies, most likely, but no one knows what the rate is and there is no reliable system in place to measure the flow. There is also no reliable system in place to measure the intensity of the radiation, which also most likely varies.
TEPCO’s plan since 2013 has been to use an Advanced Liquid Processing System (ALPS) to treat the water in the holding tanks before releasing it into the Pacific. The processing system reduces the water’s radioactivity, but does not remove it all. After treatment, 62 nuclides, including Strontium and Plutonium, are supposed to be removed, but the water retains high levels of Tritium. As of May 2014, the ALPS treatment plan has not been implemented, has suffered several breakdowns, and is now more than six months behind schedule.
Radioactive Water Dumping Began at Fukushima on May 21
TEPCO, in a press release, said “we have commenced operation of the groundwater bypass.” TEPCO said it was releasing 560 tons (more than 150,000 gallons) of groundwater that is within “safe” radiation levels directly into the Pacific. TEPCO hopes to divert and release 100 tons (26,900 gallons) of groundwater every day. The Shanghai Daily reported that:
TEPCO said the levels of radioactivity of the groundwater being released were within legal radiation safety limits and will follow the World Health Organizations guidelines that groundwater for such releases should contain less than 1 becquerel per liter of cesium-134 and cesium-137, 5 becquerels of beta ray-emitting radioactive material.
Groundwater flowing into the disabled reactor buildings is estimated at 400 tons (over 107,000 gallons) per day.
TEPCO and Japan’s Nuclear Regulation Authority (NRA) consider this bypass release process less dangerous than collecting contaminated water in tanks that leak. Despite approving the start of TEPCO’s plan, the chairman of the Nuclear Regulation Authority, Sunichi Tanaka, has reportedly slammed TEPCO for incorrectly measuring levels of radioactive materials in groundwater at its Daiichi facility. Tanaka has said that even though three years has passed since the reactor meltdowns at the plant, TEPCO is still “utterly inept” when it comes to taking accurate readings of radioactivity at and around its facilities and “lacks a basic understanding of measuring and handling radiation.”
The Unit 4 Spent Fuel Pool Still has Disaster Potential
In March 2011, the unit 4 reactor didn’t melt down because all its nuclear fuel rod assemblies had been removed for re-fueling, so they were stored in the unit’s spent fuel pool. But the fuel pool was about 100 feet above the ground and the earthquake/tsunami and subsequent explosions at the Fukushima left the fuel pool’s 1535 fuel assemblies in a precarious situation in an unstable building. An accident as bad as a meltdown, or worse, hasn’t happened yet, but remains possible as long as the fuel pool holds a substantial number of fuel assemblies.
TEPCO started to remove fuel assemblies in late 2013, moving them to safer fuel pools on the ground. Removal is scheduled to be complete before the end of 2014. But TEPCO said it had removed only 9 percent of the spent fuel so far and the delicate, dangerous process continues.
[On May 20-21, the internet was rife with reports of an explosion and fire at unit 4 on May 20, a claim that was based on a less than persuasive video. As of this writing, there seems to be no credible confirmation of an explosion or fire at unit 4.]
Radioactive Contamination Spreads, But Threat Level Uncertain
Reports of radioactively contaminated fish have increased during the past two years, but there is as yet no systematic testing by any government or corporate or even non-profit program that comprehensively measures the threat in any reliable manner (hardly an easy task since the fish and the water in the Pacific are in motion all the time). Anecdotal reports of Fukushima fish and other anomalies include:
• ALBECORE TUNA caught off Oregon and Washington state from 2008 to 2012 suggested a tripling of tuna-borne radiation in post-Fukushima fish, according to an April 30, 2014, report. But one researcher said that even the elevated level was only one-tenth of one per cent of the level for concern set by the U.S. Food and Drug Administration (FDA).
• CALIFORNIA COASTAL COMMISSION issued a report April 30 that both minimized the current threat of radiation from Fukushima and also called for further research into the effects of low level radiation on humans and for reliable radiation monitoring supported by government. The report noted that the release of radiation from Fukushima continues with no end in sight. The report also said, without apparent irony, that people on the west coast were still in less danger from Fukushima radiation than from the residual radiation from nuclear weapons testing in the Pacific 50 years and more ago.
• MUTATION AND PREMATURE DEATH in butterflies caused by Fukushima levels of residual radiation was demonstrated by Japanese researchers, in a report published by Nature, as reported May 15 by Smithsonian.com. The researchers wrote: “We conclude that the risk of ingesting a polluted diet is realistic, at least for this butterfly, and likely for certain other organisms living in the polluted area.” A field study around Fukushima has shown a decrease in the population of these butterflies and other insects.
• THYROID CANCER in children from Fukushima has reached a higher than normal level. A May 19 story reported that 50 newly documented thyroid cancer cases represented about a 50% increase since February.
* DENIAL IN JAPAN surfaced in the form criticism of “Gourmets,” a food-oriented comic that included a storyline in which characters, who are culinary writers, visited the Fukushima complex and then fell ill and developed nosebleeds. According to Art Review on May 19, the food comic editor said the story “was a well-meaning attempt to highlight the fact that parts of Fukushima were dangerous, and that people were reluctant to complain themselves.” Criticism of the story was based on the fear that it would damage the Fukushima region’s people and products, food products especially. The corporate publisher, Shogakukan Inc., has suspended the comic series indefinitely. Japan Times reports on a nuclear researcher:
Hiroaki Koide, an assistant professor at the Kyoto University Research Reactor Institute, says that from a medical point of view the connection between nosebleeds and radiation exposure can’t be entirely ruled out…. He adds: “The government is not only indifferent to taking responsibility for the accident, but determined to erase it from people’s memory.” Such irresponsibility, he insists, is “almost criminal.”
Meanwhile, municipalities including Osaka and Fukushima prefectures and the town of Futaba have lodged complaints with the publisher.
• HONESTY IN JAPAN appeared in The Asahi Shimbun May 20, with a previously suppressed, 400-page report that some 650 workers at Fukushima Daiichi fled the complex in the midst of the crisis. These 650 workers represent about 90 per cent of the workforce. Prior to this revelation, the official story, promulgated by media worldwide, had created the impression that workers at Fukushima remained on site, showing great personal courage during the crisis. Even after the official story was exposed as 90% false, TEPCO refused to criticize any of its workers.
Commenting on this story May 21, a Shimbun columnist noted that: “If the facts are hidden and treated as if they never happened, the Fukushima crisis will never be understood in its entirety, and no real lessons can be learned from the disaster.” The same day, a Japanese court ruled against re-starting two nuclear reactors at Fukui in western Japan. The court ruled that the two reactors represented a serious risk to the public in the event of an earthquake. The power company said it would appeal the ruling. The prime minister said the ruling would not change his plans to re-start all of Japan’s nuclear reactors.
Who actually wants to learn any “real lessons” from Fukushima?
The struggle between lying and telling the truth about SNAFUkushima seems likely to continue for a long time, especially with the Japanese government pressing to re-start its nuclear reactors and with few countries or world organizations willing to close the curtain on the nuclear age. But truth still has a constituency. In April, Katsutagka Idogawa, former mayor of Futaba in Fukushima prefecture, spoke out against the government’s efforts to force former residents to return home despite radiation contamination:
Fukushima Prefecture has launched the Come Home campaign. … Air contamination decreased a little, but soil contamination remains the same. And there are still about two million people living in the prefecture, who have all sorts of medical issues. The authorities claim this has nothing to do with the fallout….
I remember feeling so deeply for the victims of the Chernobyl tragedy that I could barely hold back the tears whenever I heard any reports on it. And now that a similar tragedy happened in Fukushima, the biggest problem is that there is no one to help us. They say it’s safe to go back… while in reality the radiation is still there. This is killing children. They die of heart conditions, asthma, leukemia, thyroiditis… Lots of kids are extremely exhausted after school; others are simply unable to attend PE classes. But the authorities still hide the truth from us, and I don’t know why. Don’t they have children of their own?
Idogawa described his own symptoms, consistent with radiation poisoning, symptoms that persist even though he’s moved to another prefecture. He says he’s not getting treatment now and there’s no place to go for help: “The nearest hospital refused to treat me. So I’m trying to restore my health through nutrition.”
The Japanese government allowed Fukushima residents to start returning to their homes as of April 1, saying that it was safe. It was not safe. The government lied. On April 16, Asahi Shimbun reported some of the government’s lies that put people at risk.
“The same thing happened with Hiroshima and Nagasaki,” Idogawa said: “The authorities lied to everyone. They said it was safe. They hid the truth…. Japan has some dark history.” And so does the rest of the world.

Feds Leave Radioactive Waste Stranded In Wildfire Danger Zone
DOE won’t meet deadline for removal of radioactive containers held above-ground at northern New Mexico nuclear weapons lab
By Sarah Lazare | Common Dreams | May 31, 2014
At least 3,706 cubic meters of radioactive waste are being stored at the Los Alamos National Laboratory complex after the Waste Isolation Pilot Plant, an underground nuclear waste dump in southeastern New Mexico, was shut down indefinitely in February due to an airborne radiation leak.
Officials in New Mexico have warned that the waste at Los Alamos could be within the reach of wildfires and must be transferred elsewhere by the end of June. According to the Associated Press, “The agreement for removal of the waste by June 30 was reached after a massive wildfire lapped at the edge of lab property three years ago, raising concerns about the thousands of barrels of waste that were being stored outside.”
“The waste at Los Alamos is trapped with no place to go,” Arnie Gundersen, chief engineer and nuclear safety advocate at Fairewinds Associates, told Common Dreams.
The stranded waste is “transuranic” described by the DOE as “clothing, tools, rags, debris, soil and other items contaminated with radioactive material generated during decades of nuclear research and weapons development.”
Concerns have been raised about the safety of these barrels after it was discovered that changes in methods of packaging at Los Alamos, using organic cat litter to absorb moisture, may have been responsible for chemical reactions that set off the “heat event” behind the WIPP leak. According to New Mexico state regulators, more than 500 nuclear waste containers originating from Los Alamos were packed with this cat litter.
The DOE had been sending some Los Alamos radioactive waste to a Texas facility for temporary storage until WIPP is functional. Upon discovering that Los Alamos shipments may be dangerous, the DOE halted all shipments, citing public safety.
But Gundersen warns that these barrels of waste now pose a threat in Texas and Los Alamos, where they are being stored above-ground. “It is worse in the summer, because it is hotter in the summer, and the reactions become less stable,” he said.
In a statement (pdf) released Friday, the New Mexico Environment Department said it is “disappointed, but not surprised” that the DOE will not meet its deadline to remove the waste.
Meanwhile, it is still not clear when WIPP will reopen. The facility, which was never supposed to leak, is the bedrock of the U.S. government’s current approach to dispose of military-generated plutonium-contaminated transuranic waste from decades of nuclear bomb production and testing.
Critics have warned that WIPP’s failure raises serious questions about the overall federal strategy for disposing of nuclear waste.

A Palestinian story of resistance: The Abu Haikal family
Christian Peacemakers Team | May 31, 2014
Hebron, Occupied Palestine – With only a sliver of their land left to protect, having their entire lot of land encircled by Israeli settlements, Faryel and Arwa Abu Haikal climbed over a pile of rubble and boulders and stopped the Israeli bulldozer from shearing further into their property, dumping their dignity into the back of a dump truck, and hauling away their rights. There they stood under the unrelenting sun, staring into the teeth of the approaching bucket excavator, protecting their land from the ever encroaching Israeli settlement enterprise, facing arrest and physical assault – a reality they have faced for decades. Their resilience and steadfastness held off the Israeli Antiquity Authority (I.A.A.) for at least a few hours.
The I.A.A. continues to deploy a variety of tactics to annex privately owned Palestinian land on the hill top of Hebron, including ignoring previous orders issued by the Israeli police to halt work. Under the directive of Emmanuel Eisenberg, the I.A.A. project coordinator, the excavator bucket began carving deeper into Faryel Abu Haikal’s land, breaking both Israeli and international law in the process.
“They don’t know where the land is,” said Eisenberg about the Abu Haikal’s resistance to the archeological dig. “We will keep working. We are like the wagon that goes by the barking dog: The wagon keeps going and the dog keeps barking.”
In many ways, it’s hard to disagree with Eisenberg on the trajectory of the illegal settlement expansion in the West Bank and the recent illegal activity in Hebron. More than 1,500 hundred shops or homesteads have either been squatted or blocked off, creating a Hebronite Diaspora of several tens of thousands of Palestinians. The Hebronite refugee population didn’t happen all at once, but rather has occurred and continues to occur in a system of apartheid which operates with immunity.
Since Rabbi Moshe Levinger first led his caravan to the Park Hotel in the heart of Hebron to establish the Kiryat Arba settlement in 1967, the Jewish settlers have slowly, inch by inch, piece by piece, constructed an elaborate security apparatus that only Israelis have the keys to. In Hebron, there are over 130 road blocks, dead end streets, check points, and military patrols that restrict Palestinian access to their city.
The Abu Haikal’s land and life is a microcosm of the principles of ethnic cleansing at work across Palestine today.
For the sake of expediency, this is just a short history of the aggression and assault that the Abu Haikal family has endured at the hands of the Jewish settlers and the Israeli security forces while trying to maintain a home to raise their family.
In 1984, Jewish settlers first arrived on Tel Rumeida, the historical hilltop neighborhood of Hebron, which, according to some religious texts, is where Abraham first laid claim to land. It is this historical interpretation that provides impetus for archeological digs to establish exclusive Jewish claims to the hilltop. The Tel Rumeida settlement stands today on concrete pylons built directly on a previous archeological dig. This marked the genesis of the heightened tensions that would continually boil over and spill onto the Abu Haikal’s land year after year.
The next year, the Abu Haikal family’s land was trespassed by settlers looking to establish religious significance on the land by praying on it, a tactical first step that often leads to the construction of a synagogue.
A few years later in 1991, the Israeli Army sent a formal letter to the family informing them that they were confiscating parts of their land (plot 54) for military purposes, which then was reconstructed into an army barracks. To this day, the Abu Haikal family has a military base in their backyard, a backyard that for generations has been cultivated by their family. Their field of family memories is now the staging grounds for night raids into Palestinian homes.
The following year, settlers brought a caravan to another corner of the Abu Haikal land (plot 53). Fortunately, they were able to halt the annexation of that plot – temporarily.
February 25, 1994, is a day that will live in infamy. The American-born, Jewish religious extremist Baruch Goldstein entered the Cave of the Patriarchs, killing 29 Palestinian Muslim worshipers and wounding another 125. The following day, the Israeli military responded by taking over the Mosque of the 40 Companions which had been on the land of the Abu Haikals for centuries. Their place of religious sanctuary was stripped out from underneath of them, even though it had little connection to the incident.
As the construction continued on the illegal settlement near their house and the Jewish extremist population of Hebron started to swell, the attacks on their land and family continued in frequency and heightened in intensity.
On July 2, 1998, Jewish settlers cut down three trees on their property and brought a bulldozer to uproot more, but the family was able to utilize the law and nonviolently halt the destruction of their property.
A year later, in July, the internet icon of settler violence in Hebron, Anat Cohen along with her children and eight settlers, trespassed on their property (plot 54) using a footpath between the Abu Haikal houses to the settlement. The Abu Haikal family objected and the settlers, as they had so many times before, resorted to violence. Escalations involving 40 settlers erupted, and a settler with a wooden stick bludgeoned Arwa Abu Haikal, seriously injuring her. Despite the trespassing settlers and the initial aggressions, it was the Abu Haikal family that was issued fines, having to pay 1,500 shekels.
The settlement expansion continued under the guidance of a familiar face: Emmanuel Eisenberg. Eisenberg was responsible for the oversight of the archeological dig that led to the illegal settlement of Ramat Yishai in Tel Rumeida.
Despite the years of attacks and threats of land confiscation, on Jan 22, 2000, the Abu Haikals renewed the rental agreement with the Israeli Authorities and paid a year in advance, keeping the hope that justice would be realized. Signing the protection tenancy wasn’t about the land for them, it was a commitment to resist the illegal settlement expansion, knowing that years of harassment and violence awaited them.
Within three months, 70 settlers had occupied their land inside a structure. The Abu Haikals again called the police to evict the settlers from their land. The rule of law prevailed in that moment, but the leniency, which borders on absolute impunity, led to almost 100 settlers again attacking the Abu Haikal family on their land. Again, it was the Abu Haikals who had to pay 3,000 shekels in the aftermath.
When the Second Intifada broke out in September 2002, the pressure cooker which is Tel Rumeida, was quickly turned into a strategic Israeli military asset, and homes overlooking the city had their rooftops transformed into lookout towers and sniper positions. The Call to Prayer, the spiritual serenade from the mosques on the hill top, was replaced by the sounds of bullets cutting through the air and rocketing through their neighbors’ houses. For the next three years, curfews would further restrict the ability of the Abu Haikal family and others to even leave their house and provide for their family.
Shortly after the Second Intifada erupted, Wadea Abu Haikal (age 16) was attacked on the street in front of the house, and the stones hurled by the settlers broke his nose. The soldiers explained they could not protect the family, and prevented them from accessing their front path to the road in front of the settlement.
The Israeli authority then approached the Abu Haikals about putting a fence around their plots of land (53, 52) to help keep out the settlers. The key to the gate was never handed over the family.
One month later, the Israeli authorities refused to accept their rent, and plots 53 and 52 were declared a closed military zone. The fruit orchards would soon bear their last harvest.
The same year in September, despite being a closed military zone, Israeli settlers celebrated Sukkot on plot 52, building a wooden structure associated with the holiday on their land. A few weeks later, the booth was dismantled by the Israeli authorities. The settlers responded to Faryel Abu Haikal’s petition to remove the illegal booth by attacking her on the way home from school where she worked.
During the 2002-03 military campaign, it was normal for the military to show up during the month of Ramadan, a holy time for Muslims who fast during the day and then at sunset, break their fast in communion with their family. Routinely the military showed up and pulled the family out of the house to disrupt their religious practices. The Abu Haikals creatively resisted, preparing tea and taking nuts and seeds with them as the guards sat them on the ground. They refused give up their tradition, their religious rights.
October 22, 2003 was a day that changed Arwa Abu Haikal’s life. A Palestinian was shot. Knowing that soldiers would quickly mobilize to shut down roads and lock down access paths to her home and that her younger siblings would need to be attended to, she left her work at Bab Al Zaweyah, a 20-minute walk up hill to her house. As she walked down the road, a soldier stopped her and held a gun to her head, threatening her life if she continued her walk to her home. Frightened, but undeterred, she continued, forcing the soldier to make the decision between murder and humanity. Shortly after, the IDF brigade besieged the house, dragging the family out onto the street. Her parents were unable to preempt the lockdown and had to wait until 1:30 am before the streets were reopened. As the parents waited anxiously, not knowing if their children were safe, the children sat by themselves outside the home in the cold and the dark. The Israeli military proceeded to unload round after round from their machine guns into the walls, furniture, closets, and cherished belongings while the family sat helplessly outside. Some of the holes remain today.
Two days later, the soldiers returned and took the mother of the household, Faryel, into a separate room and questioned her for four hours as the rest of the family sat helplessly.
The following year, the settlement expansion continued and Jewish extremists took control of the elderly Al Bakri couple’s home nearby. They later build structures on the Al Bakri garden. The close proximity to the Abu Haikal’s house led an increase in frequency of attacks on their home, forcing them to put metal cages around their windows.
“Our windows have been broken several times over the years, until finally we were forced to put metal grates around them,” said Faryel Abu Haikal. The Abu Haikal had to replace the windows with their home money, a situation unique to the occupation: the oppressed have to pay for the aggression of the oppressor.
The settlers found other ways to cause damage to the family’s home in the hopes of driving them off the land.
Settlers systematically razed the olive trees and stole their harvest. When their grape vines had matured, those too were consumed by the indifference of extreme Jewish ideology. Fires to their dried up field continued over the next several years. By 2006, half of the trees on plot 52 had been cut down and destroyed by settlers, and what was left had been burnt by almost continuous arson.
Two years later in December of 2009, the military entered the Abu Haikal house, pointing their guns in the face of the males in the room. The women of the house stood between the guns and their men. The soldiers responded with extreme force and attacked the family, many of whom were badly beaten. The four who had resisted the assault were arrested and had to pay a 1,000-shekel fine a piece.
Over the next four years, settlers held women’s Torah groups on plot 52, right outside the family’s salon, singing, discussing the Jewish heritage of the land, and praying in the hopes of establishing a synagogue.
The repeated attempts by Jewish settlers to establish claims to the land continued, as they planted 200 vine plants and an irrigation system on plot 52, forcing the Abu Haikal family to seek legal remedy. Again, they had to take time off from work, renegotiate responsibilities away from the home, and convince the Israeli police to intervene. After six long weeks the army removed the vines.
A short time later, Israeli soldiers helped settler children build a tree house in the big ancient olive tree on the Abu Haikal land, next to the soldiers look-out structure. It took the police three hours to remove the children.
In April of 2012, the settlers cut more trees on plot 52, again with the protection of soldiers. The Abu Haikals continued to advocate and speak up in the hopes that one day the international community would respond.
On January 5th, 2014, Emmanuel Eisenberg returned to attend to unfinished business. Settler “archaeologists” from the Israel Antiquities Authority and Ariel University moved onto plot 52 with a bulldozer and two containers. The Abu Haikal family protested, and Sami Abu Haikal was detained. The settlers uprooted all the almond trees immediately and began with the illegal excavations.
There was a small victory in the small Palestinian neighborhood in Tel Rumeida. In 2014, Israeli High Court granted possession and the return of Al Bakri family land . . . but ordered the family to pay the police the costs for 50 police officers to remove the settlers. The court would attempt to recover the cost of eviction from the Jewish settlers. That has yet to happen.
One month later, plot 53 was consumed by the archeological dig that was never about archeology, but rather the establishment of a biblical museum. On February 5th, 2014, the I.A.A. moved onto plot 53 with a bulldozer and uprooted all the cherry trees. It also blocked a well-used right-of-way and replaced it with a longer, narrow footpath around the edge of the property that descends a steep, precarious slope.
Despite their land being confiscated, a week and a half later the Abu Haikals paid their rent up to 2015 in order to confirm their continued legal ownership of the land. The money was accepted by the Israeli institution, but excavations continued.
On February 19th, 2014, settler archaeologists uncovered a Muslim grave built of stone slabs directly on the bedrock and oriented to Mecca. Contrary to best archaeological practices and religious principles, they removed the grave.
Despite a police injunction to stop working, on March 26th, Emmanuel Eisenberg and David Ben Shlomo supervised the destruction of another section of the retaining wall, representing the border between plots 54 and 53. The Mayor of Hebron, Dr. Dawood Al Zatari, visited the area and stated that he was going to pursue legal remedy to the confiscation of land. His words have yet to lead to action.
Even after 20 years of extreme, systematic and planned abuse built by detailed policy after policy, the Abu Haikals continue to resist, even though so many times the expansion around their land has continued.
This week they were able to risk their lives in order reinforce a police order to stop working. The police orders should have stopped work, but as Eisenberg has said so many times, he doesn’t “give a shit,” and reminded everyone that at the end of the day, “We will keep working. We are like the wagon that goes by the barking dog: The wagon keeps going and the dog keeps barking.”

America’s Role in the Creation of the State of Israel
Review of Alison Weir’s “Against Our Better Judgement: How the U.S. was used to create Israel”
By Karin Brothers | Global Research | May 29, 2014
Weir’s fascinating history focuses on how the State of Israel came into existence through a cynical using of the United States and how it was defended from American critics who saw the support for Israel as violating US principles and damaging US interests.
The significance of the 1917 Balfour Declaration, the British “gentleman’s agreement” between the British government and Lord Rothschild that pledged British support for a Jewish homeland, has not been understood by many for the quid pro quo that it represented. The agreement, which occurred when it appeared that Germany was winning WW I, was that Zionists would work to get the United States involved in the war if Britain would deliver Palestine as a Jewish homeland. The reason for the American involvement in the war and the American contribution to the arrangement have not been widely understood: the Balfour Declaration (as well as the later British Mandate) were drafted in both Britain and the US, including by U.S. Supreme Court Justice Louis Brandeis.
Germany had no inkling of this deal until the post-war 1919 Paris Peace Conference, which Zionists attended to ensure that Britain would come through with its part of the agreement.
Even before Britain washed its hands of Palestine, Zionists recognized that they needed the support of the United States for Israel to survive and thrive, so the U.S. became the focus of propaganda and political pressure. Harry Truman, the US President who recognized the State of Israel immediately after it declared itself a state, had received a then-staggering $2 million from a Zionist donor during what had appeared to be a losing presidential campaign. State Department leaders were against supporting Israel because it damaged U.S. relations with Arab countries and, more importantly, violated important American principles of self-determination and justice. Elected leaders, vulnerable to political pressure and access to campaign funding, were not able to maintain such America-first integrity.
Weir has documented various little-known Zionist efforts to support the creation of their state. The activities — basically bribes, lies, subterfuge, threats and violence– included:
- Zionist leaders’ “mixed reaction” to Nazism, with some seeing that the convergent goals would benefit a Jewish state that required a Jewish population;
- Secret American Zionist clubs (including the elite Parushim with Felix Frankfurter) which pledged to work for Israel behind the scenes;
- Creating the myth that a refuge was needed for Jews (including falsifying anti-Semitism in Germany and Poland and, more importantly, sabotaging western countries’ efforts to open their doors to Jewish refugees after WW II in order to ensure that Jews had few choices of refuge outside of Israel); and
- Zionists’ role in the creation of Christian Zionism and the Scofield Reference Bible.
Weir ends her short history of Israel’s creation by documenting some key examples of how Israel-firsters were able to destroy the careers — if not the lives — of prominent Americans in government, journalism and academia who warned of the loss of American credibility in supporting a state that was based on religious discrimination.
Weir keeps her book focused on the early history of Israel, ignoring highly significant later events, particularly those concerning Senator William Fulbright: his uncovering of Jewish charity fraud that recycled charitable donations into U.S. propaganda, his attempts, with JFK, to force the main Zionist organization to register as an agent of a foreign government and the loss of Fulbright’s Senate seat to the then-unheard of Dale Bumpers.
The main messages from Weir’s history are that the Jewish community has not legitimately needed a homeland- refuge from anti-Semitism and that Americans must take back their country by insisting that their elected officials place the interests of the United States before those of Israel.

The ‘dirty secret’ about Obama’s Afghan plan
Press TV – May 30, 2014
US President Barack Obama recently said Washington will keep “approximately 9,800” troops in Afghanistan for two more years after 2014 but a report says an “invisible army” of US officials and intelligence personnel will remain in the country well in the future.
“Together with our allies and the Afghan government, we have agreed that this is the year we will conclude our combat mission in Afghanistan,” Obama said Tuesday during an appearance in the White House Rose Garden, referring to America’s 13-year war in Afghanistan, which is the longest war in US history.
“At the beginning of 2015, we will have approximately 9,800 US servicemembers in different parts of the country,” he added.
Writing for Foreign Policy magazine, however, Phillip Carter said on Wednesday that the “dirty secret about Obama’s Afghan plan is that tens of thousands of American civilians will be on the ground long after the troops have left.”
The “invisible army” of US civilians who will remain in Afghanistan for an unknown duration include intelligence agents, contractors, diplomats, and civilian government officials.
While Obama said on Tuesday that “by the end of 2016, our military will draw down to a normal embassy presence in Kabul,” what remains unclear is the extent of US operations under the auspices of agencies like the US Agency for International Development (USAID), which was recently in the headlines for the covert creation of a text-based social network to stir political unrest in Cuba.
US foreign service officers in Afghanistan will work “alongside scores more from USAID, the Justice Department, the Department of Agriculture” and “a clandestine force reportedly including hundreds of personnel from the CIA and other agencies,” wrote Carter.
During a speech at the United States Military Academy at West Point, New York, on Wednesday, Obama made it clear that there are some differences between his foreign policy and that of his predecessor George W. Bush, saying he would rely on allied or indigenous troops more than on US forces.
He said his foreign policy strategy “expands our reach without sending forces that stretch our military too thin.”

Covert US Military Training Goes to Africa
By William R. Polk | Consortium News | May 30, 2014
With everyone’s attention focused on the European elections or President Barack Obama’s speech at West Point or the Ukraine, a story by Eric Schmitt in The New York Times on Tuesday may not have caught your attention. I believe, however, that it provides an insight into some of the major problems of American foreign policy.
What Mr. Schmitt reports is that the U.S. has set up covert programs to train and equip native teams patterned on their instructors, the U.S. Army Delta Force, in several African countries. The program was advocated by Michael A. Sheehan who formerly was in charge of special operations planning in the Department of Defense and is now, according to Mr. Schmitt, holder of the “distinguished chair at West Point’s Combating Terrorism Center.”
Mr. Schmitt quotes him as saying, “Training indigenous forces to go after threats in their own country is what we need to be doing.” So far allocated to this effort, Mr. Schmitt writes, is $70 million, and the initial efforts will be in Libya, Niger, Mali and Mauritania.
How to do this, according to the senior U.S. officer in Africa, Major General Patrick J. Donahue II, is complex: “You have to make sure of who you’re training. It can’t be the standard, ‘Has the guy been a terrorist or some sort of criminal?’ but also, what are his allegiances? Is he true to the country or is he still bound to his militia?”
So let me comment on these remarks, on the ideas behind the program, its justification and the history of such efforts. I begin with a few bits of history. (Disclosure: I am in the final stages of a book that aims to tell the whole history, but the whole history is of course much too long for this note.)
Without much of the rhetoric of Mr. Sheehan and General Donahue and on a broader scale, we have undertaken similar programs in a number of countries over the last half century. Iran, Turkey, Indonesia, Guatemala, Egypt, Iraq, Thailand, Chad, Angola to name just a few. The results do not add up to a success almost anywhere.
Perhaps the worst (at least for America’s reputation) were Chad where the man we trained, equipped and supported, Hissène Habré, is reported to have killed about 40,000 of his fellow citizens. In Indonesia, General Suharto, with our blessing and with the special forces we also had trained and equipped, initially killed about 60,000 and ultimately caused the deaths of perhaps 200,000. In Mexico, the casualties have been smaller, but the graduates of our Special Forces program have become the most powerful drug cartel. They virtually hold the country at ransom.
Even when casualties were not the result, the military forces we helped to create and usually paid for carried out the more subtle mission of destroying public institutions. If our intention is to create stability, the promotion of a powerful military force is often not the way to do it. This is because the result of such emphasis on the military often renders it the only mobile, coherent and centrally directed organization in societies lacking in the balancing forces of an independent judiciary, reasonably open elections, a tradition of civil government and a more or less free press.
Our program in pre-1958 Iraq and in pre-1979 Iran certainly played a crucial role in the extension of authoritarian rule in those countries and in their violent reactions against us.
General Donahue suggests that we need to distinguish among the native soldiers we train and empower those who are “true to the country.” But how? We supported Hissène Habré so long that we must have known every detail of his life. He is now on trial as war criminal. General Suharto has never been charged (nor have those Americans who gave him a “green light”) for his brutal invasion of East Timor. Both probably believed that they met General Donahue’s definition of patriotism.
And in Mali, our carefully trained officers of the Special Forces answered what they thought was both patriotic and religious duty by joining the insurgency against the government we (and we thought they) supported. We have a poor record of defining other peoples’ patriotism.
And, in the interest of more urgent objectives, we have been willing to support and fund almost anyone as long as we think he might be of value. General Manuel Noriega, our man in Panama, went on to spend 22 years in an American prison after we invaded his country and fought the soldiers we had trained.
Indeed, we have a poor record of even knowing who the people we train are. After the Turkish army carried out one of its coups in the 1960s, when I was the member of the Policy Planning Council responsible for the Middle East, I asked the appropriate branch of the Defense Department who were the new leaders, all of whom had been trained in America, often several times during the years. The answer was that no one knew. Even in army records, they were just Americanized nicknames.
And, more generally, our sensitivity to the aspirations, hopes and fears of other people is notoriously crude or totally lacking. Growing out of the Cold War, we thought of many of them as simply our proxies or our enemies.
Thus, we found Chad not as a place with a certain population but just as a piece of the Libyan puzzle, and today we think of Mali in the same way. Now we are talking of training “carefully selected” Syrian insurgents to overthrow Bashar al-Assad. Do we have any sense of what they will overthrow him for?
Beyond these, what might be considered “tactical” issues are “strategic,” legal and even moral considerations. I leave aside the legal and moral issues — such as what justification we have to determine the fate of other peoples — as they do not seem very persuasive among our leaders.
But just focus on the long-term or even middle-term results of the new policy: the most obvious is that we meddle in and take some responsibility for the politics of an array of countries in which we have little direct interest. And often with the obvious danger of a deeper, more expensive and more painful result. We are close to this commitment in Syria.
Less obvious is that our activities, no matter how carefully differentiated, will be seen to add up to an overall policy of militarism, support of oppressive dictatorships, and opposition to popular forces. They also meld into a policy of opposition to the religion of over a billion people, Islam. And they do so at great expense to our expressed desires to enable people everywhere, including at home, to live healthier, safer and decent lives.
I end with a prediction: in practically every country where Mr. Sheehan’s and General Donahue’s program is employed, it will later be seen to have led to a military coup d’etat.

A VERY BRIEF HISTORY OF CHINESE RUSSIAN RELATIONS
Da Russophile | May 30, 2014
The response of much western commentary to the Russia China agreements has been scepticism that they can ever burgeon into an outright partnership because of the supposedly long history of mutual suspicion and hostility between the two countries. The Economist for example refers to the two countries as “frenemies”.
To see whether these claims are actually justified I thought it might be useful to give a short if rather summary account of the history of the relationship between the two countries.
Official contacts between China and Russia began with border clashes in the 1680s which however were settled in 1689 by the Treaty of Nerchinsk, which delineated what was then the common border. At this time Beijing had no political or diplomatic links with any other European state save the Vatican, which was informally represented in Beijing by the Jesuit mission. The Treaty of Nerchinsk was the first formal treaty between China and any European power.
The Treaty of Nerchinsk was basically a pragmatic border arrangement. It was eventually succeeded by the Treaty of Kyakhta of 1727, negotiated on the initiative of the Kangxi Emperor and of Peter the Great, who launched the expedition that negotiated it shortly before before his death.
The Treaty of Kyakhta provided for a further delineation of the common border. It also authorised a small but thriving border trade. Most importantly, it also allowed for the establishment of what was in effect a Russian diplomatic presence in Beijing in the form of an ecclesiastical settlement there. Russia thereby became only the second European state after the Vatican to achieve a presence in Beijing. It did so moreover more than a century before any of the other European powers.
Russia was of course the only European power at this time to share a common border with China (a situation to which it has now reverted since the return to China of Hong Kong). It is also notable that the Treaty of Kyakhta happened on the initiative of Peter the Great. Peter the Great’s decision to launch the expedition that ultimately led to the Treaty of Kyakhta shows that even this supposedly most “westernising” of tsars had to take into account Russia’s reality as a Eurasian state.
For the rest of the Eighteenth Century and the first half of the Nineteenth Century relations between the Russian and Chinese courts remained friendly though hardly close. St. Petersburg was the only European capital during this period to host occasional visits by the Chinese Emperor’s representatives. During the British Macartney mission to Beijing of 1793 the senior Manchu official tasked with negotiating with Macartney had obtained his diplomatic experience in St. Petersburg. As a result of these contacts at the time of the Anglo French expedition to Beijing in 1860 Ignatiev, the Russian diplomat who acted as mediator between the Anglo French expedition and the Chinese court, could call on the services of skilled professional interpreters and was in possession of accurate maps of Beijing whilst the British and the French had access to neither. Russian diplomatic contacts with the court in Beijing during this period do not seem to have been afflicted with the protocol difficulties that so complicated China’s relations with the other European powers and which contributed to the failure of the Macartney mission. This serves as an indicator of the pragmatism with which these contacts were conducted.
This period of distant but generally friendly relations ended with the crisis of 1857 to 1860 when Russia used the Chinese court’s preoccupation with the Taiping rebellion and China’s difficult relations with the western Europeans culminating in the Anglo French expedition of 1860 to secure the annexation of the Amur region. The Chinese continue to see the third Convention of Beijing of 1860 which secured the Amur territory for Russia as an “unequal treaty”. They have however accepted its consequences and formally recognised the border (which was properly speaking part of Manchu rather than Chinese territory). At the time it must have been resented. However it is probably fair to say that Russia would have been seen in China as a marginally less dangerous aggressor during this period than the western powers Britain and France (especially Britain) if only because China’s relations with these two countries were much more important.
As the Nineteenth Century wore on relations between Russia and China seem to have improved, with Russia, undoubtedly for self-interested reasons, playing an important role in the Three Intervention that forced Japan to moderate its demands on China following China’s defeat in the Sino Japanese war of 1895. Russian policy of supporting China and the authority of the Chinese court against the Japanese however fell by the wayside when Russia forced the Chinese court in 1897 to grant Russia a lease of the Chinese naval base of Port Arthur. This was much resented in China and damaged Russia’s image there.
Russia also became drawn into the suppression of the anti-foreign 1900 Boxer Rising, an event which destabilised the Manchu dynasty and which led to a short lived Russian occupation of Manchuria to suppress the Boxers there. This is not the place to discuss the diplomacy or the reasons for the conflict which followed, which is known as the Russo-Japanese war of 1904 to 1905. Suffice to say that the ground war was fought entirely on Chinese territory and ended in stalemate (though with the balance starting to shift in favour of the Russians), that I know of, no good English account of the war or of the events that preceded it, that the war was precipitated entirely by a straightforward act of Japanese aggression and that the popular view that the war was preceded and/or provoked by Russian economic and political penetration of Korea or plans to annex Manchuria are now known to have no basis in fact.
A radical improvement in Russian-Chinese relations took place following the October 1917 revolution caused by the decision of the new Bolshevik government to renounce the extra territorial privileges Russia had obtained in China as a result of the unequal treaties. The USSR became the strongest supporter during this period of Sun Ya-tsen’s Chinese nationalist republican movement and of the Guomindang government in Nanjing that Sun Ya-tsen eventually set up. Sun Ya-tsen for his part was a staunch friend and supporter of the USSR. Though many are aware of the very close relationship between the USSR and China in the 1950s few in my experience know of the equally strong and arguably more genuine friendship between their two governments in the 1920s.
In the two decades that followed the USSR became China’s strongest international supporter in its war against Japanese aggression, a war which has defined modern China and of which the outside world knows lamentably little. During this period the USSR had to balance its support for China’s official Guomindang led government that was supposedly leading the struggle against the Japanese with its support for the Chinese Communist Party (originally the leftwing of the Guomindang movement) with which the Guomindang was often in armed conflict. The USSR also had to balance its support for China with its need to avoid a war in the east with Japan at a time when it was being threatened in the west by Nazi Germany and its allies. The skill with which the government of the USSR performed this difficult feat has gone almost wholly unrecognised.
Following the defeat of Japan in 1945 the USSR’s military support was (as is now known) crucial though obviously not decisive to the Chinese Communist Party’s victory in the civil war against the Guomindang, which led to the establishment in 1949 of the People’s Republic. A decade of extremely close political, military and economic relations followed during which the two countries were formally allies. As is now known this relationship in reality was always strained and eventually broke down in part because of mutual personal antagonism between the countries’ two leaders, Khrushchev and Mao Zedong, but mainly because of Chinese anger at the USSR’s failure to support a war to recover Taiwan and above all because of China’s refusal as the world’s most populous country and oldest civilisation to accept a subordinate position to the USSR in the international Communist movement. The rupture was made formal by Khrushchev’s decision in 1960 to withdraw from China the Soviet advisers and economic assistance that had been sent there. Supporters of sanctions may care to note that on the two occasions Russia has used sanctions (against Yugoslavia in 1948 and against China in 1960) they backfired spectacularly on Russia resulting in entirely negative consequences for Russia.
The Sino-Soviet rupture of 1960 resulted in a decade and a half of very strained relations. An attempt to restore relations to normal following Khrushchev’s fall in 1964 was wrecked, possibly intentionally, by the Soviet defence minister Marshal Malinovsky who encouraged members of the Chinese leadership to overthrow Mao Zedong through a coup similar to the one that had overthrown Khrushchev. Relations with the USSR during this period also increasingly became hostage to Chinese internal politics with Mao and his supporters during the period of political terror known as the Cultural Revolution routinely accusing their opponents of being Soviet agents. This period of difficult relations eventually culminated in serious border clashes in 1969, an event that panicked the leadership of both countries and which led each of them to explore alignments against each other with the Americans.
This period of very tense relations basically ended in 1976 with the death of Mao Zedong who shortly before his death is supposed to have issued an injunction to the Chinese Communist party instructing it to restore relations with the USSR. Once the post Mao succession disputes were resolved with the victory of Deng Xiaoping a process of outright rapprochement began the start of which was formally signaled in the USSR by Leonid Brezhnev in a speech in Tashkent in 1982 which he made shortly before his death. By 1989 the process of rapprochement was complete allowing Gorbachev to visit Beijing in the spring of that year when however his visit was overshadowed by the Tiananmen disturbances.
Since then there has been a steady strengthening of relations. Gorbachev refused to involve the USSR in the sanctions the western powers imposed on China following the Tiananmen disturbances. Yeltsin, despite the strong pro-western orientation of his government, remained a firm advocate of good relations with China and worked to build on the breakthrough achieved in the 1980s. In 1997, in a speech in Hong Kong, Jiang Zemin already spoke of Russia as China’s key strategic ally. In 1998 the two countries acted for the first time openly in concert on the Security Council to oppose the US bombing of Iraq (“Operation Desert Fox”). Subsequently both countries strongly opposed the US led attacks on Yugoslavia in 1999 and on Iraq in 2003.
Since then their cooperation in political, economic and security matters has intensified. Whilst their relations have had their moments of difficulty (eg. over Russian complaints of illicit Chinese copying of weapon systems) and the development of their economic relations has lagged well behind that of their political relations (inevitable given the disastrous state of the Russian economy in the 1990s) it is difficult to see on what basis they can be considered “frenemies”.
The reality is that Russia and China have for obvious reasons of history, culture and above all geography faced through most of their history in different directions: China towards Asia (where it is the supreme east Asian civilisation) and Russia towards Europe. That should not however disguise the fact that their interaction has been very prolonged (since the 1680s), – longer in fact than that of China with any of the major western powers – and generally peaceful and mostly friendly. Periods of outright hostility have been short lived and rare. Despite sharing the world’s longest border all-out war between the two countries has never happened. On the two occasions (in the 1680s and 1960s) when it briefly appeared that it might, both drew back and eventually sought and achieved a compromise. For China Russia’s presence on its northern border has in fact been an unqualified benefit, stabilising and securing the border from which the greatest threats to China’s independence and security have traditionally come.
Western perceptions of the China Russia relationship are in my opinion far too heavily influenced by the very brief period of the Sino Soviet conflict of the 1960s and 1970s. Across the 300 or so years of the history of their mutual interaction the 15 or so years of this conflict represent very much the anomaly not the rule. Given this conflict’s idiosyncratic origins in ideological and status issues that are (to put it mildly) extremely unlikely to recur again, to treat this conflict as representing the norm in China’s and Russia’s relations with each other seems to me frankly farfetched. The past is never a safe guide to the future. However on the basis of the actual history of their relations, to argue that China’s and Russia’s strategic partnership is bound to fail because of their supposed long history of suspicion and conflict towards each other is to argue from prejudice rather than fact.

British weapons and personnel doing much of the killing in Yemen
Press TV – June 18, 2019
A detailed report published by the Guardian newspaper has shown how Britain is massively contributing to Saudi Arabia’s devastating war on Yemen as it suggests that London is not only supplying the bombs that fall on Yemenis, but it provides the personnel and expertise that keep the war going.
The comprehensive report by Arron Merat published on Tuesday showed that Britain was doing much of the killing in Yemen as the country continues to provide Saudi Arabia with everything it needs to turn its southern impoverished neighbor into a graveyard.
“Every day Yemen is hit by British bombs – dropped by British planes that are flown by British-trained pilots and maintained and prepared inside Saudi Arabia by thousands of British contractors,” said Merat in the report. … continue
