As the deadline looms for the P5+1 nations to achieve a framework for a nuclear deal with Iran, the steady drumbeat of hostile coverage directed at Iran in the media increases. Jim White at Empty Wheel, in two goodposts, noted a tendentiousWashington Postop-ed by Ray Tayekh, Michael Hayden, and Ollie Heinonen, along with a separate piece by perennial NY Times Iran doomsayer, David Sanger.
Regarding the Post op-ed, everyone knows about Michael Hayden’s role as a holdover spook from the Bush administration, who ran both the NSA and CIA during that period. He also is a partner in the Chertoff Group, founded by Bush’s Homeland Security czar, Michael Chertoff.
Ray Tayekh, though he served in the Obama administration for a time and is Iranian-American, has chosen to throw in his lot with the Iranophobes. According to Nima Shirazi, he is a founding member of the Iran Strategy Task Force, whose avowed mission was to pressure the Obama administration to adopt a tougher approach to Iran. ISTF includes the neocon Freedom House as its co-founding sponsor, and individual members like Josh Block of The Israel Project and Rob Satloff of WINEP. Tayekh is also a member of another Iran committee founded by the Jewish Institute for National Security Affairs, one of the leading hawkish, pro-Israel security outfits in DC.
Ollie Heinonen’s main claim to fame is his post as ex-deputy director of the IAEA. This international organization tasked with monitoring nuclear proliferation around the globe has had a love-hate relationship with Iran. Some of its personnel [associates], including exceedingly pro-Israel analysts like David Albright, have sometimes espoused talking points that could’ve been written for them by the Mossad. Though the IAEA’s reports are usually carefully couched in language that isn’t nearly as provocative or propagandistic. Curiously, some IAEA reports are based on supposedly anonymous intelligence offered to them by unnamed intelligence agencies. Upon closer examination, the information seems tailor-made to advance Israeli interests in scaring the world about Iran’s nuclear ambitions. Many observers see the hand of the Mossad in such intelligence leaks. Heinonen is one of those I was speaking about above.
In their Post op-ed, none of these important ideological affiliations were noted. The only credits offered were for their most white bread involvements with groups like the Council on Foreign Policy (Tayekh), IAEA (Heinonen), and Bush administration (Hayden). Just as doctors now must disclose their financial arrangements with drug companies when they publish research in journals, so op-ed writers and newspapers should acknowledge all associations having strong ideological tendencies (whether they are right or left-wing). This allows readers to judge for themselves how much credibility to attach to the writers views.
In his post-IAEA career, Heinonen adopted an exceedingly hawkish profile. One of his key roles has been as a board member of the notorious United Against a Nuclear Iran. This is an anti-Iran lobbying group largely funded by Sheldon Adelson, who’s advocated bombing Iran. UANI’s mission has been to exploit anonymous intelligence data provided to it by unnamed sources which pressure corporations and business executives not to engage in commercial dealings with Iran. Except that UANI has run its operations a bit like Joe McCarthy. It often resorts to blackmail and extortion in its dealings with alleged offenders.
One such person it confronted, Victor Restis, called UANI’s bluff. He responded to threats by not only denying any dealings with Iran, he sued for defamation. Among his claims was that UANI co-founder and Bush operative, Mark Wallace, is also the CEO of an investment firm founded by Thomas Kaplan. Kaplan’s wife is a major investor in a shipping company that competes with Mr. Restis. There was an intimation that UANI’s efforts against Restis were either a shakedown, or a way to hurt his business to the benefit of Kaplan’s wife’s company.
Restis’ case had sailed through federal courts until the Obama administration, fearing the exposure of CIA-Mossad collusion along with deliberate leaks of secret intelligence material to UANI, stopped the case dead in its tracks. Noah Feldman notes the political peculiarities of this case and why it posed such a nest of vipers to the Obama administration.
White notes that in Sanger’s NYT piece he relies on two of three above-mentioned Horsemen of the Anti-Iran Apocalypse, Tayekh and Heinonen, with that other independent nuclear proliferation expert, John Boehner, thrown in for good measure. The House Speaker is jetting his way as we speak to the Holy Land to commune with another Iran nuclear expert, Bibi Netanyahu. The latter, by the way, has been entirely frozen out of the nuclear talks by a suspicious Obama administration, which has noted Israeli espionage against U.S. diplomats negotiating with the Iranians.
This passage in Empty Wheel is especially pungent and noteworthy:
It is impossible for me to escape the conclusion that Olli Heinonen and Ray Takeyh are part of an organized propaganda campaign aimed at disrupting the P5+1 talks and preventing an agreement. This propaganda is eagerly published by a compliant press, with the New York Times, Washington Post and AP among the most recent examples I have noted.
I have little doubt that all of these analysts and journalists mentioned above are being inundated with reports and talking points by Israeli figures: some transparent like Israeli diplomats and some less so. Israeli intelligence appraisals (probably emanating directly from the prime minister himself, since his spymasters tend to be much less hawkish on Iran than he is) are finding their way into their inboxes as well, I am certain.
My association with Shamai Leibowitz allowed me to expose a precursor of this anti-Iran effort in this perception management operation. In one case I wrote about, Israel’s deputy ambassador, Jeremy Issacharoff actually ghost-wrote a Boston Heraldop-ed for local Jewish communal leader, Jeff Robbins. He also happened to be a partner in Cameron Kerry’s (John Kerry’s brother) powerful Boston law firm. The Boston Kerry is a key supporter of AIPAC and the Israel Lobby.
You can be damn sure all the hasbara wheels are turning morning, noon, and night in an effort to blunt any narrative the Obama administration might offer to promote a nuclear deal. If the current talks fail, the hasbarafia will cheer. If they succeed, the pressure will only mount against the agreement.
Adelson protege, Shmuley Boteach, published yet anotherNY Timesfull-page ad exhorting Obama not to be Neville Chamberlain, but rather Winston Churchill in standing up to Iran. Presumably, Boteach and Adelson have in mind marching like the WWII prime minister to war against another existential Nazi-like foe of humanity, Iran. The choice of Churchill is a loaded one, of course. It’s Bibi Netanyahu’s inspiration. Someone he quotes regularly when he wants to add gravitas and historical cachet to his speeches. Since Churchill has almost no resonance in a contemporary context, my strong suspicion is that Churchill was a hero of Netanyahu’s father, the noted historian Ben Zion Netanyahu (ne Milikowski).
It seems to have slipped the minds of Boteach and Netanyahu that Churchill led the world through the most lethal war in the history of humanity. Is this the historical model that the world wishes to hold up for itself in the present era? Do we want to fight the Battle of Gog and Magog again? Or do we choose different models? The answer, of course, is that Churchill was a hero [sic] for a different era, one that is not relevant to today. Unless of course, you seek or anticipate world conflagration, which most of the rest of us don’t.
Finally, Time Magazine has published a truly puerile piece of anti-Iran propaganda by Rabbi David Wolpe, the leader of a wealthy westside Los Angeles synagogue. Wolpe’s piece trots out the hoary old anti-Iran trope, Purim:
Purim recalls the efforts of a Persian anti-Semite to kill the Jews. Sound familiar?
This is a time to remind ourselves of the power of irrationality. Perhaps many Americans, as exemplified by the Barack Obama administration, do not understand a certain darkness in the soul. Let me explain.
No, rabbi, I think we get the point. Wolpe trots out another smear based on fakery, the “wipe Israel off the map” meme. He takes his argument through various twists and turns leading to the ultimate grail of pro-Israel hasbara: anti-Semitism. In this passage, he implicitly accuses Iran’s leaders of holding the most noxious views:
That same person will also believe, in the face of all evidence, that Jews control the banks, or that the Mossad brought down the towers on 9/11, or that the Holocaust was a fraud, or that every depredation and misfortune that that person, or their people, has suffered is somehow the fault of the Jews. And if only the world would be rid of Israel, then the Sunni and Shiite would lie together as the biblical lion and lamb.
It doesn’t seem to matter either to Wolpe or Time’s editors that none of Iran’s leaders, and especially not Pres. Rouhani, believe any of these things. It seems the good rabbi is hoping readers will forget that Mahmoud Ahmadinejad hasn’t been Iran’s president for a few years now.
Next, Wolpe wins the daily double of Holocaust hysteria, yoking Auschwitz with Hiroshima:
An Iranian bomb combines the two great taboos of the 20th century, Auschwitz and Hiroshima. It is a nuclear bomb in service of destroying the Jewish people.
He didn’t originate this concept. I first read it from Shimon Peres who called an Iranian bomb a “flying Holocaust.” In Wolpe’s usage, he builds his argument on a number of empty fallacies. First, Iran doesn’t have a bomb nor has it expressed any interest in getting one. Second, Iran’s current leaders have never expressed any intent to drop a nuclear weapon on Israel nor to exterminate Israel or the Jewish people. Third, there is a terrible conflation of Israel and Jews, a lazy, hazy trope Wolpe adopts. Israel is not the Jewish people and the Jewish people is not Israel.
Further, Wolpe of course ignores the rank hatred spewed against Iran by Israeli leaders like Netanyahu and Wolpe himself. Hawkish intellectuals like Benny Morris and Joshua Muravchik have both advocated bombing Iran, even with nuclear weapons, on the op-ed pages of the NY Times and Los Angeles Times. There is no lack of firebrands on both sides of this argument, a fact that neither one should forget.
He concludes his diatribe with this shocker:
We are about to strike a deal with people who harbor an implacable hatred. Iran may seek leverage for all sorts of… hegemonic goals as well. As long as the current regime holds power, however, there is one unwavering, non-negotiable goal. And unlike the sunshine of reason, deep hatreds are patient.
In his essay, Wolpe has exposed one thing very powerfully: his deep, irrational hatred of Iran. His rant is devoid of truth or accuracy. It has no basis in fact or in the historical record. It is precisely this sort of seething hostility which will lead us down the path to war. It is precisely this sort of frothing at the mouth that must be countered at every opportunity. I wrote about another American rabbi, Daniel Weiner, who shares the same almost homicidal animus toward Iran. In fact, I got into a public shouting match with him over it.
What is it about some rabbis that makes them hate mullahs so much? Perhaps there is a shared zeal, a shared willingness to breathe fire into one’s religious community. Rabbis may see things in Iran’s mullahs they don’t like in themselves or their own rabbinic colleagues. I view such hysteria, whether from rabbis or mullahs, with great trepidation and distrust.
Israel’s leaders and their willing collaborators among Diaspora leaders may want to march toward Armageddon. But we must not allow it.
The Wall Street Journal (WSJ) (3/25/15) headlined: ‘Israel Spied on Iran Nuclear Talks with the US’. The article goes on to detail the way in which Israeli Prime Minister Benjamin Netanyahu used the confidential information to sabotage the talks, including ‘playing them back to US legislators to undermine US diplomacy’.
The WSJ report of this incident tries to play down the serious implications of Israel’s espionage by claiming that Israeli spying on US diplomatic negotiations is ‘normal even among allies’; that ‘both sides do it’; that the US ‘tolerates’ Israeli spying; that the ‘Israelis have not directly spied on the US’ but use sympathetic US agents . . . and several other excuses for Israel’s behavior.
After having revealed Tel Aviv’s espionage – the WSJ dismisses the sabotage. Worse still, it makes no attempt to investigate who, among the highly-placed US government officials with direct access to the negotiations, has been spying for Israel. This essay attempts to address this question by identifying the most likely suspects.
We will proceed by describing the seriousness of the crime by noting the centrality of the US-Iran negotiations for US global politics and the enormous damage, which has resulted from Israel’s securing secret documents, reports and proceedings of the talks and having a highly placed agent among the US diplomats.
The Significance of the, US-Iran Negotiations
The negotiations between the major powers (P5+1), composed of the five UN Security Council members plus Germany, led by the US, with Iran have proceeded for over two years. Israel is not part of the negotiating process-formally but indirectly its presence is substantial. For Washington the stakes are very high: securing a nuclear agreement with Iran in which Teheran submits to constant and pervasive ‘inspections’, and dismantles a substantial part of its nuclear program, certainly weakens Iran’s regional prestige and increases US influence in the region. Secondly, through the initial agreement, it is likely that Washington will move forward to deepen joint political activity with Iran in neighboring countries. Thirdly, Washington will use the agreement to isolate Syria, Lebanon (Hezbollah) and Yemen, from Iranian financial, military and diplomatic support. Fourthly, US multi-national oil corporations could gain access to the Iranian oil fields and exporters could access a huge consumer market of 70 million Iranian citizens. Fifthly, the agreement would lessen the danger that Israel would initiate a major war, which the Zionist power configuration in the US could quickly convert into a disastrous US regional war. Given the fact that the US-Afghan war has lasted 14 years, and counting, and cost over $1 trillion dollars, and that the Iraq invasion has far exceeded those costs and intensified over the past year, a US nuclear agreement with Iran would avoid a catastrophic, prolonged war designed to enhance Israeli dominance in the Middle East.
Israel’s Interest in Sabotaging the 5 + 1 Nuclear Negotiations
Israel knows that Iran does not have a nuclear weapons program (as does Washington). The US government uses this as a pretext to secure political concessions from Iran, to degrade its regional influence, and to secure their support in policing the Middle East. In contrast, Israel seeks to destroy Iran’s capacity to support the Palestinian anti-colonial struggle.
Netanyahu and his Zionist supporters, in and out of the US government, seek to induce the US to increase economic sanctions in order to strangle the Iranian economy, to foment internal unrest and to set US-Iranian relations on a path toward a military confrontation.
Netanyahu launched a multi-prong attack on the negotiations. During the AIPAC meeting in March 2015 he ‘dictated the line’ to 10,000 fanatical Zionist followers. He made Iran and US negotiations the central focus of activity for the 52 Presidents of the Major American Jewish Organizations, their billionaire donors and Washington operatives. Netanyahu told them that they must concentrate on degrading Iran, on turning Congress into a bastion for undermining any agreement reached via diplomatic negotiations.
Central to Netanyahu’s strategy is securing first hand, up to date, information (intelligence) on the negotiations, identifying the concessions which Iran is willing to make, the demands which they consider extreme and unlikely to accept, the points which might lead to a break-up of the negotiations and the position of the P5 + 1 participants which are closest to Israel. Netanyahu’s closest supporter is the Zionized-regime of French President Hollande and in particular Laurent Fabius, his Foreign Minister.
The sequence is as follows: American and Israeli spies, operating within the US government, pass intelligence to Netanyahu who sends directives to AIPAC which writes up resolutions for US Congress people which then transmit it through the mass media to the US public and to the White House which raises the issues, in part, to the negotiators the P 5 plus 1.
The question of timing is central, as the negotiations approach their deadline and the possibility of an agreement is advancing. The spies and sources, both among the US officials and among the European diplomats (mostly the French) involved in the negotiations, must intensify their undercover work for Israel.
Israeli Espionage Network in Washington: The Prime Suspects
The success or failure of Washington’s nuclear negotiations and the sustainability of any agreement depends on overcoming Netanyahu’s formidable army of supporters in the US Congress and his corporate allies in the mass media. The single most decisive aspect of the negotiations is maintaining the secrecy of the proceedings, especially with regard to the compromises that are inevitable in any historic agreement – especially Iran’s compromises. If Netanyahu has real-time intelligence, he can devise effective counter-moves to sabotage the agreement before it is announced.
While a score of Zionist-influenced think tanks and hundreds of full-time AIPAC functionaries have incredible ‘access’ to US officials, especially those involved in Middle East policy-making, the timeliness of information/ intelligence that Netanyahu needs can only be obtained from officials who are directly or closely involved in the current negotiations with Iran.
The likely criteria for identifying such agents among US diplomatic officials include (1) a long-standing history of strong pro-Israel activity and anti-Iranian animus; (2) extensive interactions and involvement with Israeli intelligence and foreign ministry officials; (3) deep involvement in devising and implementing sanctions policies against Iran; and (4) immediate access to or, better still, direct participation in the negotiating group.
Numerous officials fit one or two of the criteria. However if we consider all four, we can identify a narrow circle of five officials, who have the history, contacts and access to secret negotiations, which make them prime candidates for spying for Israel. They are:
Michael Froman, top US trade negotiator
Jack Lew, US Secretary of Treasury
Penny Pritzker, US Secretary of Commerce
David Cohen, Undersecretary of the Treasury for Terrorism and Financial Intelligence
Wendy Sherman, Undersecretary of Political Affairs and Chief US negotiator in the nuclear talks with Iran.
While all five have been ardent supporters of Israel before and during their time in the Obama administration, only two could have direct, real time access to the negotiations.
David Cohen, has been extremely active pushing for sanctions against Iran and has a lot to lose if sanctions are lifted or weakened. Like his predecessor, Stuart Levy, he has been closely associated with AIPAC, which was instrumental in creating his post in Treasury and in orienting its activities toward prosecuting banks and multi-nationals, which directly or indirectly trade with Iran. Cohen, although not directly involved in the negotiations, could easily access their deliberations since they affect his field of work. He also has very ‘fluid’ relations with Israeli officials engaged in intelligence, finance and foreign affairs. He has excellent relations with Netanyahu and supports AIPAC’s agenda. While he could serve as an Israeli informant and certainly does exchange intelligence, he does not have the real time details of the proceedings, because he is not a member of the negotiating team.
Only Wendy Sherman fits all the criteria. Sherman, as head of the US negotiating group, has access to all the details of daily discussions, proposals and concessions by the US and Iranian negotiators. Moreover, Sherman is in a position to translate Netanyahu’s demands on Iran into key agenda items and proposals. Sherman is a lifelong zealous Zionist and according to one sympathetic writer, is ‘widely considered one of Israel’s most supportive high level friends’. Sherman’s reputation on the negotiating team has been that of a ‘hard negotiator’. Sherman was one of the key authors of the ‘Joint Plan of Action, which was designed to extract the maximum concessions from Iran while making the fewest changes in US policy.
In a speech on October 23, 2014, designed to reassure Israel-Firsters in Washington, Sherman boasted: ‘In return for limited sanctions relief, Iran has halted the expansion of its overall enrichment capacity, put a cap on its stockpile of low-enriched uranium hexafluoride, stopped the production of uranium enriched to 20%, agreed not to make further advances at the Arak heavy water reactor, opened the door to unprecedented daily access for international inspectors to the facilities at Natanz and Fordow’. Sherman has secured US colonial oversight over the entire Iranian uranium program – which the CIA and the entire US intelligence consortium have repeatedly declared is not a ‘weapons program’!
Sherman shares Netanyahu’s visceral racist ideological contempt for the Iranians. She publicly told a US Senate Committee that, “we know deception is part of their (Iranians) DNA”. This was clearly a crude remark designed to provoke the Iranian government and undermine the negotiations before they began!
If the ideological affinities and hatred of Iran point to Wendy Sherman as the Israel’s ‘mole’ in the State Department, her strategic position as head of the negotiating committee immediately provides her with the secret details that Israel needs to sabotage Obama’s approach to Iran and to organize opposition in the US. The WSJ article underscores Sherman’s role as an agent of Tel Aviv: ‘Mr. Netanyahu and his top advisers received confidential update on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other US officials who knew at the time that Israeli intelligence was working to fill the gap.’ Washington eventually curtailed the ‘briefings.’ But there is no evidence that Sherman ceased her activities on Netanyahu’s behalf. It’s likely she continues to provide timely intelligence to her Israeli counterparts.
Israel is pursuing a complex strategy: 1. Opposing the negotiations outright; 2. Organizing political forces in Congress to impose new sanctions to undermine the negotiations; 3. Securing sympathetic US officials on the negotiating team to spy and report the proceedings to Israel and 4. Helping Israel by making the most extreme demands on Iran, offering the least concessions in order to force a breakdown of the negotiations.
In other words, Israel pursues a complex division of labor: Netanyahu sets the rejectionist hardline. US Zionists transmit that policy into Congressional opposition. Top officials in the State Department provide intelligence for the hard ‘outsider’ campaign and work within the negotiating framework to subvert the proceedings. As the chief negotiator, Sherman plays multiple roles on behalf of Israel, only one of which involves the immediate transfer of highly sensitive intelligence. Sherman has ensured that most of Netanyahu’s demands are incorporated into the US negotiating agenda in a win-win format. If Iran rejects them, the US will effectively break-off negotiations, blame Iran and impose even harsher sanctions; if Iran accepts the demands, its peaceful nuclear program will be destroyed and it will be even more vulnerable to an Israeli and/or US military attack with all its military installations infiltrated and monitored by the US controlled International Atomic Energy Agency(IAEA).
While Netanyahu bellows against the idea of negotiations with Iran, and opposes any process lifting sanctions, the realistic agenda of the Israeli Foreign Office is to: 1. Prolong the sanctions, 2. Minimize any immediate relief, 3. Include clauses which would give the US any pretext for unilaterally revoking sanctions without any consultation; 4. Minimize the amount and level of enriched uranium Iran could retain within the country; 5. Dismantle most of Iran’s centrifuges and impose severe limitations on scientific research and development; and 6. Stop operation of Iran’s multi-billion dollar new fortified nuclear power facility at Fordow.
While Sherman cannot outright terminate the negotiations she is doing everything in her power to either force a breakdown or thoroughly humiliate the Iranians.
Conclusion
The failure of the Obama regime to go after its own State Department officials acting as agents for Israel; its refusal to confront long-term aggressive espionage designed to undermine its relations in the Middle East; its tolerance of Israel’s direct interference via its ‘fraternal organizations’ of the US legislative process; and its refusal to identify, arrest, prosecute and sentence high-level spies within the Cabinet have severely compromised the sovereignty of the United States. It is Israel’s intervention in the US, not ISIS, Iran, Houthis, Venezuela, Syria, Russia or China, that poses an immediate and direct threat to US national security. Increasing Jewish colonialist expansion in Palestine; the flaunting of its vast stockpile of nuclear, biological and chemical weapons; operating its powerful network of political agents and spies in high US offices are a direct, immediate threat to peace and stability in the Middle East and the United States.
The activities of US Zionists as spies and shock troops for Israel’s effort to destroy Iran and undermine US diplomacy, pose a long-term threat to all Jews in America. Sooner or later, Israel’s deep penetration of US power centers and its manipulation of elected American officials, will lead to a prolonged, bloody, destructive war. And it can be expected that the greater US public will seek out those responsible and demand they be held to account. Under the impact of the devastation of war, who can be sure that the American public will be able to distinguish between loyal Jewish-Americans and highly placed Zionists acting on Israel’s behalf ? For that reason it is incumbent that peace-loving American Jews get on their feet and clearly and forthrightly denounce the Zionist minority, which claims to speak for them.
All those Zionist ‘wise-guys’ of both genders, who think they have been so clever using their high office to serve Israel, are fooling themselves. More and more citizens are becoming aware that Israel’s espionage, its dictates to the US Congress and its manipulation of Executive powers are harming America. At the present, highly placed Zionist officials hold sway over the Obama Cabinet, but in the future they may find themselves facing charges of being agents of a foreign power, and a threat to US national security. They may find themselves sharing a cell block with Jonathan Pollard!
The Minnesota State Board of Investment is honor bound when it invests monies from Minnesota’s public employee pension funds. Each of the Board members, which includes Governor Mark Dayton (Chair), State Auditor Rebecca Otto, Secretary of State Steve Simon and Attorney General Lori Swanson know, or should know, that by investing in Israel Bonds the Board has violated its fiduciary responsibility to only invest public pension funds prudently. Israel Bonds are government bonds issued by the State of Israel.
Earlier this month I appeared before the Board members to urge them not to invest in Israel Bonds. Immediately after I ended my presentation, the Governor handed the other Board members a previously prepared written motion to continue investing the state’s pension funds in Israel Bonds. All of us in the packed hearing room understood that my testimony had been wasted. Facing members of the pro-Israel Lobby who had been seated in the front row, three of the four board members voted to invest. Only the State Auditor, Rebecca Otto, voted against the motion.
I’ve seen this pressure before. It usually consists of a subliminal threat by the pro-Israel Lobby to cut off any campaign money to those who defy what the Lobby wants. That is the same kind of threat that allowed Israeli Prime Minister Bibi Netanyahu to travel to the United States to dictate to our Congress how American foreign policy should be conducted. I believe that the 36 standing ovations for Bibi and the 47 Republican Senatorial signatures on the letter to Iran were eager messages to the Israeli Lobby telling them how much Congress appreciated the campaign money given each election cycle to its obedient members. When I served in the US Senate I well remember the threats directed against me for not being obedient enough to the Lobby.
The Board of Investment’s vote to use Minnesota pensioners’ money to buy the low-yield bonds issued by Israel is, without question, highly imprudent and illegal, especially because the Board knows how the money will be used. American money plunged into Israel Bond sales is fungible, meaning that the money is lumped into Israel’s General Fund, and then used for anything Israel wants, without restriction. That also means that the money sent to Israel is used for settlements. Israel’s settlements are illegal under Article 49 of the Fourth Geneva Convention, which prohibits an occupier from transferring any part of its civilian population into the territory it occupies. Article 49 was adopted by the international community after WWII as a direct response to Nazi Germany’s illegal and brutal occupation of lands belonging to its neighbors. Both the United States and Israel have signed the Fourth Geneva Convention. Even the United States Government has acknowledged that Israel’s settlements are illegal.
Beyond just exploiting American elected officials in their political zeal to become complicit in financing illegal Israeli settlements by using money from taxpayer funded public employee pension plans to do so, Israel has a long history of inflicting damage on American interests. During the 1967 Middle East War, Israel’s military attacked and attempted to sink a fully flagged American Navy vessel—the USS Liberty—which had been ordered to monitor the War by assuming a listening post off the coast of Egypt and Israel. Using fighter jets, as well as torpedo boats, Israel killed 34 American sailors and wounded another 171 sailors in the process.
What was painful for the survivors and the families of those Americans killed and wounded by Israel were the duplicitous actions of our own public officials, starting with President Lyndon Johnson, by refusing to allow fighter jets of the Sixth Fleet to come to the aid of the Liberty when it was under attack and working to cover up evidence of Israel’s deliberate attack on our ship and the killing and wounding of our sailors.
That wasn’t the last injury against American interests by our so called “ally.” In the 1970s, Israel recruited and paid a Pentagon employee, Jonathan Pollard, to sell to Israel a “truckload of secret documents,” as described by our then Secretary of Defense, Caspar Weinberger.
More recently, a Pentagon official, Larry Franklin, was indicted by the Justice Department in 2004 for handing over classified information on Iran to two employees of AIPAC (American Israel Public Affairs Committee), the leading lobby for Israel. Franklin, a former United States Department of Defense employee, pleaded guilty to several espionage-related charges and was initially sentenced in January 2006 to nearly 13 years in prison. Amazingly, Franklin’s sentence was later reduced to ten months house arrest and 100 hours of community service. In reducing his sentence, the Judge told Franklin that his community service should consist of “speaking to young people about the importance of public officials obeying the law.”
Franklin had passed highly classified information to AIPAC policy director Steven Rosen and AIPAC senior Iran analyst Keith Weissman, whom AIPAC later fired. Initially indicted for illegally conspiring to gather and disclose classified national security information to Israel, all charges against Rosen and Weissman were eventually dismissed.
These are just a few examples that we know about where Israel’s activities have seriously damaged United States interests. What we do not know, including the extent of the duplicity of our public servants, would most likely fill the pages of a book.
Not only is the Investment Board’s action imprudent and illegal with respect to giving Minnesota retirees’ money to a country that has never hesitated in harming America’s interests and will use the money to violate international law, it also tells Israel that it can do what it wishes, without paying any penalty, and that it can even get the United States to pay the price for it.
The Minnesota Investment Board should obey the law whether or not Israel’s Lobby dislikes that decision.
“It is always a meritorious deed to get hold of a Palestinian’s possessions” – The code of Jewish Law revised and updated by Benjamin Netanyahu
Benjamin Netanyahu’s re-election makes him the longest serving prime minister in Israel’s history. His 20% margin of victory (30 Knesset seats to 24 for his nearest opponent) underlines the mass base of his consolidation of power.
Most critical commentators cite Netanyahu’s racist pronouncements; his rejection of any two state solution and his overt appeal for a mass Jewish voter turnout to counteract the ‘droves of Arab voters’ for his electoral victories.
There is no question that the majority of Israeli Jewish leaders and parties support Netanyahu’s racist pronouncements and ‘no-state’ solution and joined him in a coalition government. But the larger issue is the positive mass response to Netanyahu’s call to action. Nearly three quarters of the electorate turned out (73%) to elect him. Moreover, Netanyahu has been elected prime minister for four terms: between 1996-99 and more recently 2009-20.
What is more, the opposition has not differed from the Netanyahu coalition regime’s Judeo-centric policies and pronouncements. In other words, ‘racist’ ideology per se is not what drives the Israeli majority to repeatedly support Netanyahu.
Jewish-centered racism is an integral and accepted part of Israel’s political culture.
Social Colonialism and Netanyahu’s Popularity
There is a more fundamental, ongoing material basis which accounts for Netanyahu’s electoral victories and mass appeal: His regime’s aggressive, perpetual and escalating seizure and dispossession of Palestinians land and his massive financing of Israel’s Jewish colonial towns.
In other words, Netanyahu’s appeal is rooted in the large-scale, long-term housing which hundreds of thousands of low and middle income Israeli Jews have obtained via his brutal land-grabbing policy. The so-called ‘settlers’ are in part armed Israeli Jewish colonists who engage in open theft and defend Netanyahu, because they materially benefit from his policies… It is not only those who have already colonized Palestinian land grabbed after 1967 – over 650,000 Jews – who vote for Netanyahu, but there are the hundreds of thousands of others in Israel, priced out of the Israeli real estate bubble, who cannot afford comfortable housing and look to the West Bank and Jerusalem for a ‘Jewish solution’ at the expense of the Palestinian inhabitants.
Racism, the foul language directed at Palestinians, which pervades Israeli-Jewish culture (‘Arab scum’ is one of many such common expressions) found expression even among the songs celebrating Netanyahu’s latest electoral victory. Racism serves to justify the land grabbing. Can the settler mind even imagine that an ‘inferior people’ should complain about land grabs by the ‘chosen people’ ? Modern educated Jewish professionals wax indignant that shepherds and olive farmers should hold back the development of glitzy shopping malls, million dollar community centers (for Jews only, of course), hospitals, sports complexes and high tech industrial parks.
And if they – ‘the Arabs’ – object to their own displacement, all the better: Their resistance provides an excellent pretext for armed Jewish settler thugs to invade a village, drive out the inhabitant and call in Netanyahu’s bulldozers, as a prelude to establishing an ‘outpost’, first steps to a new Jews only colony!
The key to Netanyahu’s big vote is that he responds favorably and forcefully in favor of new colonies. The self-styled Israeli Defense (sic) Force (IDF) is dispatched to protect the local vandals and to shoot live ammo at any rock-throwing Palestinian adolescent defending the family patrimony.
Netanyahu acts and speaks for the rapacious Jewish colonial masses. The opposition criticized Netanyahu on the basis of his neglect of socio-economic issues in Israel, especially, the soaring prices of housing in the major cities. But they failed to attract many Jewish voters because Netanyahu offers a more attractive alternative solution – the seizure of more Palestinian land and the construction of Jewish homes, instead of fighting powerful Jewish real estate moguls, land speculators and corporate landlords inside Israel.
Extremism at the Service of Jewish Housing is No Vice
For the mass of Israeli Jews, looking for a cheap, easy and government-financed road to comfortable middle class housing, seizing and occupying Palestinian property is a very attractive and viable ‘solution’.
Netanyahu’s ‘final solution’ for the Palestinians – no state – is a guarantee that land, which is seized and housing which is built, will remain under Jewish jurisdiction. The ‘final solution’ for Palestinians is the housing solution for the Jewish masses.
Under Netanyahu, from 2013 to 2015, two-thirds of new housing construction (for Jews only) has taken place on stolen Palestinian lands. His regime spends $252 million dollars a year on Jews-only colonies (‘settlements’). The Netanyahu regime spends $950 for each Jewish colonist in the West Bank, double what is invested for each Jewish Israeli resident in Tel Aviv. For the most aggressive Jewish colonists, those who destroy the productive olive groves, torch Palestinian homes and who establish ‘settler outposts’, Netanyahu spends $1,483 a year . . . with promises of roads, electricity, schools, swimming pools and air conditioning to come!
Owning the Holy City Secures the Unsavory Vote
Netanyahu’s big vote in Jerusalem can be accounted for by the fact that over 300,000 Jews have been the beneficiaries of land grabs and sparkling high-rise condos in what had been centuries-old Palestinian neighborhoods.
Netanyahu assures the Jerusalem Jews that ‘their city’ is and always will be the capital of Israel, an undivided Jewish city.
Sticking his finger in the eyes of the EU and US officials, who claim otherwise, energizes and emboldens the Jewish voters
Netanyahu’s ethnic cleansing is unrelenting: That is why he is re-elected over and over again. Israeli colonial settlements grew by over 5% each year from 2009 – 2015. There is no backtracking with Bibi Netanyahu: at this rate of ‘erasure’ all of historical Palestine will be Judified by 2050 at the latest!
Netanyahu claims that Israeli Jews must have their ‘lebensraum’ . . .
Israel and other colonial powers, like England in the 19th century and Germany in the 20th century, ‘solve’ their domestic social problems and social unrest by exporting populations across borders. The attractiveness of this solution is that it preserves the power and privileges of the domestic economic elite and provides an ‘escape valve’ for the local disaffected masses.
Emigration to settler colonies requires violent dispossession of the local inhabitants. If stiff resistance emerges – the imperial powers resort to genocide; extermination of native peoples by the English, Slavic peoples by the Germans, Palestinian Arabs and other non-Jews by the Israeli Jews.
Long past is the notion that Israeli Jews would solve their social -economic problems via a collectivist economy and popular struggle against Jewish plutocrats.
Today Jewish-Israeli millionaires flourish alongside orthodox, secular, Sephardic, Ashkenazi, Sabra and Russian emigrant colonists. The former exploits labor and markets, while the latter dispossesses Palestinians. Netanyahu has discovered a formula for uniting quarrelsome Jewish parties, leaders and voters and for winning elections.
Moreover, Netanyahu has secured the financial and political backing of numerous overseas Jewish-Zionist billionaires. He has secured the unconditional support of tens of thousands of middle class Israel-First activists, academics and professionals who operate AIPAC and dozens of similar propaganda mills in Washington and Christian Zionists throughout the US. Netanyahu’s overseas backers ensure that the US government may grumble and criticize, but will never disrupt Netanyahu’s ‘plan’ of an ethnically pure ‘Greater Israel’ with Jerusalem as its ‘eternal’ capital. Obama may whine and talk to the press about ‘reconsidering US-Israeli relations’ but he has assured Israel and Netanyahu that military and economic ties will remain intact.
Conclusion
Netanyahu has succeeded in setting a colonial agenda for all Israeli-Jewish parties (bar one).
He has established the fact that competitive elections and opposition political parties are compatible and even facilitate violent colonial expansion.
He has established the fact that Israel and its people embrace a racist ideology and receive the endorsement of most Western leaders, and mass media and the unconditional support of its overseas fifth column.
Israel’s project for Palestine, the creation of a single Jewish state, is far more than the demented vision of one man. It has been taken to heart by the great mass of the Israeli-Jewish people and their overseas supporters. The victory of Netanyahu and his supporters marks a historic victory for all those regimes and people across the world who believe and fight for an imperial dominated world.
[The following is a lightly edited version of a speech I gave on March 1 st in Washington during the anti-AIPAC and Netanyahu visit demonstrations. Two days later Israeli Hollywood producer Arnon Milchan, whom I cite below, was sitting in the House VIP visitors’ gallery beaming as he listened to Netanyahu’s love fest with Congress. It might have been the first time a clandestine agent for a foreign country who spied on the United States was so honored but I would observe that the event was doubly significant in that the speaker Prime Minister Netanyahu was also involved in the same theft of American nuclear technology.]
I would like to concentrate on two issues. First is the nature of the special relationship between Israel and the United States and second is the role of the Israel Lobby and most particularly AIPAC in shaping that relationship. I was a foreign policy adviser for Ron Paul in 2008 and consider myself politically conservative. I respect the fact that nations must be responsive to their interests, but because of my personal experience of living and working overseas for many years I have come to recognize that the United States is an anomaly in that it persists in going around the world doing things that just do not make any sense. This has been particularly true during the past fourteen years, with invasions, interventions and targeted assassinations having become the preferred form of international discourse for Washington.
Many would agree with what I have just observed, but few recognize the role of the special relationship with Israel in shaping what the United States has become. Quite frankly, the relationship is both lopsided in terms of favoring perceived Israeli interests as well as being terrible for the long suffering Palestinians, very bad for the United States as it damages the American brand worldwide and even bad for Israel as it enables its governments to act in ways that are ill advised and ultimately self-defeating.
I would first like to address the often repeated mantra that Israel is America’s best friend or closest ally as it is a bedrock issue that is frequently trotted out to excuse behavior that would otherwise be incomprehensible. Apart from being a recipient of more than $3 billion per year from the US taxpayer, Israel is no ally and never has been. There is no alliance of any kind with Israel, in part because Israel has a border that has been moving eastward for the past fifty years as it continues to absorb Palestinian land. Without an internationally recognized border it is impossible to define a relationship between two nations. Israel also has no strategic value to the United States, so to speak of an alliance, which posits reciprocity is ridiculous.
But that is not to say that Israel does not interact with Washington. Indeed, some might say that it possesses a disproportionate voice relating to some foreign and domestic policies. The penchant to use force as a first option in international interactions is perhaps itself due to Washington imitating Tel Aviv or vice versa as neither the United States nor Israel seems any longer interested in diplomacy.
American protection of Israel in international bodies like the United Nations is a disgrace, making the United States de facto complicit in Israeli violations of international law, to include its settlement expansion, as well as its war crimes. Under Bill Clinton the United States more or less adopted the Israeli model in dealing with terrorism, which consists of overwhelming armed response and no negotiations ever. Washington’s uncritical support for Israel politically and militarily was a major factor in motivating the perpetrators of the 9/11 terror attack.
Deferring to Israel often results in U.S. policies that are absurd and highly damaging to other interests. Secretary of State Condoleezza Rice described Israel’s devastation of Lebanon in 2006 in which nearly 1,000 civilians were killed and more than $2 billion in infrastructure was destroyed as the “birth pangs of a new Middle East”. Rice, who also spoke of fear of a nuclear mushroom cloud rising above Washington to justify invading Iraq, far from being discredited due to her lack of discernment, is currently a professor at Stanford University and is now being spoken of as a possible Senator from California or, alternatively, as the next Commissioner of the National Football League. So much for accountability in the United States.
One might well conclude that Israel is not only not an ally but also not much of a friend. It has run massive spying operations inside the United States to include hundreds of Art Students and celebrations by the employees of an Israeli moving firm located in New Jersey when the twin towers were going down. Israel is regularly named by the FBI as the most active friendly country in terms of running espionage operations against the U.S. but nothing ever happens. Israeli spies are sent home quietly and Americans who spy for Israel are rarely prosecuted. Last year we witnessed Hollywood producer and Israeli citizen Arnon Milchan receiving an Oscar even as stories were circulating about his criminal collusion to obtain restricted American technology to enable Israel to build nuclear weapons. The Justice Department has not seen fit to do anything about him.
Israel also has a hand in what is going on domestically in the United States. Many states now have their own departments of homeland security and many of the companies that obtain contracts to provide security services are Israeli. Airport security is a virtual Israeli monopoly. Increasingly militarized American police officers now use federal government grants to travel to Israel for training based on the Israeli experience with the Palestinians. Israelis have advised CIA and Pentagon torturers and Israeli advisers were also present at Abu Ghraib.
Israel’s influence over Washington policies frequently means war. American officials extremely close to the Israeli government were behind the rush to war with Iraq. If Washington goes to war with Iran in the near future it will not be because Tehran actually threatens America, it will be because Israel and its powerful lobby in the U.S. have succeeded in creating an essentially false case to mandate such action. Congress is obligingly advancing legislation that would commit the United States to intervene militarily in support of a unilateral Israeli attack, meaning that Israel could easily be empowered to make the decision on whether or not the U.S. goes to war.
Israel interferes in American elections, in 2012 on behalf of Mitt Romney, and also this week by aligning itself with the Republicans against the President of the United States to harden existing policy against Iran. Looking ahead to elections in 2016, two Jewish billionaires have already stated clearly that they will spend whatever they have to to elect the candidate that is best for Israel. As Sheldon Adelson is a Republican and Haim Saban is a Democrat both major parties are covered and I would warn “Watch out for Hillary,” Saban’s candidate of choice.
Israel has corrupted our congress which we will witness again on Tuesday. Benjamin Netanyahu publicly rebukes and belittles our own head of state, its government ministers insult and ridicule John Kerry, and its intelligence officers have free access to Capitol Hill where they provide alarmist and inaccurate private briefings for American legislators. In short, Israel has no reluctance to use its enormous political and media clout in the US to pressure successive administrations to conform to its own foreign and security policy views.
Beyond the corruption of our political process, I believe many in this room would agree that the depiction and treatment of the Palestinians has been disgraceful. Israel has engaged in land and water theft and is doing its best to make Palestinian life so miserable that they will all decide to leave. Some would describe that as ethnic cleansing. Just last week there were reports of how Israeli authorities cut off water and electricity to parts of the West bank and also won a bogus court case in New York City that will bankrupt the Palestinian authority.
Netanyahu’s policy is to punish the Palestinians incessantly no matter what they do. The United States has certainly embraced a lot of unpleasant policies over the past fourteen years, but I honestly think that most Americans would be appalled if they knew how Palestinians really have been treated. Unfortunately the Israel propaganda machine has been able to maintain a tight grip on the narrative promoted in the mainstream media. Arabs are depicted as terrorists while Israelis are seen as folks just like us.
How does all this happen? Because of money which enables the Israel firsters to control the media and buy the politicians, but unfortunately no one is allowed to say that lest Abe Foxman of the Anti Defamation League accuse one of propagating a stereotype that is an “anti-Semitic myth.” American media corporations and national politics are in fact totally corrupted by money and the control that it buys and not just on behalf of Israel. One would have to be blind not to recognize that fact.
This is where groups like the American Israel Public Affairs Committee better known as AIPAC come in. AIPAC is only one part of the octopus like Israel Lobby but it might well be regarded as the most effective component. AIPAC has an annual budget of $70 million and 200 full time employees. It has thousands of volunteers and tens of thousands of contributors and supporters, many of whom are in Washington right now. On Tuesday they will descend on Congressional offices to pressure congressmen to agree to conform to AIPAC talking points.
AIPAC, which is an IRS 501(c)4 lobbying organization, is able to keep its donor list secret. It characteristically operates in the shadows. It prepares position papers that are then distributed in congress and many congressmen, largely ignorant of the issues, parrot what AIPAC gives them. AIPAC operative Steve Rosen once boasted that he could have the signatures of seventy Senators on a napkin in twenty-four hours.
Congressmen know that crossing the Israeli Lobby is career damaging. Senators William Fulbright and Chuck Percy were among the first to feel its wrath when they were confronted by well-funded challengers backed by effective media campaigns who defeated them in spite of their own outstanding records as legislators. The founder of my own organization the Council for the National Interest Congressman Paul Findley also suffered the same fate when he fell afoul of the Lobby. Within the government the purge has also been widespread with the traditional Arabists at State Department forced out to be replaced by friends of Israel, many of whom have been political appointees rather than career diplomats.
There is no easy solution to what I have been telling you. Certainly a more honest media would produce American voters who are better informed, but even though AIPAC has long been defending the indefensible the corruption in Congress runs deep and it is difficult to find a constituency anywhere in the United States where it is possible to vote for a candidate who is not openly and enthusiastically supportive of the Israel relationship. In Virginia last year there were several important congressional elections. All the candidates were vetted for their views on Israel well before the voting took place.
But to return to AIPAC there should be demands that it and other similar Israel-advocacy organizations register under the Foreign Agents Registration Act of 1938. That would require them to have complete transparency in terms of their funding and it would also tell the American people that the organizations themselves are not necessarily benign and acting on behalf of U.S. interests, which is the subterfuge that they currently engage in. It is certainly past time to push back against an organization that is brazenly promoting the interests of a foreign government at the expense of the American people. Thank you.

How is it that the ruler (Benjamin Netanyahu) of a puny country (Israel) of 8.2 million (6.2 million Jews) with the 37th biggest economy (GDP in current prices) in the world dictates war policy and secures the willing submission of the legislature of the largest economy and most powerful military empire in the world?
What significance does Netanyahu’s speech to the US Congress have, beyond the fact that he uses it as a platform to attack the elected President of the US, to denounce US peace negotiations, and to demand that Congress adopt policies designed to precipitate a war with Iran?
Netanyahu’s Dominant Presence in the US
There is only one reason that Netanyahu is received as a Viceroy overseeing and dictating strategic policy to what clearly is a servile colonial legislature: over the past quarter of a century, Israel’s proxy in the US, an entire panoply of Zionist political organizations, government officials, propaganda mills, media moguls, billionaires and millionaires, have deeply penetrated the legislature, executive and administrative centers of decision making. Netanyahu’s arrogance and “brazen” presumption (Financial Times, 3/4/15, p. 6) to dictate policy to the US Congress is rooted in the pre-existing power base created by the proxy Zionist power configuration.
Netanyahu can sneer, with a crooked smile, at the US President, because, after several decades of Zionist permeation of the US state, he knows that he comes not as an outside power but as a leader and spokesperson of an inside power.
His presence was hailed by all the mass media as a major event, as international news, for over a month in advance. With Napoleonic presumption he dared to announce in advance that he would advance a war thesis in the fashion of any head of state. He can act as an unelected dictator because the elected officials have been converted into docile and complicit subjects by his proxy power structure.
The crucial theoretical point is that the conditions, that enabled Netanyahu to come, to see and to conquer, were not of his doing. His presence in the US Congress and his message is derived from the power of his supporters, deeply embedded in the structure of political power in the US.
Otherwise, who would take serious his delusional military fantasies, his clinically paranoid vision of peaceful adversaries, conspiring to “nuke Israel” and then the world, without a single nuclear bomb!
Prominent among Netanyahu’s financial backers are a group of prominent Zionist lumpen-bourgeoisie, billionaires who lent to millions of borrowers at extortionate rates (between 1400 and 4000% ) and played a leading role in the fraudulent mortgage induced crises of 2009-forward. They include Al Goldstein co-founder of AvantCredit and CashNetUSA; Sasha Orloff and Jacob Rosenberg founders of Lendup; Daniel Gilbert founder of QuickenLoans — a predator subprime lender; Ronald Arnall owner of Ameriquest… They used part of their ill-gotten gains to ease their consciences by donating millions to Israeli and US Jewish causes. Being generous to Israel provides a sort of perverse “absolution” for screwing millions of Americans.
One does not need much imagination to envision them cheering Netanyahu’s AIPAC and Congressional diatribes. It is not surprising that the lumpen-bourgeoisie backs a lumpen-prime minister.
The best and the brightest among the Zionist phalanx of pundits, professors, lawyers, economists, and financiers have created an aura of gravitas and profundity around this vulgar beerhall brawler.
This raises a basic question: Why do upwardly mobile, prosperous and elite-educated Zionist majorities enthusiastically pledge unconditional loyalty to a crude authoritarian foreign ruler who humiliates their country of birth?
Why did ten thousand American-born Zionist professionals stand and cheer, as they did the day before his congressional speech, as Netanyahu dictated his rabid bellicose political line to them at the AIPAC conference?
Is it because they believe he is their Chosen Leader of their Chosen Fatherland?
Netanyahu, with all his vulgarity and mediocrity, strikes a deep and abiding chord in the soul of his Zionist followers. They believe they are the collective geniuses of a superior species, who need not abide by the legal norms of non-Zionist states and international laws which hinder his colonial rule over millions of Palestinians.
What else but that identity of superiority allows the educated and prosperous, the humane and the cruel, to bond and welcome Netanyahu, as a modern secular Moses crossing the Potomac, delivering “the Jews” (for the messianic Netanyahu claims to speak for “all Jews”) from the mortal threats (Iran) cultivated by gentile politicians. The great majority of Zionist activists are deaf, dumb, and blind to those who criticize and refute his infantile and grotesque lies, the scrofulous screeds about non-existing “existential threats” which infest his speeches. Worse they will terrorize and cow any critic, demand that their employers fire them, as they have done over the past two decades. They believe that the Palestinians, who Israel bombed into the Stone Age, are threats to Israel. They believe that nuclear weapon-less Iranians, facing hundreds of Israeli nuclear bombs, are a threat to Israel. They believe there is one “truth”: that all measures, speeches and actions, which enhance the power and glory of Israel, are virtuous. It is this “truth” that motivates hundreds of thousands of “virtuous” Zionists to donate hundreds of millions of dollars to buy and/or intimidate presidents and congresspeople, governors and mayors, university presidents and faculty, police informers and academic thugs. It is this Zionist power configuration, which allows a political low-life like Netanyahu to enter and dominate the legislative chamber and tell US citizens where and when their next war should take place. It is for this power configuration that Congressmen and women “perform” — applauding and jumping up on cue for each and every one of Netanyahu’s emotional ejaculations.
Broad sectors of the Israeli public were immensely impressed by Netanyahu’s capacity to humiliate the President, by his willingness to dictate policy to the US and by the hyperkinetic docility and submissiveness of US Congress people. But this is not surprising: After all, Israelis are used to dominating Palestinians and torturing them into submission and colonizing a whole people. Why shouldn’t they gloat and puff up with pride when Netanyahu speaks and acts as a colonial viceroy to the US? After all, their leader is dominating a so-called ‘world power’!
No doubt the Israeli empire loyalists will overwhelmingly vote for Netanyahu, even if the “opposition” claims they also denounce the US-Iranian peace negotiations. Opposition leaders Isaac Herzog and Tzipi Livni don’t have Netanyahu’s gangster look, that crooked smile that says to the US leaders: “We lead you by the nose and you love it!” What the rest of the world thinks of a braying donkey in Washington led by the nose is not hard to imagine: US world leadership certainly is not foremost in their minds…
There is much idle chatter from liberals, leftists and progressives, claiming that Netanyahu’s ‘brazen intervention’ would backfire; that it would damage relations with the US; that it would weaken and undermine US-Israeli relations and allow Iran to secure nuclear weapons. Liberal Zionists claim that Netanyahu’s speech would weaken support for Israel among Democratic congress people. Liberal Zionists claim that Netanyahu’s speech would weaken US support for Israel (God forbid!).
These lamentations have no substance; they are mendacious concoctions of minds which lack any capacity to understand power, especially the permanent power of the Zionist power configuration.
Even a cursory reading of the political facts which preceded, accompanied and followed Netanyahu’s Congressional dictates, demonstrates the exact opposite.
Immediately after Netanyahu’s intervention, Congressional leaders moved ahead to fast track legislation to heighten Iranian sanctions, to veto any Executive agreement. The Republication majority and over half of the Democrats chose to back the “foreign Viceroy” on policies of war and peace.
Far from “prejudicing” relations with the Obama regime, the Administration in the person of Secretary of State John Kerry vetoed a measure passed by the UN Human Right Commission condemning Israel’s savage war crimes against Palestinians. Obama’s United Nations Ambassador Samantha Power did her usual belly crawl for Israel at the AIPAC conference following Netanyahu’s rousing diatribe. US-Iranian “negotiations” in Switzerland increasingly turned on exactly the issues Netanyahu demanded. US Secretary of State Kerry insisted on on-going intrusive inspections of Iran’s entire nuclear and military installations; retaining most sanctions for a decade; eliminating most enriched uranium … In a word disarming Iran, increasing its military vulnerability to an Israeli nuclear attack, without any deterrence or retaliatory capacity! Iran is formally negotiating with Kerry on behalf of the 5 plus 1, but the agenda and demands are set by the raucous over-voice of Netanyahu, who is the most influential invisible presence.
In other words, there is ample evidence that Netanyahu’s intervention, far from ‘damaging’ US-Israeli relations, further reinforced Israel’s power over the US. By securing the Administration’s declarations of unconditional loyalty while humiliating the President and seizing executive prerogatives, Israel demonstrates to the world that it can and will dictate US strategic policy and denounce its President with total impunity.
Netanyahu is far from being ostracized. He has a global platform from which to spew his rabid chauvinist diatribes against peace and negotiations. His speech, its content and style, received front page and extended prime time coverage. His war-mongering resonated with the editorial pages of the Wall Street Journal, the Washington Post, and US News and World Report.
Netanyahu’s political line inspired AIPAC’s ten thousand ultra-Zionists, who stormed Capital Hall and demanded Congress people and Congressional staff act on His message. Not a single dissenting voice emanated from the Presidents of the 52 Major American (sic) Jewish organizations whose first loyalty continued to be toward Israeli interests as defined by their Prime Minister.
The voices of dissent among the few dozen Jews on Capitol Hill, and outside the AIPAC conference hall, did not register in Congress or among the vast majority of Jewish community leaders or in the mass media.
Contrary to the lamentations and claims that Netanyahu has “weakened” Israel, the facts on the ground demonstrate that he has strengthened his “leadership” among the billionaires who buy US Congressional leaders. He has demonstrated that US officials, even ones who he insults and attacks, will continue to support Israeli war crimes in international forums; regale Israel with $3 billion a year in military aid to enhance its military supremacy in the Middle East; and incorporate its demands in any strategic negotiations with ‘Islamic’ countries like Iran, even if it undermines the basis of any negotiated agreement.
Conclusion
Clearly Netanyahu alienated a minority of US Congressional Democrats but mostly on procedural issues of protocol rather than on the more substantive issues of mongering for war and sanctions against Iran. Netanyahu’s messianic claim to speak for “all Jews” did arouse over 2,000 American Jews and non-Jews to sign a paid advertisement denying his status as the Second Coming of Moses.
But as the rousing welcome and conclusion to his speech by the Congressional majority and the unanimity of AIPAC’s thousands demonstrate, Israel’s formidable Zionist power configuration still dominates US policy in the Middle East.
The ‘debate’ over Netanyahu’s episodic presence in the US Congress and humiliation of the US President is misplaced. What really needs to be debated is the more fundamental question of the permanent presence, power and prerogatives of the Zionist power configuration in the making of US Middle East policy.
No other visiting Prime Minister or President will be received with so much media attention and political fanfare as Netanyahu because none possess the formidable, organized, well-financed and disciplined political apparatus which Israel possess. This is an apparatus which defends and promotes US wars on behalf of Israel, Israel’s war crimes, land seizures and torture of Palestinians. That they support Netanyahu’s gross humiliation of Obama is not surprising – it merely confirms the “Law of the Return”: that for American Zionists there is only one true state of the Jews – and that is Israel; and that their only “true” leaders are Israelis. As it happens, today he is called Benjamin Netanyahu. And that any US policy, negotiations or agreements in the Middle East have to be in accord with their leader.
Congress knows that.
The “52” know that.
Only the majority of the American electorate, who still believe they live in a free and independent country, is not privy to that reality, even though Netanyahu’s intervention in the US Congress and gross humiliation of the President should tell them otherwise.
But then we live in a peculiar sui generis ‘meritocracy’ in which the opinions of the 2%, the so-called chosen people, counts more than that of 98% of our citizens.
The critics, Jews and non-Jews, must realize that their problem with Netanyahu requires them to delve deeper, and that their opposition needs to become more systematic and more directly confrontational with the Zionist power configuration. Otherwise, there is no basis for believing that the US can end national humiliations and regain its status as a free and democratic republic.
Israeli Prime Minister Benjamin Netanyahu will be visiting Washington during the first week in March. His annual visit coincides with the American Israel Public Affairs Committee (AIPAC) summit in Washington, at which he is expected to speak. He will also be addressing a joint session of Congress on March 3 rd as a guest of the new Republican majority. Per Speaker of the House John Boehner, Netanyahu will be providing additional insights regarding the threats posed by Iran and by Islamic terrorism, which the president had “papered over” in his State of the Union address. Boehner has in mind promotion of policies that would be contrary to those embraced by the White House, most particularly President Barack Obama’s intention to continue negotiations to come to an understanding over Iran’s nuclear program. That would mean Congress’s imposing new and intentionally deal breaking sanctions on Iran just to show it we are serious and a possible demand that any agreement with Tehran be subject to legislative approval.
Netanyahu has frequently warned that Iran’s construction of a nuclear arsenal is just around the corner. He has been making that claim regularly since 1996 and apparently is not particularly bothered that his warning has proven to be inaccurate since the Mullahs have yet to develop the long anticipated weapon of mass destruction. He will no doubt again express his view that there is a secret Iranian weapons program that imminently threatens both Israel and the United States. It is not clear if he will produce a cartoon showing a ticking bomb as he famously did at the United Nations in 2012.
Concerning the terrorist threat, Netanyahu will undoubtedly play the Charlie Hebdo card, insisting that it is the duty of the West united with Israel to oppose Islamic barbarism. It will be convenient dodge as it allows him to avoid answering for what Israel is doing to the Palestinians and it conveniently conflates all believers in a specific religion with political violence. No matter what Netanyahu says he will undoubtedly be cheered both when he speaks to Congress and also by the 1,500 attendees at AIPAC, which will include many Congressmen, journalists, and even Supreme Court justices. He will be treated like visiting royalty even though his message is essentially one of hate.
It is my understanding that a number of groups are organizing to protest both AIPAC and the Netanyahu visit. I hope they will be highly visible and noisy as hell, possibly forcing some of the summit attendees to think about just what they are supporting. I also urge the demonstrators to focus on Netanyahu’s actual message because everything that he has come to Washington to sell is essentially false.
Starting with Iran, the entire narrative of Iran as a nuclear threat is bogus, largely invented in Israel and the United States and in part based on manufactured evidence. I am not suggesting for a moment that Iran is a friend to the American people, but its malignancy has been much overstated by the Israel Lobby and its friends. It does not threaten the United States in any way and it hardly impacts on the security of countries like Israel and Saudi Arabia, both of which should be worrying about their viability based on their own behavior rather than due to an exaggerated Iranian menace. The reality is that the United States government has twice in 2007 and 2011 confirmed that Iran has no nuclear weapons program. Even Israel’s Mossad agrees and both governments admit that Tehran has not made the essentially political decision to proceed with such a program.
Not only has Iran neither developed nor tested a nuclear device, she has never enriched her uranium stocks to anything approaching weapons-grade. Her Fordow “secret” plant and other nuclear sites now have IAEA inspectors in place, the heavy-water reactor at Arak is not operational and many centrifuges are not operating. Most Iranians and many Americans understand that a negotiated settlement over the program as an alternative to a major regional war is highly desirable.
Netanyahu’s second point will be that the world is threatened by Islamic terrorism, requiring democratic nations to stand by Israel. But standing by Israel and adopting the Israeli standards for dealing with terrorism are precisely the problem. The only places in the world where Islamists have the remotest ability to take power are in those countries where the United States adhered to the Israeli model and intervened militarily, leaving chaos in its wake. Today that would include Iraq, Libya, Somalia, Afghanistan and Syria. Highly publicized terrorist attacks in Europe and in the United States have killed relatively few people and produced a predictably panicked response but do not threaten either a national security crisis or the stability of any government. In the U.S. since 9/11 there have been 69 deaths, either terrorist or criminal, that can plausibly be linked to Muslims or Islamic sensibilities, less than five a year. During the same time period 200,000 Americans have been murdered, making terrorism by local Muslims pretty much a statistical anomaly. For what it’s worth, the policies being pursued overseas by Washington during the same time period directly or indirectly contributed to the killing of as many as half a million Muslims while turning at least three million more into refugees, which inevitably fuels terrorism.
A third point that Netanyahu will not be making as he is a beneficiary of it is the astonishing power of the Israel Lobby in the United States. As John Mearsheimer and Stephen Walt demonstrated in their book, the Lobby is in reality a loose aggregation that is bound together to promote what are perceived to be Israeli interests. It includes think tanks, PACS and other lobbying groups, journalists and media outlets, Christian evangelicals, leading figures in academia and it is all backed up by deep pocket donors who both fund political candidates and provide the fuel to keep everything moving. Pat Buchanan once described Congress as “Israeli occupied territory,” but to be sure he was being too kind and Tom Friedman’s observation that it is bought and paid for by the Lobby might actually be closer to the mark. In an actual occupation there would characteristically be at least some resistance but in the United States Congress there is virtually none now that Ron Paul is retired. If any daring congressmen stay home sick when Netanyahu speaks it will be a surprise and the only real question regarding the impending joint session address is how many standing ovations the Israeli leader will receive. Will it exceed the 29 he recorded last time around?
So there are three good reasons for saying “no” to Benjamin Netanyahu, or, even better, telling him to go away and stay away. First, he is striving mightily to involve the United States in a war with Iran for which there is no compelling national interest and which will cost Americans heavily in both lives and treasure. Second, he has poisoned Washington’s relationship with the Muslim world through the largely successful selling of his message that all believers in Islam are essentially terrorists. And third, he and his associates in the Israel Lobby are a cancer in our political system, using money and even coercion to bring about a “special relationship” that is hardly a relationship at all but is instead a mechanism to impel U.S. subordination to Israeli interests.
It is shameful that Netanyahu will be in Washington at all on a mission to tell the U.S. Congress what to do, but one can always hope that both he and Speaker Boehner have finally gone too far. Will this be a wake-up call for the American public, aware at last that it is being led by the nose by a foreign country aided by its own venal and corrupted quislings? One can always hope, and it might just be that Netanyahu will finally pay a price for his hubris with his own voters next month and be turned out of office. Wouldn’t it be nice to be able to say that we have seen the last of Benjamin Netanyahu?
It is sometimes interesting to see the many hoops the United States jumps through to accommodate the brutal whims of Israel. With Palestine ratifying the Rome Statute, and the International Criminal Court (ICC) beginning its initial investigation of possible Israeli war crimes committed against the Palestinians, more such information is leaking out.
Israel, it is reported, is pressuring nations that fund the ICC, however inadequately, to either reduce or suspend that funding altogether. Reports are that poor Israel is being rebuffed at every turn, with the major funding nations saying they have no intention of making such adjustments. The U.S., this writer is sure, would cease all funding for the ICC, if it had ever deigned to join. But no international body, it seems, has the right to judge the soldiers and/or leaders of the self-described ‘land of the free and home of the brave’ for illegal invasions, wanton killing of civilians, or torture of political prisoners. So Israel, which has in the past successfully demanded that the U.S. cease any aid to Palestine, can’t rely on the U.S. to pull the plug on the ICC.
All this comes at a very awkward time for the troubled romance between Israel and the U.S., a time when perhaps the final nail has been hammered into the coffin of the dysfunctional bromance between U.S. President Barack Obama and Israeli Prime Murderer Benjamin Netanyahu. In March, Mr. Netanyahu will visit the U.S. to give Congress his instructions regarding U.S. negotiations with Iran. This, in all likelihood, will torpedo the delicate, years-long negotiations that Mr. Obama, with support from much of the international community, has been spearheading. But the general direction of these negotiations has been displeasing to Mr. Netanyahu, and he will inform Congress of that fact in no uncertain terms. Congress, always responsive to the holders of the purse strings, will fall into line. So what if it means that more young Americans will be sent to kill and die in another war? What is this, when funds are needed for one’s next re-election campaign?
A presidential spokesperson said that Mr. Netanyahu’s forthcoming visit to the U.S. is a slap in the face of Mr. Obama. And U.S. Secretary of State John Kerry, an international joke if ever there was one, is said to be particularly peeved. Did he not, as has since been reported, contact at least fifty world leaders in December, begging and pleading with them on Israel’s behalf, to vote down a resolution being introduced at the United Nations, that would have mandated an end to the Israel occupation of Palestine by 2017? Was he not successful in procuring Israel’s desire at the expense of the basic human rights of the Palestinians? And then, within days, to have Mr. Netanyahu spit in his eye! Oh, the shame of it! One is confident that Mr. Kerry will send a strongly-worded message to someone in Israeli diplomatic circles, perhaps a staff member responsible for cleaning the guest bath at the ambassador’s residence.
A reasonable person might ask what response to this is most appropriate. Unfortunately, we have moved far beyond reasonable when the U.S. tramples the basic human rights of an entire nation to please a powerful lobby, and when a member of the House of Representative invites a world leader to address Congress without mentioning it to the president. But let’s play the ‘what if’ game anyway.
The U.S. gives Israel $3 billion a year, with no strings attached. One might think that that would give the U.S. some leverage in getting Israel to adapt its behavior in some way. Might not the U.S. say that the next gift, perhaps a shipment of bombers, is contingent on a cessation of new, illegal settlement activity? Or perhaps an end to the brutal blockade of the Gaza Strip? Some adherence to international law, it seems, could be tied to continued U.S. funding.
But no, there is no precedent for such actions; in fact, the reverse is true. There is historical precedent for simply writing a blank check to Israel. In 1988, an Israeli journalist commented that “One may say no to America and still get a bonus.” Nothing has changed in twenty-seven years.
So there we are. In March, Mr. Netanyahu will be in town to address Congress and participate in that even more important governing body, AIPAC (American Israel Political Affairs Committee). Most of Congress will join him there, where the real governing takes place, to bow and scrape before the holders of the biggest checkbooks. Heaven forbid they spend as much time or energy with constituents; what a waste of valuable time! Money, it is said, talks, and the members of Congress always have a listening ear.
Fortunately, the rest of the world is looking in another direction, recognizing the arrogance of Mr. Netanyahu, the cruelty of the occupation, the hypocrisy of the U.S. and the ineffectual administration of Mr. Obama. The work of the ICC will continue slowly, but it will continue. Without Israel’s cooperation, which it has vowed not to provide, there may be no just outcome, but the focus is on Israel. While an accused is presumed innocent until proven guilty, the reputation of an accused who gets off on the technicality of refusal to cooperate is more than a little tarnished. Israel’s long walk toward international isolation is accelerating. And the U.S. is only expediting it.
Whatever the next several months bring for Palestine, Israel and the U.S., only a few things are sure: Palestinians will continue to suffer under the brutal, apartheid Israeli regime even as more and more nations recognize it; Israel will continue to draw almost universal condemnation, with the U.S. being the main holdout, for the brutal occupation of Palestine, and the U.S., long seen outside its own borders as the world’s main terrorist nation, trampling on the human rights of entire nations simply to ensure the filling of corporate coffers, will do nothing to dissuade the world from that opinion. The U.S. and Israel will impede the march of justice, but increasingly it is obvious that they cannot stop it.
The Forward recently released its annual list of top-earning heads of Jewish non-profit organizations and the results of an independent analysis revealing not only that they earned more than the top leadership of non-Jewish nonprofits, but that several were egregiously overpaid.
Not noted by the analysts is that most of them spend a considerable portion of their time clamoring for more and stricter sanctions against Iran, something that has little to do with their stated organizational mission statements that include social justice, equality, human rights, and the well-being of the Jewish people.
Rabbi Marvin Hier, dean and founder of the Simon Wiesenthal Center (SWC), #2 on the Forward list, was paid $751,054 in 2012. Hier was ranked “by far the most overpaid CEO” according to the Forward‘s Salary Survey, earning more than twice what a head of an organization the size of SWC is expected to make. The Wiesenthal Center’s Museum of Tolerance opened in 2003 “to challenge visitors to confront bigotry and racism and to understand the Holocaust in both historic and contemporary contexts.” But illustrating the old adage that “when you’ve got a hammer, everything looks like a nail,” Hier has been in the forefront of promoting analogies between contemporary Iran and Nazi Germany. Amid warnings that a 2006 rumor that Jews in Iran would be forced to wear yellow badges was untrue, Hier’s corroboration of its veracity reportedly served as the basis for the Canadian National Post publishing the bogus claim as though it were fact. (Jim Lobe was among the first to spot and discredit the National Post story, leading to its retraction.)
Hier has repeatedly denounced the idea of negotiations with Iran, mocked Iranian leaders, and accused Iran of emulating North Korea in its negotiations with the 6 world powers known as the P5+1. He has also placed the SWC in the forefront of opposition to a negotiated deal with Iran and in favor of imposing new sanctions as soon as possible.
Abraham Foxman of the Anti-Defamation League (ADL) is #5 on the list with a 2012 salary of $688,280. Forward‘s Salary Survey found Foxman to be overpaid by 70%. The National Director of the ADL since 1987, Foxman has been accused in recent years of diverting the ADL from its self-described mission of fighting anti-Semitism and all forms of bigotry in the U.S. and abroad to putting the ADL “firmly on the side of bigotry and intolerance.” From dabbling briefly in Islamophobia during the Park 51 “Ground Zero Mosque” debate three years ago to the detriment of his organization, Foxman has since attempted to redeem himself by climbing on the Iran sanctions bandwagon.
After what was supposed to be an unpublicized meeting between the White House and the heads of prominent hawkish Jewish groups, Foxman, who was among them, seemed to confirm reports that Jewish organizational leaders, himself included, were willing to take a “time out” from vigorously campaigning for new and more crushing Iran sanctions. Less than two weeks later, however, Foxman blasted the Obama administration for an agreement Foxman claimed would not only roll back the sanctions regime prematurely but also “legitimize Iran as a threshold nuclear state.” While he said he wanted to give the Obama administration “a chance to demonstrate that they could make real progress on this issue,” Foxman took issue with “some of the points of the tentative agreement to be acted upon November 20 in Geneva.” Refraining from enacting additional sanctions was a “luxury” the U.S. did not have,” Foxman said.
On Dec. 6 Foxman toldHaaretz that he was embarrassed “by how our government has accepted the threats of blackmail by the Iranians against even discussing new sanctions.” Berating the Obama administration’s “hysterical” reaction to the prospect of new anti-Iran sanctions, Foxman fumed, “I would have liked them to tell Tehran: we are a democracy, and you can’t tell our legislators or us what we can or cannot discuss.” Foxman has never expressed criticism of Israeli leaders for telling Americans and U.S. legislators what they may and may not discuss. On Thursday, Foxman came out in strong support of the Nuclear Weapon Free Iran Act which the White House has vowed to veto.
Matthew Brooks, the executive director of the Republican Jewish Coalition (RJC) since 1990 (#7), received a salary of $563,372 in 2012, an overpayment of 93% according to the Salary Survey. A cursory glance at the RJC website reveals the organization’s vitriol against Iran diplomacy and Democrats, foremost among them President Obama. Several times a week the RJC sends out e-mails touting the need for more sanctions and skewering the notion of any diplomatic approach to Iran. The RJC’s Chairman of the Board of Directors is multi-billionaire casino magnate Sheldon Adelson, who recently proposed that the U.S. attack Iran with nuclear weapons.
Howard Kohr, the Executive Director of the American Israel Public Affairs Committee (AIPAC) since 1996 and its CEO since 2013 (#8), pocketed at least $556,232 in 2012 from AIPAC, and, according to AIPAC’s IRS 990, $184,410 in additional compensation. While the public face and voice of AIPAC is usually its president (a philanthropic board of directors activist chosen for a two-year term), it is Kohr who actually runs the organization.
During Kohr’s 17-year tenure, “the Iranian threat” moved to the forefront of the AIPAC policy agenda. AIPAC was a driving force behind the formative Iran Libya Sanctions Act of 1996 and has claimed credit for the passage of the Iran Refined Petroleum Sanctions Act in 2009. In 2011, Kohr dismissed the “the Arab Spring” as a diversion and called upon AIPAC activists to refocus members of Congress on the centrality of the Iran issue. In June 2012, AIPAC declared the talks between Iran and the P5+1 a failure and demanded the acceleration of “crippling economic sanctions” by Congress.
AIPAC has since maintained its support for tightening sanctions, notwithstanding the historic Nov. 24 interim agreement between Iran and world powers. An AIPAC Policy Memo issued on Nov. 25 insisted that Iran should not be allowed any uranium enrichment capability whatsoever — a non-starter for Iran. It also demanded that Congress press the administration to fully enforce existing sanctions, prohibit any increase in Iranian oil sales, limit the repatriation of Iranian funds to $3-4 billion, sanction companies attempting to re-engage with Iran’s economy, and closely monitor humanitarian aid destined for Iran.
Kohr recently suggested that AIPAC could back away from confronting the Obama administration on sanctions and instead direct its energies toward shaping the terms of the final deal with Iran. Nevertheless, two of AIPAC’s favorite senators from both parties, Robert Menendez (D-NJ) and Mark Kirk (R-IL), are at this moment actively working with AIPAC to push for new sanctions, notwithstanding the warnings by the Obama administration that additional sanctions will violate the interim accord and put the entire diplomatic process at risk. In the House, Steny Hoyer (D-MD) and Eric Cantor (R-VA), both among the top recipients of largess from AIPAC-linked pro-Israel PACs, have also threatened to impose new sanctions on Iran, though Hoyer appears to have acquiesced to appeals from the administration to hold off for now (see Jim Lobe’s recent piece).
AIPAC also pays $466,912 salary to Vice CEO Richard Fishman, who was managing director until 2013. Fishman also serves as executive director of the America Israel Educational Foundation (AIEF), a tax exempt organization that brings members of Congress on “educational” junkets to Israel.
David Harris, executive director of the American Jewish Committee (AJC) for the past 23 years (#11), also tops the half million mark with a salary of $504,445. Iran has also moved to the center stage of the AJC’s agenda in recent years. Harris’s niche in a crowded field is alleged Iranian support for terrorism. On Jul. 1, a few weeks after Hassan Rouhani was elected as Iran’s new President, Harris charged that Rouhani was implicated in the 1994 bombing of the AMIA Jewish Center in Buenos Aires; this was more than a week after Alberto Nisman, the Argentine prosecutor in the AMIA case, had informedTimes of Israel editor David Horovitz that Rouhani was neither under indictment nor accused of any involvement. Harris was the first of Jewish head honchos invited to the White House in late October to deny that any agreement had been reached with Jewish groups about lessening their pressure for sanctions.
The neoconservative movement, which is generally perceived as a radical (rather than “conservative”) Republican right, is, in reality, an intellectual movement born in the late 1960s in the pages of the monthly magazine Commentary, a media arm of the American Jewish Committee, which had replaced the Contemporary Jewish Record in 1945. The Forward, the oldest American Jewish weekly, wrote in a January 6th, 2006 article signed Gal Beckerman: “If there is an intellectual movement in America to whose invention Jews can lay sole claim, neoconservatism is it. It’s a thought one imagines most American Jews, overwhelmingly liberal, will find horrifying. And yet it is a fact that as a political philosophy, neoconservatism was born among the children of Jewish immigrants and is now largely the intellectual domain of those immigrants’ grandchildren”. The neoconservative apologist Murray Friedman explains that Jewish dominance within his movement by the inherent benevolence of Judaism, “the idea that Jews have been put on earth to make it a better, perhaps even a holy, place” (The Neoconservative Revolution: Jewish Intellectuals and the Shaping of Public Policy, 2006).
Just as we speak of the “Christian Right” as a political force in the United States, we could also therefore speak of the neoconservatives as representing the “Jewish Right”. However, this characterization is problematic for three reasons. First, the neoconservatives are a relatively small group, although they have acquired considerable authority on and within Jewish representative organizations, including the Conference of Presidents of Major American Jewish Organizations. In 2003, journalist Thomas Friedman of the New York Times counted twenty-five members saying, “if you had exiled them to a desert island a year and half ago, the Iraq war would not have happened”. The neoconservatives compensate for their small number by multiplying their Committees, Projects, and other think tanks, which certainly give them a kind of ubiquity.
Second, the neoconservatives of the first generation mostly came from the left, even the extreme Trotskyist left for some such as Irving Kristol, one of the main editors of Commentary. During the late 1960s the Commentary editorial staff begins to break with the liberal, pacifist left, which they suddenly find decadent. Norman Podhoretz, editor of Commentary from 1960 until his retirement in 1995, was a militant anti-Vietnam dissenter until 1967, but then in the 70s became a fervent advocate of an increased defense budget, bringing the journal along in his wake. In the 1980s, he opposed the policy of détente in his book The Present Danger: in the 1990s, he calls for the invasion of Iraq, and then again in the early 2000s. In 2007, while his son John Podhoretz was taking over as editor of Commentary, he asserted once again the urgency of a U.S. military attack, this time against Iran.
Third, unlike evangelical Christians who openly proclaim their unifying religious principles, neoconservatives do not display their Judaism. Whether they’d been Marxists or not, they appear mostly non-religious. It is well-know that their major influence is the philosophy of Leo Stauss, so much so that they are sometimes referred to as “the straussians”; Norman Podhoretz and his son John, Irving Kristol and his son William, Donald Kagan and his son Robert, Paul Wolfowitz, Adam Shulsky, to name just a few, all expressed their debt to Strauss. Leo Strauss, born to a family of German Orthodox Jews, was both pupil and collaborator of political theorist Carl Schmitt, himself a specialist of Thomas Hobbes and advocate of a “political theology” by which the State must appropriate the attributes of God. Schmitt was an admirer of Mussolini, and the legal counsel of the Third Reich. After the Reichstag fire in February 1933, it was Schmitt who provided the legal framework that justified the suspension of citizen rights and the establishment of the dictatorship. It was also Schmitt, in 1934, who personally obtained from the Rockefeller Foundation a grant for Leo Strauss to study Thomas Hobbes in London and Paris, and then finally end up teaching in Chicago.
The thinking of Leo Strauss is difficult to capture, and certainly beyond the purview of this work. Moreover, Strauss is often elliptic because he believes that Truth is harmful to the common man and the social order and should be reserved for superior minds. For this reason, Strauss rarely speaks in his own name, but rather expressed himself as a commentator on classical authors, in whom he discovers many of his own thoughts. Moreover, much like his disciples Allan Bloom (The Closing of the American Mind, 1988) and Samuel Huntington, he is careful to clothe his most radical ideas in ostensibly humanist principles. Despite the apparent difficulty, three basic ideas can easily be extracted from his political philosophy, no different from Schmitt. First, nations derive their strength from their myths, which are necessary for government and governance. Second, national myths have no necessary relationship with historical reality: they are socio-cultural constructions that the State has a duty to disseminate. Third, to be effective, any national myth must be based on a clear distinction between good and evil; it derives its cohesive strength from the hatred of an enemy nation. As recognized by Abram Shulsky and Gary Schmitt in an article “Leo Strauss and the World of Intelligence” (1999), for Strauss, “deception is the norm in political life” – the rule they applied to fabricating the lie of weapons of mass destruction by Saddam Hussein when working inside the Office of Special Plans.
In his maturity, Strauss was a great admirer of Machiavelli, who he believes he understood better than anyone. In his Thoughts on Machiavelli, he parts from the intellectual trend of trying to rehabilitate the author of The Prince against the popular opinion regarding his work as immoral. Strauss recognizes the absolute immorality of Machiavelli, which he sees as the source of his revolutionary genius, “We are in sympathy with the simple opinion about Machiavelli, not only because it is wholesome, but above all because a failure to take that opinion seriously prevents one from doing justice to what is truly admirable in Machiavelli; the intrepidity of his thought, the grandeur of his vision, and the graceful subtlety of his speech”. The thought of Machiavelli is so radical and pure, says Strauss, that its ultimate implications could not be spelled out: “Machiavelli does not go to the end of the road; the last part of the road must be travelled by the reader who understands what is omitted by the writer”. Strauss is the guide who can help his neoconservative students do that, for “to discover from [Strauss’] writings what he regarded as the truth is hard; it is not impossible”. This truth that Machiavelli and Strauss share is not a blinding light, but rather a black hole that only the philosopher can contemplate without turning into a beast: there is no afterlife, and neither good nor evil; therefore the ruling elite shaping the destiny of their nation need not worry about the salvation of their own souls. Hence Machiavelli, according to Strauss, is the perfect patriot.
Neoconservatism is essentially a modern Jewish version of Machiavelli’s political strategy. What characterizes the neoconservative movement is therefore not as much Judaism as a religious tradition, but rather Judaism as a political project, i.e. Zionism, by Machiavellian means. Note that, in an article in the Jewish World Review on June 7th, 1999, the neoconservative Michael Ledeen defends the thesis that Machiavelli was a crypto-Jew, as were at the time thousands of families nominally converted to Catholicism under threat of expulsion or death. “Listen to his political philosophy, and you will hear the Jewish music”, wrote Ledeen, citing in particular Machiavelli’s contempt for the nonviolent ethics of Jesus and his admiration for the pragmatism of Moses, who was able to kill countless men in the interests of enforcing his new law.
Obviously, if Zionism is synonymous with patriotism in Israel, it cannot be an acceptable label in American politics, where it would mean loyalty to a foreign power. This is why the neoconservatives do not represent themselves as Zionists on the American scene. Yet they do not hide it all together either. Elliott Abrams, Deputy National Security Adviser in the administration of Bush’s son, wrote in his book Faith or Fear (1997): “Outside the land of Israel, there can be no doubt that Jews, faithful to the covenant between God and Abraham, are to stand apart from the nation in which they live. It is the very nature of being Jewish to be apart — except in Israel — from the rest of the population”. It is hard to come up with a better definition of Zionism, the corollary of which is the apartheid practiced against non-Jewish peoples in Palestine, defended in the same year by Douglas Feith in his “Reflections on Liberalism, Democracy and Zionism”, pronounced in Jerusalem, defending the right of Israel to be an “ethnic nation”: “there is a place in the world for non-ethnic nations and there is a place for ethnic nations”.
If one is entitled to consider the neoconservatives as Zionists, it is especially in noting that their foreign policy choices have always coincided perfectly with the interests of Israel (as they see it). Israel’s interest has always been understood as dependent on two things: the immigration of Eastern Jews and the financial support of the Jews of the West (American and, to a lesser extent, European). Until 1967, the national interest pushed Israel toward the Soviet Union, while the support of American Jews remained quiet. The socialist and collectivist orientation of the Labor Party in power naturally inclined them in this direction, but Israel’s good relations with the USSR were primarily due to the fact that the mass immigration of Jews was only possible through the good will of the Kremlin. During the three years following the end of the British mandate on Palestine (1948), which had hitherto limited Jewish immigration out of consideration for the Arab population, two hundred thousand Polish Jewish refugees in the USSR were allowed to settle in Palestine, with others coming from Romania, Hungary and Bulgaria.
The Six Day War was a decisive turning point: in 1967, Moscow protested against Israel’s annexation of new territories, broke diplomatic relations with Tel Aviv and stopped the emigration of its Jewish citizens, which had accelerated in the previous month. It is from this date that Commentary became, in the words of Benjamin Balint, “the contentious magazine that transformed the Jewish left into the neoconservative right”. The neoconservatives realized that, from that point, Israel’s survival – and its territorial expansion – depended on the support and protection of another super-power, the U.S. military, and concomitantly that their need for Jewish immigrants could only be fulfilled by the fall of communism. These two objectives converged in the deepening of military power of the United States. This is why Irving Kristol engaged the American Jewish Congress in 1973 to fight George McGovern’s proposal to reduce the military budget by 30%: “this is to drive a knife into the heart of Israel. […] Jews don’t like a big military budget, but it is now an interest of the Jews to have a large and powerful military establishment in the United States. […] American Jews who care about the survival of the state of Israel have to say, no, we don’t want to cut the military budget, it is important to keep that military budget big, so that we can defend Israel”. We now understand better what reality Kristol was referring to, when he famously defined a neoconservative as “a liberal who has been mugged by reality”.
In the late 60s, the neoconservatives support the militarist fringe of the Democratic Party, headed by Senator Henry Scoop Jackson, a supporter of the Vietnam War who challenged McGovern in the 1972 primaries. Richard Perle, parliamentary assistant to Jackson, wrote the Jackson-Vanik amendment, which made food aid to the Soviet Union conditional upon the free emigration of Jews. It is also within the office of Scoop Jackson that an alliance between the neoconservatives and the Rumsfeld-Cheney tandem will be forged, before Rumsfeld and Cheney took advantage of the Watergate scandal to join the Republican camp and infiltrate the White House. Perle placed his protégés Paul Wolfowitz and Richard Pipes in Team B, whose report was published in Commentary. During the Carter period, neoconservatives allied with evangelical Christians, viscerally anti-communist and generally well disposed towards Israel, the foundation of which they see as a divine miracle foreshadowing the return of Christ. The contribution of the neoconservatives to the Reagan victory allowed them to work within the government to strengthen the alliance between the United States and Israel; in 1981, the two countries signed their first military pact, then embarked on several shared operations, some legal and others not so, as evidenced by the network of arms trafficking and paramilitary operations embedded within the Iran-Contra affair. Anti-communism and Zionism had become so linked in their common cause, that in 1982, in his book The Real Anti-Semitism in America, the director of the Anti-Defamation League Nathan Perlmutter could turn the pacifism of the “peacemakers of Vietnam vintage, [the] transmuters of swords into plowshares”, into a new form of anti-Semitism.
With the end of the Cold War, the national interest of Israel changed once again. Their primary objective became not the fall of communism, but rather the weakening of Israel’s enemies. Thus the neoconservatives underwent their second conversion, from anti-communism to Islamophobia, and created new think tanks such as the Washington Institute for Near East Policy (WINEP) led by Richard Perle, the Middle East Forum led by Daniel Pipes (son of Richard), the Center for Security Policy (CSP) founded by Frank Gaffney, and the Middle East Media Research Institute (MEMRI). President George H.W. Bush, however, cultivated friendships with Saudi Arabia and was not exactly a friend of Israel; he resisted in September of 1991 against an unprecedented pro-Israel lobbying campaign that called for $10 billion to help Jews immigrate from the former Soviet Union to Israel. He complained in a televised press conference on September 12th that “one thousand Jewish lobbyists are on Capitol Hill against little old me”, thereby causing Tom Dine, the Executive Director of AIPAC, to exclaim that “September 12, 1991, is a day that will live in infamy”. Bush also resisted the neoconservatives’ advice to invade Iraq after OperationDesert Storm. Finally, Bush’s Secretary of State James Baker was too receptive to Arab proposals throughout the Madrid Conference in November 1991; the neoconservatives, as a result, sabotaged Bush’s chances for a second term and supported Democrat Bill Clinton. After eight years of Clinton, they finally completed their victory by having Bush’s son George W. elected and forcing him into the second Iraq war.
During Clinton’s two terms, while the Madrid agreements were buried by the Oslo Accords negotiated directly with an overwhelmed Yasser Arafat, neoconservatives prepared their return with Rumsfeld and Cheney, and threw all their weight behind their ultimate think tank, the Project for the New American Century (PNAC). William Kristol, son of Irving, also founded in 1995 a new magazine, The Weekly Standard, that immediately became the dominant voice of the neoconservatives thanks to funding from the pro-Israeli Rupert Murdoch. In 1997, it would be the first publication to call for a new war against Saddam Hussein. During the Clinton years, neoconservatives, although consulted by the White House, were not part of it. And so it is relevant to mention that, during this same time, the FBI was investigating an Israeli mole in the White House, who was allegedly using the code name “Mega” and enjoying privileged access to the Security Council. According to the investigator Gordon Thomas, quoted by the New York Post on March 5th1998, the FBI investigation was stopped when “Israel blackmailed President Clinton with private recordings of his steamy conversations with Monica Lewinsky”.
Speeches and mirrors
The 2007 book by John Mearsheimer and Stephen Walt, The Israel Lobby and U.S. Foreign Policy, shocked the American public by exposing the considerable influence of pro-Israel groups, the oldest of which being the Zionist Organization of America, and the most influential since the 70s, the American Israel Public Affairs Committee (AIPAC). The authors demonstrate that “the Lobby” has been the major force driving the United States into the Iraq war and, more generally, into a foreign policy that lacks coherence and morality in the Middle East. The authors’ thesis is yet incomplete because they leave absent the complementary role played from within State by the neoconservatives, who form the other arm of the pliers now holding the American foreign policy.
“We, the Jewish people control America, and the Americans know it”, Prime Minister Ariel Sharon said to minister of Foreign Affairs Shimon Peres on October 3, 2001, according to Israeli radio Kol Yisrael. His successor Benjamin Netanyahu proved it on May 24, 2011 by receiving 29 standing ovation by the American Congress, including at each of those sentences: “in Judea and Samaria, the Jewish people are not foreign occupiers” ; “No distortion of history could deny the 4,000-year-old bond between the Jewish people and the Jewish land” ; “Israel will not return to the indefensible boundaries of 1967” ; “Jerusalem must never again be divided. Jerusalem must remain the united capital of Israel”.
These two forces — the crypto-Zionists infiltrated in the government and the pro-Israel lobby — sometimes act in criminal conspiracy, as illustrated by the charge against Larry Franklin in 2005, who, as a member of the Office of Special Plans working under Douglas Feith, passed classified defense documents to two AIPAC officials, Steven Rosen and Keith Weissman, who in turn transmitted them to a senior official in Israel. Franklin was sentenced to thirteen years in prison (later reduced to ten years of house-arrest), while Rosen and Weissman were acquitted. Most neoconservatives are active members of the second most powerful lobby pro-Israel, the Jewish Institute for National Security Affairs (JINSA), of which Dick Cheney and Ahmed Chalabi are also members, among others responsible for instigating the Iraq invasion. JINSA was founded in 1976 by American army officers, intellectuals, and politicians, with one of its stated aims “to inform the American defense and foreign affairs community about the important role Israel can and does play in bolstering democratic interests in the Mediterranean and the Middle East”. Colin Powell, according to his biographer Karen DeYoung, privately rallied against this “separate little government” composed of “Wolfowitz, Libby, Feith, and Feith’s ‘Gestapo Office’”, which he also called “the JINSA crowd”.
In 2011, Powell’s former Chief of Staff Lawrence Wilkerson openly denounced the duplicity of neoconservatives such as David Wurmser and Douglas Feith, whom he considered like “card-carrying members of the Likud party. […] I often wondered if their primary allegiance was to their own country or to Israel. That was the thing that troubled me, because there was so much that they said and did that looked like it was more reflective of Israel’s interest than our own”. In fact, a significant number of neoconservatives are Israeli citizens, have family in Israel or have resided there themselves. Some are openly close to Likud, the nationalist party in power in Israel, and several have even been official advisors to Netanyahu; many are regularly praised for their work on behalf of Israel by the Israeli press. Paul Wolfowitz, for example, was nominated “Man of the Year” by the pro-Likud Jerusalem Post in 2003, and « the most hawkishly pro-Israel voice in the Administration » by the American Jewish daily newspaper The Forward.
The duplicity of the neoconservatives is brought to light by a document revealed in 2008 by authors such as James Petras and Stephen Sniegoski (see bibliography); it is a 1996 report by the Israeli think tank Institute for Advanced Strategic and Political Studies, entitled “A Clean Break: A New Strategy for Securing the Realm”, sent to the new Israeli Prime Minister, Benjamin Netanyahu. The team responsible for the report was led by Richard Perle, and included Douglas Feith, David Wurmser and his wife Meyrav Wurmser. Perle personally gave the report to Netanyahu on July 8th, 1996. The same year, the authors signed the founding manifesto of PNAC in the U.S., and four years later, they would be positioned in key posts of the U.S. military and U.S. foreign policy. As its title suggests, the report Clean Break invites Netanyahu to break with the Oslo Accords of 1993, which committed Israel to the return of the territories it occupied since 1967 and to retract illegal settlements. The new Prime minister should instead “engage every possible energy on rebuilding Zionism” and reaffirm Israel’s right over the West Bank and the Gaza Strip: “Our claim to the land — to which we have clung for hope for 2,000 years — is legitimate and noble. […] Only the unconditional acceptance by Arabs of our rights, especially in their territorial dimension, ‘peace for peace,’ is a solid basis for the future”. The authors of Clean Break therefore encourage Netanyahu to adopt a politics of territorial annexation, not only contrary to the official position of the United States and the United Nations, but also contrary to public commitments made by Israel. Even though he signed the “roadmap” intended to lead to an independent Palestinian State in September 1999, and maintained his position at the Camp David summit in July 2000, Netanyahu followed the advice of Clean Break and secretly worked to sabotage the process. During a private interview filmed without his knowledge in 2001, he bragged how he undercut the peace process: “I’m going to interpret the accords in such a way that would allow me to put an end to this galloping forward to the ’67 borders”. He also said: “I know what America is. America is a thing you can move very easily, move it in the right direction. They won’t get in our way.”
The recommendations to the Israeli government to sabotage the peace process in Palestine are presented by the authors of Clean Break as part of a larger plan to allow Israel to “shape its strategic environment”, by “removing Saddam Hussein from power in Iraq”, weakening Syria and Lebanon, and finally Iran. When Perle, Feith and Wurmser moved to key positions in the U.S. government, they arranged for the United States to implement the program themselves, without Israel having to pay a single drop of blood. If there are differences between the Clean Break report written for the Israeli government in 1996 and the report Rebuilding America’s Defenses written by the same authors for the U.S. government in 2000, it is not in the program itself, but rather the argued reasons. First, Clean Break does not have Iraq as a threat, but as the weakest of the enemies of Israel, the least dangerous and the easiest to break. In a follow-up to Clean Break, entitled Coping with Crumbling States: A Western and Israeli Balance of Power Strategy for the Levant, Wurmser emphasizes the fragility of Middle East States, particularly Iraq: “the residual unity of the nation is an illusion projected by extreme repression of the state”. Thus the same action of first overthrowing Saddam is recommended to Israel and the United States, but for opposite reasons. The weakness of Iraq, which is the reason for Israel, does not constitute a valid reason for the United States; and so it was therefore necessary to present Iraq to the Americans as a mortal threat to their country. Netanyahu himself authored an article in the Wall Street Journal in September 2002, under the title “The Case for Toppling Saddam”, describing Saddam as “a dictator who is rapidly expanding his arsenal of biological and chemical weapons, who has used these weapons of mass destruction against his subjects and his neighbors, and who is feverishly trying to acquire nuclear weapons”. Nothing of such a threat, however, is mentioned in Israeli internal documents, which also make no mention of any further connection between Iraq and Al-Qaeda, nor even Al-Qaeda in general. The perspective on Iraq in Clean Break was the realistic one, while the motives given America were pure propaganda: by the time American troops moved into Iraq, the country had been ruined by a decade of economic sanctions that had not only rendered its army powerless, but also destroyed its once exemplary education and health care systems, taking the lives, according to UNICEF, of half a million children.
The second fundamental difference between the strategy recommended for Israelis and the propaganda sold to the Americans: while the second highlights both the security interest of the United States, and the noble ideal to spread democracy in the Middle East, the first ignores these two themes. The changes proposed by the Clean Break authors are not expected to bring any benefit to the Arab world. Instead, the goal is clearly to weaken Israel’s enemies by sharpening ethnic, religious and territorial disputes between countries and within each country. After the fall of Saddam, foreseen in Coping with Crumbling States, Iraq would be “ripped apart by the politics of warlords, tribes, clans, sects, and key families”, for the benefit of Israel. Furthermore, it is not democracy that Clean Break recommended for Iraq, but rather restoring a pro-Western monarchy. Such an outcome would obviously be unacceptable to the Americans, but when Lewis Paul Bremer, as head of the Coalition Provisional Authority (CPA) in 2003, brought about the destruction of the military and civilian infrastructure in the name of “de-Bathification”, it was viewed as a success from the eyes of the Likud. Better still, by dissolving the army, Bremer indirectly created a disorganized pool of resistance of some 400,000 angry soldiers, ensuring chaos for a few years. Daniel Pipes had the gall to write, three years after the invasion of Iraq: “the benefits of eliminating Saddam’s rule must not be forgotten in the distress of not creating a successful new Iraq. Fixing Iraq is neither the coalition’s responsibility nor its burden”. And besides, he adds, “when Sunni terrorists target Shiites and vice-versa, non-Muslims are less likely to be hurt. Civil war in Iraq, in short, would be a humanitarian tragedy but not a strategic one” (New York Sun, February 28, 2006). Under Bremer’s leadership, 9 billion dollars disappeared in fraud, corruption and embezzlement, according to a report by the Special Inspector General for Iraq Reconstruction Stuart Bowen, published January 30th, 2005.
In 2001, Lewis Paul Bremer was the chairman of the National Commission on Terrorism who appeared on NBC two hours after the “collapse” of the Twin Towers, to calmly explain that “Bin Laden […] has to be a prime suspect” and that “there are at least two States, Iran and Iraq, which should at least remain on the list as essential suspects”. When the reporter from NBC drew a predictable parallel between the attack and Pearl Harbor, Bremer confirmed: “It is the day that will change our lives. It is the day when the war that the terrorists declared on the US […] has been brought home to the U.S.”
The difference between the neocons’ Israeli and American discourses finds its explanation in the Israeli document itself, which recommends Netanyahu present Israeli strategy “in language familiar to the Americans by tapping into themes of American administrations during the cold war which apply well to Israel”; the Netanyahu government should “promote Western values and traditions. Such an approach […] will be well received in the United States”. The references to moral values are thus nothing more than tactics to mobilize the United States. Finally, while the authors of the Israeli report stressed the importance of winning the sympathy and support of the United States, they also declare that their strategy will ultimately free Israel from American pressure and influence: “such self-reliance will grant Israel greater freedom of action and remove a significant lever of [United States] pressure used against it in the past”.
Passing off a threat against Israel as though it were a threat against the United States is a trick to which Netanyahu had no need to be converted; he has been employing it since the 1980s to rally Americans alongside Israel in the “international war on terrorism”, a concept which he can claim to have invented in his books International Terrorism: Challenge and Response (1982) and Terrorism: How the West can Win (1986). In their book An End to Evil (2003), Richard Perle and David Frum likewise work to embed the fears of Israelis into the minds of Americans; for example, they ardently urge Americans to “end this evil before it kills again and on a genocidal scale. There is no middle way for Americans: It is victory or holocaust”. It is, however, impossible for anyone to be consistently hypocritical, and it happens eventually that neoconservatives recklessly open their thoughts to the public. This is what happened to Philip Zelikow, Counselor to Condoleezza Rice and Executive Director of the Commission on September 11, when, speaking about the Iraqi threat during a conference at the University of Virginia September 10, 2002, he let slip: “Why would Iraq attack America or use nuclear weapons against us? I’ll tell you what I think the real threat is and actually has been since 1990: it’s the threat against Israel. And this is the threat that dare not speak its name, because the Europeans don’t care deeply about that threat, I will tell you frankly. And the American government doesn’t want to lean too hard on it rhetorically, because it is not a popular sell”. That’s really it in a nutshell: the United States must be led to make war with the enemies of Israel, and in order to that, Americans must be convinced that Israel’s enemies are America’s enemies.
In addition, it is necessary that the Americans believe that these enemies hate their country for what it claims to represent (i.e. democracy, freedom, etc.), not because of its support for Israel. The signatories of the PNAC letter to President Bush on April 3rd, 2002 (including William Kristol, Richard Perle, Daniel Pipes, Norman Podhoretz, Robert Kagan, and James Woolsey) go as far as claiming that the Arab world hates Israel because it is a friend of the United States, rather than the reverse: “No one should doubt that the United States and Israel share a common enemy. We are both targets of what you have correctly called an “Axis of Evil.” Israel is targeted in part because it is our friend, and in part because it is an island of liberal, democratic principles — American principles — in a sea of tyranny, intolerance, and hatred”. It is a well-known fact that America had no enemies in the Middle East before its covenant with Israel in the late 60s. On September 21st, 2001, the New York Post published an editorial by Netanyahu propagating the same historical falsification: “Today we are all Americans. […] For the bin Laden’s of the world, Israel is merely a sideshow. America is the target”. Three days later The New Republic responded with a headline on behalf of the Americans: “We are all Israelis now”. The post-9/11 propaganda has created a relationship fused by emotion. Wrongly, Americans have understood September 11th as an expression of hatred towards them from the Arab world and have thus experienced immediate sympathy for Israel, an emotional link neoconservatives exploit without limit; Paul Wolfowitz declared April 11th, 2002: “Since September 11th, we Americans have one thing more in common with Israelis. On that day America was attacked by suicide bombers. At that moment every American understood what it was like to live in Jerusalem, or Netanya or Haifa. And since September 11th, Americans now know why we must fight and win the war on terrorism”.
Questioned on September 11 about the event of the day by James Bennet for the New York Times, Netanyahu let go: “It’s very good […] it will generate immediate sympathy. […], strengthen the bond between our two peoples”. He confirmed it 8 years later, at Bar-Ilan University: “We are benefiting from one thing, and that is the attack on the Twin Towers and Pentagon, and the American struggle in Iraq”, adding that these events “swung American public opinion in our favor”. (Ma’ariv, April 17, 2008).
One of the goals is to encourage Americans to view the oppression of the Palestinians as part of the fight against Islamic terrorism. As Robert Jensen said in the documentary Peace, Propaganda and the Promised Land by Sut Jhally et Bathsheba Ratzkoff (2004): “Since the Sept 11th attack on the US, Israel’s PR strategy has been to frame all Palestinian action, violent or not, as terrorism. To the extent that they can do that, they’ve repackaged an illegal military occupation as part of America’s war on terror”. On December 4th, 2004, Prime Minister Ariel Sharon justified his brutality against the people of Gaza by claiming that Al-Qaeda had established a base there; but then on December 6th, the head of Palestinian Security Rashid Abu Shbak revealed in a press conference telephone banking traces proving that the secret services of Israel had themselves tried to create fake Al-Qaeda cells in the Gaza Strip, hoping to recruit Palestinians under the name of bin Laden. The recruits had received money and (defective) weapons and, after five months of indoctrination, were instructed to claim a future attack in Israel on behalf of “the Al-Qaeda group of Gaza”. Israeli services had intended, it seems, to mount an attack (whether real or false) against their own people and do so under the name of Al-Qaeda, in order to justify retaliation against Palestine.
In April 2003, a report titled Israeli Communications Priorities 2003, commissioned to the communications agency Luntz Research Companies & The Israel Project, by the Wexler Foundation, a Zionist organization specializing in cultural exchanges, offers linguistic recommendations to “to integrate and leverage history and communications for the benefit of Israel” with the American public. The document recommends, for example, to speak frequently of “Saddam Hussein” which are “the two words that tie Israel to America”, and “two of the most hated words in the English language right now”. “For a year — a SOLID YEAR — you should be invoking the name of Saddam Hussein and how Israel was always behind American effort to rid the world of this ruthless dictator and liberate their people”. The report also repeatedly suggests that a parallel between Saddam Hussein and Yasser Arafat needs to be established. By an ultimate sophistication, Michael Ledeen disputes in his book The War Against the Terror Masters (2003) the common idea that peace in Palestine is the condition for peace in the Middle East; the opposite, he claims, is true: “If we destroy the terror masters in Baghdad, Damascus, Tehran, and Riyadh, we might have a chance of brokering a durable peace [in Palestine]”.
The road to World War IV
Iraq was first on the list. Since the first Gulf war, neocons have been demonizing Saddam Hussein’s regime. David Wurmser, for example, published in 1999, after other islamophobic books, Tyranny’s Ally: America’s Failure to Defeat Saddam Hussein. In 2000, the American Enterprise Institute published Study of Revenge: Saddam Hussein’s Unfinished War Against America, whose author, Laurie Mylroie, expresses her debt to Scooter Libby, David Wurmser, John Bolton, Michael Ledeen, and above all Paul Wolfowitz and his wife Clare Wolfowitz, also member of AEI. Mylroie goes as far as accusing Saddam Hussein of being the mastermind of anti-American terrorism, blaming him (without proofs) for the 1993 bombing of the WTC, for the 1995 Oklahoma City bombing, and for the attack against the USS Cole in Yemen in 2000. What threatens the United States, according to her, is “an undercover war of terrorism, waged by Saddam Hussein,” itself “a phase in a conflict that began in August 1990, when Iraq invaded Kuwait, and that has not ended”. Richard Perle described this book as “splendid and wholly convincing”.
Neoconservatives lost no time in exploiting against Iraq the trauma of 9/11 after creating it. As soon as September 19th , Richard Perle invited to join in a Defense Policy Board meeting neocons Paul Wolfowitz and Bernard Lewis (inventor before Huntington of the self-fulfilling prophecy of the “Clash of Civilizations”), but neither Colin Powell nor Condoleezza Rice. The assembly agreed to overthrow Saddam Hussein as soon as the initial phase of the Afghanistan war is over. In a letter to President Bush written under the letterhead of PNAC, they reminded President Bush of his historical mission: “even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq. Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism”. The argument of a link between Saddam and Al-Qaeda is here toned down and, in the summer of 2002, Bush and British Prime Minister Tony Blair will simply evoke “broad linkages”. Perle, however, kept claiming, against all evidence, that supposed 9/11 terrorist Mohamed Atta had met with Iraqi diplomat Ahmed Khalil Ibrahim Samir in Prague in 1999. On September 8th, 2002 in Milan, Perle even made up a scoop for the Italian newspaper Il Sole : “Mohammed Atta met Saddam Hussein in Baghdad prior to September 11. We have proof of that”.
Rumors of a link between Saddam and Al Qaeda were finally traded for a more elaborate casus belli : Saddam’s Weapons of Mass Destruction. To force this new lie onto the American State Department and public opinion, Cheney et Rumsfeld renewed their winning strategy of Team B, consisting in overtaking the CIA through a parallel team of pseudo-experts, to produce the terrifying report they needed: this will be the Office of Special Plans (OSP), established within the Near East and South Asia (NESA) [Center for Strategic Studies] of the Pentagon, under the control of neocons William Luti, Abram Shulsky, Douglas Feith, and Paul Wolfowitz. Lieutenant Colonel Karen Kwiatkowski, who worked for NESA at that time, testified in 2004 of the incompetence of OSP members, whom she saw “usurp measured and carefully considered assessments, and through suppression and distortion of intelligence analysis promulgate what were in fact falsehoods to both Congress and the executive office of the president. […] This was creatively produced propaganda”.
On February 5th, 2003, Secretary of State Colin Powell engages his reputation in convincing the General Assembly of the United Nations that Saddam Hussein’s WMDs pose a threat to the world. He will later regret his speech, calling it “a blot on my record”, and claiming to have been deceived himself.
Just as some neoconservatives see the failure of U.S. forces in Iraq as a pretext to threaten Iran, others find the failure to recover Saddam’s “weapons of mass destruction” a pretext to accuse Syria. In 2003, they passed on the ridiculous allegations of Ariel Sharon, who said that Iraq had secretly transferred their WMDs to Syria, along with their nuclear scientists. On November 11th, 2003, Congress passed the Syria Accountability and Lebanese Sovereignty Restoration Act, imposing economic sanctions intended “to halt Syrian support for terrorism, end its occupation of Lebanon, [and] stop its development of weapons of mass destruction”. The aggression against Syria didn’t begin until 2011, under the guise of a civil war, but it had been premeditated since at least February 2000, when David Wurmser, in an article for the American Enterprise Institute entitled “Let’s Defeat Syria, Not Appease It” was calling for a conflict through which “Syria will slowly bleed to death”.
Since September 2001, Iran has also been placed in the cross-hairs of the neoconservatives. They seem to echo the sentiments of Israeli Prime Minister Ariel Sharon, who, in the London Times on November 2nd, 2002 called Iran the “center of world terror” and called for threats against Iran “the day after the U.S. invades Iraq”. The failure of U.S. troops to silence the resistance in Iraq forced the postponement of the attack on Iran. But Daniel Pipes took the bad news in good spirits, cheerfully stating in the New York Sun (February 28th, 2006) that the Iraqi civil war will invite “Syrian and Iranian participation, hastening the possibility of an American confrontation with those two states”. In spring 2008, President Bush publicly took up this new neoconservative chorus: “The regime of Teheran has a choice to make. […] If Iran makes the wrong choice, America will act to protect our interests and our troops and our Iraqi partners”. We should remember that in May 2003, through the Swiss ambassador in Tehran, the Iranian government sent to Washington a proposal known as the “Grand Bargain”, which, in exchange for the lifting of economic sanctions against Iran, promised cooperation with the United States to stabilize Iraq and to establish there a secular democracy, and was prepared to make further concessions, including peace with Israel. Bush and Cheney, however, prevented Powell from responding positively to the gesture. And therefore, summarized his Chief of Staff Lawrence Wilkerson: “the secret cabal got what it wanted: no negotiations with Tehran”.
In parallel to this kind of diplomatic obstinacy, false pretenses of war have been regularly created. We know from Gwenyth Todd, advisor on the Middle East linked to the U.S. Navy Fifth Fleet stationed in the Persian Gulf, that after being barely appointed commander of the fleet in 2007, Vice Admiral Kevin Cosgriff ordered his aircraft carriers and other ships into aggressive maneuvers in order to strike panic into the Iranians, hoping for a shot fired that would allow them to engage in war for which the pro-Israel lobby was eagerly waiting. Cosgriff wanted to “put a virtual armada, unannounced, on Iran’s doorstep”, without even informing Washington, according to the Washington Post, August 21st, 2012. On January 6th, 2008, the Pentagon announced that Iranian boats fired on American ships USS Hooper and USS Port Royal on patrol in the Strait of Hormuz, while broadcasting threatening messages such as: “I am coming to you”, and “you will explode after two minutes”. The television showed one of the Iranian boats dumping small white objects into the water, presenting the situation as one of hostility, as though the white objects were mines. Referring to this exceptionally “provocative and dramatic” incident, the Chairman of the Joint Chiefs of Staff Mike Mullen expressed concern about “the threat posed by Iran”, including “the threat of mining those straits”, and affirmed his willingness to use “deadly force” if necessary. In reality, the situation presented by the media and Mullen was completely untrue. The Iranian boats that patrolled the area and often passed American ships on a daily basis, had issued no threat whatsoever. Vice Admiral Cosgriff admitted that American crews had, in fact, noted that there was nothing to worry about, since the Iranian boats carried “neither anti-ship missiles nor torpedoes”. Nor did the threatening radio messages come from these vessels: “We don’t know for sure where they came from”, admitted the spokesman for the Fifth Fleet Lydia Robertson.
The 2009 Iranian elections and the ensuing protests in Tehran presented an occasion for a new tactic of psychological warfare, this time using Internet-based social networks and relayed by the American media. Within a few days, the death of a young woman that took place during the protests was appropriated as a horrifying symbol of the kind of oppression taking place in the Islamic regime. Neda Agha-Soltan was killed June 20th, 2009 by a sniper from the paramilitary, while exiting her car with her music teacher. A video of her agony and death, filmed live by mobile phone, was transmitted instantly around the world on Facebook and YouTube. Several rallies were held around the world in her honor. There was talk of her being awarded the Nobel Peace Prize. Her fiancé, a photographer named Caspian Makan, meets Shimon Peres in Israel and says: “I come to Israel as an ambassador of the Iranian people, a messenger of peace”, adding, “I have no doubt that the spirit and soul of Neda was with us during the presidential meeting”. Unfortunately, there emerge blatant inconsistencies: 1. There are actually three videos of Neda’s agaonizing death, which resemble several “takes” of the same scene. 2. A BBC interview with the doctor who attended her death is full of contradictions. 3. The autopsy concluded that Neda was killed at point blank range. 4. Finally, the face that became a global icon is actually that of another young girl, Neda Soltani. Many surmised that Neda Agha-Soltan, an apprentice actress, agreed to act her own death in exchange for a promising career abroad, but was shot for real immediately after.
Finally, Iran is indicted, since the beginning of the first Bush presidency, for its civilian nuclear research program, claims being made that it is only a front for secret military operations. The 2005 publication of a first National Intelligence Estimate (NIE) report was the subject of intense media attention regarding Iran and its supposed interests; though its revision in 2007 should have calmed what were alarming implications from the 2005 version, it was largely ignored, as was the fact that religious leaders of Iran, begun by Ayatollah Khomeini, had issued several fatwa banning nuclear weapons and other weapons of mass destruction. Meanwhile, nothing is mentioned regarding the illegal Israeli program that operates still unacknowledged, one that has allowed Israel to stockpile an estimated 200 atomic bombs to date.
Among the countries targeted by the neocons after 9/11, we must not forget to mention the two best allies of the U.S. in the Middle East, which is proof that the neocons do not have U.S. interests at heart. The plan to accuse and threaten Saudi Arabia was clearly built in the 9/11 false flag scenario, as is evidenced by the fact that Osama bin Laden and 15 out his 19 highjakers were Saudis. David Wurmser first opened fire in the Weekly Standard with an article titled “The Saudi Connection”, pretending that the Saudi royal family was behind the attack. The Hudson Institute had long been preparing the ground by violently denouncing all the sins (real and imaginary) of the Saudi dynasty, under the lead of its co-founder Max Singer (today director of research at the Institute for Zionist Strategies in Jerusalem). In June 2002, the Institute sponsored a seminar called “Discourses on Democracy: Saudi Arabia, Friend or Foe?”, where all answers pointed to foe as the right answer. A special event honored the publication of the book Hatred’s Kingdom: How Saudi Arabia Supports the New Global Terrorism, by the Israeli Dore Gold, once an advisor to Netanyahu and Sharon and an ambassador to the United Nations. On July 10th, 2002, neocon Laurent Murawiec, of the Hudson Institute and Committee on the Present Danger, was invited to speak before Richard Perle’s Defense Policy Board to explain that Saudi Arabia represented “the kernel of evil, the prime mover, the most dangerous opponent”, and to recommend that the U.S. army invade it, occupy it and dismember it. He summarized his “Grand Strategy for the Middle East” by these words: “Iraq is the tactical pivot. Saudi Arabia the strategic pivot. Egypt the prize”.
The neocons provided, in fact, the original inspiration of the soft challenge to the 9/11 official story, which admits the responsibility of Al Qaeda but points to links between the Bushes, the Saudis, and the bin Ladens. In their 2003 book, An End to Evil: How to Win the War on Terror, Richard Perle and and David Frum (Bush’s speech–writer) write that “The Saudis qualify for their own membership in the axis of evil”, and ask President Bush to “tell the truth about Saudi Arabia”, meaning that Saudi princes finance Al Qaeda. To understand the absurdity of such a claim, let us recall that Osama, who called the Saudi princes traitors to Islam for tolerating U.S. military bases since the Gulf war, was stripped of his Saudi nationality in 1994 and banned from the bin Laden clan. In a Declaration of War Against the Americans Occupying the Land of the Two Holy Places, published in 1996, bin Laden called for the overthrow of the Saudi dynasty and, in 1998, he admitted his role in the 1995 bombing of the National Guard headquarters in Riyad. Osama is the sworn enemy of the Saudis. It is unthinkable that the Saudis would have conspired with Osama bin Laden. […]
Bin Laden is a multi-use patsy. Blaming him for 9/11 made it possible to threaten and blackmail Saudi Arabia, but also Pakistan, another U.S. ally. For if the Taliban are behind bin Laden, Pakistan is behind the Taliban. No official accusation was made against Pakistan, but General Ahmed Mahmud, director of ISI (Pakistan’s CIA) was implicated by information leaked from India (an ally to Israel, against their common enemy Pakistan), by the The Times of India on October 9th, 2001: “US authorities sought his removal after confirming the fact that $100,000 were wired to WTC hijacker Mohamed Atta from Pakistan by [ISI agent] Ahmed Omar Saïd Sheikh at the insistance of General Mahmud”. Since Mohamed Atta is nothing but a patsy in this whole affair, the information can only be interpreted as a way to blackmail the ISI and Pakistan into supporting the official 9/11 story and collaborating with the U.S. to destroy the Taliban. If the ISI did pay Atta for some reason, then Atta’s name was picked as ringleader of the terrorists precisely for that reason, as a lever against Pakistan. Mahmud, who had travelled often to Washington since 1999, was there precisely between September 4 and 11, 2001. He allegedly met George Tenet, Director of the CIA, Marc Grossman, Under-Secretary of State for Political Affairs, and perhaps Condoleezza Rice (who denies). At the moment of the attacks, he was at a breakfast meeting including Bob Graham, Chairman of the Senate Intelligence Committee, and Porter Goss, Chairman of the House Intelligence Committee; “We were talking about terrorism, specifically terrorism generated from Afghanistan”, said Graham, who with Goss will be appointed to the 9/11 Commission.
The fake assassination of bin Laden (or assassination of fake bin Laden) in May 2011 in Pakistan is another proof that the 9/11 master plotters intended to keep maximum pressure on Pakistan. It allowed accusing Pakistan, after Afghanistan, of having welcomed and protected bin Laden for 10 years, which constitutes in the eyes of Americans real treason and a cause for war. Several books are written in this vein, such as Deadly Embrace: Pakistan, America, and the Future of Global Jihad by ex-CIA Bruce Riedel. According to Riedel, bin Laden’s quiet life in a suburb of Abbotabad suggest “an astonishing degree of duplicity” on the part of Pakistan, who might well be “the secret patron of global jihad on a scale almost too dangerous to conceive. We would need to rethink our entire relationship with Pakistan and our understanding of its strategic motives”.
All these wars and threats of wars under false pretexts in the wake of 9/11 betray a desire to inflame conflicts in the Middle East rather than to control resources, let alone encourage stability. Michael Ledeen himself declares in his article “The War on Terror will not end in Baghdad” in the Wall Street Journal, on September 4th, 2002: “We do not want stability in Iran, Iraq, Syria, Lebanon, and even Saudi Arabia: we want things to change. The real issue is not whether, but how to destabilize”.
What could be the motivation for these incessant accusations and two-faced policies? It’s not simply a mindless killing spree, and is rather a project designed by a group of exceptionally intelligent men, under a particular rationality with precise and realistic goals — but to what purpose? Osama bin Laden replied to this question in an article published by the London Arabic newspaper Al-Quds al-Arabi on February 23rd, 1998 (partially translated by Bernard Lewis in Foreign Affairs, November-December 1998). Referring to “the Crusader-Jewish alliance”, bin Laden speaks of “their attempts to dismember all the states of the region, such as Iraq and Saudi Arabia and Egypt and Sudan, into petty states, whose division and weakness would ensure the survival of Israel”. Indeed, it appears that a Zionist cabal is interested in a new kind of world war, one that would weaken and fragment all the enemies of Israel for decades to come, putting it in a position to surpass even the United States, who would be ruined by their ruthless military spending (just like the USSR in the 80s) and hated across the globe. Little, it would seem, stands in the way of the final phase of the Zionist plan: a thorough ethnic cleansing and the annexation of the whole of Palestine. Not without some irony, the neoconservative Stephen Schwartz, author of The Two Faces of Islam: The House of Saud, from Tradition to Terror (2003), attributed to Saudi Arabia a plan that would spread terror throughout the world (while recognizing Saudi Arabia “incapable of defending its own territory”) and blamed Islam for the emergence of a World War whose bloody unfolding will mean: “The war against terrorist Wahhabism is therefore a war to the death, as the second world war was a war to the death against fascism”.
In an article in the Wall Street Journal dated November 20th, 2001, the neoconservative Eliot Cohen speaks about the war against terrorism as “World War IV”, a framing soon echoed by other neoconservatives. In September 2004, at a conference in Washington attended by neoconservatives Norman Podhoretz and Paul Wolfowitz entitled “World War IV: Why We Fight, Whom We Fight, How We Fight”, Cohen said: “The enemy in this war is not ‘terrorism’ […] but militant Islam”. Like the Cold War (considered to be a third world war), this Fourth World War, as seen prophetically by Cohen, has ideological roots, will have global implications and will last a long time, involving a whole range of conflicts. The rhetorical device of this “fourth” global conflict has also been popularized by Norman Podhoretz, in “How to Win World War IV” published in Commentary in February 2002, followed by a second article in September 2004, “World War IV: How It Started , What It Means, and Why We Have to Win”, and finally in 2007 in a book called “World War IV: The Long Struggle Against Islamofascism”.
The Bible and the Empire
Clearly, the strategists of Likud and their neoconservative allies intend to forge their legacy as those who waged and won the global annihilation of the Islamic civilization. How does one account for such hubris? One explanation lies in the very nature of the State of Israel and the leadership role held by its military since day one, not unlike the American National Security State. David Ben Gurion, who combined the functions of Prime Minister and Defense Minister, saw the whole fate of Israel integrally intertwined with its failure or success in the defeat of an Arab enemy: “Why should the Arabs make peace? If I were an Arab leader I would never make terms with Israel. That is natural: […] we have come here and stolen their country. Why should they accept that? They may perhaps forget in one or two generations’ time, but for the moment there is no chance. So, it’s simple: we have to stay strong and maintain a powerful army. Our whole policy is there. Otherwise the Arabs will wipe us out” (Nahum Goldmann, The Jewish Paradox: A Personal Memoir, 1978). Thus, circumstances decree that Israel is and will be a security state.
It is, of course, also a colonizing state. Even when Levi Eshkol replaced Ben Gurion in 1963 as Prime Minister, his government could not oppose the military’s will of annexing new territories, as Ariel Sharon revealed to journalist Ze’ev Schiff shortly after the Six Days War: “We could have locked the ministers in the room and gone off with the key. We would have taken the appropriate decisions and no one would have known that the events taking place were the result of decisions by major generals” (Ha’aretz, June 1st, 2007).
Sharon is the man who, in the eyes of Israel and the world, most aptly embodies the spirit of the Israeli military and its security apparatus. He commanded Unit 101, which, on October 14th, 1953 razed the village of Qibya, Jordan, with dynamite, killing 69 civilians in their homes. In 1956, during the Suez Canal crisis, a unit under his command executed more than 200 Egyptian prisoners and Sudanese civilians. In 1971, charged with putting an end to ongoing resistance in the Gaza Strip, his troops killed more than 100 Palestinian civilians. And in September 1982, acting as the Minister of Defense, he launched the invasion of Lebanon, where, after his [overseeing the] slaughter of refugees in two Palestinian camps in West Beirut he was given the nickname, “the butcher of Sabra and Chatila”. The Prime Minister at that time was Menachem Begin, once the leader of the Irgun terrorist militia, who coordinated both the attack on the King David Hotel in 1946, and the Deir Yassin massacre in 1948.
Begin, Sharon and Netanyahu’s Likud have never stopped campaigning for a Greater Israel and against a proposed Palestinian state. While Foreign Minister to Netanyahu from 1996 to 1999, Sharon described the Oslo Accords as “national suicide” and rather advocated the “biblical borders”, thereby encouraging illegal settlements: “Everybody has to move, run and grab as many hilltops as they can to enlarge the settlements because everything we take now will stay ours” he said on November 15th, 1998. When he came to power in February 2001, with Netanyahu in turn becoming Foreign Minister, Sharon deliberately sabotaged the peace process and set off the second intifada through a series of calculated provocations. When on March 28th, 2001, 22 nations gathered in Beirut under the auspices of the Arab League and agreed to recognize Israel if it only complied with Resolution 242, the next day, the Israeli army invaded and besieged Yasser Arafat in his headquarters in Ramallah. Six months later, September 11th brought the fatal blow to any hope of peace.
The Likud and its political allies among religious extremists are not merely opposed to the secession of Palestine; they are driven by an almost imperial vision of Israel’s destiny. In December 1981, Ariel Sharon expressed in a speech for the Institute for Strategic Affairs at Tel Aviv University: “Beyond the Arab countries in the Middle East and on the shores of the Mediterranean and the Red Sea, we must expand the field of Israel’s strategic and security concerns in the eighties to include countries like Turkey, Iran, Pakistan, and areas like the Persian Gulf and Africa, and in particular the countries of North and Central Africa” (as translated from Hebrew in the Journal of Palestine Studies). This speech will be canceled at the last minute because of the controversy over the annexation of the Syrian territories at Golan Heights, but it will be published shortly after the in daily Ma’ariv. This “Sharon doctrine” is found in a number of Hebrew texts, translated and published by the dissident Israel Shahak in Open Secrets: Israeli Nuclear and Foreign Policies (1997). In an essay entitled “A Strategy for Israel in the Eighties” written for the World Zionist Organization in February 1982, Oded Yinon, a former senior official in the Ministry of Foreign Affairs, put forward a strategy to exert control over the Middle East through the fragmentation of Israel’s neighbors, beginning with Lebanon: “The total disintegration of Lebanon into five regional localized governments is the precedent for the entire Arab world including Egypt, Syria, Iraq, and the Arab peninsula, in a similar fashion. The dissolution of Egypt and later Iraq into districts of ethnic and religious minorities following the example of Lebanon is the main long-range objective of Israel on the Eastern Front. The present military weakening of these states is the short-term objective. Syria will disintegrate into several states along the lines of its ethnic and sectarian structure, as is happening in Lebanon today.”
The ideology behind Likud’s strategy and its neoconservative allies is an intransigent version of Zionism. Zionism, as its name suggests (Zion is the name given to Jerusalem 152 times in the Hebrew Bible), is before anything else a biblical dream, shaped by the biblically defined borders of Eretz Israel. “The Bible is our mandate”, proclaimed Chaim Weisman, the future first President of Israel, at the Versailles Conference in 1919. In Germany in the late 19th century, the biblical notion of a “chosen people” was translated by the founding fathers of Zionism into a racial ideology, correlative and in competition with the fantastical dream of a superior pan-Germanic Aryan race. Zionism, like Nazism, opposed the assimilationist trend of the majority of German Jews. Zeev Jabotinsky wrote in 1923, two years before Hitler’s Mein Kampf: “A Jew raised in the midst of Germans can certainly adopt German customs and speak the German language. He can become totally immersed in this German milieu, but he will always be a Jew, because his blood, his body and his racial type, his entire organic system, is Jewish”. We now know that these kinds of claims are categorically unscientific: Israeli settlers from Eastern Europe can not claim any biological descent from among the ancient Hebrews in Judea or Samaria, unlike the Palestinians they’ve evicted from their ancestral lands, and perhaps the Sephardic Jews from North Africa, once called “human garbage” by the Prime Minister Levi Eshkol and submitted to eugenic policies in the 1950s (Haim Malka, Selection and Discrimination in the Aliya and Absorption of Moroccan and North African Jewry, 1948-1956, 1998).
The Zionism of Zev Jabotinsky is as important a key as the Machiavellianism of Leo Strauss in decrypting the mentality of the men who, in Israel and in the United States, are trying to reshape the Middle East. It is, at least, a key to understand the ultimate goals of Benjamin Netanyahu, whose father, Ben Zion Netanyahu (born Mileikowsky in Warsaw), was the personal secretary of Jabotinsky. March 31st, 2009, Netanyahu appointed Foreign Minister Avigdor Lieberman, from the Yisrael Beiteinu party that presents itself as “a national movement with the clear vision to follow in the brave path of Zev Jabotinsky”. Lieberman is intent upon, “fighting Hamas just as the United States fought the Japanese during the Second World War”.
Zionism has outlived Nazism because, after the war, it was able to shamelessly capitalize on the terrible persecution of Jews in Europe and usurp the representation of the Jewish community. To do that, it had to force the forgetting of its active involvement with the Nazi regime in the 30s, which then saw the immigration of Jews to Palestine as the “solution to the Jewish problem” (see Lenni Brenner’s 51 Documents: Zionist Collaboration with the Nazis, 2009). The pervasive legitimacy of Zionism has also relied heavily upon its biblical roots. Despite being agnostic, David Ben Gurion (born Grün), was indoctrinated by the biblical story, to the point of adopting the name of a Judean general who fought the Romans; “There can be no worthwhile political or military education about Israel without profound knowledge of the Bible”, he is quoted stating (Dan Kurzman, Ben-Gurion, Prophet of fire, 1984). While envisioning an attack against Egypt in 1948, he wrote in his diary: “This will be our revenge for what they did to our ancestors in Biblical times” (Ilan Pappe, The Ethnic Cleansing of Palestine, 2008). The planned ethnic cleansing by Ben Gurion in 1947-48, which forced the fleeing of 750,000 Palestinians (more than half of the native population), was deeply reminiscent of that which was ordained by Yahweh against the Canaanites: “dispossess them of their towns and houses” (Deuteronomy 19:1), and, in the towns that resist, do “not leave alive anything that breathes” (Deuteronomy 20:16-17).
This dream instilled by the biblical God to His chosen people is not only racist, it is also militarist and imperialist. These verses from the second chapter of Isaiah (reproduced in Micah 4:1-3) are often held up to show the pacifist trend of the biblical prophecy: “they shall beat their swords into plowshares, their spears into pruning hooks. Nation will not take up sword against nation, nor will they train for war anymore” (Isaiah 2:4); but taken in context, we see that this Pax Judaica will come only when “all the nations shall flow” to the Jerusalem temple, from where “shall go forth the law” (Isaiah 2:1-3). This vision of a new world order with Jerusalem at its center resonates within the Likudnik and neoconservative circles. At the Jerusalem Summit, held from October 12th to 14th, 2003 in the symbolically significant King David Hotel, an alliance was forged between Zionist Jews and Evangelical Christians around a “theopolitical” project, one that would consider Israel, according to the “Jerusalem Declaration” published on the official website of the Summit, “the key to the harmony of civilizations”, replacing the United Nations that’s become a “a tribalized confederation hijacked by Third World dictatorships”: “Jerusalem’s spiritual and historical importance endows it with a special authority to become a center of world’s unity. […] We believe that one of the objectives of Israel’s divinely-inspired rebirth is to make it the center of the new unity of the nations, which will lead to an era of peace and prosperity, foretold by the Prophets”. Three acting Israeli ministers spoke at the summit, including Benjamin Netanyahu, and Richard Perle, the guest of honor, received on this occasion the Henry Scoop Jackson Prize.
Jerusalem’s dream empire is expected to come through the nightmare of world war. The prophet Zechariah, often cited on Zionist forums, predicted that the Lord will fight “all nations” allied against Israel. In a single day, the whole earth will become a desert, with the exception of Jerusalem, who “shall remain aloft upon its site” (14:10). Zechariah seems to envision what God could do with nuclear weapons: “And this shall be the plague with which the Lord will smite all the peoples that waged war against Jerusalem: their flesh shall rot while they are still on their feet, their eyes shall rot in their sockets, and their tongues shall rot in their mouths” (14:12). It is only after the carnage that the world will finally find peace, providing their worship of “the Lord Almighty”: “Then every one that survives of all the nations that have come against Jerusalem shall go up year after year to worship the King, the Lord of hosts, and to keep the feast of booths. And if any of the families of the earth do not go up to Jerusalem to worship the King, the Lord of hosts, there will be no rain upon them…” (14:16-17)
Is it possible that this biblical dream, mixed with the neo-Machiavellianism of Leo Strauss and the militarism of Likud, is what is quietly animating an exceptionally determined and organized ultra-Zionist clan? General Wesley Clark testified on numerous occasions before the cameras, that one month after September 11th, 2001 a general from the Pentagon showed him a memo from neoconservative strategists “that describes how we’re gonna take out seven countries in five years, starting with Iraq, and then Syria, Lebanon, Libya, Somalia and Sudan and finishing off with Iran”. Is it just a coincidence that the “seven nations” doomed to be destroyed by Israel form part of the biblical myths instilled in Israeli schoolchildren? According to Deuteronomy, when Yahweh will deliver Israel “seven nations greater and mightier than yourself […] you must utterly destroy them; you shall make no covenant with them, and show no mercy to them. You shall not make marriages with them…” (7:1-2). “And he will give their kings into your hand, and you shall make their name perish from under heaven” (7:24).

American Israel Public Affairs Committee (AIPAC), the pro-Israel lobby which is based in Washington, has begun a lobbying campaign to stop US lawmakers from cutting military aid to Egypt.
The group already said in public that it wanted aid to Egypt to continue flowing.
“In light of the treaty’s achievements and resilience,” AIPAC said in a March 27 memorandum, “The United States should continue its strong support for the treaty and back Egypt as it works with Israel to combat the threats of extremists within its borders who would seek to undermine it.”
On Tuesday, an amendment from Rep. Adam Schiff, D-Calif. was defeated in the House of Representatives. The amendment called for a cut in US military assistance to Egypt by $300 million – from $1.3 billion down to $1 billion.
Tuesday’s vote was partly due to pressure by AIPAC, Schiff said as reported by Al-Monitor.
“I didn’t know that AIPAC was weighing in at all on this until after the vote,” Schiff said. “But members did communicate to me after the vote that they had been persuaded by AIPAC not to support this.”
According to the report, Israel was a main topic of discussion during the debate of Schiff’s amendment as part of Tuesday’s markup of the State and Foreign Operations spending bill for FY2015.
Pro-Israel representatives argued the new government of President Abdel Fattah al-Sisi was doing a better job fighting Israel’s “enemies,” the report said.
“The aid we provide for the military also provides for Israel’s security,” said Rep. Kay Granger, R-Texas, the chairwoman of the State and Foreign Operations panel.
As Detroit, Michigan grapples with bankruptcy, requiring at least $1 billion in aid, it is probably not alone. “More U.S. cities could be heading towards bankruptcy”, said Richard Ravitch, a former Lieutenant-Governor of New York, who was instrumental in helping New York City navigate through its financial woes in the 1970s.
So with Detroit, once the world leader in automobile manufacturing, now on its deathbed, and other major U.S. cities selling off their buildings to pay current expenses, it may be informative to look at how the Federal government is spending U.S tax dollars.
Half a planet away is the glittering city of Tel Aviv. One wonders why that city can be so successful, while U.S. cities are dying. Could it be the $9 million dollars the U.S. gives to Israel, every single day of the year, more in foreign aid than the United States give to all other countries combined?
One might reasonably ask what Detroit could do with $9 million dollars a day. That city is trying to cobble together $1 billion to stay afloat this year; Israel is getting more three times that much from U.S. taxpayers, every year.
‘But’, the august, so-called representatives of the U.S. citizenry will proclaim, ‘Israel is the only democracy in the Middle East, a major ally of the U.S., and therefore must be supported’. Really? One wonders why this ally not only refuses to cooperate with the U.S.’s hapless and insincere efforts to broker a peace agreement between Israel and Palestine, but actually spits in the face of the U.S., as it accepts $9 million a day. When the joke of peace talks is announced, with the U.S. saying neither side should do anything to jeopardize them, Israel announces more illegal settlements. When the United Nations proposes condemning increased settlement-building, which the U.S. has stated it believes to be in violation of international law, Israel knows it can rely on the U.S. to veto any such resolution. When the U.S. hypocritically decries the human rights abuses so prevalent around the world, Israel knows that it is exempt from any such condemnation, if it only brutally abuses Palestinians.
Sadly, this is not a new phenomenon. Looking at one incident from the administration of President Ronald Reagan indicates Israel’s sure knowledge that it can do as it pleases, with no repercussions from the U.S.
In 1988, Mr. Reagan’s Secretary of State, George Shultz, crafted a plan that he hoped would resolve some ongoing, underlying issues between Palestine and Israel. His three point plan was as follows:
1) The convening of an international conference;
2) A six-month negotiating period that would bring about an interim phase for Palestinian self-determination for the West Bank and Gaza Strip, and
3) A date of December, 1988 for the start of talks between Israel and Palestine for the final resolution of the conflict.
Israeli Prime Minister Yitzhak Shamir immediately rejected this plan, claiming, incredibly, that it did nothing to forward the cause of peace. In response, the U.S. issued a new memorandum, emphasizing economic and security agreements with Israel, and accelerating the delivery of seventy-five F-16 fighter jets. This, ostensibly, was to encourage Israel to accept the peace plan proposals. Yet Israel did not yield. An Israeli journalist commented that the message received was: “One may say no to America and still get a bonus.” And thus it has been for generations.
The reason for this is hardly a mystery. The Israeli lobby, the American Israel Political Affairs Committee (AIPAC), funnels millions of dollars into the election and re-election campaigns of candidates and elected officials who are willing to jump as high as AIPAC demands. And it seems there is no height to which these worthies will not jump for the almighty dollar. In return, they send a fortune to Israel every year, defend its horrific human rights abuses, and ignore international laws, laws the U.S. has signed on to. And when Palestinians are occasionally able to gather supplies sufficient to send an ineffective rocket into Israel, the U.S. condones and finances the carpet-bombing of the beleaguered Gaza Strip.
Never mind that much of Detroit looks like it has annoyed Israel, and been victim of its bombs. Ignore the spiraling, out-of-control crime rate, the poverty, poor educational standards, failing infrastructure and despair that are so much a part of that once great city. Rather, fawn over Israel, send it vast amounts of money that could be going to assist the taxpayers who provide it, and accept those checks into campaign coffers from grateful Zionists.
The Palestinians have just sworn in a new unity government (why the media insists on saying that Hamas ‘seized control’ of the Gaza Strip in 2006, when it was democratically elected, is a mystery to this writer), and Israel is in panic mode. There now exists the possibility that Palestine will petition the International Criminal Court for redress from Israel’s many horrific crimes. Israel, with complete U.S. support, has successfully resisted every effort by the international community to investigate allegations of human rights abuses. The time may be approaching when it can hide no longer.
And what of that? As Israel becomes increasingly isolated in the world community, due at least partly to the success of the ‘Boycott, Divest and Sanction’ (BDS) campaign, including commercial, academic and entertainment boycotts, will not the U.S. always be there to come to the financial rescue? As more and more U.S. cities decay, as the educational level of U.S. schools falls further and further behind other industrialized nations, leaving a citizenry ill-prepared to work in the global economy, as the number of those living in poverty grows, what is all that, when AIPAC pulls the puppets’ strings?
A generation ago, when the U.S. first began moon exploration, with the goal of landing a person on the moon, some critics said that the vast amounts of money that that would cost could be better used on this planet. Today, as the U.S. bows and scrapes at the unholy altar of AIPAC, mightn’t the same argument be used? When U.S. citizens are in deep poverty, living in unsafe, decaying cities, is it a stretch of the imagination to think that U.S. tax dollars should go first to assisting them?
There remain, in isolated pockets of the U.S., people who believe that the United States is a democracy, with voters electing people to represent them, who will act in their best interests. When the tax burden falls mainly on the dwindling middle class, and the taxes they pay go not to assist the communities in which they live, but to support and uphold a barbaric apartheid regime, the time for the putting to bed of that myth has long since passed.
Detroit and countless other U.S. cities will continue to struggle to survive, as tax revenues are sent to a nation that holds the U.S. in complete contempt. But politicians will continue to have unlimited funds for their election campaigns, so business will remain as usual.
