Orbán says the US cannot push Hungary into war – the rest of Europe would be wise to follow his policy

BY THOMAS BROOKE | REMIX NEWS | APRIL 20, 2023

The relentless criticism by the Biden administration towards the incumbent Hungarian government is entirely disproportionate and unjustified, and does little to separate the current U.S. regime from the malign superpowers it seeks to distance itself from. Hungary’s leader recognizes this and is putting his own country’s interests ahead of those of the United States, a stance that Europe would be wise to follow.

Despite pressure from the U.S., Hungarian Prime Minister Viktor Orbán said his country cannot be pushed into joining the war on the side of Ukraine.

“The United States has not given up its plan to squeeze everyone, including Hungary, into a war alliance, to go with the crowd,” Orbán told a press conference last week.

“But I have made it clear several times, and Hungarian diplomacy has also expressed this, that the will of the Hungarian people is clear, and our knowledge of history is quite solid, so we will not allow this.

“We will not allow them to squeeze us into a war. We will not send any weapons, and we will not be involved in a conflict that is not our war,” the Hungarian premier added.

Orbán made the remarks amid growing tension with the U.S. Recent disparaging remarks by David Pressman, Biden’s top diplomat in Budapest, have been dismissive of a country which, whilst remaining on many issues a conforming ally to the United States, has had the audacity to form its own view on matters unfolding on its doorstep, and opted not to become entirely subservient to U.S. interests when the two countries have vastly different worldviews and face inherently different geopolitical threats

“We have concerns about the continued eagerness of Hungarian leaders to expand and deepen ties with the Russian Federation, despite Russia’s ongoing brutal aggression against Ukraine and threat to transatlantic security,” Pressman told a news conference in Budapest last week after criticizing the Hungarian government for retaining its stake in Russia’s International Investment Bank (IBB) upon which the U.S. government imposed sanctions last week.

Hungarian Prime Minister Viktor Orbán berated the shortsightedness of the U.S. decision on state radio, explaining that the Russian-controlled financial institution based in Budapest “could have played a serious role in developing Central European economies,” and expressed concern that the United States simply doesn’t understand the geopolitical climate and should stop acting like it does.

US Ambassador Pressman would push Hungary into war

The intention of Joe Biden’s man in Budapest is to drag Hungary into the conflict in Ukraine, writes József K. Horváth for the Magyar Hírlap newspaper

The Hungarian government withdrew its membership of the IBB the day after the sanctions were imposed, with Orbán stating the U.S. action had rendered the bank’s operations impossible.

“It can’t serve its function,” Orbán said. “We decided that under these circumstances, Hungary’s participation in the bank’s further work has become pointless.”

It’s not the first time the Hungarian government has been frustrated by decisions made in far-away Washington without an understanding of the nuanced consequences for the region.

U.S. government officials have regularly criticized the Hungarian administration for not following suit with the U.S. approach to the conflict in Ukraine, criticism which the Hungarian premier considers to be misguided.

“When I hear about nuclear weapons, or that a Western European country is taking depleted uranium weapons to Ukraine, I think of Chernobyl,” Orbán said while referring to Britain’s decision to send depleted uranium tank ammunition to Ukrainian forces.

“An American would never think of this, but we know that if something happens in Ukraine it’s best if people don’t go out into the streets, so we know what happened then.

“Or if in America they hear that someone died on the Ukrainian-Russian front, they obviously sympathize because it’s a loss, but it is not the same feeling as ours, because I immediately think that the person who died could be a Hungarian person from Transcarpathia.

“Everything that happens there becomes a part of our lives that very day.

“The dimension of the Americans is quite different, so I say that we rightly expect the United States to take note of Hungary’s special situation, its proximity to Ukraine, and to understand that we are therefore on the side of peace and want to stay there.”

Given the continued animosity from the U.S. towards the Orbán administration, it could be assumed that Hungary was an active belligerent nation in the conflict, and yet Budapest has complied with every anti-Russian sanction approved by the European Union, despite voicing its opposition to these actions.

“We have never agreed with sanctions, but we do not dispute anyone’s right, including the United States to impose sanctions if they see fit. We acknowledge these sanctions and roll with them,” Orbán said recently.

Hungary has welcomed tens of thousands of Ukrainian refugees and provided humanitarian aid to Kyiv and the affected areas, and it has denounced the Russian invasion of Ukraine from day one.

As is its right, Budapest has maintained its neutrality with regard to military intervention and assistance, and has refused to change its stance despite U.S. protestations.

Orbán added that his administration is mature enough to retain the longstanding Hungarian-U.S. alliance despite a difference in approach to the conflict in Ukraine.

“The American-Hungarian friendship must endure this difference of opinion,” he stated last week.

Whether Joe Biden and his politically-appointed diplomat in Budapest is willing to accept a difference of opinion and move on remains to be seen.

However, if the recent anti-Russian poster campaigns dotted across Hungary with the support of the U.S. embassy are anything to go by, it is difficult to see a reconciliation in the immediate future between the two countries, at least not while Joe Biden’s Democrats remain in the White House.

The Naive Belief in Governmental Benevolence

which covid should have destroyed by now

NewZealandDoc’s Newsletter | April 22, 2023

Those who accepted lockdowns, virtuously donned their masks, and eagerly lined up for the jabs and the boosters – people who think that I’m crazy to suggest that the covid measures adopted by New Zealand were as reprehensible as they were inefficacious – the people who have swallowed hook, line and sinker the lies of State over lo these many years – share one important characteristic, perhaps the one that defines their unwillingness to think for themselves.

They cannot bring themselves to believe that their governmental authorities are capable of evil.

You see, it’s that simple.

Despite a list of State atrocities over the lifespan of our human species that is nearly infinite, we here in the post-World War II West, refuse to countenance the idea of a murderous power elite masquerading as government for the good of all.

But how did such a conviction in the truthfulness of the State occur? How can so many be so certain of the unfailing goodness of the West?

Yes, this is a Western phenomenon – the advanced democratic, virtuous and egalitarian West of superior moral values, led by America. It is, furthermore, directly linked to the Second World War – and, in particular, to a myth fostered by the Western victors, which goes like this:

In genocidal Nazism, the most heinous and exceptional evil was concentrated. We who vanquished this evil are therefore good, and will always be good, regardless of our occasional peccadilloes. State-sponsored evil is a phenomenon of Nazi Germany, and it has been laid to rest.

America in the Fifties, when I was born, through the Seventies as I grew into myself, provided comfort, opportunity and even wealth for the lower and middle classes, factors that contributed to a feeling that life was good and that the country creating such an environment was also good.

When JFK was murdered by the CIA/Deep State of the time, most looked the other way and naively bought the fish tale of a lone marksman and a magic bullet. When the Twin Towers – AND WTC Building 7, let’s not forget – collapsed at freefall speed into their footprints as pulverized rubble on 9/11, no amount of uncanny physics and just plain common sense and eyewitness reports of multiple explosions could unconvince a majority that a rag-tag group of fanatic hijackers guided by an Arab mastermind from a Middle Eastern cave were to blame.

The incident in the Gulf of Tonkin in 1964 that became the pretext for American escalation in Vietnam was as much of a lie as the Colin Powell’s 2003 assertion at the United Nations that Iraq possessed Weapons of Mass Destruction. How many lives were lost, how many people were displaced, how much misery ensued as a result of these callous and willful deceptions?

You see, the American government could never be guilty of such heinous crimes, never. Other countries of the English-speaking West and most of Europe, though quick to expose Soviet criminality and the profligate depredations of Communist Mao, turned a blind eye to American State terrorism and murder, and refused to acknowledge the coterie of covert agencies engaged in secret destructive operations against their very own citizens.

So, here, and in our very now, a transnational terrorist and genocidal operation on a scale never yet seen – I am referring of course to the Corona Wars – has engulfed the globe. The covid jab is killing us softly, and sometimes loud, and everywhere, and yet people who themselves have experienced the dangerous adverse effects of this agent cannot or will not connect the dots.

For example, a fully jabbed and boosted neighbor of mine recently developed a deep venous thrombosis and, two days later, a life-threatening pulmonary embolism. At the time not one medical practitioner queried the role of the jab as a causative or contributing factor, she informed me. A week later, however, her healthcare personnel had miraculously grown wiser and managed to come up with a theory: they blamed it on covid, from which she had recovered months before. No surprise, I suppose. Covid, long or short or in-between, is the perfect fall-guy to take the rap for any jab-related malfeasance.

As I’ve written and spoken about many times before, good doctors here in New Zealand – who questioned the wisdom of universal inoculation, who offered treatments, who tailored their care to an individual’s needs, and who stuck to the necessity of informed consent – are being hounded, harassed and persecuted by a vacuous and corrupt medical council in league with a private organization based in Dallas, Texas – the Federation of State Medical Boards.

One exceptionally responsible and informed physician was recently put through the ordeal of a week-long Health Professionals Disciplinary Tribunal. The Medical Council of New Zealand accused him of undermining public confidence in the Pfizer jab by discussing covid prevention and treatment. Yes, you read that correctly.

Gaslighting, witch hunts – so it goes.

But allow me to return to my thesis. Since when did people fall lock, stock and barrel for the obvious deceptions of their overlords? And how, and why?

I grew up in an America full of promise – for its citizens at least. An avid hard-working soul could acquire a superb education without mortgaging his or her lifetime of labor. Gas was cheap, travel was easy and the open road could be a dream.

Psychologically speaking, the concentrated evil of the Holocaust, with the Nazi death camps and inconceivable horror, would become a convenient repository of all that was morally reprehensible, all that was bad, while our Good Leaders would ensure that we might live under their benevolent protective shield. Heck, even the nuclear incineration of two Japanese cities was consecrated as an act of merciful necessity.

On the long narrow road ahead how many of us will be left to mourn the fearful, the ignorant, the naive, or the just plain selfish who, nurtured in a transient era of Western abundance, sacrificed good sense to an illusion, refused to make a peep about the obvious, and in a cavalier ‘yep, yep’ created a society along the apartheid fault lines of vaccination?

Fear, ignorance, naivete, selfishness – these are the Horsemen of our New World Order apocalypse.

To fight them off we need a little courage, wit and love: it’s truly that simple.

Tennessee Says ‘No’ to Vaccinating Children Without Parental Consent

By Brenda Baletti, Ph.D. | The Defender | April 21 , 2023

The Tennessee Legislature on Thursday passed a law that prevents healthcare providers in the state from vaccinating minors without parental consent. The bill is now awaiting Gov. Bill Lee’s signature.

The “Mature Minor Doctrine Clarification Act,” passed in the Senate last week and in the House Thursday, requires healthcare providers to obtain informed consent from a parent or legal guardian before vaccinating a minor.

During its COVID-19 vaccination campaign in 2021, the Tennessee Department of Health (DOH) invoked the “‘mature minor’ doctrine” — which says children of different ages have different maturities and capacities to consent to medical treatment.

The DOH used this doctrine to justify allowing minors ages 14 and older to consent to vaccination without informing their parents, as long as the child is deemed “mature” by their physician.

But Rolf Hazlehurst, senior staff attorney for Children’s Health Defense (CHD), said the DOH’s vaccination policy was based on a “dangerous oversimplification” of the mature minor doctrine.

Many Tennessee lawmakers agreed. During an April 10 subcommittee meeting, bill sponsor Rep. John Ragan (R-Oak Ridge) said the new law, then a bill, clarified the mature minor doctrine, which he said, “has been misinterpreted and shall we say, abused somewhat.”

Ragan added that by passing this law, legislators would be “giving parents back their rights to make medical decisions for their children.”

Hazelhurst told The Defender the law is “extremely important because it closes a legal loophole, which endangered parents, children and healthcare providers.”

In a Feb. 21 hearing of the Tennessee House Health Subcommittee, Hazelhurst testified that the law’s importance goes beyond Tennessee, because “nationwide, people are still relying upon Tennessee’s misinterpretation of the mature minor doctrine” to vaccinate children without parental consent.

Hazlehurst was the senior attorney in a lawsuit brought by CHD against the District of Columbia, seeking an injunction to block enforcement of a law passed in 2020 allowing children 11 and older to consent to vaccination.

In that case, Hazlehurst said, the district based the arguments in its briefs in part on the Tennessee DOH’s interpretation of the mature minor doctrine as legal precedent for its law.

The federal judge in the district case sided with the plaintiffs and issued an injunction against the law in March 2022.

The “mature minor” doctrine

The “mature minor” doctrine invoked by DOH is based on a 1987 Tennessee Supreme Court case, Cardwell v. Bechtol, where the court ruled in favor of a doctor accused of medical malpractice for treating a 17-year-old girl for a herniated disk.

In that case, the court said the common law “Rule of Sevens” established that children have different capacities to consent to different medical treatments as they grow up, differentiating among children under the age of 7, ages 7 to 14 and over 14.

The Tennessee DOH summarized the “mature minor” doctrine in a memo on its website, interpreting it to mean that children under age 7 cannot consent to treatment. For children between the ages of 7 and 14, “a physician generally should get parental consent before treating.”

And for children ages 14 to 17, “The physician may treat without parental consent unless the physician believes that the minor is not sufficiently mature to make his or her own health care decisions,” it says.

In all cases, there are certain statutory exemptions where physicians can treat children without parental consent, including in situations involving emergencies, drug abuse, and contraception and prenatal care.

Based on this summary of the doctrine, the DOH concluded that county health departments follow Tennessee law and “provide medical treatment and vaccinations to patients as young as 14 without parental consent if the individual provider determines that the patient meets the definition of a ‘mature minor.’”

But the DOH’s summary of the doctrine “omit[s] critical elements of the mature minor doctrine,” CHD argued in a letter sent in August 2021 to Ragan and Sen. Kerry Roberts.

The Cardwell v. Becthol ruling explicitly stated that the “adoption of the mature minor exception to the common law rule [used in the ruling] is by no means a general license to treat minors without parental consent.”

Rather, the application of the mature minor doctrine is dependent “on the facts of each case,” to be determined by a jury. In other words, the DOH was taking a jury instruction in a medical malpractice case and stating it was a statewide standard for vaccination, contrary to the spirit of the ruling, the CHD letter said.

“We do not, however, alter the general rule requiring parental consent for the medical treatment of minors,” the Tennessee Supreme Court ruling states.

History of the controversy

The Tennessee DOH fired Dr. Michelle Fiscus, medical director of Tennessee’s Vaccine-Preventable Diseases and Immunization Program, in the summer of 2021, in part in response to an email she sent on May 12, 2021.

Fiscus sent the email to COVID-19 vaccine providers across Tennessee informing them that according to Tennessee’s “mature minor” doctrine, they could provide vaccinations to minors as young as 14 without parental consent if they deemed that patient to be a “mature minor.”

The email stated: “There is no federal, legal requirement for parent or caregiver consent for COVID-19, or any other, vaccine.”

Fiscus sent the email the same day the Centers for Disease Control and Prevention’s (CDC) Advisory Committee on Immunization Practices voted to recommend the use of Pfizer’s COVID-19 vaccines for children ages 12 and up, a decision she references in the email.

A few weeks after the letter went out, in the Tennessee General Assembly’s Joint Government Operations Committee meeting on June 16, 2021, Dr. Lisa Piercey, health commissioner and Fiscus’ boss, came under fire by Republican legislators for the email and the DOH’s targeting of children more generally.

Piercey confirmed in her testimony that based on the “mature minor” doctrine, the state of Tennessee treated 14-year-old children as capable of making decisions themselves as to whether to get the COVID-19 vaccine that was under Emergency Use Authorization.

Sen. Mark Pody responded, “I don’t know the terms that I could use to express my extreme disappointment, that in the state of Tennessee, where the majority of adults said no, to think that a 14-year-old child could say yes.”

At that time, only 37-39% of Tennessee residents were vaccinated, according to Piercey.

At the June 16, 2021, meeting, Rolf testified that the memo was clearly written by a lawyer — which Fiscus later confirmed in defending the email — in order to set a statewide locality rule that children 14 and up could be vaccinated without their parents’ consent.

“If a parent brings a lawsuit based on lack of consent, I have no doubt whatsoever that that letter will be attached as an exhibit in the motion to dismiss and the motion for summary judgment,” he said, adding, “I can’t stress enough that this letter has tremendous legal effect.”

The DOH fired Fiscus on July 12, 2021.

The Mature Minor Doctrine Clarification Act, which clarifies the rules about minor consent with respect to vaccination, was filed in the Tennessee General Assembly on Jan. 31.

‘Minor consent’ laws failing across the country

In March 2022, the U.S. District Court for the District of Columbia issued a preliminary injunction prohibiting the mayor of the District of Columbia, the D.C. Department of Health and D.C. public schools from enforcing the D.C. Minor Consent for Vaccinations Amendment Act of 2020 (D.C. Minor Consent Act), The Defender reported.

That law allowed a minor, 11 or older, to receive a vaccine, “if the minor is capable of meeting the informed consent standard” and the vaccine is recommended by the CDC’s Advisory Committee on Immunization Practices and provided according to the childhood immunization schedule.

The injunction stemmed from two lawsuits filed against the D.C. Minor Consent Act.

CHD and the Parental Rights Foundation filed one lawsuit, and the Informed Consent Action Network filed the other.

During oral arguments in the case, Hazlehurst argued the D.C. Minor Consent Act violates the Supremacy Clause of the U.S. Constitution because it contains multiple provisions that strip away the meager protections guaranteed to parents under the National Childhood Vaccine Injury Act of 1986.

The preliminary injunction, which the defendants did not appeal within the required 30-day period and therefore remains in place, reverted the district to the standard age of consent of 18, at least until the conclusion of the case.

‘Growing Frustration’ At FBI Over Failure to Charge Hunter Biden – Report

© AFP 2023 / ANDREW CABALLERO-REYNOLDS
By Wyatt Reed – Sputnik – 22.04.2023

There’s “growing frustration” among the FBI as US President Joe Biden’s unruly son Hunter has yet to be charged in multiple felonies and misdemeanor investigations over a year after agents concluded the bulk of their research, US media is reporting.

Investigators in the FBI “finished the bulk of their work on the case about a year ago,” according to NBC News, which noted that “a senior law enforcement source said the IRS finished its investigation more than a year ago” as well.

Per the outlet, “the possible charges are two misdemeanor counts for failure to file taxes, a single felony count of tax evasion related to a business expense for one year of taxes, and the gun charge,” which is “also a potential felony.”

The revelation comes just two days after a lawyer representing an anonymous IRS employee wrote in a letter to Congress that his client, a “career IRS Criminal Supervisory Special Agent who has been overseeing the ongoing and sensitive investigation of a high profile, controversial subject since early 2020,” is seeking to testify before the legislators as a protected whistleblower.

According to the lawyer, the IRS Special Agent, who’s reportedly spent over a decade on the job, is seeking to provide information that would “contradict sworn testimony to Congress by a senior political appointee,” “clear conflicts of interest” in the case, and specific instances of “preferential treatment and politics improperly infecting decisions and protocols.”

It’s unclear whether authorities are still considering charging the younger Biden with money laundering and failing to register under the Foreign Agents Registration Act as well. But over the past several years, the Justice Department has seriously ramped up prosecutions of alleged FARA violations – though so far they’ve largely focused on those politically opposed to the Biden family.

In 2018, Former Trump campaign chairman Paul Manafort was sentenced to 60 months in prison for supposed FARA violations relating to work carried out in Ukraine. He was hit with a further 30 months for other charges as well.

This week, several Black socialists in Florida were indicted for allegedly failing to register under FARA by prosecutors who accuse them of not telling US officials they received funds from someone supposedly acting on behalf of the Russian government, further fueling suspicions that the Biden administration’s prosecutions are politically motivated.

Here’s Why The US Is Trying To Pin The Blame For Sudan’s “Deep State” War On Russia

BY ANDREW KORYBKO | APRIL 21, 2023

Debunking The Latest Fake News Narrative

CNN published an exclusive piece on Thursday alleging that “Evidence emerges of Russia’s Wagner arming militia leader battling Sudan’s army”. They claim that satellite imagery shows increased Russian military transport activity between Libya and Syria in the run-up to Sudan’s “deep state” war. According to CNN, this confirms rumors that General Haftar is supplying Rapid Support Forces’ (RSF) leader General Mohamed Hamdan Dagalo (“Hamedti”) with surface-to-air missiles (SAM) on behalf of Wagner.

The Wall Street Journal published their own exclusive piece the day prior on Wednesday alleging that “Libyan Militia and Egypt’s Military Back Opposite Sides in Sudan Conflict”, so these two stories complement one another. Both Hamedti and Wagner have denied these claims, however. The Sudanese Ambassador to Russia also confirmed that “Russia is a friendly country to us so we have been in direct contact with [the] Russian Foreign Ministry since the very beginning of those events last Saturday.”

That diplomat’s reaffirmation of Sudan’s close ties with Russia is especially important since he represents the government that’s internationally recognized as being led by Chief General Abdel Fattah Al-Burhan, who commands the Sudanese Armed Forces (SAF) and is one of the two figures vying for power. At present, Khartoum therefore doesn’t extend credence to the emerging US-led Western Mainstream Media (MSM) narrative that Russia is arming the RSF via Haftar-Wagner, but that could soon change.

Preconditioning The Public For Another Proxy War

Unless the present three-day Eid ceasefire holds and leads to the start of peace talks that ultimately end this “deep state” war, which is unlikely since both sides made clear their intent to completely destroy the other, then this conflict is expected to resume in the near future. Should the SAF fail to defeat the RSF and possibly even be placed on the backfoot, then Burhan might gamble that it’s in his best interests to parrot the MSM’s anti-Russian accusations in an attempt to receive direct Western military support.

That scenario isn’t all that far-fetched either considering that the Associated Press and Politico both cited unnamed officials on Thursday to report that the US is assembling additional troops in nearby Djibouti to prepare for the possible evacuation of Americans from Sudan. This pretext could easily be exploited to arm the SAF and/or attack the RSF, especially if the Pentagon claims that the latter tried stopping its operation by building upon last week’s claim that its forces shot at an armored US diplomatic vehicle.

In the event that Burhan repeats the MSM’s emerging anti-Russian narrative and promises to rubbish Sudan’s naval base deal with Moscow upon defeating the RSF, then the Biden Administration can “justify” its military intervention on the basis of “defending Sudanese democracy from a Kremlin coup”. The public would then be told that the latest conflict was sparked by Russia’s support for the “insurgent” RSF, which the MSM would attribute to its interests in defending Wagner’s mining operations there.

American Meddling In Russian-Egyptian Relations

This would predictably precede an unprecedented but preplanned information warfare campaign painting Russia as a “destabilizing” force in Africa, which would be aimed at counteracting its hitherto highly successful efforts at presenting itself as a force of stability in support of legitimate governments. The purpose of this aforesaid operation would be to erode Russia’s newfound “Democratic Security” appeal across the continent with a view towards reversing the decline of Western influence there.

Furthermore, Burhan’s potentially opportunistic piggybacking on the earlier described emerging anti-Russian narrative could have serous implications for Moscow’s ties with Cairo due to the perception of them backing opposite sides in Sudan’s “deep state” war. Russian-Egyptian relations have recently been beset by scandal upon the latest Pentagon leaks alleging that Cairo abandoned its supposedly secret plan to supply rockets to Moscow under pressure from Washington and agreed to arm Kiev instead.

Considering this context, the scenario of Egyptian-backed Burhan blaming Russia for sparking the latest conflict could therefore lead to the rapid deterioration of Russian-Egyptian ties, especially if Cairo decides to indirectly retaliate against Moscow by curtailing its investment rights in Port Said. Those two signed an additional agreement on this industrial zone last month, which was first approved in 2018 and is supposed to help Russia expand its economic engagement with the broader region.

Punishing The Emirates For Its Close Relations With Russia

That goal could be jeopardized if Egypt decides to punish Russia through these means in response to Burhan opportunistically piggybacking on the MSM narrative in an attempt to obtain direct Western military support against the RSF. Furthermore, the UAE’s ties with Egypt and the US could also become much more complicated in that event too since Abu Dhabi is accused of backing reportedly RSF-allied Haftar, being favorable disposed to that armed Sudanese group, and secretly allying with Russia.

The last-mentioned accusation was brought to the public’s attentions as a result of the previously mentioned Pentagon leaks, which were denied by the UAE but coincided with the weakening of its ties with Washington that are partially over that Gulf country’s growing ones with Moscow. There are more factors at play than just the Russian-Emirati relationship, but the point is that the UAE’s problems with the US could be amplified by the MSM if Burhan accuses Russia of arming the RSF via Haftar-Wagner.

It also deserves mentioning that America’s other ulterior interest in its incipient propaganda campaign against Russia in Sudan is to complicate its geopolitical opponent’s logistical connections with the Central African Republic (CAR), which owes its continued existence as a state to Moscow’s military support. The Kremlin largely relies on transit across Sudan in order to supply its forces and its ally’s there, but this could be cut off if Burhan jumps on the anti-Russian bandwagon and revokes Moscow’s privileges.

The Chadian Connection

Lastly, another strategic factor behind this latest information warfare offensive against Russia is that it could ruin that country’s surprisingly solid relations with regional military heavyweight Chad. As explained in this recent analysis here, N’Djamena ended up expelling the German Ambassador earlier this month for meddling instead of the Russian one despite the US telling its counterparts in late February that Moscow is using Wagner in the CAR and Libya to arm anti-government rebels against it.

The Associated Press cited an African analyst from a Western risk assessment firm in their article on Thursday about 320 SAF troops fleeing to Chad to claim that this development could prompt N’Djamena into taking those forces’ side in Sudan’s “deep state” war. According to Benjamin Hunter, “N’Djamena is likely to oppose (Dagalo) due to fears that RSF dominance in Darfur could empower Chadian Arabs to unseat the (president’s) regime. Many within (Dagalo’s) Rizeigat tribe live across the border in Chad.”

If Chad becomes embroiled in Sudan’s “deep state” war on Burhan’s side, then it might be susceptible to Western suggestions that jumping on the anti-Russian bandwagon like he would have already done in this scenario could lead to them suspending their regime change campaign against N’Djamena. Should that happen, then this regional military heavyweight might also support any potentially forthcoming rebel/terrorist offensive that its historical French partner could soon plot against Russia in the CAR.

Concluding Thoughts

Putting everything together, the US plans to achieve the following strategic objectives by introducing the narrative that Russia is arming the RSF:

1. Entice Burhan to extend credence to these claims in exchange for US military support;

2. Demand that he also rescinds Russia’s naval base rights and cuts off its overflight access to the CAR;

3. Consider direct support to the SAF on the pretext of commencing an “evacuation operation” in Sudan;

4. Discredit Russia and the UAE’s African engagement policies by framing both as “destabilizing forces”;

5. Attempt to provoke a crisis in Russia’s relations with Sudan’s Chadian and Egyptian neighbors;

6. Exploit the above scenario to assemble a regional coalition for pushing back against Russia in Africa;

7. Encourage Chad to support a French-backed rebel/terrorist offensive in the Russian-allied CAR;

8. Plot a copycat proxy war in Russian-allied Mali in order to crush the Kremlin’s influence in the Sahel;

9. Perfect this new Hybrid War method prior to employing it all across the continent;

10. And thus turn Africa into the top proxy war battleground of the New Cold War.

The US therefore has many reasons to push this fake news campaign, though it’s unclear whether it’ll ultimately achieve any of its envisaged objectives or not.

Will The Republic Of Korea Dispatch Lethal Aid To Ukraine?

BY ANDREW KORYBKO | APRIL 22, 2023

Republic of Korea (ROK) President Yoon Suk-yeol told Reuters on Wednesday that his country was considering the dispatch of lethal aid to Ukraine if the humanitarian situation descends into a deeper crisis as a result of alleged Russian war crimes. In his words, “If there is a situation the international community cannot condone, such as any large-scale attack on civilians, massacre or serious violation of the laws of war, it might be difficult for us to insist only on humanitarian or financial support.”

Kremlin spokesman Dmitry Peskov warned that “any weapons supplies would imply a certain involvement in this conflict.” That same day, former Russian President and incumbent Deputy Chair of the National Security Council Dmitry Medvedev wrote the following on social media: “I wonder what the residents of this nation would say when they see the newest example of Russian weapons in possession of their closest neighbors, our partners from the DPRK [Democratic People’s Republic of Korea]?”

The ROK’s Yonhap News Agency then cited an unnamed senior presidential official on Thursday to report that “Decision on lethal aid to Ukraine depends on Russia’s actions”. According to their source, “The reason we are not taking such action voluntarily is because we want to simultaneously and in a balanced manner fulfill the task of stably maintaining and managing South Korea-Russia relations while actively joining the ranks of the international community in defending the freedom of the Ukrainian people.”

The larger context within which the latest ROK-Russian spat is playing out concerns President Yoon’s upcoming trip to the US next week, during which time it’s expected that US President Joe Biden will request that his country participate in some sort of arrangement for dispatching lethal aid to Ukraine. NATO Secretary-General Jens Stoltenberg declared in mid-February that his US-led military bloc is in a so-called “race of logistics”/“war of attrition” with Russia in Ukraine, and it’ll struggle to win without help.

Its members have already depleted a considerable amount of their stockpiles over the past 14 months, yet the conflict still continues raging on. Without maintaining the pace, scale, and scope of their lethal aid to Ukraine, that country might soon be at a major disadvantage vis-à-vis Russia, which could further delay its planned NATO-backed counteroffensive and possibly create the conditions for a ceasefire if Moscow is able to then consolidate its on-the-ground gains in the territories that Kiev claims as its own.

This explains the urgency with which the US is searching across the world for additional ammunition to arm Ukraine. Considering the ROK’s enormous shell stockpile that it’s built up over the decades in preparation of possibly fighting the DPRK once again, it makes sense why the US is approaching it. Nevertheless, Seoul’s compliance with Washington’s request could lead to Moscow arming Pyongyang with “the newest example of Russian weapons” exactly as Medvedev warned on social media.

For that reason, ROK officials remain divided on this ultra-sensitive issue as proven by the latest Pentagon leaks, yet they’ll ultimately have to do something since the resultant dilemma is unsustainable. President Yoon will probably be forced to make a choice during his upcoming trip to the US. On the one hand, directly arming Ukraine per the US’ wishes could prompt Russia to arm the DPRK, yet declining to dispatch lethal aid to that Eastern European country could lead to Seoul falling out of Washington’s favor.

Objectively speaking, the second scenario is much more aligned with the ROK’s national interests than the first, though President Yoon might end up trying to reach a so-called “compromise” under heavy US pressure. Polish Prime Minister Mateusz Morawiecki proposed precisely that in an interview with the New York Times earlier this month where he suggested that Biden convince his ROK counterpart to indirectly supply Ukraine with much-needed artillery shells via Poland.

Poland and the ROK signed a $5.8 billion artillery and tank deal last summer, and the latter’s Defense Acquisition Program Administration’s (DAPA) technology control bureau already approved a license for the export of partially ROK-built Krab howitzers to Ukraine last year according Kim Hyoung-cheol. He’s the director of the Europe-Asia division of the International Cooperation Bureau and confirmed this fact when talking to Reuters last month.

The precedent is therefore established at least in principle for the ROK to ship shells to Poland prior to their re-export to Ukraine under US supervision, but the relevant license would obviously first have to be approved, which will likely be discussed during President Yoon’s upcoming meeting with Biden. If that happens, however, then Russia might react furiously and even possibly arm the DPRK because these shell shipments would be much more strategically significant in the present context than the Krabs were.

It was certainly an unfriendly move for the ROK to approve the export of those systems that it partially built, but that development’s importance in shaping the dynamics of the present conflict pales in comparison to what could occur if it facilitates the massive re-export of artillery shells at this time. Doing so would enable Ukraine to remain in the so-called “race of logistics”/“war of attrition” with Russia, while declining to participate in this scheme could create the conditions for a ceasefire with time.

Assessed from this perspective, it can therefore be concluded that President Yoon’s decision could be a game-changer since his country can either contribute to perpetuating this conflict by keeping Ukraine in its aforesaid military-industrial competition with Russia or play a decisive role in drawing it to a close. He’s clearly under immense pressure from the US to do the first-mentioned so it would be an impressive display of strategic autonomy if the ROK ends up doing the second by refusing to send shells to Ukraine.

Revealed: NIH funded research at Wuhan lab to create mutant bat Coronaviruses & study their capacity to infect humans

Judicial Watch | April 20, 2023

Judicial Watch announced Wednesday it received 552 pages of records from the U.S. Department of Health and Human Services (HHS) that include the initial grant application and annual reports to the National Institutes of Health (NIH) from EcoHealth Alliance, describing the aim of its work with the Wuhan Institute of Virology (WIV) in China to create mutant viruses “to better predict the capacity of our CoVs [coronaviruses] to infect people.”

Eco Health Alliance planned to sequence the spike protein from coronaviruses obtained from bats for the purpose of “creating mutants to identify how significantly each would need to evolve to use ACE2,” which is explained as “the receptor to gain entry to human cells.”

Judicial Watch obtained the records through a Freedom of Information Act (FOIA) request it filed in December 2021 for:

“All reports submitted by EcoHealth Alliance to NIH or its sub-agencies related to NIH Grant No. 1R01A|110964 titled ‘Understanding the Risk of Bat Coronavirus Emergence” during the term of the grant.’”

In the initial “Application for Federal Assistance” submitted on June 5, 2013, by EcoHealth Alliance, a section is titled “Specific Aims,” which notes the intention to create mutant bat viruses and “predict the capacity of our CoVs [coronaviruses] to infect people”:

“To understand the risk of zoonotic CoV [coronavirus] emergence, we propose to examine 1) the transmission dynamics of bat-CoVs across the human-wildlife interface; and 2) how this process is affected by CoV evolutionary potential, and how it might force CoV evolution.

“We will assess the nature and frequency of contact among animals and people in two critical human-animal interfaces: live animal markets in China and people who are highly exposed to bats in rural China.”

“Specific Aim 3” discusses “Testing predictions of CoV inter-species transmission”:

“We will test our models of host range (i.e. emergence potential) experimentally using reverse genetics, pseudovirus and receptor binding assays, and virus infection experiments in cell culture and humanized mice.

“With bat-CoVs that we’ve isolated or sequenced, and using live virus or pseudovirus infection in cells of different origin or expressing different receptor molecules, we will assess potential for each isolated virus and those with receptor binding site sequence to spill over.

“We will do this by sequencing the spike (or other receptor binding/fusion) protein genes from all our bat-CoVs, creating mutants to identify how significantly each would need to evolve to use ACE2, CD26/DPP4 (MERS-CoV receptor) or other potential CoV receptors.”

In the continuing discussion of the aims of the research, the report states:

“In vitro [outside the body] cell lines & Humanized mouse model: We have developed primary cell lines and transformed cell lines from 9 bat species using kidney, spleen, heart, brain and intestine. We have used these for virus isolation, infection assays and receptor molecule gene cloning.

“We also have a large number of cell lines from humans and animals that we will use for virus infectivity assays. We have obtained a letter of support from Dr. Ralph Baric, who is keen to collaborate with us initially to infect his humanized mouse model with our bat SL-CoV [SARS-Like Coronavirus] that uses ACE2, and subsequently to use other CoVs that we identify …

“The results will provide information whether bat-CoVs could use known bat and human ACE2, DPP4 or other known CoV receptors to enter cells, and allow us to determine critical receptor binding sites, viral host range, and to better predict the capacity of our CoVs to infect people.”

EcoHealth Alliance’s $3.3 million grant to fund a project titled “Understanding the Risk of Coronavirus Emergence” was initially to run from Oct. 1, 2013, to Sept. 30, 2018. The first “Project/Performance Site Location” is the WIV.

Three other Chinese sites follow: East China Normal University in Shanghai, Yunnan Institute of Endemic Disease Control and Prevention in Dali and the Center for Disease Control and Prevention of Guangdong in Guangzhou.

On May 27, 2014, the NIH awarded EcoHealth Alliance $3,086,735 over five years for “Understanding the Risk of Bat Coronavirus Emergence.”

An EcoHealth Alliance grant application, received by the NIH on June 5, 2013, includes a list of “Senior/Key Personnel” including Shi Zhengli and Zhang Yun-Zhi of the WIV; Peter Daszak, CEO of EcoHealth Alliance; and other Chinese scientists, including Ke Changwen of the Chinese “CDC and Prevention of Guangdong Province.”

A section of the EcoHealth Alliance application titled “EcoHealth Alliance Budget Justification” describes some of the work to be conducted by EcoHealth scientists in China:

“A research scientist will be hired at 12 months time per year to provide direct assistance and oversight of field activities in China; maintain equipment and logistics; and coordinate animal and human sample shipment to the labs in China and in the US.

“Once we secure IRBs [Institutional Review Boards] for human sampling in Y1 [Year 1], we will hire three medical officers from China provincial CDCs [Centers for Disease Control] as consultants to work in Guangxi, Hunan, and Fujian during Y2-Y5. These medical officers will be responsible for IRB approved human sampling as well as maintaining cold chain for storage and shipping samples.

“Dr. Zhengli Shi, Senior Virologist. [Redacted] per year in Y1 -Y5. Dr. Shi will oversee the coronavirus screening for all samples collected in China. She will work with the PI [Principal Investigator], Co-Investigators, and Senior/Key Personnel to analyze data and write manuscripts. She will also coordinate data and material sharing with the co-investigators.”

In a budget calculation for the year 2014-15, the WIV as a sub-awardee of the grant was allocated to receive $128,718 in direct costs and $10,297 in indirect costs from NIH.

The salaries of Shi Zhengli and a WIV colleague Ge Xingyl are redacted from the budget. Over the five years of the grant, the Wuhan lab was to receive $749,976.

A section of the grant award titled “Wuhan Institute of Virology Budget Justification, Subaward” discusses “Other Direct Costs”:

  • RNA extractions

We will be running RNA extractions for 1,000 bats per year (three samples per bat: oral, anal and blood) in each year … Extracted RNA per animal will be pooled.

  • DNA Sequencing

In each year of the project, DNA sequencing will be performed on 3,200 samples at a cost of $2.91 per reaction. …

  • Laboratory Supplies

We request support for in vitro infection experiments using pseudoviruses carrying the spike proteins (wild type or mutants) or live viruses in cell lines of different origins, binding affinity assays between the spike proteins (wild types or mutants) and different cellular receptor molecules and humanized mouse experiments.

The Year 2 annual report for the bat coronavirus project, budget period June 1, 2016, to May 31, 2017, under “Specific Aim 3,” states:

“Testing predictions of CoV inter-species transmission. The following experiments will be undertaken in Year 2:

    • Humanized mice with human ACE2 receptors will be infected with WIV1 and the two rescued chimeric SARS-like coronaviruses to determine the tissue tropism and pathogenicity of bat SL-CoV.
    • Isolation of novel bat coronaviruses. Live virus or pseudovirus will be used to infect cells of different origin or expressing different receptor molecules. Spillover potential for each isolated virus will be assessed.
    • An infectious clone of full-length MERS-CoV [Middle East Respiratory Syndrome coronavirus] will be constructed using reverse genetic method. Using the S [spike] sequence of different MERS-related viruses identified from Chinese bats, the chimeric viruses with S gene of bat MERS-related coronaviruses and backbone of the infectious clone of MERS-CoV will be constructed to study the receptor usage and infectivity of bat MERS-related coronaviruses.

Among the “Additional Year 2 items for Specific Aim 3” are:

  • The infectious clone of WIV1 was successfully constructed using reverse genetic methods;
  • Two chimeric bat SARS-like coronavirus strains were constructed by replacing the S [spike] gene in the backbone of WIV1;
  • Permission to import mice with human ACE2 to China was obtained, so as to conduct the experimental infections proposed in our R01 specific aims.

The annual report submitted for Year 3 of the grant project, budget period June 1, 2017, to May 31, 2018, under the heading “Specific Aim 3: Testing predictions of CoV inter-species transmission,” notes:

“In Year 3, we successfully isolated Rs4874 from the single [bat] fecal sample. Using the reverse genetic system we previously developed, we constructed two chimeric viruses with the WIV1 backbone replaced with the S [spike] gene of Rs7327 and Rs4231, respectively.

“Vero E6 cells were respectively infected with Rs4874, WIV1-Rs4231S and WIV1-Rs7327S, and efficient virus replication was detected by immunofluorescence assay in all infections.

“To assess the usage of human ACE2 by the three novel SL-CoVs, we conducted virus infectivity studies using HeLa cells with or without the expression of human ACE2. All viruses replicated efficiently in the human ACE2-expressing cells.”

In the Year 4 annual report, budget period June 1, 2018, to May 31, 2019, submitted to NIH by EcoHealth on Sept. 16, 2020, in answer to the question “How Have the Results Been Disseminated to Communities of Interest,” the report details that Peter Daszak and WIV lab director Shi Zhengli briefed their findings to, among others, the Defense Advanced Research Projects Agency, the National Natural Science Foundation of China, the Chinese Center for Disease Control and Prevention and the Chinese Academy of Sciences.

Among the accomplishments listed in the Year 4 report is:

“In vivo [experimentation done in a whole organism] infection of SARSr-CoVs with variants of S [spike] protein in human ACE2 (hACE2) expressing mice.”

The report also includes information about the construction of viruses of “varying pathogenicity” and testing them on humanized mice:

“Using the reverse genetic methods we previously developed, infectious clones with the WIV1 [bat SARS-like coronavirus] backbone and the spike protein of SHC014, W IV16 and Rs4231, respectively, were constructed and recombinant viruses were successfully rescued.

“In Year 4, we performed preliminary in vivo infection of SARSr-CoVs on transgenic mice that express hACE2. Mice were infected with 105 pfu of full-length recombinant virus of W IV1 (rWIV1) and the three chimeric viruses with different spikes.

“Pathogenesis of the 4 SARSr-CoVs was then determined in a 2-week course. Mice challenged with rWIV1-SHC014S have experienced about 20% body weight loss by the 6th day post infection, while rWIV1 and rWIV-4231 S produced less body weight loss.

“In the mice infected with rWIV1 -WIV16S, no body weight loss was observed (Fig. 35a). 2 and 4 days post infection, the viral load in lung tissues of mice challenged with rWIV1-SHC014S, rWIV1-WIV16S and rWIV1-Rs4231 S reached more than 106 genome copies/g and were significantly higher than that in rWIV1-infected mice (Fig. 35b). These results demonstrate varying pathogenicity of SARSr-CoVs with different spike proteins in humanized mice.”

In a revised award dated July 13, 2020, the NIH granted additional funds, including $77,750 to the University of North Carolina-Chapel Hill, $76,301 to the WIV and $75,600 to the Institute of Pathogen Biology of China.

The 2020 renewal application to extend funding for the Wuhan bat research projects states that EcoHealth would not be working with “select agents” (severe threats), such as SARS-CoV, but rather with a SARSr-CoV molecular clone designated WIV1 which, while a “BSL3” (biosafety level 3) pathogen, was not considered a select agent.

The select agent research was to be conducted at Baric’s lab at the University of North Carolina-Chapel Hill.

A section titled “P3CO Research” notes:

“Importantly, we are not proposing to genetically manipulate SARS-CoV over the course of this proposal. … However, we are proposing to genetically manipulate the full length bat SARSr-CoV WIV1 strain molecular clone during the course of this proposal, which is not a select agent, has not been shown to cause human infections, and has not been shown to be transmissible between humans.”

The same 2020 renewal application states:

“This project is a multi-institutional collaboration led by EcoHealth Alliance, New York (Daszak, PI), which will subcontract funds to three institutions: the Wuhan Institute of Virology (Dr. Shi), the University of North Carolina at Chapel Hill (Dr. Baric), and the Institute of Pathogen Biology (Dr. Ren).”

“A review of these and other documents strongly suggest that U.S. funding in China and elsewhere for mutant virus, gain-of-function research may have been responsible for the emergence of the COVID pandemic in Wuhan,” said Judicial Watch President Tom Fitton.

“This gain-of-function scandal should be the subject of criminal investigations.”

Through FOIA, Judicial Watch has uncovered a substantial amount of information about COVID-19 issues:

  • HHS records included emails of then-Director of the NIH Francis Collins showing a British physicians’ group recommended the use of Ivermectin to prevent and treat COVID-19.
  • Heavily redacted HHS records showed that just two days prior to FDA approval of the Pfizer-BioNTech COVID-19 vaccine a discussion was held between U.S. and U.K. health regulators regarding the COVID-19 shot and “anaphylaxis,” with the regulators emphasizing their “mutual confidentiality agreement.”
  • Judicial Watch obtained HHS records regarding data Moderna submitted to the FDA on its mRNA COVID-19 vaccine, which indicated a “statistically significant” number of rats were born with skeletal deformations after their mothers were injected with the vaccine. The documents also revealed Moderna elected not to conduct a number of standard pharmacological studies on the laboratory test animals.
  • Heavily redacted records from the FDA regarding the COVID-19 booster vaccine detailed pressure on COVID-19 booster use and approval.
  • HHS records detailed internal discussions about myocarditis and the COVID-19 vaccine. Other documents detail adverse “events for which a contributory effect of the vaccine could not be excluded.”
  • Judicial Watch uncovered HHS records detailing the extensive media plans for a Biden administration propaganda campaign to push the COVID-19 vaccine.
  • HHS records revealed previously redacted locations of COVID-19 vaccine testing facilities in Shanghai, China. The FDA had claimed the name and location of the testing facilities were protected by the confidential commercial information exemption of the FOIA.
  • NIH records showed an FBI “inquiry” into the NIH’s controversial bat coronavirus grant tied to the WIV. The records also show NIAID officials were concerned about “gain-of-function” research in China’s WIV in 2016. The Fauci agency was also concerned about EcoHealth Alliance’s lack of compliance with reporting rules and use of gain-of-function research in the NIH-funded research involving bat coronaviruses in Wuhan, China.
  • Texas Public Information Act (PIA) records showed the former director of the Galveston National Laboratory at the University of Texas Medical Branch, Dr. James W. Le Duc, warned Chinese researchers at the WIV of potential investigations into the COVID-19 issue by Congress.
  • HHS records regarding biodistribution studies and related data for the COVID-19 vaccines showed how a key component of the vaccines developed by Pfizer/BioNTech, lipid nanoparticles, were found outside the injection site, mainly the liver, adrenal glands, spleen and ovaries of test animals, eight to 48 hours after injection.
  • Records obtained from HHS through a FOIA lawsuit related to hydroxychloroquine and COVID-19 revealed that a grant to EcoHealth Alliance was canceled because of press reports that a portion of the grant was given to the WIV.
  • HHS records revealed that from 2014 to 2019, $826,277 was given to the WIV for bat coronavirus research by the NIAID.
  • NIAID records showed that it gave nine China-related grants to EcoHealth Alliance to research coronavirus emergence in bats and was the NIH’s top issuer of grants to the Wuhan lab itself. The records also included an email from the vice director of the Wuhan Lab asking an NIH official for help finding disinfectants for the decontamination of airtight suits and indoor surfaces.
  • HHS records included an “urgent for Dr. Fauci ” email chain, citing ties between the Wuhan lab and the taxpayer-funded EcoHealth Alliance. The government emails also reported that the foundation of U.S. billionaire Bill Gates worked closely with the Chinese government to pave the way for Chinese-produced medications to be sold outside China and help “raise China’s voice of governance by placing representatives from China on important international counsels as high level commitment from China.”
  • HHS records included a grant application for research involving the coronavirus that appears to describe “gain-of-function” research involving RNA extractions from bats, experiments on viruses, attempts to develop a chimeric virus and efforts to genetically manipulate the full-length bat SARSr-CoV WIV1 strain molecular clone.
  • HHS records showed the State Department and NIAID knew immediately in January 2020 that China was withholding COVID-19 data, which was hindering risk assessment and response by public health officials.
  • HHS records show that NIH officials tailored confidentiality forms to China’s terms and that the World Health Organization conducted an unreleased, “strictly confidential” COVID-19 epidemiological analysis in January 2020.
  • Fauci emails include his approval of a press release supportive of China’s response to the 2019 novel coronavirus.

U.S. Health Officials Opposed Early Efforts to Investigate Research in Wuhan’s Coronavirus Labs

By Emily Kopp | U.S. Right to Know |April 18, 2023

U.S. health officials opposed a diplomatic letter requesting international scientists tour Wuhan’s coronavirus labs in the spring of 2020, according to emails obtained through the Freedom of Information Act.

On May 15, 2020, the Department of State requested the Department of Health and Human Services cosign a letter “requesting that the PRC authorize and facilitate a visit of international scientists and public health experts to Wuhan,” the emails show.

The purpose: “To exchange information with counterparts who have conducted research on coronaviruses (including the origin and characteristics of SARS-CoV-2), examine all relevant data, and visit laboratory facilities where such research has been conducted, including the Wuhan Institute of Virology and Wuhan Center for Disease Control and Prevention labs,” the request reads.

Secretary of State Michael Pompeo addressed the letter to Han Zheng, vice premier of the People’s Republic of China, and Yang Jiechi, the director of the Office of Foreign Affairs of the Communist Party of China. The letter’s contents are fully redacted, but are described in the request from the State Department to HHS.

HHS Secretary Alex Azar declined to cosign the letter and even recommended that the State Department reconsider sending it.

“After careful consideration, HHS respectfully declines to join the letter,” reads the reply.

The HHS media office did not respond to a request for comment.

Eight agencies and offices within HHS authorized the negative reply, including the National Institutes of Health — which funded high risk virology in Wuhan — as well as two senior aides to Azar, according to interagency communications. The communications indicate that the “authoring agency” was the HHS Office of Global Affairs.

The new emails further illustrate how fledgling efforts to gain a window into the coronavirus virology at the pandemic’s center have been obstructed from within the U.S. government.

Health officials and the U.S. intelligence community opposed publishing information related to the Wuhan lab in early 2021 in part because it “called out actions that we ourselves are doing” and “demanded access that we ourselves would never provide,” U.S. Right to Know previously reported.

The NIH, which is a part of HHS, supported the discovery of new coronaviruses and experiments that enhanced their transmissibility and pathogenicity in the lab in Wuhan, according to federal records and grant reports.

Francis Collins, then the director of the NIH, and Anthony Fauci, director of its infectious diseases institute, helped conceive a 2020 scientific article that suppressed speculation about the possibility of a research related origin of the novel virus, according to other emails revealed through FOIA.

HHS outlined four reasons they opposed the diplomatic letter.

“We have sent our own letter to Mr. Azar’s counterpart at the National Health Commission, Minister Ma Xiaowei, regarding sample sharing,” the reply read. “We would like to ensure that line of inquiry remains open, and as such do not wish to confuse issues by joining this letter.”

Chinese authorities ordered labs to destroy early viral samples, other State Department records state. Officials in Beijing even overruled a data sharing agreement between a Texas lab and the Wuhan Institute of Virology preventing early access to viral samples, other emails demonstrate.

The HHS response continues: “We recently ended funding to the institute that this letter is requesting access to. … A request for a visit could be construed as opening the possibility for that funding to again be available, something we do not wish to be suggested.”

The NIH had temporarily suspended a grant to EcoHealth Alliance, the infectious diseases group that served as an intermediary between NIH and the Wuhan Institute of Virology.

“HHS recommends that the State Department reconsider sending the letter as it could be used to curtail access to Chinese vaccine and therapeutic development — something that we also do not wish to do as it could impede other Presidential health initiatives, such as Operation Warp Speed,” the response also states.

The U.S. and China would ultimately undertake separate tracks in vaccine development.

Two top Food and Drug Administration officials — director of FDA’s Center for Biologics Evaluation and Research Peter Marks, who coined the term “Operation Warp Speed,” and longtime FDA official Janet Woodcock, who led COVID-19 therapeutic development — were not involved in drafting the reply, the emails suggest.

The HHS response concludes that the desire for an inspection of the Wuhan labs by international scientists had already been “overtaken” by a resolution at the World Health Assembly in May 2020.

“Finally, the letter is now overtaken by the resolution agreed to at the 73rd World Health Assembly … to undertake an investigation into the origins of COVID-19,” the reply reads.

In fact, the World Health Assembly resolution called for an investigation to “identify the zoonotic source of the virus.” In other words, the resolution implicitly omitted a possible laboratory source.

Chinese authorities had final approval of the experts tapped to participate in the investigation. They included EcoHealth Alliance President Peter Daszak. The investigation concluded that a lab origin was “extremely unlikely,” a conclusion immediately rejected by World Health Organization Director-General Tedros Adhanom Ghebreyesus.

Missile Buildup by US, Allies Aimed at Achieving Global Superiority Over Russia, China – Moscow

By Ilya Tsukanov – Sputnik – 21.04.2023

Russia suspended its participation in the New Strategic Arms Reduction Treaty in late February in the wake of Ukrainian drone attacks on an airbase used by Russian strategic aviation. Before that, Washington unilaterally scrapped multiple agreements designed to ensure strategic stability, including the ABM and INF treaties.

The global arms race, including in the area of strategic missile weaponry, is spinning out of control, with the US and its allies seeking to achieve superiority over Russia and China, Russian Foreign Ministry Ambassador-at-Large Grigory Mashkov has said.

Mashkov, the former chairman of the Missile Technology Control Regime, a multilateral grouping of nations seeking to limit the proliferation of missiles and missile technology, warned in a Friday interview with Russian media that in today’s world, “in essence, we are witnessing a missile arms race with consequences that are very difficult to predict.”

“Tens of billions of dollars are being invested in improving missile technologies. This process is becoming uncontrollable,” the diplomat said.

At the same time, he noted, efforts are being made by some states to redistribute the strategic balance of power related to intercontinental ballistic missiles. “The buildup of weapons, primarily missiles, by the United States and its allies is aimed at achieving global superiority over potential rivals – China and Russia. Two vectors of a long-term military confrontation with a consolidated Western world have already clearly emerged – the European and the Asian,” Mashkov said.

“Strategic offensive weapons are being modernized at a rapid pace. The People’s Republic of China is actively building up its missile capabilities. The Democratic People’s Republic of Korea has recently broken into the club of ICBM powers. The ‘threshold’ countries – Israel, India, Pakistan – have not abandoned the idea of creating missiles with a range beyond 5,500 km,” Mashkov said.

According to the strategic weapons specialist, Moscow needs to be prepared for “any scenarios” after the expiration of the New START Treaty in 2026, including the possibility that a new agreement is not reached to replace it. “It cannot be ruled out that after the expiration of the New START Treaty in February 2026, a vacuum could form over the long term when it comes to international legal instruments designed to maintain stability.”

On top of that, Mashkov said, given the security challenges Russia is facing, Moscow has an obvious need to build up its missile potential, including tactical and intermediate-range weapons. The diplomat pointed out that in the wake of the US decision to rip up the Intermediate-Range Nuclear Forces Treaty (INF) in 2019, a logical question arose about “how far we have fallen behind other countries which possess this type of weapon over the 30 years of our participation in the treaty, and what needs to be done first and foremost to eliminate the imbalance that exists here.”

“There is an obvious need for Russia to build up its tactical missile potential and further increase the effectiveness of its use and stockpiling of missile weaponry in order to effectively respond to any challenges to national security, including in Kaliningrad, where NATO has set out to threaten Russian territory using American MLRS weapons,” Mashkov added.

The diplomat also warned that Moscow may have to rethink its voluntary commitment not to be the first to deploy medium and long-range missiles in western Russia, given the potential challenges to the country’s strategic security by the US and NATO. Russia, he noted, is also forced to “remain vigilant” on its eastern frontiers, given that it cannot be ruled out that the West will try to draw Russia into new conflicts against its will.

“Another area where questions arise relates to tactical missile systems, their preemptive and reactive potential for solving problems on the battlefield,” Mashkov said. “Therefore, it’s important to understand what kinds of threats are forming in this direction, how to counter them, as well as what we expect from our international partners in this regard, what kinds of compromises they may be prepared to make. It’s important to approach this not only from the perspective of resolving the current problems in Ukraine, but also ensuring long-term national security in the post-conflict period,” the diplomat said.

The past two decades have witnessed the dismantling of almost the entirety of the post-Cold War security architecture. In 2002, the Bush administration unilaterally scrapped the Anti-Ballistic Missile Treaty – a major weapons agreement restricting the number and types of anti-missile missile defenses the nuclear superpowers could develop. In 2019, the Trump administration pulled out of the Intermediate-Range Nuclear Forces Treaty, which prohibited the creation of ground-based nuclear-capable missile systems in the 500-5,500 km range. In 2020, the US pulled out of the Treaty on Open Skies – a major post-Cold War agreement with Russia and nearly three dozen other countries which provided for military aerial surveillance flights over treaty party nations, and designed to facilitate confidence in one another’s peaceful intentions. All of this proceeded as NATO engaged in an eastward expansion, swallowing up every former member of the former Warsaw Pact, plus over half a dozen members of the former Soviet Union and Yugoslavia, and setting its sights on expanding into Ukraine and Georgia, which Moscow warned constituted its “red lines.”

Earlier this year, Russia suspended its participation in the New Strategic Arms Reduction Treaty (but committed to continue to abide by its limitations on missiles and nuclear weapons), citing Washington’s creation of new strategic weapons, as well as attacks by America’s client state – Kiev, on a base hosting elements of the aerial prong of Russia’s strategic nuclear deterrent. Biden Secretary of State Antony Blinken called Moscow’s decision “really unfortunate and very irresponsible.”

NATO Expansion versus OPEC+ Oil Shock

By Salman Rafi Sheikh – New Eastern Outlook – 19.04.2023

Finland’s inclusion in, and the consequent expansion of, the North Atlantic Treaty Organisation (NATO), has supposedly brought much joy to the Western world supposedly fighting Russia for the protection of democracy and human rights. The real purpose of this fight, as we already know, is to preserve the West – mainly, the US-led – dominated post-Second World War world order, which assumed the shape of unilateral US hegemony after the fall of the Soviet Union in the early 1990s. With Russia – and China – delivering the hitherto clearest shock to this unilateral hegemony of the US, the latter is doing all it can to win more and more allies to augment its position against a very formidable threat. NATO’s expansion is one of the many steps the West – again, mainly the US – has recently taken to preserve the world order. But the ongoing Russia-Ukraine (NATO) military conflict has changed the world in many significant ways. For one thing, NATO’s expansion notwithstanding, the US cannot possibly even hope to successfully “isolate” Russia globally. As far as China is concerned, the US can neither “decouple” from China without facing a heavy cost, nor will be doing so without geopolitical consequences.

More than anything else, the recent decision of the OPEC+ countries to cut their production levels – and consequently raise oil prices – shows that the world’s most powerful oil producers continue to stand with Russia. This unanimous decision is not just an economic matter. In fact, the ability of the OPEC countries to reject US pressure and follow an autonomous approach – and support Russia – shows how these countries are actually following the Russian and Chinese vision of a multipolar world where countries – or blocks – can act according to their own national interests and without compromising them to appease the US. For the US hegemony, this irresistible drift toward multipolarity is much more damaging for its future than the expansion of NATO. NATO’s expansion means the organisation now has one more country with no significant military power from within Europe as its member, but the consolidation of alternative – and counter-hegemonic – power blocks outside of Europe/NATO means a fast shrinking space across the rest of the world for the US and its allies to force advantageous foreign policy outcomes.

Now, whereas the decision to cut oil production is going to hurt the US and its allies in Europe already facing an economic crunch and a cost of living crisis, the decision also shows an acute indifference to how it will hurt the Biden administration directly both geopolitically and domestically.

Consider this: since the start of the Russia-Ukraine (NATO) conflict, the US has been selling expensive oil to Europe. In March, the US oil sales to Europe hit an all-time high. But this enhanced supply has also led to about a 50 per cent increase in prices. Now, with OPEC deciding to cut its production and raise oil prices, Washington’s European allies – and indeed consumers in the US itself – will now be buying even more expensive oil and gas, which could add to the cost of living crisis they’re already facing.

Domestically, therefore, the Biden administration’s decision to force Europe to cut back their sale of Russian oil and/or put a price cap and thus start an economic war against Russia will become even more sensitive. Politically speaking, the Biden administration’s policy to release oil regularly from the US Strategic Petroleum Reserve in attempts to micromanage the oil prices and keep them abnormally low in the interests of American consumers will become even more difficult to implement in the next few weeks.

For the Biden administration – which is jubilant over NATO’s expansion – its decreasing inability to permanently micromanage oil prices coincides with the start of what many see as Donald Trump’s aggressive presidential campaign.

There are, as such two shocks. The fact that Russia has OPEC on its side means the US and NATO have so far failed to defeat Russia in any meaningful sense at all. Joe Biden cannot claim a victory over Russia for his re-election due next year. On the other hand, Washington’s inability to influence OPEC means drastic foreign policy failure, indicating a Russian success. In geopolitical terms, the OPEC+ move came after a meeting between Russian Deputy Prime Minister Alexander Novak and Saudi Energy Minister Prince Abdulaziz bin Salman in Riyadh on March 16 that focused on oil market cooperation. Therefore, it is widely seen as the tightening of the bond between Russia and Saudi Arabia.

The failure to manage the cost of living crisis and the fact that the Biden administration has lost allies, such as Saudi Arabia, combine to become very crucial rallying points for an assertive Donald Trump, who is already framing hurdles against his come-back in terms of the Biden administration’s “conspiracy” to have him convicted and eventually arrested.

Within Europe, this oil shock will complicate domestic politics and foreign policy even further. Recent large-scale protests in France against pension reform or the widespread strikes in Britain for higher wages will become a recurrent scene. Replication of such protests across Europe could force many of the European countries to reconsider the extent of their support for the US war on Russia (and China).

The oil shock delivered by Russia and Saudi Arabia, therefore, outweighs the shock the US expected to deliver to Russia via NATO’s expansion – which is unlikely to have any effect on the ground in Ukraine, and which Russia has other means to counter.

US to double its ‘defense’ budget

By Drago Bosnic | April 21, 2023

Back in late March, top American General Mark Milley, Chairman of the Joint Chiefs of Staff, said that the United States of America would be doubling its military budget in case the Kiev regime was defeated by Russia. At the time, Milley claimed that “not supporting Ukraine now would lead to a massive increase in future defense budgets”. He also added that “it would lead to a global conflict that has been avoided since World War II ended”.

“If that rules-based order, which is in its 80th year, if that goes out the window, then be very careful,” Milley said while testifying before the US Congress on March 23, further adding: “We’ll be doubling our defense budgets at that point because that will introduce not an era of great power competition. That’ll begin an era of great power conflict. And that’ll be extraordinarily dangerous for the whole world.”

Firstly, it should be noted that Milley’s remark about the so-called “rules-based (world) order” supposedly lasting 80 years is completely misplaced. The geopolitical situation in the last three decades has merely been a shadow of the post-WWII global order. With the US conducting virtually incessant aggression against the entire world, any notion that there are actual rules that equally apply to everyone is beyond laughable. However, his claim that Washington DC would need to double its “defense” spending is much more serious and consequential. Ironically, he’s threatening to do that while “warning” about a looming global conflict, one which is solely caused by the US itself, as it’s the only country on the planet with an openly stated strategy of “full spectrum dominance”.

Milley testified before the House Appropriations Committee-Defense on the next year’s DoD (Department of Defense) budget, alongside Defense Secretary Lloyd Austin. The figure for the Pentagon officially stands at $842 billion, $69 billion more than the $773 billion the military requested for 2023. However, the total spending on national “defense”, including work on nuclear weapons (officially under the jurisdiction of the Department of Energy), pushes that up to $886 billion. This is without including the so-called “aid” for the Kiev regime, which stood at approximately $113 billion at the beginning of 2023. However, the updated figure is now getting closer to $150 billion and there’s no indication that it will stop growing any time soon.

General Milley has repeatedly described the conflict in Ukraine as “an important national interest” and “fundamental to the United States, to Europe and to global security”. It could be argued that it’s neither of those things, as the world, the EU and the US itself all have more pressing concerns. Unfortunately, this notion is extremely unlikely to lead to any peaceful settlement, especially as the US Military Industrial Complex (MIC) keeps getting its windfall. While some members of Congress have consistently been skeptical about the “aid” for the Kiev regime, the majority still have a strong preference for the official narrative. The skeptics usually cite “the US and Kiev regime’s failure to more clearly define their strategic goals” as the primary reason for the lack of “more adamant support”.

This clearly indicates that the only “strategic goal” is to keep the war going for as long as possible, which also explains the repeated calls for the perpetual increase of the Pentagon’s budget. However, Milley’s call for doubling it is a major escalation and it’s unclear how exactly Washington DC is planning to achieve such a monumental task. Global military spending for 2022 was around $2.1 trillion, meaning that the US is already at over 40% of the world’s total with its current budget. Doubling it, even over the next several years (also taking into account other superpowers would certainly respond to it) could push that figure close to 60%. In terms of the US federal budget, it would also require further cuts to investment in healthcare, infrastructure, education, etc.

As the military currently spends approximately 15% of the entire US federal budget, obviously, doubling it would mean the percentage would go up to (or even over) 30%. Such figures are quite close to what the former Soviet Union was spending in terms of its overall budget, which was one of the major factors that contributed to its unfortunate dismantlement. On the other hand, it also forces others to drastically increase their own military spending. If China were to follow suit, its military budget would then be close to $500 billion, with Russia’s military budget approaching $200 billion. This would cause a military spending “death spiral” that would be extremely difficult (if possible at all) to control, leading the world into an unprecedented arms race.

However, this “new” Cold War could potentially be far more dangerous than the “old” one, as there would be approximately half a dozen superpowers and great powers competing for influence and a bigger geopolitical footprint. On the other hand, if the rest of the world refuses to respond in kind, such a massive increase in US military spending would only push the multipolar world into greater integration, as it would be the only way to counter US aggression without doubling their own military budgets. Either way, the US is left with a choice – further escalate, not only with Russia, but the rest of the world as well, or find an off-ramp. Otherwise, its inflation will surge so much that the “doubling” of the Pentagon’s budget will happen on its own.
