Irish parliament pushes for ban on illegal Israeli products

An Irish parliamentary committee on trade relations has come out in unanimous support of a ban on imports from illegal Israeli settlements, The Irish Times reported Wednesday.

The committee is about to write to the deputy head of government and the Foreign Affairs Minister Eamonn Gilmore to call for the implementation of the national ban.

A ban on Irish imports from illegal Israeli settlements is a significant step toward answering Palestinian civil society’s call for a global boycott of Israeli occupation. The call, issued in 2005, calls on individuals and groups to boycott products, companies and institutions that support the violation of Palestinian rights in Palestine.

The boycott movement also seeks to push groups to divest from corporations complicit in the repression of Palestinians, and to encourage states to place economic sanctions on Israel for discriminatory policy-making.

Israel has long history of subjugating indigenous Palestinians, starting with the creation of the state in 1948, when the few thousand Palestinians who were not expelled from their homeland were placed under nearly 20 years of military rule. Palestinians in territories occupied by Israel after 1967 remain under stifling and often lethal martial law.

A rapidly growing list of groups have heeded the call to boycott, including some major European labor unions and world-renowned artists. Several student unions in North America in recent months have voted in favor of having their universities divest from companies operating in Palestinian occupied territories. One French multinational, Veolia, is currently in financial dire straits after having lost large European contracts over illegal operations in the territories.

One Irish lawmaker, Senator Jim Walsh, suggested that Ireland completely implement the call to boycott. “In the background, we shouldn’t rule out banning all Israeli products,” said Walsh.

Another politician, Eric Byrne, urged the government to champion an EU-wide ban during Ireland’s presidency in the union next year.

“This new Irish parliamentary move should become a model to be emulated by all European lawmakers who claim to care about human rights and international law,” said founding committee member of the Palestinian Campaign for the Academic and Cultural Boycott of Israel, Omar Barghouti.

Palestine’s boycott movement takes its cue from the South African campaign to boycott, divestment, and sanction the apartheid regime, which collapsed under the strain of economic and diplomatic pressures in 1994.

Settlers destroy 18 olive trees Burin

Eighteen Palestinian-owned olive trees were destroyed by settlers in the village of Burin, near Nablus, when settlers attacked the Palestinian land Tuesday 4 September 2012. Burin, located in the northern West Bank, comes under frequent attack from the settlements of Yitzhar and Bracha that encircle the village.

Under the cover of dark, settlers from Yitzhar entered the olive grove of the Nasser Qadous family and began cutting the branches from his trees. This is not the first attack on his land. Two years ago the settlers burned his land, which consists of 5 dunums. The following morning Nasser Qadous arrived in the olive grove and found all his olive trees destroyed. After one hour the Israeli army, police, and The District Coordination Office (DCO) arrived at his land. They spoke with Nasser but he says that they have taken no action to find those responsible.

Background:

Located seven kilometers southwest of Nablus, Burin is the home to 3000 residents. From every position within the village you can see evidence of the Zionist occupation. Three of the most volatile settlements within the West Bank, Yitzhar, Bracha and Givat Arous reside on the hilltops of Burin. Yitzhar is the largest of the three settlements and was founded in 1984. Yitzhar consists of 1233 dunams and according to Peace Now, 35 per cent of the land is privately owned Palestinian land. The villagers in Burin are predominantly farmers and the fields that surround the village full of olives trees are testament to this. However, the land has been under threat since the start if the occupation in 1967.

Yitzhar settlement is notorious for its fanatically ideological residents, the violence they inflict on neighboring Palestinian communities, and the extremist doctrines they espouse. Settlers have frequently launched attacks with rocks, knives, guns and arson on Palestinian families and property in the area. In one of the most extreme act of terrorism students of the Yitzhar Od Yosef Hai yeshiva fired homemade rockets on Burin in 2008.

Despite West Banks settlements’ status as illegal under international law, Yitzhar was included in the Israeli governments’ recent “national priority map” as one of the settlements earmarked for financial support. Construction has continued unabated in both Yitzhar and Bracha. Yitzhar and Bracha also receives significant funding from American donations, tax-deductible under U.S. government tax breaks for ‘charitable’ institutions.

Israel cabinet moves to accredit university on illegal settlement

Israel’s government Sunday approved plans to upgrade a college on an illegal Jewish settlement to a full-fledged university, in a symbolic move which still requires a ruling by the High Court and the attorney general.

In July, the “Council for Higher Education in Judaea and Samaria,” a group close to illegal Jewish settlers, recommended that the Ariel University Centre receive the upgraded status, which would make it the first university in the occupied West Bank.

International law defines all Israeli settlement on Palestinian land occupied in Israel’s 1967 war with the Arab world, to be illegal.This includes the still occupied West Bank and Gaza.

Jewish settlements in the occupied West Bank stifle the movement of Palestinians and encroach greatly on Palestinian property and resources. There are currently 350,000 illegal settlers in the West Bank, with the government continuing to build thousands of houses, defying calls to stop by the UN.

The number of settlers grew by 15,000 in the last year, according to Israel’s population registry.

Increasingly, companies and labor unions around Europe have divested from companies operating in the occupied West Bank to protest the Jewish state’s forays into the area.

Last month, South Africa re-labeled Israeli products made in the West Bank as coming from ‘occupied Palestinian territories’, a move that triggered a diplomatic row between the two states.

But Israel’s Council for Higher Education, which regulates the seven universities in the Jewish state, opposed the move, branding it political and filed a petition against it to the High Court of Justice.

On Sunday, the cabinet voted on a resolution declaring the move to be of “national importance,” while ordering that all measures be taken “to approve the decision of the Council for Higher Education in Judaea and Samaria, subject to the attorney general’s stance.”

Attorney General Yehuda Weinstein has yet to present his opinion to the move.

“It is important to have another university in Israel, it is important to have a university in Ariel,” said Prime Minister Benjamin Netanyahu after the vote.

“I like breaking monopolies and cartels in every field,” he said, noting that there has not been a new university in Israel in 40 years, while the population has nearly tripled.

“Ariel is an inseparable part of Israel, and will stay an inseparable part of it in any future arrangement, like the other settlement blocs,” he said of the settlement which lies deep in the northern West Bank.

Set up in 1982 as an annex to Bar Ilan University, Ariel has 12,000 students in four faculties — medicine, engineering, natural sciences and social sciences — and also has architecture and telecommunications facilities.

Full recognition as a university entitles the Ariel facility to significant additional funding and the ability to grant advanced degrees.

UK blocks probe into Malaysian massacre

The British High Court has chosen to support the government rather than justice seekers by blocking calls for an official inquiry into British troops’ carnage of 24 Malaysian plantation workers in December 1948.

Relatives of the victims who wanted to challenge the government’s decision not to conduct an investigation into the massacre at Batang Kali said the killings are a “blot on British colonization and decolonization” and blasted the court for failing to order an inquiry despite presence of adequate evidence to justify one.

Judge Sir John Thomas said he sees “no grounds” for “disturbing” the decision by Foreign Secretary William Hague and Defense Secretary Philip Hammond to oppose the relatives’ demand for an inquiry.

The killings happened during the Anti-British National Liberation War led by Malayan fighters against British colonizers that killed 2,478 civilians.

“We are appealing. As long as the injustice remains, the families will be pursuing legal action,” said solicitor John Halford, who represents the victims’ relatives.

Israel to close Shuafat checkpoint and extend Wall

Silwan, Jerusalem – The Israeli Ministry of Defence has announced its plans to seal off one of two checkpoints through which the 65,000 Palestinian residents of Shuafat refugee camp can pass to enter Jerusalem. The extension of the Separation Wall and closing of the Ras Khamis checkpoint will occur in contravention to a 2008 High Court of Justice ruling that stated Shuafat Camp requires a total of eight pedestrian and four vehicle crossings before the checkpoint could be closed. The decision will affect not only Shuafat itself but three other villages crowded into the camp: Ras Shehada, Dahiyat al-Salaam and Ras Khamis.

Twenty surveillance cameras were removed from the Ras Khamis border on Sunday, 26 August in preparation for its closing, which is expected to take place next Tuesday. The Separation Wall will then be extended to encircle the new border of Shuafat. The construction of the Wall is expected to further carve up the area, forcing locals to drive and walk through narrow streets, causing traffic congestion and impacting on trade.

Separatists win Quebec elections

The separatist Parti Quebecois has won Quebec’s regional elections and will form a new government there, once again raising the possibility of a referendum on independence being held in Canada’s French-speaking province.

Canadian Broadcasting Corp and the Canadian Press reported that Parti Quebecois (PQ) won or were leading in nearly 60 districts, just short of the 63 needed for a majority government.

The party’s leader, Pauline Marois, will replace head of the Liberal party, Jean Charest, as the province’s leader, becoming Quebec’s first female premier.

Crowds of jubilant PQ followers, cheered and waved flags as election results indicated their party was heading back to power after nine years of Liberal Party rule.

Should PQ win a majority it will make it easier for them to call a referendum on independence. Quebec has held two referendums in the past – one in 1980 and another in 1995- with the last narrowly rejecting independence from Canada.

However PQ claim their short-term priority would be picking the economy up off its knees, instead of pushing for a separation vote straight away.

“It’s very important for me to manage our finances responsibly. That is without doubt why our engagements are the least costly of all parties,” Pauline Marois earlier told Canadian media, while outlining a program that sets out new spending at $1 billion over a five year period.

At the same time she stated that she would hold an independence vote “tomorrow morning” if the conditions were right.

The long-ruling Liberal Party’s loss comes after months of student and union protests raging this spring and summer against tuition hikes in the province and the controversial new Bill 78, which restricts mass gatherings in the province.

Tens of thousands of students have made their outrage public by demonstrating and clashing with police, making headlines across the world. Protests began in February, resulting in about 2,500 arrests. Tuesday’s vote is seen by many as an echo of this public discontent.

13 Israeli attacks on Palestinian fishermen in past two months

GAZA — The Palestinian Centre for Human Rights (PCHR) documented thirteen violations against Palestinian fishermen in the Gaza Strip perpetrated by the Israeli navy forces, during the past two months.

PCHR documented the Israeli violations against Palestinian fishermen during the reporting period 26 July to 01 August 2012 including 10 incidents in which the IOF fired at fishermen.

The center also confirmed the arrest of two fishermen by the Israeli forces while fishing at a distance of 300 meters from Gaza port.

The center considered the Israeli attacks against Palestinian fishermen in the Gaza Strip as a flagrant violation of international humanitarian and human rights law, especially the right to life and security of the person, in accordance with Article 3 of the Universal Declaration of Human Rights and Article 6 of the International Covenant on Civil and Political Rights, to which the State of Israel is a party.

The IOF perpetrated violations against Palestinian fishermen in the sea, when these fishermen did not pose any threat to Israeli naval troops. The fishermen were practicing their right to work and seek their livelihood within the territorial waters of the Gaza Strip when the IOF indiscriminately fired at them.

During the reporting period, PCHR documented 11 cases in which the IOF fired at Palestinian fishermen in the sea off the Gaza shore, and the arrest of 2 Palestinian fishermen, including a 16-year-old boy

These attacks took place within the 3 nautical miles allowed for fishermen to sail and fish in. PCHR also noticed that these firing incidents against fishermen and their boats took place in the context of seeking their livelihood, and the imposition of more restrictions to terrify and prevent the fishermen from practicing their work freely.

The report pointed out that Israeli gunboats fired on August 28 Palestinian fishing boats in front of the coast of northern Gaza Strip, causing damage to Palestinian boat, an issue that pushed the fishermen to go back to the shore.

Despite the fact that the fishermen were trying to steer their boats back to the shore, the Navy boats continued to target them.

Occupation confiscates Al Hasba market for the Jewish Settlements Council

AL-KHALIL — Hebron Rehabilitation Committee (HRC) condemned the Israeli Ministerial Committee’s decision granting stores in the ancient vegetable market in Hasba neighborhood, located in the center of al-Khalil, to the Jewish Settlements Council.

HRC warned of the seriousness of consequences of such ministerial decision on the demographic, geographic, political and economic reality.

It considered in a statement that the decision “comes in the framework of a settlement scheme to Judaize the Old City of al-Khalil, to strengthen the presence of settlers there, and to deport its indigenous population after seizing their properties without legal justification.”

It also warned that this decision aims to eliminate once and for all legal and political possibilities to re-open the shops and the confiscated vegetable market, considered the main commercial center in the city of al-Khalil.

The committee noted in its statement that the HRC and Peace Now Movement had obtained last March a resolution from  the Israeli Supreme Court imposing on the settlers to immediately evacuate al-Oweiwi shops located in the ancient vegetable market Hasba near “Abraham Avenue” outpost.

The Israeli Ministerial Committee has issued a new decision under which the settlers have to evacuate the shops which they seized from their Palestinian owners in al-Hasba vegetable market to be granted to the Jewish Settlement Council.

Jerusalem Development Authority Implicated in Boycotted Film Funding

In the vein of its previous documentary project presenting a montage of 24 hours of life in Berlin, the German Zero One film production company has been planning a similar venture on Jerusalem.

Berlin-based Zero One Film will work alongside Palestinian producer Daoud Kuttab and newly founded Israeli prodco 24 Communications. The latter is a joint venture between Israeli prodcos Pie Films and Inosan, which worked on the original version of HBO hit In Treatment.

Medienboard Berlin Brandenburg and Jerusalem Film Fund are backing 24h Jerusalem and the producers hope to secure the remaining €400,000 (US$500,000) of its €2.4m budget at MipTV this week.

Palestinian directors have now pulled out of the project – they were unaware of the presence of the Israeli production company, nor of backing from the Jerusalem Film Fund, which is in turn funded by the Jerusalem Development Authority. Current activities of the JDA include expropriating Palestinian land in East Jerusalem for parks. The JDA received “40 million NIS in 2005 to develop green spaces around the Old City of Jerusalem”.

Designating urban space as a national park is not only easier but cheaper too, the state having no obligation to compensate owners.

The Jerusalem municipality leaves the creation of these parks to the National Planning Authority (in the Ministry of Interior), Bimkom noted, which deals more with the protection of nature and heritage than the rights of Jerusalem’s residents.

The disparity between the management of space for West Jerusalemites compared to their counterparts in the east is stark, with national parks notably absent from the west.

“The Palestinian residents of Jerusalem are crowded and they suffer from extreme neglect and shortage of public infrastructure,” Bimkom architect, Efrat Bar-Cohen, said in a statement.

“The residents are in desperate need of space by which they can improve their quality of life, even if slightly.”

The building of the park will have ramifications beyond the strangling of Issawiya and A-Tur residents.

It will stretch into the E1 area of the West Bank, which represents an important reserve of space for Palestinian development, creating a string of Jewish Israeli-only settlement between the Old City and Ma’ale Adumim settlement.

Elad Kandl is director of the Old City projects at the Jerusalem Development Authority, whose website describes their work as rehabilitating and conserving the Old City.

He expressed succinctly Israel’s aim of curbing Palestinian development in Jerusalem. “When you make it a national park,” he told The Jerusalem Post in reference to open space, “you keep the status quo.”

The JDA, which operates under the 1988 Jerusalem Development Authority Law, was established to further entrench Israeli control over the city and is also involved in the Jerusalem light rail project.

Indeed, the Prime Minister’s Office and the mayor of Jerusalem sponsored a JDA program to work toward this goal. On its website the JDA is very clear about the role of the Jerusalem light rail project, stating that “The investment in the light railway project was one of the government’s key strategies to empower Jerusalem as a capital.”

The JDA is also an instrumental actor in the proposed construction of 1,400 new housing units in the Gilo Jewish settlement colony, located near Bethlehem in occupied East Jerusalem.

In this light, the involvement of the JDA in the 24h Jerusalem project clearly designates the film as unacceptable normalisation with the Israeli occupation.

The Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) has defined normalization specifically in a Palestinian and Arab context “as the participation in any project, initiative or activity, in Palestine or internationally, that aims (implicitly or explicitly) to bring together Palestinians (and/or Arabs) and Israelis (people or institutions) without placing as its goal resistance to and exposure of the Israeli occupation and all forms of discrimination and oppression against the Palestinian people.” [2] This is the definition endorsed by the BDS National Committee (BNC).

One Palestinian participant in the 24h Jerusalem project, Enas aL-Muthaffar, made clear his objections to the film project in an open letter on August 25th. He reveals that he was not informed at all about the Israeli production partner. Nor were the Palestinian directors to be involved in the editing process.

To whom It May Concern,

When Kuttab Productions first contacted me early July, it failed to mention that Israel is part of this project, although I specifically inquired about this issue. And then again, you sent me an email on July 9th, which also failed to mention that Israel is in fact part of your film production. I only knew about Israel being a co-producer of Jerusalem 24 when I asked specific technical questions about the characters, crew and the editing phase. I was surprised to know that the selected filmmakers are only requested to film on September 6th and that we have no say in the editing phase. Then, you said: The editing phase will happen in Germany where the Palestinian and the Israeli films will be edited in one feature length documentary. This is not information that can simply be passed on in such a way!

I reject to be part of Jerusalem 24: a German/ Israeli/ Palestinian co-production for the following two main reasons:

· I respect and support Palestinian civil society campaign for Boycott, divestment and sanctions against Israel until it complies with International law and respects Palestinian rights.

· I refuse to be part of a peace propaganda machine that continues to ignore Israel’s cruel colonization of Palestine.

There is a longer list of reasons related to the current steps undertaken by Israel that aim at changing the demographic, social and cultural composition of the city of Jerusalem – to name few:

· Advocating the largest act of de-population of East Jerusalem since 1967.

· Continuing expansion of illegal settlements.

· Renewal of closure of East Jerusalem Institutions.

· Building restrictions and home demolitions.

· Revoking residency rights and denying family reunification.

· Continued illegal diggings under al-Aqsa mosque compound.

There is no way in which I can separate my art from who I am, from my life, from my duty to resist everything and anything that doesn’t acknowledge my right to exist on my land in freedom and dignity.

US stops training Afghan forces due to rise in ‘insider attacks’

The United States has stopped training Afghan forces due to rising incidents of the so-called insider attacks in Afghanistan.

The Washington Post reports that the commander of the US Special Forces has suspended training for all new Afghan recruits until Afghan soldiers are re-investigated for their possible ties to Taliban militants.

The US daily says the re-vetting process will affect more than 27,000 Afghan troops.

“We have a very good vetting process,” the paper quotes an unnamed senior special operations official as saying.

“What we learned is that you just can’t take it for granted. We probably should have had a mechanism to follow up with recruits from the beginning.”

Recently, the insider attacks by Afghan soldiers on US-led foreign troops in Afghanistan have increased.

Afghan forces have killed at least 45 foreign forces, mostly US soldiers, in such attacks so far in 2012.

On August 29, an Afghan soldier opened fire on a group of Australian troops in the southern district of Tarin Kowt, killing three of them.

Earlier in August, six US soldiers were killed in a series of such attacks in a single day.

US Defense Secretary Leon Panetta has expressed deep concern about the rise in the insider attacks.

Israeli Navy Chases Fishing Boats, Tries To Sink Them

A Palestinian cameraman from the Gaza Strip managed to capture on tape, an attack carried out by Israeli Navi boats, on Wednesday, against small Palestinian fishing boats. The video shows the Israeli Navy boats encircling the boats flooding them with water, and even blocking their way as they tried to sail back to the shore.

The video was captured by Mohammad Al-Mash-harawy, of the Media Town News Agency in Gaza, during a field report documenting the ongoing Israeli assaults against Palestinian fishermen in the coastal region.

The Navy boats were sailing at fast speeds, and encircling the Palestinian fishing boats, and flooding them with water, an issue that pushed the fishermen to go back to the shore.

Despite the fact that the fishermen were trying to steer their boats back to the shore, the Navy boats continue to encircle them.

In related news, the Palestinian Center for Human Rights (PCHR) reported that, on Tuesday morning, 28 August 2012, two Palestinian fishermen were kidnapped and a Palestinian fishing boat was heavily damaged in two separate attacks carried out by the Israeli Navy in the northern part of the Gaza Strip.

Since 2000, fishermen have been denied their right to sail and fish and have been subject to frequent attacks that led to excessive damage and dozens of casualties.
Israel reduced the area of fishing from 20 nautical miles, which was established upon in the agreements signed between Palestinian and Israel, to 6 nautical miles in 2008.

“However, Israeli forces have continued to prevent fishermen from going beyond 3 nautical miles since 2009. As a result, fishermen are prevented from reaching areas beyond that distance where fish are abundant. Sometimes, Israeli forces also chased fishermen within the 3 nautical mile area. Consequently, Palestinian fishermen have lost 85% of their income, because of limiting the fishing area”, the PCHR reported.

Is the US really going to withdraw from Afghanistan?

On Sunday, as reported by Reuters, a senior US logistics commander in charge of transferring excess non-military equipment to Afghan forces Brigadier-General Steven Shapiro rejected accusations from front line combat troops that the complicated rollback from bases across Afghanistan was disrupting NATO-led operations against insurgents.

He said that around 400 bases had been already successfully closed or handed to Afghan security forces from a high of around 800 last October as part of a withdrawal of foreign troops from combat operations winding up in 2014.

The story goes on to say that the pullout of more than $60 billion worth of war-fighting equipment from Afghanistan is expected to be one of the most complicated logistical exercises in recent history, much more difficult than the pullout from Iraq.

By September the US administration is planning to cut the number of the US troops by 28,000 servicemen, which is regarded as a major PR action ahead of November presidential elections.

All this hardly makes the US servicemen remaining in Afghanistan too happy.

“It’s a nightmare. We barely have enough guys to cover our area, let alone get ready to pack up,” a US officer recently told Reuters in volatile eastern Kunar province.

Indeed, the whole situation poses too many questions, for most of which there are no ready answers.

First, the only visible result of the already started pullout process is the increasing number of defections among Afghan military and security force, and correspondingly – a growing number of insider (so called “green-on-blue”) attacks by people clad in Afghan uniform on NATO soldiers.

The diminishing number of Western troops is likely to encourage Afghans trained and equipped by their mentors to turn the arms, even more frequently, against their former patrons.

Second, all military – combat and non-combat – equipment has been accumulated in Afghanistan for more than two years. Now the task is to withdraw it in less than two years. The task itself seems unrealistic, especially with the strained relationship between the US and Pakistan – the only country capable of providing the shortest way for the pullout.

Despite the fact that recently Pakistan agreed to reopen the southern supply route for NATO forces in Afghanistan, even the present Pakistani leadership is under constant pressure from the society and political parties in order to reassess the relationship with the US. And taking into consideration that no later than 2013 the current leadership is more than likely to lose power, the prospects for a much more anti-American forces leadership to prevail is more than real. This will definitely pose additional difficulties for the NATO command.

This leaves few options open. One of them is using the northern route via Central Asia and Russia, which is much more expensive and not likely to make most of the transit countries happy. The other implies leaving most of the equipment at the Afghans’ disposal. But this variant is fraught with the risks that the equipment and arms will be used by those very forces the US is taking so much pain to fight.

Taking all these factors into consideration, one may easily come to a conclusion that whatever is explicitly said about the US plans concerning Afghanistan hardly reflects the truth.

And the truth is that the 400 bases allegedly “closed or handed to Afghan security forces” are small combat outposts and observation positions of minor importance. The big ones, like Shindand air base in Herat province (in close vicinity to Iran), or Kandahar and Bagram air bases remain basically untouched. And there is all reason to believe that the highly publicized pullout does not concern these major installations which play a crucial role in the US strategy of establishing its dominance in the “Greater Middle East” enabling American military to control a vast territory far beyond Afghanistan.

This also explains why both contenders in the US presidential race keep mum on the issue of Afghanistan. In reality, neither Barack Obama nor Mitt Romney is going to fulfill Obama’s imprudent promise to withdraw from Afghanistan. However unpopular the war might be, the role of the global gendarme is much more important than the public opinion.
