Step by Step: Honduras Walk for Dignity and Sovereignty

From February 25 to March 7, I participated in the 200 km Walk (about 124 miles) referred to as Caminata Dignidad y Soberanía Paso a Paso (Walk for Dignity and Sovereignty Step by Step), which culminated with over 400 people from various groups representing the social movements in Honduras reaching the National Congress in Tegucigalpa to demand three things:

1. Abolish the new mining law, which basically gives foreign mining companies carte blanche to take the natural resources of Honduras for their own enrichment while having no regulations to stop these companies from poisoning the rivers and ground water and destroying the environment through mountain top removal and deforestation. In addition, these mining companies have historically exploited the labor of the local communities, paying little to nothing while poisoning the local populations with chemicals such as cyanide used for extraction.

2. Abolish the new Model Cities legislation. This is new legislation passed by decree by the Congress after having been found unconstitutional by the Supreme Court in November of last year. The following month, the president of the Congress, Juan Orlando Hernandez(JOH), staged what has been referred to as the second coup by holding an emergency session of Congress to vote out 4 of the members of the Constitutional chamber of the Supreme Court who found the original version in violation of the sovereignty of Honduras. JOH and President Pepe Lobo claimed that these magistrates were traitors who were holding back the economic development of the country. He also claimed to have fixed the issues that these “traitors” found to be unconstitutional.

It is for all intents and purposes the same neo-liberal package that gives up huge areas of land to outside developers to create neo-colonial enclaves that don’t have to operate under constitutional regulations. The further claim is that the land under consideration is uninhabited. Two areas that have been proposed, the communities of Puerto Castillo and Santa Rosa de Aguán are traditional Garifuna land along the northern coast in the Department of Colon. The Garifuna are the Afro-Caribe people who have inhabited the northern coast of Honduras for over 200 years. They have been struggling to maintain their land from rich foreigners such as the Canadian Porn King Randy Jorgensen who has bought up at bargain prices much acreage in and around the area of Trujillo.

Jorgensen has built a cruise ship dock on the beachfront in the town of Trujillo, not far from Puerto Castillo, which is also the location of the fruit company, Dole’s, shipping docks.  The Congress refers to the model cities as Special Development Regions (RED in its Spanish acronym). They will combine the exploitation of local labor and natural resources perpetrated by foreign corporations with the destruction of the natural environment such as has happened in Cancun, Mexico and other resort areas around the world, with all of the profits going to the foreign directors of the REDs, and their foreign investors.

3. Freedom for the Political Prisoner Jose Isabel “Chavelo” Morales Lopez. Chavelo Morales has become a symbol of the campesino movement and his imprisonment illustrates the criminalization of the campesinos as they struggle to maintain the land that is theirs by all rights under the agrarian reform laws that had existed prior to 1992. These laws were subverted by the ruling elite when so called “free” trade agreements were first being thought up and hammered out by corporate lobbyists in the US Capital.

Chavelo was framed for the 2008 murder of a family of rich landowners, the Osortos. This moneyed family had illegally obtained thousands of hectares of land at rock bottom prices (some of it free of charge) that were legally recognized as being set aside for peasant farmers. In the late 1990s, the Campesino Movement of the Aguán (MCA), of which Chavelo is a member, took legal routes to obtain the land and began to work it for their own subsistence. The Osortos and their paramilitary guards terrorized the communities, killing leaders of the MCA, and shooting into the houses of families. This occurred while the national police and the Honduran government turned their backs on the illegal actions of the Osortos, presumably due to the bribes that the rich landowners doled out. Indeed, the police and the district attorneys played an active role in criminalizing the campesinos by issuing trumped up arrests warrants (Currently there are over 3080 campesinos with arrest warrants against them). Chavelo spent the first 2 years in jail without a trial. It was another 2 years before he received his sentence. This is a clear violation of Honduran Penal Process Code 188, which states that a person cannot be incarcerated for more than 2 years from the time of his arrest until sentencing. This alone should be enough for the Supreme Court to annul the conviction and set him free, and indeed this is what Chavelo’s lawyers are hoping to happen in their appeal of causation that they have filed with the high court. But additionally, the sentencing statement that the judges in Trujillo issued gives no concrete evidence linking Chavelo to the deaths that occurred other than a photo of him close by to the scene where some 300 other campesinos and dozens of police had been during a standoff at the Ranch of Henry Osorto, the ex-military, ex-police sub-commissioner, and current penal system investigator. It is with Osortos influence alone that Chavelo is currently imprisoned. Chavelo has spent close to 4 ½ years in prison based on hearsay evidence and the political and economic influence that Henry Osorto has over the judges. Chavelo faces 20 years in prison unless international pressure convinces the Supreme Court of Honduras otherwise.

With these three demands energizing our every step, we entered Tegucigalpa with 400+ walkers who made a silent vigil through the streets until we reached the National Congress. Once there, hundreds more joined us. A small group, accompanied by Padre Melo Moreno, a Jesuit priest and director of Radio Progress, was able to meet with Marvin Ponce, vice president of the Congress. Promises were made that the protesters concerns would be addressed. No one is holding his or her breath.

Another group was able to meet with the President of the Sala Penal of the Supreme Court, basically the chamber of the court that deals with prison issues. This group was made up of Omar Menjivar, Chavelo’s lawyer; Esly Benegas from COPA (the Spanish acronym for the Coordinated Popular Organizations of the Aguán); Merlin Morales, Chavelo’s brother; Myself, Greg McCain, representing La Voz de los de Abajo and the Honduran Solidarity Network, and Brigitte Gynther from SOA Watch. The President of the Sala Penal, Jacobo Antonio Cálix Hernández, began by stating that the court was backlogged by two years, they hadn’t even begun to hear cases that had been sent to the court in 2011. Chavelo’s case had just reached the court at the end of January 2013. He stated that cases were very complicated and that they took a lot of study on the part of the judges. He was basically letting us know that nothing happens fast in the justice system.

We each made our case for why we were there and what we expected from the court, reiterating the lack of evidence and the violation of the procedural code. Chavelo’s brother made explicit Osorto’s influence on the judges in the Trujillo tribunal and the fact that the only evidence was a photo of Chavelo and that the context of the photo was not addressed in the sentencing. He also made the emotional appeal that Chavelo has been unjustly incarcerated while his daughter, father, 2 aunts and grandfather have all passed away without his being able to attend the funerals. I piggybacked on Merlin’s plea by noting the money and political power of Osorto and my hope that it does not reach to the Supreme Court. I also underlined the amount of time that Chavelo has spent in jail and hoped that there weren’t further undue delays of justice.

Judge Cálix made the promise that he would speed up the process for having the trial transcripts of the lower court transcribed by no later than the following week. He then stated that he would schedule the hearing of the case for sometime between April 1st and the 5th. This hearing is basically a formality so that each side, the Defense and the Prosecutor, can present their cases. The judges then legally have up to a year to make a decision. This was huge news. We in the room, along with the threat of having 400+ demonstrators that were still at the National Congress converging on the Supreme Court, cut the process down by two years. Again, none of us are holding our breath. The campaign to put pressure on the Supreme Court has just begun. We need to reduce the year long wait and bring Chavelo home. Pronto!

The Arab Reaction to Chavez’s Death and What it Tells Us

Outside of Venezuela and Latin America, there was no greater outpouring of support and sympathy for Venezuelan President Hugo Chavez than in the Arab world.

Comparisons to the great Egyptian president Gamal Abdul-Nasser began immediately. Many even declared Chavez himself an Arab based on his anti-imperialist policies and support for Palestinian liberation. Political commentators, at least those not on the Saudi and Qatari payrolls, emphasized his public support for Palestinian rights and Iran’s right to pursue a peaceful nuclear program, as well as his opposition to the wars on Iraq, Libya, and most recently the proxy war on Syria.

It’s not difficult to understand why Chavez enjoyed such support and admiration among the Arab public. Chavez stood in stark contrast to the politically impotent, petty tyrants that rule the Arab world. He spent 14 years as president of Venezuela and consistently won clear majorities of the vote in free and fair elections.

During this period Arabs watched him defy the American empire as semi-literate oil-Sheikhs and brutal dictators groveled in front of the latest US secretary of state. They heard Chavez condemn the war on Iraq as Gulf Cooperation Council royals did sword dances with George W. Bush.

Arabs remembered Chavez’s condemnations of Israel’s 2006 onslaught of Lebanon, when Arab regimes were quietly, and some not so quietly, supporting Israel’s bid to destroy the resistance in Lebanon. Arabs watched Chavez’s famous speech on Gaza when Hosni Mubarak, along with Israel, was enforcing a siege on 1.5 million Palestinians. They also remember that it was Chavez who expelled the Israeli Ambassador to Venezuela in protest of Israel’s 2008 massacre in Gaza.

But it wasn’t only Chavez’s impact on the world stage and his support for Arab causes that earned him popular respect and admiration. The Arab public also admired Chavez’s achievements in Venezuela and Latin America, which also stood in sharp contrast to the failures, incompetence, and corruption of Arab regimes. Chavez succeeded in achieving greater economic and political integration in Latin America while pursuing progressive social and economic policies at home.

Arabs watched Chavez nationalize Venezuelan oil and use the increased revenues to help improve the lives of the most marginalized Venezuelans. Arabs watched their own oil profits squandered on the lavish lifestyles of indulgent sheikhs while Chavez cut poverty in half. Arabs also watched the rise of obscene skyscrapers and the construction of artificial islands as Chavez was investing in social programs to end illiteracy, expand education, and provide healthcare to the most impoverished areas of Venezuela.

Chavez and Nasser had much in common both on a personal and political level. Both came from a humble background, began their careers in the military, and then lead popular revolutions that changed their society. As with Nasser, Arab support and sympathy for Chavez was not emotional nor was it driven solely by a charismatic personality. Although both leaders were highly charismatic, enjoyed an emotional connection with their people, and brought them a greater degree of dignity, their support derived mainly from tangible accomplishments at home and abroad.

Chavez and Nasser were able to improve the quality of life for the neediest in their societies, and both men understood the struggle for freedom and social justice at home was intrinsically linked to the struggle against imperialism and foreign domination. For this, Chavez, like Nasser and all leaders that insist on full sovereignty and the right to pursue independent domestic and foreign policies, was also vilified by Western governments and media.

We often hear that Arab Nationalism is dead and that Arabs do not share any common concerns beyond the borders. US client regimes in the region and their hired propagandists have insisted Arabs no longer consider the liberation of Palestine the central cause of the Arab people and that anti-imperialist discourse is something of the past. Yet the passing of Chavez and the invocation of Nasser’s memory in the wake of his death show the exact opposite.

The overwhelming support for Chavez leaves no doubt that his vision for Venezuela represents many Arabs’ vision for their own future, and that must be very troubling for many people.

Reboot the Left on Palestine

“Zionism is much more than settler colonialism; its fundamental opposition is between Jew and gentile everywhere.”

What is to be done?

Worldwide, it is Israel Apartheid Week, 2013, a worthy expression of solidarity with the Palestinians suffering under Israel’s occupation of the territories it conquered in the June, 1967 war. However, the leading lights of the anti-apartheid struggle said a decade and more ago that Israel’s regime is much worse than South African apartheid. After 46 years, “the occupation” is clearly not temporary and transient as the word implies. It is egregiously wrong to use this language, which privileges the oppressors and further oppresses the victims. This language is universal and long-standing, reflecting habits of thought and action long overdue for replacement.

The following was written as notes for a discussion, about 2000 words, divided into 5 headings: Classical Liberal Views of Zionism; Zionism; Zionism in the US; Zionism on the Left; Strategy and Tactics.

Classical Liberal Views of Zionism

The Enlightenment and emancipation ended the subjugation of west European Jews to Judaic authorities, and to gentile regulation. Jews were admitted, gradually but inevitably, to liberal citizenship. The US was created on a modern, liberal basis, with no trace of pre-modern Jewish status.

Reform Judaism modernized traditional Judaism and allowed religious worship with the social status of Christianity. Many Jews abandoned religion for secularism, after Spinoza. Jews contributed disproportionately to modern liberal culture and left and liberal politics.

Zionism was dismissed as reactionary and atavistic. American Reform Judaism in 1885 expressly disavowed it. The Marxism of the Second International period viewed nationalism as reactionary and Zionism as a tool of imperialism. The Yiddish labor movements in the Russian Empire and their immigrant offshoots also opposed Zionism.

Zionism was a marginal, declining cult until World War I, which led to the Balfour Declaration, the British conquest of Palestine, and growth of the “Jewish national home.” Even then Zionism was a minority current, until the rise of Nazism. Yet classical anti-Zionism survived all the changes of World War II.

Elmer Berger, an American Reform rabbi, led a rearguard action against Zionism in the 1940s, and remained an avowed critic of Israel until his death in 1996. Isaac Deutscher and Maxime Rodinson, raised in Marxist internationalism, remained critics of Zionism and Israel until their deaths (Deutscher in August, 1967, Rodinson in 2004)

The Israeli Socialist Organization (Matzpen) attempted to reconstruct internationalism in the 1960s. Israel Shahak cited what he called the “modern, secular Jewish tradition,” which he traced from Spinoza, against Zionism. Shahak and Matzpen put the atrocities of Israel’s occupation on the map from the Israeli side. Shahak died in 2001; some senior Matzpen alumni are still active.

Obviously, these currents have different social bases, and different politics, aside from their rejection of Zionism. Yet they constitute the basis of modernity and any critique of Zionism must derive from them. The people cited were well to the left of what the US has produced since 1967, precisely because the US left has ignored classical sources.

Zionism

Zionism is the Jewish contribution to right-wing politics and ideology, nothing more or less; it opposed liberalism and embraced anti-Semitism. Zionism agreed that “the Jews comprise a distinctive element among the nations… and as such can neither assimilate nor be readily digested by any nation.” “The only solution is in the creation of a Jewish nationality, of a people living upon its own soil, the auto- emancipation of the Jews; their return to the ranks of the nations by the acquisition of a Jewish homeland.” (Pinsker, Autoemancipation) This was the view of bourgeois Jewish society in the Pale of Settlement, not the impoverished masses, who left by the million for the US.

Zionist “Jewish nationality” was not nationalism; it rejected the actually existing Yiddish nation in eastern Europe, including the Yiddish language, in anti-Semitic terms. Modern Israeli Hebrew was not “revived” but largely invented; modern Hebrew culture is inextricably Zionist, bound up with its conquest and dispossession. The alleged unitary history and historiography of the Jewish people have, unsurprisingly, been demolished by authors like Shlomo Sand, archaeologists Israel Finkelstein and Neil Silberman, linguist Paul Wexler, and others.

Racialism in Zionism dates to the proto-Zionism of Moses Hess; the chauvinism of Heinrich Graetz contributed to German anti-Semitism; German Zionism was Jewish Romantic nationalism, embracing Jewish Blut und Boden. Herzl was steeped in the racism of European colonialism. Zionism was a fraternal twin of anti-Semitism, and cooperated with it practically, down to the Nazi regime itself.

Elmer Berger co-authored the UN resolution on Zionism as a form of racism, and wrote on that theme. Noel Ignatiev called the Zionist “Jewish people” idea Jewish race doctrine. “Jewish genetics” tries to build a biological basis for Zionism. Zionism is much more than settler colonialism; its fundamental opposition is between Jew and gentile everywhere.

Zionism was an elite project of national renewal, concerned with “the problems of Judaism, not the problems of Jewry,” in Ahad Ha’am’s lofty phrase. It always placed its designs ahead of the fate of European Jewry. Hitler might have conquered the Near East; the Judeocide happened because of Nazi Germany, not because there was no Jewish state.

“Cultural Zionism,” “binationalism” and “socialism” were simply Zionism by other means. The culture of Zionist Jewish nationality was racialism. The binationalists wanted Jewish immigration leading to demographic parity and eventually majority, when Jews were a minority. The kibbutz was a means of Jewish settlement and was inspired by 19th c. German settlement plans to counter a Polish “demographic threat” in the eastern Reich.

Today the state of Israel is waging a race war, as fanatical as Nazi Germany, against the enemies of the Jewish people. This potential was inherent in Zionism from the start, though obviously many contingencies have enabled its fruition. Israeli Hebrew nationality is the replacement for Zionist Jewish nationality, secular and open to all, as Boas Evron argued in Jewish State or Israeli Nation.

Zionism in the US

The core of Zionism in the US is organized Jewry, gathered in the Conference of Presidents of Major American Jewish Organizations. Many of these groups arose to meet the needs of the Russian Jewish migration before 1914. By the 1930s, this organized Jewish culture inspired the idea of “Judaism as a religious civilization,” and in the postwar period was called a “Jewish polity.”

The polity, and the Jewish public, supported Jewish statehood in the 1940s, but were still mainly concerned with integration and acceptance in American life. In the early 1960s, as this was achieved, liberalism was seen as threatening “Jewish continuity,” just as it was feared by the bourgeoisie in the Pale who founded Zionism. This chauvinism was fatally supercharged by Israel’s dramatic victory in June 1967.

The Jewish polity is the core of US support for Israel, which includes institutions and individuals throughout US culture; the “Israel lobby” is an inadequate term; “Zionocracy,” after the 19th c. “Slaveocracy” that wielded immense power in national politics until the Civil War, better describes it.

The Zionocracy has exercised quasi-sovereign power from the 1940s, when it overturned US diplomatic and military opposition to US support for a Jewish state in Palestine. The US did not create Israel, and does not commission its deeds, for its own purposes. Rather it has adapted to Zionist faits accompli in western Asia and in the US, and pursued its interests in their light.

Since the end of the Cold War Zionism has been the chief driver of US militarism at home and abroad. The Zionocracy influenced the Congressional vote for the Gulf War in 1990, the closest since the War of 1812. The crippling sanctions on Iraq and the “dual containment” of Iran and Iraq in the 1990s were largely by and for the Zionocracy, against substantial business opposition. The 9/11 terrorist attacks, with all their momentous consequences, were chiefly a strike against US patronage of Israel. The 2003 invasion of Iraq would not have happened without the neoconservatives. Only the Zionized left sees “oil” as necessarily and obviously requiring the US to invade Iraq, which has led to the present dissolution of Syria. The end of centuries of Sunni rule in Iraq and the Shia ascendancy there brought the Gulf states, led by Saudi Arabia, to oppose actively the “Shia axis” from Hizbollah to Alawite Syria to Iraq to Iran. The Gulf states are the chief patrons of the armed rebellion in Syria..

Zionism has turned western Asia into the eastern front of the US empire, like the eastern front of the Third Reich, site of its most depraved deeds and ideologies—the annihilation of Arab and Muslim societies, and the Islamophobic “clash of civilizations” and “war on terror.” Disputes over Middle East policy between the miltarists (gentile radicals, and Jewish neoconservatives) and the realists, are like the differences between Nazis and non-Nazi conservatives in Germany.

Zionism on the Left

In the early 1960s the Jewish members of the New Left were universalist, had little interest in “Jewish identity” and identity politics. After the June, 1967 war, there appeared a “Jewish left,” which combined Jewish affirmation with criticism of “the occupation” and support for “Palestinian rights.” This has produced a truncated, minimal critique: “anti-occupation” rhetoric, but no critique of Zionism; “solutions” discourse, of maps and treaties, and false Zionist precedents, rather than overcoming Zionism; ahistorical “law and rights” discourse; the “strategic asset” view of the US-Israel relationship, with little attention to US Zionism; anti-anti-Semitism, but no critique of Jewish chauvinism. With variations, this outlook is hegemonic on the white bread left, including the US Campaign to End the Occupation. It has even absorbed and neutered the “Israel lobby” critique. Phyllis Bennis, long-time “strategic asset” proponent, now dominates Code Pink’s annual anti-AIPAC program, while excluding knowledgeable people like Jeff Blankfort, Janet McMahon, Grant Smith, Stephen Sniegoski, and Alison Weir.

This Orthodox Critique is a form of Zionism. Limiting criticism to “law and rights” trivializes the crimes and diminishes the victims, like calling Nazi aggression and the Judeocide a violation of collective security and minority rights. Referring to Israel’s “occupation,” after nearly 46 years, and to “Israeli apartheid,” when Israel’s regime is much worse than apartheid, is lying. Such apologetics about Zionism, clearest in the “strategic asset” dogma, are Jewish privilege and anti-gentilism, comparable to anti-Semitic essentialism about Jews. The Orthodox Critique replaces a universalist critique from classical sources, which would reject Zionism in its entirety, in Israel, and in the US Zionocracy, and affirm the values of Spinoza, Luxemburg, Berger, et al. against it. Zionism threatens all of us.

Identity can empower the oppressed, but identitarian struggles succeed on broader terrain. The Risorgimento succeeded because national rights were seen as legitimate. The struggles of women and minorities have succeeded because the sphere of rights was broadened. Identity categories are not political, because people have different politics, beyond their universal rights. Past a certain limited point identity politics is chauvinism. Garibaldi recognized the limited progressive value of nationalism. Compare Judith Butler’s attempt to derive liberal obligations from “diasporic Jewish identity,” in the Brooklyn College BDS event, to David Landy’s critique of “diasporic identity” in Jewish Identity and Palestinian Rights.

Strategy and Tactics

The Orthodox Critique has deprived us of the most basic vocabulary and analysis. We are missing decades of literature on Zionism as reaction and racialism, on Zionist radicalization of the US, and on the universalist antipodes, and political organizing on those lines. Meanwhile, Zionism has become ever stronger and more destructive. This is the greatest disaster on the left since the German Communist Party misread Nazism.

The chief concern of US citizens must be the special role of the United States, the indispensable economic, military and political support it provides Israel. To the extent BDS sanctions the state of Israel directly, by boycotting its products, or its institutions, it at least stigmatizes Israel, and raises questions about US policy. BDS directed against “companies profiting from the occupation” implies that corporate profits drive US policies and diverts attention from the real actors.

The Zionocracy is not appeased by such limited terms, which Israeli diplomats and organized Jewry oppose fiercely. We can only gain by calling for Israel to be sanctioned, and by opposing Zionism forthrightly as the chief source of Islamophobia, our Middle East wars, 9/11, and our domestic police state. We should consider “Anti-Zionism Week”.

BDS in the US can be educational, but Europe is the chief market for Israeli products, and BDS is most effective there. Zionist domination of US politics must be our highest concern. Zionism is not a tool of the US, but a quasi-sovereign power in the US, which has activated the worst potentialities of US society. The classical anti-Zionists saw Zionism obviously as an attack on liberal modernity, to be rejected categorically. Liberal traditions allow us—obligate us—to reject Zionism and all its works, and also obligate us to distinguish adherents of Jewish people ideology from Jewish liberal citizens and their rights. They also obligate the latter to join unequivocally a common struggle against Zionism, which threatens us all.

Unprecedented Show of Support and Honor at the Historic Funeral of Hugo Chávez

The funeral for Venezuelan president, Hugo Rafaél Chávez Frías, was held the morning of Friday March 8th, at the Military Academy in Caracas, Venezuela. 55 countries sent delegations to the funeral. 33 of them were headed by presidents or heads of government. In a strong show of unity and support, every single one of Latin America’s presidents, and most of the Caribbean’s heads of state were present at Chávez’s funeral (though the presidents of Brazil and Argentina left early).

This is a turnout with few precedents. The death of U.S. President John F. Kennedy in 1963 brought together a total of 19 heads of state. The funeral of President Ronald Reagan in 2004 gathered 36 former and current heads of state. The death of Hugo Chávez brought together at least 38 former and current heads of state.

The governments of Spain, France, Portugal, Lebanon, Finland, Sri Lanka, Vietnam, Australia, Syria, Greece, Ukraine, Croatia, Jordan, Slovenia, Turkey, Gambia, China, and Russia sent fairly high level delegations to represent their governments at the funeral. Spain’s royal heir, the prince of Asturias, attended, as did the General Secretary of the Organization of American States José Miguel Insulza, the Reverend Jesse Jackson –who spoke at the funeral, actor Sean Penn, and the much celebrated Venezuelan orchestra director Gustavo Dudamel, who missed one of his shows at the Los Angeles Philharmonic to direct the Simón Bolívar Symphonic Orchestra at the funeral.

Though much of the major media has ignored this international show of recognition for the government of Hugo Chávez, these responses to his death are a clear affirmation of respect and acknowledgement for his legacy, from Latin America and around the world.

Again in contrast with the rest of the region, the United States sent no representative of the Obama administration to the funeral. James Derham, an official from the U.S. embassy in Venezuela attended the ceremony along with Congressman Gregory Meeks (D-NY) and former Congressman William Delahunt (D-MA). The morning of Chávez’s death, Vice President Nicolás Maduro expelled two U.S. embassy officials that he accused of violating diplomatic protocol, possibly contributing to the U.S.’s reluctance to send any administration official from Washington to the funeral.

Instead of giving the public a sense of the broad and historic show of international recognition of Chávez from so many countries, much of the major media focused on the attendance of U.S. “foe” President Mahmoud Ahmadinejad of Iran. Days of Mourning

In another unprecedented show of acknowledgment for the legacy of Hugo Chávez, an astonishing number of countries – a total of 14 – decreed official days of mourning in response to President Chávez’s death. Nine Latin American countries declared three days of mourning (Argentina, Brazil, Chile, Cuba, the Dominican Republic, Ecuador, Haiti, Peru and Uruguay), while two more, Bolivia and Nicaragua, like Venezuela, declared seven days each. From other regions of the world, Belarus, Nigeria and Iran declared three, seven and one day of mourning, respectively.

The Response from the Venezuelan Public

In addition to the strong reaction from around the world, the response from Chávez supporters in Venezuela was also unprecedented. From Thursday, when Chávez’s casket was put on display for public viewing until the time of the funeral, reportedly 2 million people had already paid their respects and bade farewell to their president, many of them waiting up to 12 hours in line for the opportunity to pass by his coffin. An 8 kilometer-long march, with hundreds of thousands of Chávez’s supporters, dressed in red, and pouring onto the streets, accompanied the procession of Chávez’s coffin from the hospital to the Military Academy where the funeral was held. Multitudes then viewed the funeral from outside of its location, watching on large screens as they waited for another opportunity to bid their president farewell.

Is Palestinian Solidarity an Occupied Zone?

Once involved with Palestinian Solidarity you have to accept that Jews are special and so is their suffering; Jews are like no other people, their Holocaust is like no other genocide and anti Semitism, is the most vile form of racism the world has ever known and so on and so forth.

But when it comes to the Palestinians, the exact opposite is the case. For some reason we are expected to believe that the Palestinians are not special at all –  they are just like everyone else. Palestinians have not been subject to a unique, racist, nationalist and expansionist Jewish nationalist movement, instead, we must all agree that, just like the Indians and the Africans, the Palestinian ordeal results from run-of-the-mill 19th century colonialism – just more of the same old boring Apartheid.

So, Jews, Zionists and Israelis are exceptional, like no one else, while Palestinians are always somehow, ordinary, always part of some greater political narrative, always just like everyone else. Their suffering is never due to the particularity of Jewish nationalism, or Jewish racism, or even AIPAC dominating USA foreign policy no, the Palestinian is always a victim of a dull, banal dynamic – general, abstract and totally lacking in particularity.

This raises some serious questions.

Can you think of any other liberation or solidarity movement that prides itself in being boring, ordinary and dull? Can you think of any other solidarity movement that downgrades its subject into just one more meaningless exhibit in a museum of materialist historical happenings? I don’t think so! Did the black South Africans see themselves as being like everyone else? Did Martin Luther King believe his brothers and sisters to be inherently indistinguishable?

I don’t think so. So how come Palestinian solidarity has managed to sink so low that their spokespersons and supporters compete against each other to see who can best eliminate the uniqueness of the Palestinian struggle into just part of a general historical trend such as colonialism or Apartheid?

The answer is simple. Palestinian Solidarity is an occupied zone and, like all such occupied zones must dedicate itself to the fight against ‘anti Semitism’. Dutifully united against racism, fully engaged with LGBT issues in Palestine and in the movement itself, but for one reason or another, the movement is almost indifferent towards the fate of millions of Palestinians living in refugee camps and their Right of Return to their homeland.

But all this can change. Palestinians and their supporters could begin to see their cause for what it is, unique and distinctive. Nor need this be all that difficult.  After all, if Jewish nationalism is inherently exceptional as Zionists proclaim, is it not only natural that the victims of such a distinctive racist endeavor are at least, themselves, just as distinctive.

So far, Palestine solidarity has failed to liberate Palestine, but it has succeeded beyond its wildest dreams in creating a Palestine Solidarity Industry, and one largely funded by liberal Zionists. We have been very productive in schlepping activists around the world promoting ‘boycotts’ and ‘sanctions’ meanwhile Israel trade with Britain is booming  and Hummus Tzabar is clearly apparent in every British grocery store.

All those attempts to reduce the Palestinian ordeal into a dated, dull, generalised materialist narrative should be exposed for what they are – an attempt to appease liberal Zionists. Palestinian suffering is actually unique in history at least as unique as the Zionist project.

Yesterday I came across this from South African minister Ronnie Kasrils. In a comment on Israeli Apartheid he said : “This is much worse than Apartheid… Israeli measures, the brutality, make apartheid look like a picnic. We never had Jets attacking our townships; we never had sieges that lasted months after months. We never had tanks destroying houses.”

Kasrils is dead right. It is much worse than Apartheid and far more sophisticated than colonialism. And why? Because what the Zionists did and are doing is neither Apartheid nor is it colonialism. Apartheid wanted to exploit the African, Israel wants the Palestinian gone. Colonialism is an exchange between a mother and a settler state. Israel never had a mother State, though it may well have had a few ‘surrogate mothers’.

Now is the time to look at the unique ordeal of the Palestinian people. Similarly, now is the time to look at the Zionist crime in the light of Jewish culture and identity politics.

Can the solidarity movement meet this challenge? Probably, but like Palestine, it must first, itself, be liberated.

Preparing for a Post-Chávez Venezuela

Not One Step Backward, Ni Un Paso Atrás

Hugo Chávez is no more, and yet the symbolic importance of the Venezuelan President that exceeded his physical persona in life, providing a condensation point around which popular struggles coalesced, will inevitably continue to function long after his death. It’s not for nothing that the words of the great revolutionary folk singer Alí Primera are on the tip of many tongues:

Los que mueren por la vida

no pueden llamarse muertos

Those who die for life

cannot be called dead.

A Barefoot Revolutionary

Hugo Chávez was a poor kid from the country, which tells you much of what you need to know about him. Bare feet, mud hut, perpetual sunburn, gleaning hard lessons and a strong dose of audacity from everyday experiences in that wild part of the Venezuelan flatlands, or llanos, that crash abruptly into the towering Andes mountains.

While politics was in the soil under his feet and in his every social interaction, Chávez’s first formal contact with revolutionary politics came through his elder brother, Adán, a member of the still-clandestine former guerrilla organization, Party of the Venezuelan Revolution (PRV). It was the PRV that refused intransigently to come down from the mountains in the late 1960s when the Venezuelan Communist Party decided to withdraw from the armed struggle, and it was the PRV more than any other organization that resisted Marxist orthodoxy by excavating Venezuelan and Latin American revolutionary traditions under the umbrella of “Bolivarianism.”

Through Adán, Chávez the younger was imbued with the legacy of this Venezuelan guerrilla struggle and its aspirations, a necessary and portentous counterbalance to the official doctrine he would learn in the military academy. But even as a soldier, Chávez was always irreverent to the core, and it wasn’t long before he had begun to organize with other radical officers. Their conspiratorial grouping would eventually be called the MBR-200, the Bolivarian Revolutionary Movement, and it was not a purely military affair, evolving in close contact with revolutionary communist guerrillas from the PRV and elsewhere.

The Old Venezuela

The old Venezuela is no more. The Venezuelan ancien regime was one of self-professed harmony, and it cultivated this myth to the very end. For political scientists, this translated as “Venezuelan exceptionalism”: in a sea of unrest and dictatorship, it alone remained relatively stable and “democratic.” But this was a harmony premised on the invisibility of the majority, and a stability crafted through the incorporation and neutralization of any and all oppositional movements. Those who refused to concede were murdered or imprisoned in the gulags of this “exceptional” democracy.

When Hugo Chávez first attempted to overthrow the Venezuelan government of Carlos Andrés Pérez in 1992, he was attacking a democracy in name only. Decades of two-party rule had created a system that was utterly unresponsive to the needs of the vast majority, and as economic crisis set in during the “lost decade” of the 1980s, the poor turned to rebellion and the government to brute repression. In only the most spectacular of many moments of resistance, the week-long 1989 rebellion known as the Caracazo, somewhere between 300 and 3,000 were slaughtered as Pérez ordered the military to “restore order” in the poor barrios that surround Caracas and other Venezuelan cities.

It was this rebellion more than any other, and the repression it unleashed, that led, nay forced, Chávez and others to attempt a coup with the support of revolutionary grassroots movements, and it was this coup more than any other event that led to his eventual election in 1998. Finally someone had taken a stand, and when Chávez promised on national television that the conspirators had only failed “por ahora, for now,” he was effectively promising, as did Fidel Castro nearly 40 years prior, that history would absolve him.

The New Venezuela

In many ways, it has. Under Chávez’s watch, Venezuela has become more equal, the most egalitarian country in Latin America in fact, according to the Gini coefficient of income distribution. Poverty has been reduced significantly, and extreme poverty almost stamped out. Illiteracy has been eliminated and education is freely accessible, through the university level, to even the poorest Venezuelans. Health care is free and universal. Despite catastrophic language used by the Venezuelan opposition and foreign press, the economy is strong, and has weathered the global economic crisis better than most (notably, the United States).

More important than this improvement in the social welfare of the Venezuelan majority, however, are the political transformations that the Venezuelan state and people have undergone, transformations that remain far from complete. This was not merely a populist government that sought to buy votes through handouts, but a radically democratic government that sought, often despite its own autocratic tendencies, to empower the people to intervene from below as the true “protagonists” of history. Through communal councils, cooperatives, communes, and popular militias, the Venezuelan government has radically empowered the radical grassroots, albeit not without resistance from its own bureaucrats.

But these accomplishments do not belong to Chávez alone, and in fact, they do not belong to Chávez at all. Long before Chávez, there were the revolutionary movements that tried, failed, and tried better, generating the experiences, organizations, and outlooks that would eventually propel Chávez to the helm of an untrustworthy state. Any celebration of Chávez that presents him as a savior is an insult to the people he held in such high esteem, and whose orders he followed.

Inversely, some ill-informed leftists decry him as not having been revolutionary enough, not moving quickly enough toward socialism: the revolution must be all at once or not at all. Others, here taking a page from the liberals, attack him for being authoritarian, autocratic, and undemocratic. But this all misses the most fundamental point: that the Venezuelan revolution is not Chávez. If we fail to understand why many millions of Venezuelans are in mourning today, then we have voluntarily abandoned any serious effort to understand what is going on in Venezuela.

A Combative Democrat

Even as President, Chávez’s rural persona always managed to break through the polite veneer of political leadership: as when he would often spontaneously break into llanero song, speak in country parables and refrains, or brutally attack opponents and allies alike on live television. Also arguably a legacy of the countryside was his paradoxical democratic authoritarianism: deeply respectful of the people and fervently egalitarian, he would not take no for an answer when it came to revolutionizing the country. While Chávez had long dreamed of becoming a major league pitcher, his childhood nickname, latigo, the whip, described his approach to politics at least as well as it described his fastball.

But this contradiction was not his own: direct democracy and representative democracy are rarely the sympathetic allies their names might suggest, and one of the seeming paradoxes of the Bolivarian Revolution is that it has taken a firm push from above to clear the way for radically democratic participation from below. This is what critics of Chávez and the Bolivarian Revolution mean when they suggest that he has run roughshod over democratic “checks and balances,” failing to note that such institutional constraints, however justifiable, are often far from democratic.

As a result, the two sides seem to speak completely different languages: for the one, which seems to include Republican Congressman Ed Royce bid a quick “good riddance” to Chávez, the leader was an authoritarian dictator. Such claims come as a surprise to Chavistas, however, who have elected him many times, repeatedly choosing the path of an increasingly radical revolutionary process, and who are quick to point out the contradiction between their democratic will and term limits. Many poor Venezuelans, too, were surprised at the outrage that ensued when Chávez referred to George W. Bush as “the devil” or as a “donkey.” The poor rarely grasp the role of politeness in politics, seeing it instead, intuitively but correctly, as the realm of powerful oppositions, of Bush’s own “you’re with us or you’re against us.”

The Manichean nature of Venezuelan politics in recent years has been undeniable, but we would be well advised to recognize, with Frantz Fanon, that this division between us and them, Chavistas and escualidos (or more recently, majunches), was more a reflection of a structural reality than the fault of Chávez or the Revolution. While elite Venezuelans began to mourn the disappearance of Venezuelan “harmony,” what they really meant was that, all of a sudden, poor and dark-skinned Venezuelans had appeared, had made their presence felt, and had even assumed the mantle of the government as a mechanism for pressing their demands.

Chávez certainly courted Manicheanism to mobilize the people in the struggle, but this Manicheanism also came to him, for phenotypic as well as political reasons: dark-skinned, with a wide nose and large ears, “with his very image, Chávez has shaken up the beehive of social harmony… His image upsets the wealthy women of Cuarimare.” Chávez and his supporters have long been racialized in terms that would seem scandalous anywhere else: monkey, blackie, scum, horde, rabble. Open racism exploded during the 2002 coup that unseated Chávez for less than two days, in many ways forcing him to recognize it publicly in a country that had often celebrated mestizaje and insisted that there was no racism in Venezuela. In the end, this Manicheanism has become the most important motor for driving the revolutionary process forward, unifying the people against a common enemy and preparing them for the struggle ahead.

I was supposed to meet Hugo Chávez, but he cancelled at the last minute. His unpredictability stemmed from a combination of security concerns and an irrepressible desire to do everything himself. The closest I ever got was about 10 feet away, awash in a rushing torrent of red-shirted Chavistas on the Avenida Bolívar in 2007, as the now late President drove by atop a truck. As he passed, I reached up and performed my favorite Chavista gesture: pounding palm with fist to symbolize the brutal pummeling of the opposition. As though confirming the centrality of combat in a Revolution that would outlive him, he looked at me and did the same.

The Revolution Will Not Be Reversed

What will happen next? Within 30 days, there will be elections, in which Chávez’s hand-picked successor Nicólas Maduro will almost certainly prevail against an opposition that only seems to ever come together for the purposes of then falling apart. But the future in the longer term remains unwritten. While nothing is inevitable, however, a great many poor and radicalized Venezuelans will tell you that they will not take ni un paso atras, a single step back, and that conversely, no volverán, they shall not return. And they mean it.

This is a revolutionary assurance that has never depended solely on the figure of Chávez. As I write in the introduction to my forthcoming book We Created Chávez:

“The Bolivarian Revolution is not about Hugo Chávez. He is not the center, not the driving force, not the individual revolutionary genius on whom the process as a whole relies or in whom it finds a quasi-divine inspiration. To paraphrase the great Trinidadian theorist and historian C.L.R. James: Chávez, like the Haitian revolutionary Toussaint L’Ouverture, ‘did not make the revolution. It was the revolution that made’ Chávez. Or, as a Venezuelan organizer told me, ‘Chavez didn’t create the movements, we created him.’”

In 1959, Frantz Fanon declared the Algerian Revolution irreversible, despite the fact that the country would not gain formal independence for another three years. Studying closely the transformation of Algerian culture during the course of the struggle and the creation of what he called a “new humanity,” Fanon was certain that a point of no return had been reached, writing that:

“An army can at any time reconquer the ground lost, but how can the inferiority complex, the fear and the despair of the past be re-implanted in the consciousness of the people?”

In revolution, there are no guarantees, and there’s no saying that the historical dialectic cannot be bent back upon itself, beaten and bloody. The point is simply that for the forces of reaction to do so will be no easy task. Long ago, the Venezuelan people stood up, and it is difficult if not impossible to tell a people on their feet to get back down on their knees.

Neuroscience, Special Forces and Yale

The Ethics of Deception Detection Research

Last month, a proposal to establish a U.S. Special Operations Command (SOCOM) Center for Excellence in Operational Neuroscience at Yale University died a not-so-quiet death. The broad goal of “operational neuroscience” is to use research on the human brain and nervous system to protect and give tactical advantage to U.S. war fighters in the field. Crucial questions remain unanswered about the proposed center’s mission and the unusual circumstances surrounding its demise. But just as importantly, this episode brings much needed attention to the morally fraught and murky terrain where partnerships between university researchers and national security agencies lie.

A Brief Chronology

Let’s start with what transpired, according to the news reports and official press releases. In late January, the Yale Herald reported that the Department of Defense had awarded $1.8 million to Yale University’s School of Medicine for the creation of the new center under the direction of Yale psychiatrist Charles Morgan III. Descriptions of the proposed center’s work revolved around the teaching of Morgan’s interviewing techniques to U.S. Special Forces in order to improve their intelligence gathering. To heighten the soldiers’ cross-cultural awareness and sensitivity, Morgan reportedly intended to draw volunteer interviewees from New Haven’s immigrant communities.

Such details typically become public only after a university center has been formally established and its funding officially secured. In this case, however, the early news reports – which included statements from director-to-be Morgan – quickly led last month to a widely circulated Yale Daily News op-ed, an online petition, a Facebook page, and protests by students and local groups outraged over reports of Yale’s support for the military center and plans to treat immigrants as “guinea pigs.” According to ABC News/Univision, in response Morgan explained that he was approached by the Defense Department to help “promote better relations between U.S. troops and the people whose villages they work in and around” – by teaching soldiers “better communication skills” and “how to ask non-leading questions, how to listen to what people are saying, how to understand them.”

A public affairs officer for U.S. SOCOM initially confirmed that it was providing funding for the center. Shortly thereafter, Yale University representatives issued a conflicting statement. Characterizing the center as “an educational and research center with a goal of promoting humane and culturally respectful interview practices among a limited number of members of the armed forces, including medics,” they emphasized that no formal proposal had been submitted for academic and ethical review. Yale also noted that volunteer interviewees “selected from diverse ethnic groups” would be protected by university oversight, and that public reports about the center were in part “based on speculation and incomplete information.” Three days later, SOCOM’s spokesperson retracted his previous statement, explaining that the information provided had been incorrect, and that no funds for the center would be forthcoming. Yale confirmed that the center would not be established at the university. Two days later, SOCOM declared that, in fact, they had decided a year earlier not to fund Morgan’s proposal.

Ethical Risks of Operational Neuroscience

The name of the proposed center – the U.S. SOCOM Center of Excellence for Operational Neuroscience – deserves more attention and scrutiny than it has received thus far. The burgeoning interdisciplinary field of operational neuroscience – supported by hundreds of millions of dollars from the Department of Defense – is indisputably much larger and much more worrisome from an ethical perspective than the mere teaching of interview techniques and people skills would suggest. What makes this particular domain of scientific work so controversial is not only its explicit purpose of advancing military goals. The methods by which these ends are pursued are equally disquieting because they raise the specter of “mind control” and threaten our deeply held convictions about personhood and personal autonomy.

In a presentation to the intelligence community five years ago, program manager Amy Kruse from the Defense Advanced Research Projects Agency (DARPA) identified operational neuroscience as DARPA’s latest significant accomplishment, preceded by milestone projects that included the Stealth Fighter, ARPANET, the GPS, and the Predator drone. National security interests in operational neuroscience encompass non-invasive, non-contact approaches for interacting with a person’s central and peripheral nervous systems; the use of sophisticated narratives to influence the neural mechanisms responsible for generating and maintaining collective action; applications of biotechnology to degrade enemy performance and artificially overwhelm cognitive capabilities; remote control of brain activity using ultrasound; indicators of individual differences in adaptability and resilience in extreme environments; the effects of sleep deprivation on performance and circadian rhythms; and neurophysiologic methods for measuring stress during military survival training.

Anthropologist Hugh Gusterson, bioethicist Jonathan Moreno, and other outspoken scholars have offered strong warnings about potential perils associated with the “militarization of neuroscience” and the proliferation of “neuroweapons.” Comparing the circumstances facing neuroscientists today with those faced by nuclear scientists during World War II, Gusterson has written, “We’ve seen this story before: The Pentagon takes an interest in a rapidly changing area of scientific knowledge, and the world is forever changed. And not for the better.” Neuroscientist Curtis Bell has called for colleagues to pledge that they will refrain from any research that applies neuroscience in ways that violate international law or human rights; he cites aggressive war and coercive interrogation methods as two examples.

Research Misapplied: SERE and “Enhanced Interrogation Techniques”

Some may argue that these concerns are overblown, but the risks associated with “dual use” research are well recognized and well documented. Even though a particular project may be designed to pursue outcomes that society recognizes as beneficial and worthy, the technologies or discoveries may still be susceptible to distressing misuse. As a government request for public comment recently highlighted, certain types of research conducted for legitimate purposes “can be reasonably anticipated to provide knowledge, information, products, or technologies that could be directly misapplied to pose a significant threat with broad potential consequences to public health and safety….”

Yale’s Morgan must surely be aware that operational neuroscience research can be used for purposes contrary to its purported intent – as this appears to be what happened with some of his own work. Morgan’s biographical sketch on the School of Medicine website refers to his research on the “psycho-neurobiology of resilience in elite soldiers” and “human performance under conditions of high stress.” Both of these topics are related to his extensive study of the effects of the military’s physically and psychologically grueling Survival, Evasion, Resistance, and Escape (SERE) training program. In SERE training, soldiers are subjected to extreme conditions in order to inoculate them against enemy interrogation should they be captured and subjected to torture by forces that don’t observe international laws prohibiting prisoner abuse. The techniques applied during the trainee’s simulated incarceration and mock interrogations include isolation, stress positions, sleep and food deprivation, loud noises, sexual humiliation, extreme temperatures, confinement in small spaces, and in some cases waterboarding.

Along with colleagues, Morgan has published a series of research articles examining the psychological, physiological, and biological effects of the SERE program. In summarizing key findings of this research, Morgan and his co-authors highlighted the following: the stress induced by SERE is within the range of real-world stress; SERE students recover normally and do not show negative effects from the training; and the mock interrogations do not produce lasting adverse reactions as measured by physiological and biological indicators. However, after reviewing these same studies, the authors of a Physicians for Human Rights report reached a starkly different conclusion: “SERE … techniques, even when used in limited and controlled settings, produce harmful health effects on consenting soldier-subjects exposed to them.” They also emphasized that during the training many students experienced dissociative reactions and hormone level changes comparable to major surgery or actual combat; the post-training assessments were short-term and insufficient to evaluate soldiers for PTSD and related disorders; and the soldiers benefited from knowing that they could end their participation whenever they chose to do so.

SERE research like that conducted by Morgan and his colleagues was subsequently misused by the Bush Administration after the 9/11 terrorist attacks to illegitimately authorize the abuse and torture of national security detainees held at Guantanamo Bay, Bagram Air Base, and CIA “black sites.” The infamous“enhanced interrogation techniques” (EITs) were developed by former SERE psychologists – working for the CIA – who “reverse-engineered” the SERE interrogation tactics. But even more importantly here, a crucial 2002 Office of Legal Counsel “torture memo” asserted that the EITs did not cause lasting psychological harm, and it cited as evidence consultation with interrogation experts and outside psychologists, as well as a review of the “relevant literature” – which plausibly would have included Morgan’s own extensive work in the area. In short, this appears to be a striking and tragic instance where operational neuroscience research, undertaken in a different context, was subsequently appropriated and misapplied for unconscionable purposes. It is worth adding that these prisoners were subjected to indefinite detention without trial and they were not free to discontinue their torturous interrogations at will. Their torture sessions were also substantially longer and the techniques were instituted more frequently and with greater intensity than Morgan’s research subjects experienced.

Morgan’s Deception Detection Research

Another significant area of operational neuroscience research for Morgan has been deception detection – that is, figuring out when someone isn’t being truthful during an interview, or an interrogation. According to his online CV, he has received Department of Defense funding totaling nearly $2 million for this work over the past several years. Research on this same topic reportedly also became an important focus of attention for several intelligence agencies – including the CIA – immediately after the 9/11 attacks. Befitting his expertise and stature in the field, Morgan has been involved in a variety of high-level initiatives designed to bring together university researchers and personnel from the defense and intelligence sectors.

For example, Morgan is among the listed attendees at a July 2003 invitation-only workshop on “The Science of Deception: Integration of Theory and Practice.” The event was co-hosted by the American Psychological Association (APA) and the RAND Corporation, with generous funding from the CIA. The participants discussed various scenarios, including one focused on law enforcement interrogation and debriefing, and another on intelligence gathering. They also explored specific research questions, such as which pharmacological agents affect truth-telling, and whether it might be possible to overwhelm a person’s senses so as to reduce his capacity to engage in deception during an interrogation. Psychologist Jeffrey Kaye has noted that, in a very unusual step, the APA has scrubbed most of the information about this workshop from its website.

In June 2004 Morgan was a participant at another invitation-only workshop – co-sponsored by the Department of Justice, the FBI, and the APA – titled “The Nature and Influence of Intuition in Law Enforcement: Integration of Theory and Practice.” Among the topics examined were the extent to which police officers, intelligence analysts, interrogators, and others can effectively use “intuition” in their work – for instance, in order to detect deception – and how such capabilities might be applied to counterterrorism efforts. The proceedings from this event identify Morgan as “Senior Research Scientist, Behavioral Science StaffCentral Intelligence Agency” – a professional affiliation that does not appear on his online CV.

Morgan is credited with a similar affiliation in the 2006 report “Educing Information,” published by the National Defense Intelligence College. As a member of the Government Experts Committee, Morgan is listed as working for the “Intelligence Technology Innovation Center,” an administrative unit that falls under the CIA. The foreword to the report describes the volume as “a primer on the ‘science and art’ of both interrogation and intelligence gathering.” Included is a chapter on deception detection by Morgan’s close research colleague, psychologist Gary Hazlett. One of Hazlett’s recommendations in the report is that “the United States adopt an aggressive, focused plan to support research and development of enhanced capabilities to validate information and the veracity of sources.” He also notes that the most troubling limitation of deception research thus far is the lack of “various Asian, Middle Eastern, Central and South American, or African populations” as research participants.

Responding to Morgan’s reported plans for a new center at Yale, local advocacy group Junta for Progressive Action issued a statement of concern last month. It noted that, “As a city that has worked to establish itself as a welcoming and inclusive city for immigrants, the idea of targeting immigrants specifically for the purpose of identifying the distinction of how they lie is offensive, disrespectful and out of line with the values of New Haven.” In a recent newspaper report, Morgan called rumors that the proposed center at Yale would teach new interrogation techniques mere “hype and fantasy,” explaining that he instead “suggested to the Army that perhaps some training in people skills – how to talk to and listen to people might be helpful and create better relations.” Even assuming that this reassuring account is true, it’s certainly not unreasonable to question whether deception detection research and training might have been part of the proposed center’s future operational neuroscience agenda.

Classified and Unclassified Research on Campus

There are broader questions beyond those focused specifically on the uncertain details and background surrounding the not-to-be Center of Excellence for Operational Neuroscience at Yale. The unusual sequence of events that unfolded in New Haven last month should ideally serve as a springboard for open discussion of the opportunities and pitfalls associated with research partnerships between universities and national security agencies. To its credit, Yale University has a clear policy that explicitly prohibits its faculty from conducting secret or classified research:

The University does not conduct or permit its faculty to conduct secret or classified research. This policy arises from concern about the impact of such restrictions on two of the University’s essential purposes: to impart knowledge and to enlarge humanity’s store of knowledge. Both are clearly inhibited when open publication, free discussion, or access to research are limited.

But not all academic institutions have such stringent rules, which are necessary to promote full transparency, informed critiques by other scholars and researchers, and constructive engagement beyond the walls of higher education institutions. At the same time, it should be noted that, even at Yale, voluntary faculty members – Morgan’s official status at the university – do not need to disclose research activities that are not being conducted on behalf of Yale.

Some of the most challenging ethical issues remain even when classified research is not conducted on university campuses. As psychologist Stephen Soldz has highlighted, in cases of unclassified research funded by national security agencies, the academic researchers are not necessarily informed about the totality of the projects to which they are contributing. He offers the example of findings from seemingly uncontroversial deception detection studies, which may ultimately become the basis for the capture, indefinite detention, and torturous interrogation of prisoners in undisclosed locations – well beyond the university researchers’ awareness. Soldz also warns that researchers may never know if their campus work has become “part of a vast secret effort to unlock the mystery of mind control and develop techniques for coercive interrogations, as happened to hundreds of behavioral scientists and others in the decades of the CIA’s MKULTRA and other Cold War behavioral science initiatives.” These risks are further exacerbated for psychologists, psychiatrists, and other health professionals for whom a “do no harm” ethic intrinsically poses conflicts with research projects aimed at identifying and destroying those who are considered adversaries.

Next Steps

There are applications of operational neuroscience – such as improved prosthetic limbs for injured veterans and more effective treatments for victims of brain injury – that are compelling in their apparent value and their promotion of human welfare. But other applications raise profound concerns, especially where the defining goals and priorities of a university and its medical researchers and scientists diverge from those of national security and intelligence operatives. Community health sciences professor Michael Siegel – a graduate of Yale’s School of Medicine – emphasized this point when he was interviewed on Democracy Now! last month. Siegel noted: “The practice of medicine was designed to improve people’s health, and the school of medicine should not be taking part in either training or research that is primarily designed to enhance military objectives.”

In this context it’s worthwhile to recall exactly who Morgan envisioned as the trainees for his proposed “people skills” interview project at the medical school: U.S. Special Forces, the highly skilled soldiers often assigned the military’s most difficult and dangerous missions. These forces – over 60,000 strong including military personnel and civilians – are now covertly deployed around the globe. Journalists Dana Priest and William Arkin have described them as“America’s secret army.” Their counterterrorism operations include intelligence-gathering missions and lethal raids – not only in Afghanistan but also in countries where the United States is not at war. They’ve been authorized to keep “kill lists” of individuals who can be assassinated rather than captured, and some have conducted brutal interrogations at secret detention sites. The Army refers to its Special Forces as the “most specialized experts in unconventional warfare.”

At this point, signs clearly indicate that a U.S. SOCOM Center of Excellence for Operational Neuroscience will not be coming to Yale. But it would be a mistake to assume that this research – and the very considerable national security sector funding it attracts – will not find another home. This is why it’s important that the current controversy not be dismissed without fuller engagement and discussion among all stakeholders of pressing practical and ethical considerations – before a similar project appears on another campus or resurfaces in a reconfigured form in New Haven. The prospect of all defense-related neuroscience research being conducted clandestinely by government or corporate entities – away from the public and expert oversight that universities can offer – is far from reassuring, so difficult issues like this must be tackled head-on.

One valuable next step would be an open forum at Yale. Dr. Morgan could have the opportunity to describe in greater detail the nature of his deception detection work and related projects – including his ongoing research in New Haven about which Yale recently claimed it was unaware. Other distinguished scientists, ethicists, and human rights experts could provide their commentaries. And community members, students, faculty, and administrators could offer their own perspectives and pose questions. Such an event would not likely produce consensus, but the sharing of information, the free expression of differing viewpoints, and informed debate are among the most vital functions of a university. Pending further developments, there are very good reasons to be concerned – and confused – about the recent twists and turns surrounding the proposed center at Yale. Many of the most critical questions still await answers.

Is the Anti-Occupation Movement Driven by Defenders of Genocide?

If there is one message that unifies critics of Israel and advocates for Palestinian rights, it is “End the Occupation.”  As with many unifying messages, however, it is successful partly because of its ambiguity.  What land and which people are occupied?  And what are the terms under which the “occupation” will be ended.The ambiguity allows groups as disparate as Hamas and J Street to chant the phrase with very different images in mind. Hamas and other anti-Zionists argue that all of the land defined by the British Mandate of Palestine is occupied territory, while J Streeters and other “soft” Zionists commonly refer only to Israel’s 1967 territorial conquests as “occupied.”

The dividing line between these two views has been articulated By Naomi Wimborne-Idrissi of JBIG (Jews Boycotting Israeli Goods):

…there are many people within the movement who share the opinion – which is general throughout the West – that Israel needs to exist as a Jewish state, should exist as a Jewish state.  And there are many Jews and others in the movement who don’t want to criticize that fundamental fact.[i]

Wimborne-Idrissi is undoubtedly correct in her assessment: public opinion in the West generally supports what is called “Israel’s right to exist as a Jewish state.”[ii]  However, most Palestinians fail to understand why this “right” should trump their rights and why Palestinians should be made to pay for its exercise with expulsion from their homes.

Indeed, they may be forgiven for doubting the sincerity of people that claim to advocate for justice on their behalf but fail to defend their right to return to their homes.  On the one hand, these “defenders” of Palestinian human rights claim to oppose Israel’s expulsion of Palestinians, both inside the internationally recognized borders of Israel and in other areas under Israeli control.  On the other hand, these same champions of Palestinians will not lift a finger to correct and defend against the more massive ethnic cleansing that occurred in 1948.  It is as if 1967 is the dividing line between which criminal activity must be accepted and which must be resisted.

Do such persons really oppose ethnic cleansing as a matter of principle or merely as it suits their whim?  The passage of time does not appear to be an issue.  If 1948 seems like a long time ago, let us remember that there is no statute of limitations on such matters, as the prosecution of Nazi war criminals from an even earlier era illustrates.

J Streeters and other “soft” Zionists may appear to be allies of Palestinians, but they are not.  Their overwhelming consideration is to create and maintain a Jewish state, and to mould it into their image of a liberal democracy that they can feel proud of.  Palestinian rights and welfare are entirely subsidiary to that objective.

This explains why J Streeters defend Israel’s “right to exist,” i.e. the ethnic cleansing of 1948.  They may not like ethnic cleansing, but it was necessary for the creation of a Jewish state, which has a higher order of priority.  On the other hand, they see the current ethnic cleansing policies of the state of Israel as corrosive to the kind of state they would like to have.  This is why they want to “end the occupation.”  Look what it is doing to Israeli youth!  Look at how it is driving Israel into the hands of “extremists.”

Let us therefore be clear.  We are dealing with people whose opposition to ethnic cleansing is not very firm and whose primary interest in “ending the occupation” is to do what is good for Israel, not for humanity and least of all for Palestinians.[iii]

Indeed, one wonders why these advocates for Israel oppose a massive expulsion of the remaining Palestinians in all of the land held by Israel.  Expulsion is clearly not a “red line” for them, and it is an expedient method of  “ending the occupation.”  I suspect that they harbor a nagging guilt for the theft and massacres of 1948, but not enough to want to give up the stolen property.  Rather, they hope to expiate their guilt by returning a portion of the territories seized in 1967 for the purpose of creating Palestinian Bantustans.  (The South African Bantustans served a similar purpose of assuaging the guilt of white supremacists.)

Regardless of the hypocritical games that Jewish supremacists in the movement play amongst themselves, Palestinians and human rights advocates must not be lured into false partnerships with them just because we share some of the same immediate tactics and objectives, such as stopping the growth of Jewish settlements, boycott of (some) Israeli products and institutions, an end to land confiscations, etc.  Rather, we must expose the racist foundations and objectives of these ethically inconsistent elements within “the movement,” and avoid alliances with them.

Currently, I fear that we may be doing the opposite, i.e. allowing the “end the occupation” movement to be driven by the interests of people whose agenda requires Palestinians to give up inalienable rights and which rewards those who take those rights away from them.[iv]  It is not in the interest of Palestinians and principled human rights advocates to make common cause with such morally compromised persons.

[iii] Gilad Atzmon (The Wandering Who, Winchester: Zero Books, 2011, p. 102) makes a similar argument with respect to Jewish anti-Zionists, i.e. that they are motivated by what is good for Jews and that they believe that a Jewish state is bad for the Jews.  Atzmon contends that this is just another instance of Jewish exceptionalism, which will be the cause of injustice even if the form of the injustice is not Zionism per se.  Even if this is the case, social justice groups are notorious for pursuing justice while failing to practice it, and this may be an instance of such.  I do not discount the possibility that cliquishness, tribalism and exceptionalism are causes of injustice in many cases, but ridding human nature of this tendency is beyond the scope of most advocacy efforts, even if it deserves a place in all of them.

[iv] An instance of this is the Palestinian BNC (BDS National Committee).  Although nominally Palestinian, its main website is in English, with the Arabic translation largely unfinished.  An unauthorized amendment to its original mission statement, inserted at an unknown time, appears to remove the property seizures of 1948 from consideration as occupied Palestinian Arab land.  This appears to be a concession to “soft” Zionist elements within the BNC-led BDS movement.  The amended statement does not appear in any authorized Arabic version of the mission statement.

The Revolution Within the Revolution Will Continue

The death of Hugo Chávez is a great loss to the people of Venezuela who have been lifted out of poverty and have created a deep participatory democracy. Chavez was a leader who, in unity with the people, was able to free Venezuela from the grips of US Empire, bring dignity to the poor and working class, and was central to a Latin American revolt against US domination.

Chávez grew up a campesino, a peasant, raised in poverty. His parents were teachers, his grandmother an Indian whom he credits with teaching him solidarity with the people. During his military service, he learned about Simon Bolivar, who freed Latin America from Spanish Empire.  This gradually led to the modern Bolivarian Revolution he led with the people. The Chávez transformation was built on many years of a mass political movement that continued after his election, indeed saved him when a 2002 coup briefly removed him from office. The reality is Venezuela’s 21st Century democracy is bigger than Chávez.  This will become more evident now that he is gone.

The Lies They Tell Us

If Americans knew the truth about the growth of real democracy in Venezuela and other Latin American countries, they would demand economic democracy and participatory government, which together would threaten the power of concentrated wealth. Real democracy creates a huge challenge to the oligarchs and their neoliberal agenda because it is driven by human needs, not corporate greed. That is why major media in the US, which are owned by six corporations, aggressively misinform the public about Chávez and the Bolivarian Revolution.

Mark Weisbrot of the Center for Economic and Policy Research writes:

The Western media reporting has been effective. It has convinced most people outside of Venezuela that the country is run by some kind of dictatorship that has ruined it.

In fact, just the opposite is true. Venezuela, since the election of Chávez, has become one of the most democratic nations on Earth. Its wealth is increasing and being widely shared. But Venezuela has been made so toxic that even the more liberal media outlets propagate distortions to avoid being criticized as too leftist.

We spoke with Mike Fox, who went to Venezuela in 2006 to see for himself what was happening. Fox spent years documenting the rise of participatory democracy in Venezuela and Brazil. He found a grassroots movement creating the economy and government they wanted, often pushing Chávez further than he wanted to go.

They call it the “revolution within the revolution.” Venezuelan democracy and economic transformation are bigger than Chávez. Chávez opened a door to achieve the people’s goals: literacy programs in the barrios, more people attending college, universal access to health care, as well as worker-owned businesses and community councils where people make decisions for themselves. Change came through decades of struggle leading to the election of Chávez in 1998, a new constitution and ongoing work to make that constitution a reality.

Challenging American Empire

The subject of Venezuela is taboo because it has been the most successful country to repel the neoliberal assault waged by the US on Latin America. This assault included Operation Condor, launched in 1976, in which the US provided resources and assistance to bring friendly dictators who supported neoliberal policies to power throughout Latin America. These policies involved privatizing national resources and selling them to foreign corporations, de-funding and privatizing public programs such as education and health care, deregulating and reducing trade barriers.

In addition to intense political repression under these dictators between the 1960s and 1980s, which resulted in imprisonment, murder and disappearances of tens of thousands throughout Latin America, neoliberal policies led to increased wealth inequality, greater hardship for the poor and working class, as well as a decline in economic growth.

Neoliberalism in Venezuela arrived through a different path, not through a dictator. Although most of its 20th century was spent under authoritarian rule, Venezuela has had a long history of pro-democracy activism. The last dictator, Marcos Jimenez Perez, was ousted from power in 1958. After that, Venezuelans gained the right to elect their government, but they existed in a state of pseudo-democracy, much like the US currently, in which the wealthy ruled through a managed democracy that ensured the wealthy benefited most from the economy.

As it did in other parts of the world, the US pushed its neoliberal agenda on Venezuela through the International Monetary Fund (IMF) and World Bank. These institutions required Structural Adjustment Programs (SAP) as terms for development loans. As John Perkins wrote in Confessions of an Economic Hit Man, great pressure was placed on governments to take out loans for development projects. The money was loaned by the US, but went directly to US corporations who were responsible for the projects, many of which failed, leaving nations in debt and not better off. Then the debt was used as leverage to control the government’s policies so they further favored US interests. Neoliberalism Leads to the Rise of Chávez

A turning point in the Venezuelan struggle for real democracy occurred in 1989. President Carlos Andres Perez ran on a platform opposing neoliberalism and promised to reform the market during his second term. But following his re-election in 1988, he reversed himself and continued to implement the “Washington Consensus” of neoliberal policies – privatization and cuts to social services. The last straw came when he ended subsidies for oil. The price of gasoline doubled and public transportation prices rose steeply.

Protests erupted in the towns surrounding the capitol, Caracas, and quickly spread into the city itself. President Perez responded by revoking multiple constitutional rights to protest and sending in security forces who killed an estimated 3,000 people, most of them in the barrios. This became known as the “Caracazo” (“the Caracas smash”) and demonstrated that the president stood with the oligarchs, not with the people.

Under President Perez, conditions continued to deteriorate for all but the wealthy in Venezuela. So people organized in their communities and with Lieutenant Colonel Hugo Chávez attempted a civilian-led coup in 1992. Chávez was jailed, and so the people organized for his release. Perez was impeached for embezzlement of 250 million bolivars and the next president, Rafael Caldera, promised to release Chávez when he was elected. Chávez was freed in 1994. He then traveled throughout the country to meet with people in their communities and organizers turned their attention to building a political movement.

Chávez ran for president in 1998 on a platform that promised to hold a constituent assembly to rewrite the constitution saying:

I swear before my people that upon this moribund constitution I will drive forth the necessary democratic transformations so that the new republic will have a Magna Carta befitting these new times.

Against the odds, Chávez won the election and became president in 1999.

While his first term was cautious and center-left, including a visit by Chávez to the NY Stock Exchange to show support for capitalism and encourage foreign investment, he kept his promise. Many groups participated in the formation of the new constitution, which was gender-neutral and included new rights for women and for the indigenous, and created a government with five branches adding a people’s and electoral branches. The new constitution was voted into place by a 70 percent majority within the year. Chávez also began to increase funding for the poor and expanded and transformed education.

Since then, Chávez has been re-elected twice. He was removed from power briefly in 2002, jailed and replaced by Pedro Carmona, the head of what is equivalent to the Chamber of Commerce. Fox commented that the media was complicit in the coup by blacking it out and putting out false information. Carmona quickly moved to revoke the constitution and disband the legislature. When the people became aware of what was happening, they rapidly mobilized and surrounded the capitol in Caracas. Chávez was reinstated in less than 48 hours.

One reason the Chávez election is called a Bolivarian Revolution is because Simon Bolivar was a military political leader who freed much of Latin America from the Spanish Empire in the early 1800s. The election of Chávez, the new constitution and the people overcoming the coup set Venezuela on the path to free itself from the US empire. These changes emboldened the transformation to sovereignty, economic democracy and participatory government.

In fact, Venezuela paid its debts to the IMF in full five years ahead of schedule and in 2007 separated from the IMF and World Bank, thus severing the tethers of the Washington Consensus. Instead, Venezuela led the way to create the Bank of the South to provide funds for projects throughout Latin America and allow other countries to free themselves from the chains of the IMF and World Bank too.

The Rise of Real Democracy

The struggle for democracy brought an understanding by the people that change only comes if they create it. The pre- Chávez era is seen as a pseudo Democracy, managed for the benefit of the oligarchs. The people viewed Chávez as a door that was opened for them to create transformational change. He was able to pass laws that aided them in their work for real democracy and better conditions. And Chávez knew that if the people did not stand with him, the oligarchs could remove him from power as they did for two days in 2002.

With this new understanding and the constitution as a tool, Chávez and the people have continued to progress in the work to rebuild Venezuela based on participatory democracy and freedom from US interference. Chávez refers to the new system as “21st century socialism.” It is very much an incomplete work in progress, but already there is a measurable difference.

Mark Weisbrot of CEPR points out that real GDP per capita in Venezuela expanded by 24 percent since 2004. In the 20 years prior to Chávez, real GDP per person actually fell. Venezuela has low foreign public debt, about 28 percent of GDP, and the interest on it is only 2 percent of GDP. Weisbrot writes:

From 2004-2011, extreme poverty was reduced by about two-thirds. Poverty was reduced by about one-half, and this measures only cash income. It does not count the access to health care that millions now have, or the doubling of college enrollment – with free tuition for many. Access to public pensions tripled. Unemployment is half of what it was when Chávez took office.

Venezuela has reduced unemployment from 20 percent to 7 percent.

As George Galloway wrote upon Chávez’s death:

Under Chávez’ revolution the oil wealth was distributed in ever rising wages and above all in ambitious social engineering. He built the fifth largest student body in the world, creating scores of new universities. More than 90% of Venezuelans ate three meals a day for the first time in the country’s history. Quality social housing for the masses became the norm with the pledge that by the end of the presidential term, now cut short, all Venezuelans would live in a dignified house.

Venezuela is making rapid progress on other measures too. It has a high human development index and a low and shrinking index of inequality. Wealth inequality in Venezuela is half of what it is in the United States. It is rated “the fifth-happiest nation in the world” by Gallup. And Pepe Escobar writes that:

No less than 22 public universities were built in the past 10 years. The number of teachers went from 65,000 to 350,000. Illiteracy has been eradicated. There is an ongoing agrarian reform.

Venezuela has undertaken significant steps to build food security through land reform and government assistance. New homes are being built, health clinics are opening in under-served areas and cooperatives for agriculture and business are growing.

Venezuelans are very happy with their democracy. On average, they gave their own democracy a score of seven out of ten while the Latin American average was 5.8. Meanwhile, 57 percent of Venezuelans reported being happy with their democracy compared to an average for Latin American countries of 38 percent, according to a poll conducted by Latinobarometro. While 81 percent voted in the last Venezuelan election, only 57.5 percent voted in the recent US election.

Chávez won that election handily as he has all of the elections he has run in since 1999. As Galloway describes him, Chávez was “the most elected leader in the modern era.” He won his last election with 55 percent of the vote but was never inaugurated due to his illness.

Beyond Voting: The Deepening of Democracy in Venezuela

This is not to say that the process has been easy or smooth. The new constitution and laws passed by Chávez have provided tools, but the government and media still contain those who are allied with the oligarchy and who resist change. People have had to struggle to see that what is written on paper is made into a reality. For example, Venezuelans now have the right to reclaim urban land that is fallow and use it for food and living. Many attempts have been made to occupy unused land and some have been met by hostility from the community or actual repression from the police. In other cases, attempts to build new universities have been held back by the bureaucratic process.

It takes time to build a new democratic structure from the bottom up. And it takes time to transition from a capitalist culture to one based on solidarity and participation. In “Venezuela Speaks,” one activist, Iraida Morocoima, says “Capitalism left us with so many vices that I think our greatest struggle is against these bad habits that have oppressed us.” She goes on to describe a necessary culture shift as, “We must understand that we are equal, while at the same time we are different, but with the same rights.”

Chávez passed a law in 2006 that united various committees in poor barrios into community councils that qualify for state funds for local projects. In the city, community councils are composed of 200 to 400 families. The councils elect spokespeople and other positions such as executive, financial and “social control” committees. The council members vote on proposals in a general assembly and work with facilitators in the government to carry through on decisions. In this way, priorities are set by the community and funds go directly to those who can carry out the project such as building a road or school. There are currently more than 20,000 community councils in Venezuela creating a grassroots base for participatory government.

A long-term goal is to form regional councils from the community councils and ultimately create a national council. Some community councils already have joined as communes, a group of several councils, which then have the capacity for greater research and to receive greater funds for large projects.

The movement to place greater decision-making capacity and control of local funds in the hands of communities is happening throughout Latin America and the world. It is called participatory budgeting and it began in Porto Alegre, Brazil in 1989 and has grown so that as many as 50,000 people now participate each year to decide as much as 20 percent of the city budget. There are more than 1,500 participatory budgets around the world in Latin America, North America, Asia, Africa, and Europe. The Unfinished Work of Hugo Chávez Continues

The movements that brought him to power and kept him in power have been strengthened by Hugo Chávez. Now the “revolution within the revolution” will be tested.  In 30 days there will be an election and former vice president, now interim president, Nicolas Maduro will likely challenge the conservative candidate Chávez defeated.

If the United States and the oligarchs think the death of Chávez means the end of the Bolivarian Revolution he led, they are in for a disappointment.  This revolution, which is not limited to Venezuela, is likely to show to itself and the world that it is deep and strong. The people-powered transformation with which Chávez was in solidarity will continue.

Latin American leaders praise Chavez and prepare to travel to Caracas for his funeral on Friday

All Latin American leaders expressed their deep sorrow over the death of President Hugo Chavez, and several of them will be travelling to Caracas for his funeral scheduled next Friday.

Argentine president Cristina Fernandez suspended all official activities, declared three days of mourning and will be flying to Caracas for the funeral. Cristina Fernández decided to leave Wednesday morning in the Tango 01 presidential plane along with her Uruguayan counterpart José “Pepe” Mujica, Planning Minister Julio de Vido and Foreign Minister Héctor Timerman.

Likewise Brazil’s Dilma Rousseff cancelled this week’s visit to Argentina and is planning to travel to Caracas for the funeral of Chavez. During an official ceremony Rousseff said that “in many occasions the Brazilian government did not fully concord with President Chavez”, but “today and as always we acknowledge him as a great leader, and an irreparable loss, and above all a loyal friend of Brazil and of its people”.

The Brazilian leader said she regretted the loss “not only as president but also as a person for which I had great affection”

Former president Lula da Silva also expressed ‘deep sorrow” over the death of President Chavez and in “this very sad day, all my solidarity with the Venezuelan people”.

Uruguayan president Jose Mujica also expressed his deep pain over the loss of ‘companion-commander’ Chavez and trusted the Venezuelan people and its government would continue to ‘strengthen democracy” of which the deceased leader was a “great builder”.

Bolivia’s Evo Morales who had special admiration for Chavez left Tuesday night for Caracas and decreed a full week of mourning and flags at half mast.

“Undoubtedly we had our differences, but I always admired the strength and commitment with which president Chavez battled for his ideas. He was a man profoundly committed to the integration of Latin America”, said Chilean president Sebastian Piñera.

From Mexico President Enrique Peña Nieto expressed his “deep condolence” over the loss of President Chavez. “My feelings are with his family and with the Venezuelan people, and for Venezuela to continue along the path of democracy”.

Peruvian president Ollanta Humala sent to the Venezuelan people “Bolivarian, South American and Latinamerican solidarity” and wished that in such difficult moments, “unity and reflection will prevail in such a way that things can go ahead peacefully and along the democratic track”.

From El Salvador president Mauricio Funes said Venezuela has not only lost a president, but a patriot, a man who transformed his country and “ruled for the people, changing the inequality and exclusion that prevailed in the country before he was elected to office”.

Finally the Organization of American States Secretary General Jose Miguel Insulza expressed condolences to the government and people of Venezuela regretting the sad news of the death of President Chavez.

“In a moment of such pain and sorrow for the Venezuelan people, we are next to you together with the rest of the peoples of the Americas”, said the OAS release. OAS flags will fly at half mast and there will be an extraordinary meeting of the Permanent Council to the memory of President Chavez.

ASA Summit Promotes South-South Ties, Regional Integration

The signing of twenty-seven new economic and social agreements between the nations of South America and Africa was the product of three days of meetings held between representatives of more than 60 countries in Equatorial Guinea last week.

The Third South America Africa Summit (ASA) took place just outside the capital of Malabo, where heads of states and high-ranking officials outlined ways to improve commercial, technological and transportation collaboration between the two continents.

Brazilian President Dilma Rousseff as well as Bolivia’s President Evo Morales were in attendance on Friday as were the presidents of Nigeria, South Africa, Senegal, Suriname and Cape Verde, among others.

“We are here to contribute with our experiences together, always thinking about the liberation of our countries in Africa as well as in Latin America and the Caribbean”, said President Morales on Friday.

During his speech, Morales drew attention to the need to take back the natural resources that have been “looted” by the United States and Europe, highlighting the gains that have been made as a result of such policies in the Americas.

“We began to take back our resources and the result has been a change in the economic and financial history of much of the countries in Latin America and the Caribbean”, the Bolivian head of state asserted.

“Unity for the dignity of our peoples, unity for equality, and, above all, unity for our liberation”, he added.

This sentiment of economic and political independence was echoed by the majority of ASA representatives including Nigerian Foreign Minister, Viola Adaku Onwuliri.

“Let’s show our ability to make tangible decisions that will lead to economic development and the integration of Africa and South America.

With true political will, we will be able to achieve it, just a s we have already been able to overcome the burdens of colonialism and racism”, Onwuliri said.

For his part, Venezuelan Foreign Minister Elias Jaua read a letter written by Hugo Chavez who apologized for his inability to participate personally in the conference.

“I truly lament, in the deepest of ways, my inability to be physically present with you and I reiterate once again…my most irrevocable commitment to the cause of union between our people”, the Venezuelan President wrote.

In his missive, Chavez hailed the “indivisible historic ties” that bind the regions and which have obliged the two continents “to walk together until the very end”.

“I will never be tired of saying it: we are one people. We must find each other, beyond the formalities and the speeches, in the feeling of unity.”

“In this way we will take our people out of the labyrinth where they had been cast by colonialism and, in the 20th century, by neoliberal capitalism”, the head of state said.

EXPANDING THE ALLIANCE

Apart from the commercial accords inked on Saturday, participating countries also expressed their support for Argentina in its territorial dispute with the United Kingdom over the Falkland Islands.

A further resolution saw the condemnation of the more than 50 year-old US blockade on Cuba and a declaration calling for Palestine to become a full member of the United Nations.

Many countries expressed their desire for the expansion of the ASA alliance, advocating the inclusion of all of Latin America and the Caribbean, not only those members belonging to the Union of South American Nations (Unasur) bloc.

President Nguema of Equatorial Guinea described the absence of these nations as “unjustifiable” given the important commonalities that exist between Africa and the developing nations of the Americas.

“The history of our continents, largely exploited by other countries, compels us to take measures of South-South cooperation which will allow us to emerge with liberty, independence and coexistence in this globalized world of confronting interests”, Nguema said.

Following this line, the President of the Spanish-speaking African nation proposed that ASA be incorporated into the recently established Community of Latin American and Caribbean States (CELAC) alliance that includes all countries in the Americas except the United States and Canada.

Venezuelan Foreign Minister Jaua reported that Nguema’s proposal has received the support of many allied Latin American nations and that “what needs to be done is to discuss [the proposal] with Unasur and then with CELAC”.

Jaua additionally informed that there will be an encounter between the leading members of ASA next month in the Venezuelan capital of Caracas to guarantee the materialization of the agreements signed last weekend.

“On April 26, there will be a meeting of the Follow-Up Commission which is made up of Nigeria, Brazil, and Equatorial Guinea to see through the accords that have been solidified in this third summit,” the Venezuelan Minister said.

FINDING ITS FOOTING

The tri-annual ASA first took place in Abuya, Nigeria in 2006 and was followed by a second encounter in Margarita Island, Venezuela in 2009.

While many member nations agree that more needs to be done to strengthen the alliance, trade between the continents has grown from $7.2 billion in 2002 to $39.4 billion in 2011.

Ecuadoran Foreign Minister Ricardo Patino explained that relations between the two regions have not been easy over the years “because we don’t know each other very much and we don’t have much work experience together.”

At the same time, Patino affirmed that there are great possibilities for collaboration and that the two continents “have much to offer one another” in ways that go beyond pure commercial relations.

Ecuador is slated to host the next ASA summit in 2016.

British activists being detained in UK airports under anti-terrorism legislation on return home from Palestine

14-600x463Two British peace activists have been detained in recent weeks after arriving home from the West Bank, occupied Palestine. They have been detained and taken in for questioning, over suspected links with the International Solidarity Movement.

“We are concerned about the British police using anti-terrorist legislation to target non-violent pro-Palestinian activists. We are a transparent group, trying to uphold the principles of international law; even inside Israel the International Solidarity Movement is not considered illegal. We would encourage the British Police to ask any questions they wish to do so, directly, and not by detaining affiliated activists at the airport”

The Schedule 7 of the Terrorism Act 2000, which the two activists have been held on, allows the police, under certain specified circumstances, to arrest individuals without a warrant who are reasonably suspected of being terrorists. These laws are draconian measures which give the British police powers to detain suspects for up to 28 days without charge.

Schedule 7 is clearly being used as a tool to find out more about activists involved in a wide variety of types of political dissent and to provide profiles of activists for the police to use in trying to undermine political movements. None of the questions about movements in the UK were designed to root out terrorism or uncover the preparation for terrorism. In fact, the movements concerned have never even been accused of terrorism (with the exception of completely false accusations made against the ISM, see here).

Britain abstained at the last vote at the United Nations deciding whether Palestine should be accepted as a non-member observer state. But in the last two weeks the double standards of the British government in relation to Palestine and Israel have again been laid bare; Saeed Amireh, has been refused a visa to visit the UK. Amireh is a peaceful campaigner against Israel’s occupation and the theft of Nilin’s land. He was told he hadn’t provided “enough supporting documents”, even though he had supplied everything that was asked for, including a letter of invitation and guarantee from the UK Palestine Solidarity Campaign of his costs being paid.

The use of these powers as a way to clamp down on non violent activists from Palestine and Britain is not acceptable, what is the British government afraid of? Maybe the fact the activists, returning home from Palestine, work with Corporate Watch and have helped reveal the continued supply of weaponry from Britain to the Israeli army has made them a target. This is despite the current British arms export policy stating it won’t deliver weapons to any countries breaking UN treaties. British companies are still complicit in Israeli war crimes in Gaza, as was proved in the EDO Decommisioners case of 2011.
