BICOM and the peace process façade: On the views of the Britain Israel Communications and Research Centre

By Hilary Aked, Tom Mills, David Miller and Tom Griffin | MEMO | November 4, 2013

Renewed ‘peace talks’ between Israeli and the Palestinian Authority officials have quietly been going on behind closed doors and a U.S.-imposed media blackout for three months now. Like all previous such exercises they will almost certainly break down without delivering justice or bringing peace.

Even though the Palestine Papers made it clear that the leaders of the PA, a creation of the Oslo process, have offered huge concessions in past rounds of talks, pro-Israel commentators are nonetheless pre-emptively rehearsing their arguments to blame the Palestinian side and obfuscate the fundamental longstanding issue: Israeli intransigence. A key – though little known – organisation engaged in this activity in British political circles is BICOM, the Britain Israel Communications and Research Centre.

‘BICOM: Giving peace a chance?’, a new report published by Spinwatch, subjects this organisation to detailed scrutiny for the first time. It concludes that BICOM, like Israel itself, seeks to maintain the façade of progress towards peace, but in practice exhibits deep disdain for international law.

BICOM was established in 2001 in the wake of the Second Intifada and increasing international exasperation with Israel. Looking back a decade later, its primary funder, the billionaire businessman Poju Zabludowicz, neatly articulated its raison d’etre: ‘We have learnt over the last 10 years… that the key to creating a more supportive environment for Israel in Britain is convincing people in this country that Israel seeks a lasting peace… As long as this argument remains credible then people will generally forgive mistakes and difficulties even if peace continues to be elusive’, he wrote.

So BICOM’s aim is not to contribute to peace, but to convince people that peace is what Israel wants. The professions of support for a two state solution BICOM issues seem to be little more than a rhetorical device to foster, in Zabludowicz’s words, a ‘supportive environment’ in which people will ‘forgive’ Israel for its ‘mistakes’.

The existence of a broad international consensus in support of Palestinian statehood is enough to explain why BICOM judges it must pay lip service to the abstract idea of a Palestinian state. But the devil is in the detail. Though BICOM poses as the voice of sensible centrism, its political positions, when subjected to scrutiny, are far from moderate. In practice BICOM opposes key tenets of international law that serve as the framework for implementing the recognised prerequisites of a Palestinian state. It echoes Israeli exceptionalism on the four key issues of the conflict: borders, settlements, Jerusalem and refugees. The following is based on an analysis of BICOM’s own statements.

After the 1967 Arab-Israeli War, the UN Security Council passed resolution 242 which called for Israel to end its occupation of territories captured during the war. Following the Israeli government’s unique interpretation, however, BICOM argues that the absence of either the word ‘the’ or ‘all’ from the English language version of resolution 242 when referring to ‘territories captured’, means that Israel need not withdraw to pre-67 borders. This, despite the resolution’s preamble clearly asserting the ‘inadmissibility of the acquisition of territory by war’.

On settlements too, despite international consensus on their illegality as articulated in UN Security Council resolutions and reiterated in 2004 by the International Court of Justice, BICOM stands by the Israeli government’s position which is, again, at odds with the international community. Israel disputes the applicability of the Fourth Geneva Convention which outlaws the transfer of civilians into the occupied territories. Indeed, whilst engaging in talks supposedly intended to demonstrate its commitment to achieving peace, Israel yet again announced more settlement construction and Prime Minister Benjamin Netanyahu sent a letter of solidarity to Israeli settlers in Hebron.

While BICOM, for obvious reasons, generally tries to avoid spelling out the extent to which its positions contradict with the requirements of international law, Luke Akehurst, who manages the BICOM spin-off group We Believe in Israel, has explicitly challenged the internationally accepted interpretation of the Fourth Geneva Convention. But more frequently, since Israel is in violation of so many laws and UN resolutions, BICOM simply dispenses with international legal principles as an explanatory framework. Instead its stances are frequently premised upon – and justified by way of reference to – what Israelis are ‘willing to contemplate’ or the ‘broad consensus in Israel’.

On Jerusalem, for example, BICOM asserts that ‘most Israelis would not be willing to contemplate’ Israeli ‘loss of Israeli sovereignty’ over the city. Thus it endorses the Israeli government’s unilateral rejection of the international political and legal consensus. BICOM’s attitude is illustrated in its use of language too. It euphemistically refers to settlements as ‘communities’ or ‘neighbourhoods’, to the West Bank as ‘disputed’ rather than occupied territory and calls the Jerusalem ‘the capital of Israel’ – though even the United States does not recognise this and therefore maintains its embassy in Tel Aviv.

On the thorny issue of the Palestinian refugees BICOM claims that in the 1948 war ‘there was no deliberate, co-ordinated Jewish policy to expel the Arabs’. This Zionist myth has long been disproved by Israel’s so-called New Historians, such as Ilan Pappe, who have shown convincingly that the contrary is in fact true. At any rate, the right of the approximately 700,000 refugees – and their descendants – to return to their homes is upheld in UN resolution 194. Yet BICOM’s take on the refugee issue appears, once more to ignore international law and UN resolutions. Instead it offers the legally insubstantial argument that ‘Israel does not believe it is responsible for resettling the refugees, believing their plight to be the responsibility of the Arab states that rejected the 1947 Partition Plan [and] started the war’.

Cutting to the heart of the situation is BICOM’s statement (again couched in terms of Israeli desires, not legality) that ‘no Israeli government will accept a solution that would allow millions of Palestinians to settle in Israel [as] this would effectively spell the end of the Jewish majority’. Even without reference to the return of refugees, BICOM’s research director, Toby Greene, writing in BICOM’s recently launched glossy publication ‘Fathom‘, speaks of a ‘demographic threat’ posed to Israel – and its self-definition as a Jewish state – by natural Palestinian population growth alone. This illuminates the underlying ethnic exclusivism in BICOM’s vision of ‘two states for two peoples’.

Just as the ‘peace process’ functions as a fig leaf for continuation of the status quo, BICOM’s lobbying activities – which focus on encouraging the British media to take what it paradoxically refers to as ‘the most objectively favourable line‘ – serve to ward off condemnation of Israel. This seems to be true amongst the strategically vital political elite at least, though grassroots trends show increasing pro-Palestinian feeling.

Ultimately it is symptomatic of the tenuous nature of democracy in the UK that by maintaining close relationships at the top – with the likes of the influential Labour and Conservative Friends of Israel groups – BICOM is able to inculcate in the political class the idea that Israel is a benign and reasonable actor in search of peace, while its underlying arguments and Israel’s actions, belie this narrative.

The report BICOM: Giving peace a chance? will be launched on the 7th of November. Register to attend the launch event here.

‘It’s Your Father’ – Each Stretcher is a Tragedy

By Tamar Fleishman | Palestine Chronicle | November 1, 2013

Qalandiya – Each time it seems like we have reached the bottom of the pit, but reality proves there to be an even deeper one.

Perhaps to those who do not stand in front of the ambulances, the stretchers and the back-to-back procedures the pictures seem the same. But they really aren’t. Each person is a story and on each stretcher is a tragedy. Only the occupation is the same, as well as the rifles, the regulations and the orders.

And because of the regulations a six year old child who had severely injured his head at 10 AM with a metal bar had arrived at Qalandiya checkpoint at only 3 PM, although his father immediately after the injury phoned a brain specialist in Amman who told him that the child must be on the operation table within the hour.

By the time the mechanism of the occupation had permitted the child and his mother (not his father) to pass through to a hospital in Jerusalem, five hours had past. Five hours is a time frame that hands out the verdict of life and death.

The child was hazy, his eyes were open but they weren’t focused; his hands rose without purpose and fell down as though on their own, and the father begged that they take him as well with the child to the hospital, so that he be with his child- but no, only the mother could go.

The man stood by the child who couldn’t really see him, and touched the child who couldn’t really feel, and talked to him, and the child didn’t really hear, and said to him: “it’s your father, my child, it’s your father…” and kept saying it again and again.

The man bent over and touched the child’s body and hands and the tip of his head that remained exposed, as though saying goodbye, and keeping it together until the ambulance drove off and only then did tears come bursting out of his eyes.

And from mine once I was on my own.

Netanyahu orders building of wall in the Jordan Valley along borders with Jordan

Palestine Information Center – 03/11/2013

RAMALLAH — Israeli premier Benjamin Netanyahu has given instructions for the building of a wall along the borders with Jordan in the Jordan Valley, Hebrew press reported on Sunday.

Maariv daily said that the instructions were given for planning that wall, which would entail full Israeli control of the area.

The decision was taken despite the ongoing negotiations between Israel and the PA with the Jordan Valley being one of the negotiated issues.

The paper quoted Netanyahu as saying that one of the reasons for building the wall was fears of alleged influx of Syrian refugees from Jordan in addition to sending a message to the Palestinians who object to the presence of Israel on the Jordan Valley mainly that Israel does not intend to withdraw from the Jordan Valley in any future settlement.

Assaulting the sheep

As part of the campaign of quiet terrorism against Palestinians, IDF soldiers assault sheep with stun grenades

By Yossi Gurvitz | October 31, 2013

One day in September, Walid Said Muhammad ‘Id, a resident of Burin – a village unfortunately surrounded by settlements and outposts, whose inhabitants as a result are frequently attacked by settlers – went with his son to herd their flock of sheep. Their pasture is close to one of the nearby outposts, Har Bracha B.

About an hour after the two reached the pasture, they observed three soldiers coming down towards them from the outpost. Yes, the outpost – illegal as it maybe – is protected by the State. This is just such a regular part of life that we ignore it, but it should be mentioned from time to time. Imagine a band of outlaws takes over other people’s land, and instead of removing the outlaws the authorities hurry to protect them, even though they openly state that the outlaws’ presence there is illegal.

The soldiers ordered ‘Id to remove his sheep from the pasture, and he in turn informed them that he was renting this plot, and that it is located in Area B and not Area C, and he refused to evacuate. The soldiers repeated their demand and ‘Id repeated his refusal. The soldiers then spoke at length on their cellular phones. Finally, they turned back to the outpost.

And then the other soldiers arrived. The two groups of soldiers passed each other, and the soldiers in the second group, without uttering a word, pulled out stun grenades. These are small explosive devices which create a flash and a loud noise, intended to cause panic and disperse demonstrations. The soldiers threw about ten stun grenades into the flock, and the sheep, terrified, dispersed in all directions. Then the soldiers turned on their heels and left.

‘Id has committed no offense. Had he committed any, even the smidgen of an offense, the soldiers would have detained him. They are not, after all, accountable to anyone.

The soldiers had no argument to field against him, not even some dubious security excuse. So they went straight to terrorism: they used violence against his flock and dispersed it. Oh, you think you may take pasture here? You have the “chutzpah” to maintain your rights in the face of an armed Jewish male? We’ll show you.

If there is a hell, and in his low moments the undersigned thinks perhaps there should be, it ought to contain a special circle for those who abuse the helpless: to those who abuse a baby, a child, a bound human, a frightened animal, anyone who is incapable of understanding what is happening to him, or why it is happening, to protest, or to defend itself. Here is the 2013 model IDF: the strongest army in the Middle East – when it comes to terrorizing sheep, at any rate. What’s next? Firing tear gas at cows? Dispersing goats with the “Skunk,” the IDF’s patented stinking liquid-squirting vehicle? Shooting rubber bullets at herding dogs? A nightly raid on chicken coops, stuffed full of terrified flightless birds? Holding beloved pets in administrative detention?

The goal of the soldiers, of course, was to terorrize ‘Id; to enable the quiet terrorism of the settlers, whose point is to take another acre, steal another goat, by scaring the Palestinians away and making them despair off their lands. But, unlike the scenario to which they’ve grown accustomed, the soldiers were facing a man who stood up steadfastly for his rights. So, instead of dealing with him, they attacked his animals, those innocent of any crime, the helpless of the helpless. They could have, we should remind you, done a lot more: they could have detained ‘Id and assaulted him though he was guiltless, knowing that the chances they would pay any sort of price for their actions are nil. I guess they couldn’t muster the courage.

This isn’t just terrorism, just despicable cowardice, just cheap sadism: it’s also very bad soldiering. An army whose troops get used to dealing with challenges in this way, ought not to be surprised when, facing a real enemy, it will march towards it on one road and flee from it in seven. Commanders who turn a blind eye to such incidents, and a public which does not want to know, not only raise a new generation of coarse thugs, who will return to civilian life as coarse thugs: they also turn an army into an occupying garrison, a broken tool. Many Israelis pride themselves on not having any moral sense, in recognizing only what is utilitarian, that morals “are for the weak.”

So this is an argument for the “strong ones.” Particularly when they need to prove their strength to sheep.

Israel defines release of Palestinian prisoners as commitment to peace

By Ramona Wadi | MEMO | October 31, 2013

At the United Nations Human Rights Council (UNHRC), Israeli ambassador Eviatar Manor stated that the release of Palestinian prisoners from Israeli jails defines the Jewish state’s attitude towards peace. “Their release, I believe, illustrates Israel’s determination to reach an agreement with our Palestinian neighbours that will, once and for all, end the conflict.” As usual, Israel’s discourse contains various illusions, including references to ‘conflict’, which implies no hegemonic disparity between both parties.

Reference to Palestinians as ‘neighbours’ and human rights violation as ‘conflict’ portrays the manipulative use of language to distort the reality of a colonisation project which has prevailed for decades. There is no conflict between Palestinians and Israel, which renders the concept of negotiations a convenient farce for the belligerent occupation and its allies – a project of alienation which is easily converted into fodder for consumers of corporate media. In discourse which would reflect the ongoing situation, Israel should be depicted as the epitome of colonialism – an illegal state which has plundered land, people and resources to sustain fabrications of nationhood and the right to land. In place of negotiations, the international community should be clamouring for Israel to be held accountable and face the ramifications of accountability, including the dismantling of illegalities which would allow Palestinians to reclaim and assert their rights over land and nationhood.

Israel’s participation in the UNHRC’s Universal Periodic Review comes after vehement rejection of the council’s alleged bias against the occupying power. The indefinite boycott of the session was discussed in May by deputy foreign minister Ze’ev Elkin, who agreed to diplomatic discussions while “ensuring that fair play and international standards are applied towards Israel”. A Jerusalem Post opinion article about the UNHRC expounds upon the alleged bias against Israel, stating that “The majority of its 47 members are from the third World, which not only guarantees massive anti-Israel bias but makes mockery of human rights”. What it fails to mention is that Third World countries have experienced the ramifications of colonialism and exploitation, camouflaged within the West as implementation of forced democracy through various forms of intervention sanctioned by governments who are never held accountable for their crimes against humanity.

While the debate focused on Israel’s appalling treatment of Palestinians, including that of Bedouins in the Negev, Israel attempted to manipulate the discourse away from the wider framework by concentrating on the prisoner release and portraying the decision as a commitment towards peace, despite the state’s preoccupation with security concerns which, according to Manor, ‘strain the delicate balance between effective steps necessary to overcome the various threats to a state’s security and the protection of human rights”.

The release of Palestinian prisoners has been transformed into nothing more than a bargaining over land compensated with lives which Israel deems expendable. While their freedom is undoubtedly cherished by Palestinians, official rhetoric from Israeli and Palestinian representation has created an additional realm where negotiations are equivalent to prisoner release. Abbas recently declared that the Israeli concept of life in prison has deteriorated, yet nothing is uttered regarding the continuous usurpation of Palestinian land. While Netanyahu triumphantly approves further illegal settlement construction as ‘compensation’ for releasing Palestinian prisoners, Abbas remains committed to relinquishing Palestine in return for freedom which can be easily revoked within Israel’s system of administrative detention.

Zionist Radio: 1500 New Settlements to Be Built in Occupied al-Quds

Al-Manar | October 30, 2013

The Zionist enemy plans to build another 1,500 settlement units in the Arab eastern sector of Jerusalem almost immediately after it began freeing 21 prisoners to the West Bank and another five to the Hamas-run Gaza Strip.

“The prime minister (Benjamin Netanyahu) and the interior minister (Gideon Saar) agreed on four building plans in Jerusalem,” a senior Zionist source told Agence France Presse, confirming details initially reported on military radio.

The announcement was timed to trump headlines focusing on the celebrations in the West Bank and Gaza after the 21 prisoners walked free into their respective home territories shortly after 1:00 am local time.

In the West Bank, thousands of people turned out to welcome home the 21 prisoners at a formal ceremony at Mahmoud Abbas’s presidential compound in Ramallah.

The prisoners had left Ofer prison in two minibuses with blacked-out windows and were driven to Beitunia crossing where fireworks split the night sky as they tasted freedom for the first time in 20 years or more.

The entity’s move to ramp up settlement in tandem with the prisoner release was mooted last week by a senior Zionist official who said the expected announcement on new construction had been coordinated in advance with the Palestinians and the Americans.

Similar sentiments were expressed by Defence Minister Moshe Yaalon.

“In recent months we have been facing sensitive diplomatic circumstances and weighty strategic considerations which require us to take difficult and painful steps,” he said on Tuesday in remarks communicated by his office.

Christian Zionists Plan to Open University in Nazareth

By Richard Edmondson | Fig Trees and Vineyards | October 27, 2013

Christian Zionists are apparently planning to bring “enlightenment” to the poor, benighted indigenous inhabitants of Occupied Palestine. Governor Rick Perry of Texas, with help and assistance from John Haggee of Christians United for Israel, has struck a deal whereby Texas A&M University will open a branch campus in Israel.

The campus is to be located in Nazareth—populated largely by Palestinians, both Christian and Muslim. In fact, the area contains one of the largest concentrations of Palestinians inside Israel’s 1967 borders.

Nazareth presently has an institution of higher learning—called the Nazareth Academic Institute or NAI. It was founded in 2010 by local academics, and while it has applied for funding from the Israeli government, it has never received any. What is more, the NAI is the only college of higher education in Israel that receives no state funding. This means it has been financially strapped from day one. Texas A&M plans to take it over with a cash infusion of $70 million and rename it “Peace University.” Once the deal goes into effect, classes will be taught in English only—and there are concerns that the school’s Arab culture and character will diminish as a result.

The takeover has been written about by Jewish blogger Richard Silverstein and by Jonathan Cook, who lives in Nazareth. Both are deeply cynical about the motives behind the scheme. Writes Silverstein:

Who participated in this consortium? Pride of place goes to John Hagee, the international Christian Zionist apocalyptic firebrand who blamed the Jewish victims of the Holocaust for their own martyrdom. Hagee, an avid proselytizer of the heathen, also is known as an avowed Islamophobe.  Presumably he’s delighted to plop a U.S. Christian Zionist university in the middle of tens of thousands of Israeli Palestinian Muslims. One wonders whether Hagee and his followers would play some role in the institution and use it as a base for preaching to the “heathen.”

Another participant was former Texas governor, Rick Perry, a Christian Zionist perennial presidential candidate. He used a recent political pilgrimage to Israel to announce the deal with a flourish together with Israel’s nonagenarian president, Shimon Peres. It’s no accident that Texas A&M’s chancellor was a college roommate of Rick Perry. Though not an evangelical (he’s Catholic), he uses the Christian Zionist lingo when he boasts of his “kinship” with Israel…

The new campus for this mongrel educational institution will sit on land donated by the Israeli Lands Authority. No one mysteriously has identified where the site is located (if anyone in Nazareth knows, please contact me). The ILA is the same institution that is working to expel Israel’s 40,000 Bedouin from their native Negev communities and move them to government-sponsored “reservations.” This is also known as the infamous Prawer Plan. This land transfer would enable the Judaization of the Negev, just as settlers are gradually expelling East Jerusalem Palestinians from their homes in neighborhoods like Silwan and Sheikh Jarrah.

Perhaps the crowning glory in all this is the identity of the Sugar Daddy who’s going to finance the construction of this munificent educational palace. He is none other than Munib al-Masri, the wealthiest Palestinian in the world. Numerous media profiles of him invariably feature his weirdly out-of-place Italian palazzo in the middle of the West Bank. Al-Masri has a far-flung empire that includes a construction company that will likely undertake building the campus. He is a key power player in the PA and Fatah and undoubtedly seeks to curry favor with Israel, which could lead to further business opportunities.

Given that the Israeli government has never seen fit to offer funding to NAI, one must ask the question: why would the Israeli Lands Authority suddenly think it a wonderful idea to donate land for this new school?

Apparently the Palestinian administrators presently running the institute are feeling somewhat like the proverbial drowning victim suddenly tossed a life preserver. Cook supplies a quote from Dean of Students Suher Bisharat:

We hoped and wanted to be an Israeli academic institution in every respect, not a branch [of a foreign university]. But when we didn’t find a budgeting solution, and ran into many problems, we saw that cooperation with Texas, which is a respected university, was a solution.

Cook goes on to comment:

There are good reasons to be worried about this development.

The chancellor of Texas A&M, John Sharp, has this to say: “I wanted a presence in Israel. I have felt a kinship with Israel.”

Also behind this initiative stands the very unpleasant figure of Pastor John C. Hagee, a notorious Christian Zionist who has no love of Palestinians in Israel. He apparently sold the idea to Shimon Peres, who wants to get Arabs better integrated into the workforce to help Israel’s poor OECD rankings.

Lessons will be taught in English, not Arabic – and therefore will do nothing to stop the gradual erosion of Arabic language and culture in Israel. It also seems that the staff will be from Texas A&M, therefore doing nothing to help local Arab academics who are massively under-represented in Israeli academia (currently they’re about 1% of higher education staff).

It will be called the Texas A&M Peace University, reiterating the idea commonly expressed by Israeli Jews that “Arabs” need western education and values to curb their inherent terrorist impulses.

Doubtless, economically this move will be good for Nazareth. But there are reasons for great concern. It will destroy for another generation any hope of a real Arab university in Israel. The foreign staff, with their dubious agenda, risk subtly reinforcing racist colonial stereotypes among the local population. And with Hagee involved, there are good grounds for fearing that the campus could ultimately contribute to increased tensions between Muslims and Christians in the Galilee, one of Israel’s long-standing goals.

Cook has previously written about efforts to divide Muslims and Christians by enticing Palestinian Christian youths to join the Israeli military. Will the new facility, despite being named “Peace University,” endeavor to facilitate this drive? Will it also seek to inculcate a Christian Zionist ideology among the Palestinian Christians who enroll? Silverstein thinks there is a possibility that Palestinians will boycott the new school, but this, he says, will in reality further the Judaization process already under way. In other words, even if Palestinians don’t enroll at the university, Jews will.

This is a significant statement because Israeli ultra-nationalists have set their sights on “Judaizing” all of the territory within Israel with significant Arab populations including the Negev, Galilee, and East Jerusalem. This is part of a covert attempt to expel Palestinians through attrition. Trajtenberg is tacitly putting Nazareth further into play in this battle by suggesting that Israeli Jews from around the country may find attractive the opportunity to pursue English-language studies at a low-cost American university. In such a way, Texas A&M could become an advertent or inadvertent participant in this far-right campaign toward a Jewish majority in the Galilee.

Israeli soldiers blocking the entrances of Ni’lin village

Ni’lin Village | October 28, 2013

Ni’lin, Occupied Palestine – Since last week the village of Ni’lin is being targeted daily by midnight raids from the Israeli occupation forces. The soldiers have been shooting tear gas into people’s homes while they are sleeping. Only two people have been arrested but ten houses have been invaded by the soldiers.

The arrested are Naha Nafi, 21, and Tariq Kawaja, 24. Another three young men were sought but could not be found.

The situation has escalated in the last few days. Israeli soldiers have started blocking the entrances of Ni’lin preventing people from entering or leaving the village. For the villagers who commute to Ramallah for work or studies this collective punishment has caused huge problems.

However, 11 pm on Saturday night a large number of Israeli jeeps invaded the village, seemingly just to cause disturbance. The soldiers began harassing villagers, firing their rifles without any apparent reason. As youths gathered to drive the soldiers out of the village they were directly fired upon with rubber coated steel bullets. One young man was hit in his leg and many bystanders suffered from tear gas asphyxiation. Also at this occurrence tear gas was fired into the homes of sleeping villagers.

At present the entrances to Ni’lin is still being blocked by the Israeli military. The villagers are awaiting their next move with anxiety.

To Become A Jew…

A Loyalist from Northern Ireland becomes Jewish, he plans to move to Israel and settle and start a new life. He exclaims that Palestine was a “political invention” and tells Palestinians who have lived there their whole life “you have had a nice holiday, time to go home”. This is an extremely valid argument as this man has never set foot on the Land of Israel or Palestine. This Snippet was taken from the BBC documentary called Shalom Belfast.

Gilad Atzmon comments:

We are not dealing here with Jewish race or gene. Taking on the Jewish religion in this case introduces a set of supremacist non ethical beliefs. This is what Jewishness is all about.

Palestinian Woman Arrested in Chicago

Committee to Stop FBI Repression | October 23, 2013

odeh_zps5e9d6682A Palestinian woman, Rasmieh Odeh, was arrested at her home this morning, Oct. 22, by agents of the Department of Homeland Security.

She is charged with immigration fraud. Allegedly, in her application for citizenship, she didn’t mention that she was arrested in Palestine 45 years ago by an Israeli military court that detains Palestinians without charge – a court that has over 200 children in prison today and does not recognize the rights of Palestinians to due process.

The arrest today appears to be related to the case of the 23 anti-war activists subpoenaed to a grand jury in 2010. Well-known labor, community and international solidarity activists around the Midwest had their homes raided by the FBI when the U.S. attorney alleged that they had provided material support to foreign terrorist organizations in Palestine and Colombia.

Assistant U.S. Attorney Barry Jonas is leading the investigation against the 23. He was at the courtroom in Chicago this morning, consulting with the assistant U.S. attorney who was presenting the indictment to the judge. Jonas was also the prosecutor in the case of the Holy Land Five, the heads of the largest Muslim charity in the U.S. before 9/11. He was successful in getting prison sentences for as long as 65 years for the five men, who provided charity to children in Gaza.

The Committee to Stop FBI Repression (CSFR) denounces this attack as another example of the continuing repression of Palestinians and people who stand in solidarity with them. Homeland Security, the FBI, Immigration and Customs Enforcement and the U.S. Attorney’s office now are carrying out enforcement of the Israeli occupation of Palestine.

Odeh will appear in court in Detroit on Nov. 1, where she will be represented by Jim Fennerty of the National Lawyers Guild. CSFR urges people to attend the proceedings at the Federal Court in Detroit in her defense.

A Tacit Admission that Israel is Ethnically Cleansing Palestinians

By Paul Larudee and Beth Daoud | Dissident Voice | October 25, 2013

On April 8, 2009, ten billboards went up in the Albuquerque area saying “Tell Congress: Stop Killing Children. No More Military Aid to Israel.” On April 28, Lamar Advertising, with whom the ads had been placed by the Coalition to stop $30 Billion, tore down the ads due to pressure, presumably from other clients with larger accounts.

In June, 2012, twenty-three billboards went up in the Los Angeles area, also calling for an end to US aid to Israel. One week later, the billboard company, CBS Outdoor, also took down the ads.

We have come a long way since then. Ads that are critical of giving billions of US tax dollars to Israel, of Israeli human rights violations and of the creation of the Jewish state at Palestinian expense have appeared in Detroit, Seattle, New York, San Francisco, Sacramento, Albuquerque, and other locations.

In Denver, another free speech struggle has achieved its objective. A partnership of NoTaxDollarsToIsrael.com and ColoradoBDSCampaign.com initially failed twice to get approval for a billboard. First, CBS Outdoor placed the restriction that the ad must not use the words Jew and Israel, so the coalition offered the wording “Want peace? Stop ethnic cleansing in Palestine.” CBS Outdoor rejected it without explanation.

The groups then tried Lamar Advertising, with the same result. Finally, they borrowed a technique tried and tested by an anti-Muslim group, the Freedom Defense Institute. FDI chose public transit advertising space to place anti-Muslim ads in New York and San Francisco. After initial rejection in New York, FDI’s Pamela Geller sued and won a court order to permit her ads, based on the fact that the ad space was publicly owned and therefore subject to constitutional free speech principles. While the use of privately owned ad space is largely at the discretion of the owner, publicly owned space is not, and must conform to First Amendment principles. The court also decided that in the absence of clear evidence that the ad used hate speech, it could also not be restricted by such criteria.

Mall bus 2The Denver groups pursued the same strategy. They resubmitted the ad to Lamar, but this time for space on the public transit system (inside the Denver light rail vehicles and outside the 16th street mall buses). After a long delay, the ads were approved, with no change at all in the message or graphics. As of this writing, the ads are available for all to see, both Denver residents and visitors to the city, like the hundreds of delegates to the convention of the Jewish National Fund, 1½ blocks from the 16th street mall.

What was going on during the delay? One may speculate that much deliberation was taking place, possibly in consultation with lawyers from the ADL (Anti-Discrimination League) and AIPAC (American Israel Public Affairs Committee). The only possible challenge would be that the ad constituted hate speech or was libelous. In both cases, however, the challenge would depend upon proving the falsity of the “ethnic cleansing” label.

Apparently, these august jurists decided that a discussion of “ethnic cleansing” as a description of Israel’s actions was potentially far more dangerous to Israel than the placement of an ad to that effect. After all, there was no assurance that the court would rule in their favor, in which case a terrible precedent would be set. Better to allow a bit of uncomfortable truth to appear in public than a legal ruling certifying such a truth. How Palestinians disappeared from much of Palestine is a question that the Israel lobby would prefer to leave unanswered.

Israel locks-down neighbourhood after Palestinians make hole in Apartheid Wall

MEMO | October 24, 2013

The Israeli occupation authorities have imposed a complete closure of Kabsa neighbourhood in Abu-Dis on the outskirts of the holy city of Jerusalem in response to activists smashing a 2.5 metre wide hole in the Apartheid Wall.

Eyewitnesses described a “massive” number of Israeli security forces tracking down dozens of Palestinian youth responsible for making the hole in the wall built by Israel between the occupied West Bank and occupied Jerusalem. The youngsters clashed with the soldiers and threw rocks at them. No casualties were reported.

00013-21b93d4f46After making the hole, a number of the Palestinians crawled through and stood on the Jerusalem side for a minute. “The youth wanted to send a message to the Israeli occupation that they can enter the city despite the measures put in place by the occupation to stop them,” said witnesses.

Activist Ata Jefal told the Turkish Anadolu news agency that he and his friends have sent a number of signals to the Israelis that they can enter the city at will.

Kabsa lies to the east of Al-Aqsa Mosque. Its residents do not have a free access to the mosque because of the Israeli wall, the building of which began in 2002. At 8 metres high the wall has control towers and CCTV manned around the clock. Its final length is planned to be 780km, most of which will be built on occupied Palestinian land. Although the Israelis claim that it is a “security” wall, the fact that it takes up so much of the occupied West Bank has led to it being described as just another means of grabbing more Palestinian land, along with illegal settlements, settler-only roads, “nature reserves” and “military zones”. Just over 60 per cent of the wall has been completed.
