Putin’s firewall around Russia-Turkey partnership

By M. K. BHADRAKUMAR | Indian Punchline | January 27, 2019

The much-awaited meeting between Russian President Vladimir Putin and his visiting Turkish counterpart Recep Erdogan in Moscow last Wednesday focused on the the withdrawal of US troops from Syria. The timeframe of the US drawdown or its scope and directions remain far from clear. Meanwhile, attention is riveted on creating a buffer zone in northern Syria, 32 kilometre wide on the Turkish border, which is under discussion between Washington and Ankara.

The US special representative on Syria James Jeffrey is expected in Ankara in coming days to carry forward the discussions. From present indications, US may control the airspace over the proposed zone and maintain some sort of presence on the ground as well while Ankara has been maintaining that it has the capability to enforce the zone.

Russia, on the other hand, has consistently voiced its opinion favoring Syrian government control over the regions vacated by the US. Indeed, Syrian leadership also has reiterated its determination to regain control over the entire country.

Thus, the meeting in Moscow on Wednesday took place in a supercharged atmosphere amidst speculation that the Russia-Turkey partnership might get rocky. The US never liked the Astana process on Syria between Russia, Turkey and Iran and the American intentions in baiting Turkey with the buffer zone proposal are highly suspect. (Significantly, Erdogan has hit out hard against the coup attempt by Washington to overthrow the Venezuelan government.)

If good diplomacy is about showing tact in handling awkward situations while brilliant diplomacy lies in creating a pathway through a minefield, Putin was probably at his best in navigating the Russian-Turkish partnership out of the reach of US tentacles. Putin’s remarks after the talks with Erdogan once again underscored that in the Russian estimation, any foreign presence on Syrian soil will lack “international legal grounds” if it is not on the basis of an invitation from Damascus or emanating out of a decision of the UN Security Council. But having said that, Putin qualified that “constructive cooperation” nonetheless becomes necessary even with such partners whose presence in Syria may lack legitimacy. Importantly, Putin added that Russia respects Turkey’s security interests. Then he went on to spring a big surprise:

“And the third. The 1998 treaty between the Syrian Arab Republic and the Republic of Turkey is still valid, and it deals specifically with the fight against terrorism. I think this is the legal framework that covers many issues relating to ensuring Turkey’s security on its southern borders. Today we have been discussing this issue thoroughly and intensively enough.”

This needs some explaining. Putin was referring to the Adana Accord of October 1998 between Turkey and Syria regarding cooperation in combating terrorism, which became moribund through the 7-year Syrian conflict. Putin said the agreement “is still valid”, which of course was tantamount to saying that Damascus thought so, too.

In effect, Putin has suggested that the Adana Accord can still serve as the legal and political framework for securing the Turkish-Syrian border to combat terrorism. The Russian Foreign Minister Sergey Lavrov amplified Putin’s remark further in media comments on Saturday. While on a visit to Rabat, Lavrov said, “The Adana agreement of 1998 was concluded between Turkey and Syria, its essence is to eliminate Turkey’s concerns about its security. [Syria] entered into this agreement, assuming certain obligations, and we proceed from the assumption that this agreement remains in force. As I understand, so do the state parties to the agreement.”

That is to say, Putin’s proposal offers an alternative to a Turkish occupation of Syrian territory – or involving a joint operation with the US to create a safe zone inside Syria and to enforce it militarily. The Adana Accord states that Syria is committed to eliminate any activity on its territory that would jeopardize Turkey’s security, including “the supply of weapons, logistic material, financial support to and propaganda activities” of Kurdish groups affiliated to the PKK. (The Syrian and Turkish foreign ministers signed an updated treaty in 2010.)

However, there is a caveat here. In order for the Adana Accord to come alive and fully satisfy Turkey’s security needs on the border region with Syria (which used to be the case till 2011 when Turkey became the staging ground for the US-led project to overthrow the Syrian government), Ankara must resuscitate its contacts with Damascus. Simply put, Putin is nudging Erdogan to restore ties with Syrian President Bashar al-Assad. After all, under the Adana Accord, Syria is committed to protect Turkey’s security, but that obligation is also “on the basis of the principle of reciprocity.”

Interestingly, on Saturday, Syrian state news agency SANA quoted a foreign ministry official as saying, “Syria confirms that it is in compliance with the Adana Interstate Agreement on Combating Terrorism in all its forms and all agreements related to it, but the Turkish regime has been violating the agreement since 2011 up to now by sponsoring and supporting terrorism, training militants and making it easier for them to go to SAR, or through the occupation of Syrian territories with terrorist groups it controls or directly with the help of the Turkish Armed Forces.” Furthermore, SANA reported the Syrian Foreign Ministry as calling on Turkey to “activate” the Adana Accord, leaving the boundary as it used to be before the beginning of the war in 2011.

Clearly, an inflection point has come. Erdogan has a big decision to make. Putin’s goal is to encourage Erdogan to work with Assad, while also taking care to preserve the verve of the Russian-Turkish cooperation and accelerate the Syrian peace process in Geneva.

On the ground, this translates as the Astana partners – Russia, Turkey and Iran (which also, incidentally, had endorsed the Adana Accord in 2003) – coordinating on establishing another de-escalation zone in northern Syria following the US withdrawal. It appears Putin has made an offer Erdogan cannot easily refuse and which may even be his own preferred option.

Gerd Büntzly, Crime Fighter

Photo by John LaForge: International youth group blockades one of three main gates to Buchel Air Force in Germany, July 2018.
By John Laforge | CounterPunch | January 25, 2019

Hamburg, Germany – I was with Gerd Büntzly, 69, of Herford, in a demonstration in Germany July 17, 2017. So were Steve Baggarly, Susan Crane, and Bonnie Urfer, all of the United States. Ours was a peaceful if covert, night-time occupation of a protected aircraft shelter or bomb bunker far inside the Büchel Air Force Base, near the beautiful Mosel River valley.

We were there to help prevent the unlawful use of the shelter in nuclear attacks or nuclear war preparations. Routine nuclear war planning by US and German Air Force personnel there, using US B61 nuclear bombs (NATO’s so-called “nuclear sharing”), violates the Treaty on the Nonproliferation of Nuclear Weapons (NPT) and several other international treaties, all binding on the United States and Germany.

In spite of our formal complaint to state prosecutors against “selective prosecution” of Gerd, and the violation of his “equal protection” rights, only he was charged, tried, and convicted of trespass and property damage (for clipping fences) in January last year. This Jan. 16, he was in court again appealing the conviction. Susan Crane from California and I travelled to Koblenz to speak on his behalf. Attorneys were quite sure that we two could testify, but ultimately were not allowed.

We wanted to explain that international law has the force of state and federal law in Germany and the United States, a fact recognized by Germany’s Constitution (Art. 25) and the US Constitution (Art. 6). According to Univ. of Illinois Law School Prof. Francis Boyle, writing recently for other nuclear weapons resisters, “International law is not ‘higher’ or separate law; it is part and parcel of the structure of federal law. The Supreme Court so held in the landmark decision in The Paquete Habana (1900), that was recently reaffirmed in Hamdan v. Rumsfeld, in 2006.”

Contrary to modern military strategists, there is no such thing as a “limited nuclear war.” Nuclear weapons only produce massacres. Beginning with 8 to 10 million degrees at detonation, followed by indiscriminate mass destruction from blast effects, city-size mass fires (firestorms) in which nothing survives, and uncontrollable radiation poisoning that produces genetic damage unlimited by space or time, nuclear weapons are just massacre delivery systems.

International law has prohibited the planning and not just the commission of such massacres since 1946.

Professor Boyle wrote last November 1st: “The Judgment of the Nuremberg International Military Tribunal meted out severe punishment in 1946 against individuals who, acting in full compliance with domestic law but in disregard of the limitations of international law, had committed war crimes and crimes against peace as defined in its Charter.”

The Nuremberg Charter and Principles apply to individual civilians like us and oblige individuals to disobey domestic laws that protect government crimes. And Nuremberg prohibits all “planning and preparation” of wars that violate international treaties.

The 1949 Geneva Conventions prohibit indiscriminate attacks on noncombatants, attacks on neutral states, and long-term damage to the environment. The 1907 Hague Conventions forbid the use of poison and poisoned weapons under any circumstances.

Under the 1970 NPT, it is prohibited for Germany to receive nuclear weapons from the United States and for the US to transfer them to Germany. Germany and the United States are both formal state parties to all of these Treaties.

“By implication,” Boyle explains, “the Nuremberg Judgment privileges all citizens of nations engaged in war crimes to act in a measured but effective way to prevent the continuing commission of those crimes. The same Nuremberg Privilege is recognized in Article 38 of the Statute of the International Court of Justice which has been adopted as a Treaty (the United Nations Charter) by the United States” [and Germany]. In my opinion, such action certainly includes nonviolent exposure and inspection of sites of ongoing war crimes.”

Because nuclear weapons cannot be used without violating these binding international treaties; since Germany and United States at Büchel are planning and preparing war that violates these treaties; and because the Nuremberg Charter and Principles forbid this planning and preparation, and apply to civilians and military personnel alike, and hold citizens individually responsible; and require citizens to disobey illegal orders, to refuse participation in or ignore international crimes, civil resistance at Büchel is no offense but a civic duty, a lawful obligation, and an act of crime prevention.

In the courtroom, crowded with 40 people, the three-person “bench” (two lay volunteers and one criminal court judge) found Gerd guilty — but reduced his fine from 1,200 Euros to 750 — after making a yawning apology for “deterrence.” Prescient as ever, Professor Boyle’s latest book is, “The Criminality of Nuclear Deterrence” (Clarity Press 2013).

Of Suspected Spies & Cathedrals… and Western Media Hypocrisy

By Finian CUNNINGHAM | Strategic Culture Foundation | 27.01.2019

It’s hilarious to see the double standards of Western media applied in the case of alleged American spy Paul Whelan who is being detained in Russia and facing trial.

Whelan, a former US marine, was denied bail this week in a Moscow court after it emerged that he had been found in possession of state secrets while supposedly holidaying in Russia.

Western media widely aired the theory that the American man has been “set up” by Russian state security after he had received a USB computer stick from someone while staying in a Moscow hotel last month. The person whom he received the disk from has not been identified, but presumably he or she was known to the American, otherwise why would he have accepted the item?

Whelan claims he was in Russia as a tourist and that he didn’t check the contents of the computer mini-disk at the time because he assumed it contained “images of a cathedral he had visited”. He was reportedly arrested soon after receipt of the disk, on December 28, by Federal Security Service (FSB) officers.

This sounds eerily familiar. Remember the two Russian men who visited Salisbury in March last year at around the time of the alleged poisoning of former Kremlin spy Sergei Skripal? Months later, those two men were identified as “suspects” on British CCTV cameras whose images were broadcast by media. Both then promptly came forward to give an interview to Russian media in order to clear their names, which they confirmed as Alexander Petrov and Ruslan Boshirov.

Petrov and Boshirov claimed they were in Salisbury around March 4 as tourists, not as Kremlin assassins as the British media were sensationally alleging. Asked why they were in Salisbury, the pair said it was to visit the medieval English town’s “famous cathedral” and its 123-meter spire.

The immediate reaction by British media in particular was to pour scorn and ridicule on the men’s story. The British government rubbished their claim as “obfuscation and lies”. Journalists and pundits lambasted the pair with guffaws and mockery.

Petrov and Boshirov denied they had any involvement in the alleged poisoning of Skripal – supposedly with a deadly Soviet nerve agent – and they said they were not Kremlin agents but rather worked in the sports nutrition business.

There is no indication thus far that the men’s story is false. Also, what really happened to Skripal and his daughter Yulia remains a mystery since the British authorities won’t reveal where they are – 10 months after the alleged poisoning incident.

The only follow-up media report on the Russian men’s alleged security service affiliation was by the dubious UK-based Bellingcat website, which has a history of fabricating anti-Russian propaganda, such as alleged chemical weapons attacks in Syria and the alleged shooting down by Russian-backed separatists of a Malaysian civilian airliner in eastern Ukraine in 2014.

In the case of Paul Whelan, a former US elite soldier who possesses four passports and who apparently visited Russia several times and had become familiar with the country, he is permitted by Western media to plead his innocence invoking an interest in cathedrals and churches. Not a wink of skepticism here.

However, in the case Petrov and Boshirov, who have no known background in military, they are immediately scoffed at for their declared interest in Salisbury’s medieval cathedral, which by the way is world famous and attracts thousands of visitors every year, including many Russian tourists.

What’s more, in the case of Whelan, the Western media has gone further to report that he is being set up by Russian agents, who planted the state secrets in the USB disk. It is speculated in the Western media that the Kremlin is using the American as a bargaining chip in a potential prisoner-exchange deal for Russian citizen Maria Butina. Butina was jailed at the end of last year in the US after she pleaded guilty to espionage charges, following months of isolated detention. The Kremlin said she had no association with its agencies.

Moscow categorically denies that there is an ulterior agenda for doing a prisoner swap. Russian authorities have said that Whelan was simply “caught red-handed” with state secrets and is being prosecuted accordingly. The classified information is believed to contain the names of individuals who work for Russian secret services.

Whelan’s family back in the US maintain he is innocent and that he was in Russia to attend the wedding of a friend. If found guilty, he could be facing up to 10-20 years in jail.

Who knows, maybe the American was set up in a dirty game of state intrigue.

The case of Maria Butina appears to be a disturbing one of the American state framing up a Russian citizen to bolster a political agenda of alleged Russian interference in US elections. Her pre-trial detention in solitary confinement certainly amounts to a form of psychological torture to pressure a confession. Butina is facing several years in prison, despite many observers considering her to be innocent.

But one thing seems glaringly obvious: the double standard being used by Western media which is borne out of its relentless Russophobia.

A former US marine is seen as a plausible tourist interested in viewing cathedrals whom, the Western media claim, is now being persecuted by despotic Russian authorities; while two Russian civilians are pilloried for plying a “ridiculous cover story” about Salisbury’s 123-meter spire.

US to spend $500bn on nuclear weapons upgrade over next 10 years

Press TV – January 27, 2019

A new US government estimate has found that Washington’s plans for modernizing and maintaining the country’s nuclear arsenal will cost nearly $500 billion over the next decade.

The exact nuclear weapons upgrade cost assessment stands at $494 billion, which is part of a biannual estimate produced by the Congressional Budget Office (CBO), and reflects a 23-percent increase over the previous estimate of $400 billion released in 2017, which was 15 percent more than the 2015 figure, US-based military journal Defense News reported Friday.

The report points out, however, that the whopping figure for the US nuclear arms upgrade only represents nearly six percent of the country’s overall projected military spending during the time period.

According to the report, three notable changes featured in Washington’s so-called Nuclear Posture Review (NPR) were the development of a low-yield submarine-launched ballistic missile, development of a new sea-launched cruise missile and increased plutonium pit production, further adding that they resulted in an estimated $17 billion cost increase over the time period.

It also emphasized that the figure could further increase should the Trump administration follow through on plans in the NPR to keep the B83 nuclear bomb in service longer than intended, or if it develops a land-based nuclear cruise missile following an expected US withdrawal from the Intermediate-Range Nuclear Forces Treaty (INF) with Russia.

Overall, the report adds, the US Defense Department and the Department of Energy (DOE) intend to spend the funds in the following way:

  • $234 billion on strategic nuclear delivery systems and weapons — including submarines, intercontinental ballistic missiles and long-range bombers – as well as the nuclear warheads for use from those systems, and DOE’s funding of nuclear reactors for the submarine fleet.
  • $15 billion on tactical nuclear delivery systems and weapons, including tactical aircraft for delivering weapons, management of the warheads for those tactical aircraft; and funding for the new submarine-launched cruise missile.
  • $106 billion for DOE’s nuclear weapons laboratories and production facilities, where the US stockpile of nuclear warheads are maintained and developed.
  • $77 billion on nuclear command, control, commutations and early warning systems, used to coordinate any nuclear-related issues. This is while Pentagon officials have warned over the past two years that its nuclear command and control is at risk of being outdated without major investments.

The report also points out that the remaining $62 billion in projected costs come from “CBO’s estimate of additional costs that would be incurred over the 2019–2028 period if the costs of nuclear programs exceeded planned amounts at roughly the same rates at which costs for similar programs have grown in the past.”

McCain May Be Dead, but ‘Bomb, Bomb, Bomb Iran’ Still Resounds

By Brian CLOUGHLEY | Strategic Culture Foundation | 26.01.2019

In 2007, when making a speech during his bid for the presidency of the United States, the late Senator John McCain spoke about Iran’s supposed nuclear weapons’ programme and when questioned as to whether there might be US reaction to such allegations responded by singing “That old Beach Boys song, Bomb Iran… bomb, bomb, bomb, bomb.”

This jovial retort about killing people by bombing them was not surprising to those who remembered that during the US war on Vietnam McCain was shot down on a mission to bomb a power generation plant in Hanoi, the capital of North Vietnam, in the course of the entrancingly-named Operation Rolling Thunder.  If he hadn’t been shot down before he released his bombs there would almost certainly have been civilian casualties and deaths. Power stations in cities are not manned by soldiers, after all, and around the Hanoi plant there were houses that would doubtless be struck by errant bombs.

But who cares about civilians who are killed or maimed in bombing or rocket attacks?

In Syria, for example, in October 2018 “the US-led coalition was responsible for 46% of civilian casualties from all explosive weapon use in Syria.”  And in November Reuters reported that “At least 30 Afghan civilians were killed in US air strikes in the Afghan province of Helmand, officials and residents of the area said on Wednesday, the latest casualties from a surge in air operations aimed at driving the Taliban into talks.”

Forbes records that “the US has never dropped as many bombs on Afghanistan as it did this year. According to U.S. Air Forces Central Command data, manned and unmanned aircraft released 5,213 weapons between January and the end of September 2018. The UN announced that the number of civilian casualties in the first nine months of 2018 is higher than in any year since it started documenting them in 2009.”  On January 25 Defense Post reported that “Afghanistan is investigating reports that at least 16 civilians including women and children were killed in an airstrike in southern Helmand province, the defense ministry said in a statement.” On and on its goes — Bomb, Bomb, Bomb Afghanistan.

There’s nothing new in this, so far as US Secretary of State Pompeo is concerned. As a member of Congress in 2014 he made it clear that he was one of the bombing club. As The Nation reported, “Representative Mike Pompeo (R-KS), participating in the same [Foreign Affairs Committee] roundtable, urged the United States and its allies to strongly consider a pre-emptive bombing campaign of Iran’s nuclear sites. He said ‘In an unclassified setting, it is under 2,000 sorties to destroy the Iranian nuclear capacity. This is not an insurmountable task for the coalition forces’.”

The fact that when Pompeo was asked at a US Senate hearing in April 2018 if he was supportive of a preemptive strike on Iran he declared “I’m not. I’m absolutely not” is indicative only of the fact that he is given to duplicity.

Which brings us to Trump’s National Security Advisor, John Bolton, who has been an advocate of bombing for many years. He is the man who declared in November 2002 that “We are confident that Saddam Hussein has hidden weapons of mass destruction and production facilities in Iraq” and four weeks before the US invaded Iraq, according to Israel’s Haaretz newspaper in February 2003, “US Undersecretary of State John Bolton said in meetings with Israeli officials on Monday that he has no doubt America will attack Iraq, and that it will be necessary to deal with threats from Syria, Iran and North Korea afterwards.”

Iraq was duly bombed and rocketed and reduced to chaos, and Bolton was totally unrepentant. In an article in the UK’s Daily Telegraph in 2016 he pronounced that “Iraq today suffers not from the 2003 invasion, but from the 2011 withdrawal of all US combat forces. What strengthened Iran’s hand in Iraq was not the absence of Saddam [Hussein], but the absence of coalition troops with a writ to crush efforts by the ayatollahs to support and arm Shi’ite militias. When US forces left, the last possibility of Iraq succeeding as a multi-ethnic, multi-confessional state left with them. Don’t blame Tony Blair and George W Bush for that failure. Blame their successors.”

In November 2016 Bolton was aptly described by MSNBC host Joe Scarborough as “a massive neocon on steroids” but the Financial Times argues that he is not a neocon, because “Neocons believe US values should be universal. Mr Bolton believes in aggressive promotion of the US national interest, which is quite different.” Be that as it may, there are some things that are certain, such as that Bolton is a rabid warmonger who avoided serving in Vietnam just like Donald Trump and George W Bush and Bill Clinton and Dick Cheney and many others. (And here it has to be said that my feelings are strong about this, having served in Vietnam in the Australian Army in 1970-71.)

As noted by the Daily News of his Alma Mater, Yale, “though Bolton supported the Vietnam War, he declined to enter combat duty, instead enlisting in the National Guard and attending law school after his 1970 graduation. ‘I confess I had no desire to die in a Southeast Asian rice paddy,’ Bolton wrote of his decision in the 25th reunion book. ‘I considered the war in Vietnam already lost’.” But now that it is obvious that Washington lost its wars in Iraq and Afghanistan, Bolton is ready for another one.

In July 2018, while tension between the US and Iran was heightening, the Iranian president, Hassan Rouhani, warned Washington about pursuing a hostile policy against his country, saying “Mr Trump, don’t play with the lion’s tail, this would only lead to regret… America should know that peace with Iran is the mother of all peace, and war with Iran is the mother of all wars.” That was a red rag to a bull, and Trump responded in his normal way by tweeting “To Iranian President Rouhani: NEVER, EVER THREATEN THE UNITED STATES AGAIN OR YOU WILL SUFFER CONSEQUENCES THE LIKES OF WHICH FEW THROUGHOUT HISTORY HAVE EVER SUFFERED BEFORE. WE ARE NO LONGER A COUNTRY THAT WILL STAND FOR YOUR DEMENTED WORDS OF VIOLENCE & DEATH. BE CAUTIOUS!  — Donald J. Trump (@realDonaldTrump)”

That is frightening. Any world leader who tweets such things as “North Korea best not make any more threats to the United States. They will be met with fire and fury like the world has never seen” is verging on the psychotic. And, in his own words, the demented.

Trump’s former foreign policy officials were not altogether in favour of having Iran and North Korea suffer unspecified but obviously terrifying consequences for having expressed its views on Trump policy, but now, as the BBC notes, “Mr Trump has built a foreign policy team that is largely on the same page — his page.”

That’s the Fire and Fury Page, and it’s being proof-read and expanded by Pompeo and Bolton. Stand by for Bomb, Bomb, Bomb Iran.

US bid to create crisis in Iran-IAEA ties ‘falling flat’: Report

Press TV – January 26, 2019

The US has failed to create a crisis in Iran’s cooperation with the UN atomic agency which has repeatedly confirmed the peaceful nature of the country’s nuclear program, Bloomberg reports.

Bloomberg said the US was pushing to open “a special investigation” into Iran’s past nuclear work, but “it’s not gaining traction among the international officials who can make it happen.”

The financial news provider said it had obtained documents and interviewed diplomats who attended a meeting between US officials and the International Atomic Energy Agency (IAEA) in Vienna last week.

“American officials have been ratcheting up pressure at the International Atomic Energy Agency in recent weeks, threatening new sanctions and advocating for more aggressive inspections,” Bloomberg said.

“However, the efforts are falling flat,” it said, citing three diplomats who participated in the meeting.

It’s a rare pushback for the US at the IAEA … the episode illustrates the rising difficulty American officials face in convincing allies to follow the US on Iran,” it added.

During the private meeting held on January 20 and attended by 70 diplomats assigned to the IAEA, the participants heard what hawkish US national security adviser John Bolton called “substantial evidence” that Iran had lied to IAEA inspectors.

“There is a sense that the administration is frustrated that their campaign to renegotiate the deal isn’t working,” said Ellie Geranmayeh, a senior fellow at the European Council on Foreign Relations.

“What we see is the US maximum pressure campaign is heating up even further,” she added.

The diplomats said the fresh US allegation was based on an analysis by the Foundation for Defense of Democracies and the Institute for Science and International Security, which used data supplied by Israel.

Israeli Prime Minister Benjamin Netanyahu has on several occasions drawn international ridicule for his allegations about Iran’s “secret” nuclear activities.

Last September, Netanyahu went to the UN to show pictures of an alleged Iranian nuclear weapons storage site, which turned out to be a carpet cleaning factory, with the IAEA ignoring the claim.

“There has been a concern that the US and some other countries want to precipitate an inspection crisis,” Geranmayeh said. “But there’s been resistance to this. The deal’s stakeholders feel they have a good grip on what’s happening in Iran.”

The US has been trying to coerce the Europeans into following its lead and withdrawing from the 2015 nuclear deal with Iran, which President Donald Trump renounced in May.

Since the US left, the deal’s remaining powers — China, France, Germany, Russia and the UK — have struggled to provide the sanctions relief promised when Iran agreed to nuclear caps.

The Europeans are currently trying to put a special purpose vehicle designed to protect companies from US sanctions into operation, but are facing Washington’s threats of retribution for any trade with Tehran.

Bloomberg cited the diplomats in Vienna as saying that “while they will continue engaging with the US, they want to avoid provoking a scenario that will escalate into a new crisis with Iran.”

One envoy said the US was forcing the IAEA to “rehash 20-year-old information” which had already been settled by the nuclear agency, warning that it could shut the doors to diplomacy and lead to “tragic consequences”.

US plans for space wars are real – Russian Foreign Ministry

RT | January 25, 2019

US plans to pursue development of space-based interceptors signals that Washington would use space for military operations, the Russian Foreign Ministry has warned.

Washington’s concept of a space-based interceptor capable of destroying missiles in the boost phase was presented in the US Missile Defense Review (MDR) last week.

In the speech announcing the publication of the MDR, US President Donald Trump warned that the new strategy will “ensure that enemy missiles find no sanctuary on Earth or in the skies above.”

He also declared that “space is a new war-fighting domain with the Space Force leading the way.”

The US “implementation of its military space plans will hit the current system of space activities’ safety,” stated Moscow, referring to Washington’s previous attempts to achieve dominance in the military sphere resulted in “growing tensions and a spiralling arms race.”

The Foreign Ministry has also expressed regret that the US abandoned “constructive dialogue” and returned to the 1980s ‘Star Wars’ missile defense program of President Ronald Reagan, when the spaced-based interceptors were first envisioned.

Though the MDR only recommends studying the issue at this point, Moscow is convinced that the Trump administration puts a “strong emphasis” on it and will be inclined to go ahead with the development of the spaced-based weapons.

Besides development of space-based capabilities, the MDR describes plans to deploy 20 additional interceptor missiles in Alaska as soon as 2023. Other plans include arming missile facilities in Romania and Poland – part of the European Phased Adaptive Approach (EPAA) – with new Aegis SM-3 missiles.

Florida bill would censor info on Israel-Palestine in schools, colleges

By Alison Weir | If Americans Knew | January 25, 2019

Three Florida state lawmakers have introduced a bipartisan bill that uses a new, Israel-centric definition of “anti-Semitism” that experts say would censor information about Israel-Palestine in Florida public schools and colleges.

The bill’s sponsor is Republican Mike Caruso of Palm County. The co-sponsors are Democrat Michael Grieco of Miami Beach and Republican Anthony Sabatini of Lake County.

Israel partisans are promoting such bills around the United States at both the state and federal level. The bills are part of an international effort to use an Israeli created redefinition of anti-Semitism to prohibit and even at times criminalize the dissemination of negative facts about Israel.

Entitled “HB 371 Discrimination In Florida K-20 Public Education System,” the bill contains a section on what it calls “anti-Semitism” that is virtually identical to a bill already passed in South Carolina.

Legislation using using the same Israel-centric definition has been introduced in the U.S. Congress.

Section #7 of the Florida bill states that “a public K-20 educational institution must take into consideration anti-Semitism when determining if a practice or act was discrimination on the basis of religion. For purposes of this section, the term ‘anti-Semitism’ means all of the following…” The bill then lists 13 actions that are “anti-Semitic.” Nine of them concern Israel.

The standard, dictionary definition of anti-Semitism, discrimination or hostility against Jews, says nothing about Israel.

The new, Israel-centric definition of anti-Semitism was first formulated by an Israeli government minister in 2004. The official then assisted in procuring the adoption of this formulation in the United States. Israel partisan Hannah Rosenthal adopted it in the U.S. State Department in 2010.

‘Poses threat to free speech’

Numerous analysts oppose the bills on the basis that they violate freedom of speech and academic inquiry.

The Miami New Times reports that the  ACLU of Florida plans to track the bill’s progress to ensure that it doesn’t silence political speech. An ACLU Florida spokesperson said that addressing anti-Semitism and all forms of religious discrimination “is crucial, but it does not justify silencing constitutionally protected speech. All Floridians have the right to free speech without the threat of government interference.”

The national American Civil Liberties Union (ACLU) has a record of opposing such legislation, stating that it poses “a serious threat to the First Amendment free speech rights of those on campus who may hold certain political views.”

In a letter of opposition to the federal bill, the ACLU stated: “The First Amendment prevents the federal government from using its great weight to impose severe penalties on a person simply for sharing a political viewpoint critical of Israel.”

An ACLU analysis points out that “anti-Semitic harassment is already illegal under federal law.” The new legislation “does not change that fact, but its overbreadth makes it likely that it will instead silence criticism of Israel that is protected by the First Amendment.”

The article, entitled “The Latest Attack on Free Speech in the Israel-Palestine Debate,” states that there is a “disturbing surge of government-led attempts to suppress the speech of people on only one side of the Israel-Palestine debate. The trend manifests on college campuses, in state contracts, and even in bills to change federal criminal law, but the impact is the same: Those who seek to protest, boycott, or otherwise criticize the Israeli government are being silenced.”

The authors conclude: “These efforts to censor criticism of the Israeli government and advocacy for Palestinian rights do a disservice to the real problem of anti-Semitism in the United States.”

‘Affront to academic freedom’

One of the individuals who helped write the Israel-centric definition, attorney Kenneth Stern, has written that imposing it on campuses is “unconstitutional and unwise.” According to Stein, applying the definition to colleges “is a direct affront to academic freedom.”

Mike Caruso, sponsor of the Florida bill, is serving his first term in the Florida legislature after an extremely close election, winning with a 32-vote margin out of about 80,000 votes cast.

He represents Palm Beach County, known as a particularly pro-Israel area of Florida; approximately one third of the residents are Jewish and there are frequent pro-Israel events in the area. The local Jewish Federation website features a prominent announcement for the 2019 convention of the Israeli American Council, which advocates for Israel.

The U.S. House of Representatives earlier this month passed a bill that would force President Trump to appoint a special envoy who would monitor criticism of Israel.

The position was created in 2005 as part of the effort for the U.S. to adopt the Israel-centric definition. The bill has not yet gone to the Senate.

The first Senate bill of 2019, S.1, would finalize a $38 billion package to Israel, the largest military aid package in U.S. history. Attempts to move the bill to a quick vote have stalled while Congress debates the government shutdown.

The bill is sponsored by Florida Senator Marco Rubio, whose major backers include pro-Israel advocates Norman Braman, a Florida businessman, Paul Singer, and casino magnate Sheldon Adelson.

A companion bill, H.R.336, has been introduced in the U.S. House of Representatives.

Toxic femininity: ‘Badass’ US women demand right to torture and kill for Empire… just like men

© Global Look Press / Marvel Studios
By Michael McCaffrey | RT | January 25, 2019

Thanks to a new wave of feminism and its call for equality, it isn’t just toxic men who can kill, torture and surveil in the name of US militarism and empire, women can now do it too!

This past weekend was the third annual Women’s March, which is a protest originally triggered by Donald Trump’s defeat of Hillary Clinton in the 2016 presidential election that encourages women across America to rise up against misogyny and patriarchy.

As sincere as these women are in their outrage, in their quest for power they are inadvertently reinforcing the immoral and unethical system that they claim to detest. This is most glaringly apparent when this new feminism boldly embraces the worst traits of the patriarchy in the form of militarism and empire.

The rise of #MeToo, Time’s Up and the anti-Trump Women’s Movement, has brought forth a new wave of politically and culturally active neo-feminists. This modern women’s movement and its adherents demand that “boys not be boys”, and in fact claim that the statement “boys will be boys” is in and of itself an act of patriarchal privilege and male aggression. The irony is that these neo-feminists don’t want boys to be boys, but they do want girls to be like boys.

The inherent contradiction of that ideology was on full display recently when the American Psychological Association (APA) put out a guide to treating men and boys. In the guide’s summary the APA makes the extraordinary claim that “traditional masculinity – marked by stoicism, competitiveness, dominance and aggression – is, on the whole, harmful.”

These APA guidelines blatantly turn “traditional masculinity” and “toxic masculinity” into synonyms, and never once mention testosterone, revealing a staggering ignorance of male biology. The APA is in essence blaming the bull for his horns.

Further diminishing their credibility, how can anyone look at the mess that is the current emotional state of our world and think we need less stoicism and not more?

The hypocrisy of the APA guidelines are glaringly evident because everywhere you look nowadays girls and young women are constantly being urged to be more competitive, dominant and aggressive. I guess when women do it, it is empowering, but when men do it, it is dangerous.

Women, and some men, often tell me that if women were in power, the world would be a better and safer place. But that old trope, which obviously animates the feminist movement of today, is foolishness. I mean have none of these people ever heard of that pernicious beast Margaret Thatcher? And does anyone think that Hillary Clinton’s proposed no-fly zone over Syria or her tough talk about Russia would have led to more peace and less war?

Another example of the vacuity of this ideology is the group of Democratic women with military and intelligence backgrounds who won seats in Congress in 2018. These women, who have dubbed themselves “The Badasses”, how toxically masculine of them, are being touted as the “antidote to Trump.”

No doubt these former military and intelligence “badasses” will be so much less toxic than their male counterparts when they demand the US “get tough” by militarily intervening across the globe to further American interests. This sort of star-spangled belligerence is no less toxic in a pantsuit than a three-piece suit, and will only lead to more victims of America’s “competitiveness, dominance and aggression” around the world.

Other toxically-masculine women in government are also being hailed as great signs of women’s empowerment.

Gina Haspel is the first female director of the CIA and women now also hold the three top directorates in that agency. Ms. Haspel proved herself more than capable of being just as deplorable as any man when she was an active participant in the Bush-era torture program. No doubt the pussy-hat wearing brigade would cheer her “competitiveness, dominance and aggression” when torturing prisoners… most especially the traditionally masculine ones.

Hypocritical Hollywood has long been a haven for toxic masculinity, be it in the form of depraved predators like Harvey Weinstein or Woody Allen or counterfeit tough guys like John Wayne. Hollywood has also long been the propaganda wing of the US military machine. It is well established that for decades Hollywood and the Department of Defense have worked hand in hand in creating movies that tout muscular American militarism and empire.

Now Hollywood and the Department of Defense (DoD) are using the social justice calling card of “diversity and inclusion” to take the next step in indoctrinating young people with the noxious ideology of American exceptionalism and aggression… but this time they are targeting girls and young women.

The latest product of the Hollywood and DoD propaganda machine is the Disney/Marvel movie, Captain Marvel, which comes out this March. The film, which has a budget worth $150 million and stars one of the leading feminist voices in Hollywood, Academy Award winner Brie Larson, tells the story of Carol Danvers, a former Air Force pilot who “turns into one of the galaxy’s mightiest heroes.”

With Robert Downey Jr. and Chris Evans set to potentially leave their roles as Iron Man and Captain America respectively, Disney is positioning itself to replace them as the face of the multi-billion dollar Marvel Cinematic Universe with Brie Larson’s Captain Marvel, who is described as a “badass superheroine”… one more flag-waving, badass lady for the girls to look up to!

The movie has been described as “the recruiting tool of the Air Force’s dreams”, and will no doubt be a huge boost to female recruitment, much like Tom Cruise and Top Gun boosted male military recruitment in the 1980’s.

The DoD has reportedly been partnered with Marvel since 2008’s Iron Man. The DoD and Air Force demand that any film project with which they assist “portrays the Air Force and military in an accurate way and that it is in the service’s interest to partner on the project.”

It is good to know that feminist Brie Larson is cashing in by partnering with the Air Force to make a movie that indoctrinates millions of US kids, specifically girls, with the dream of being able to bomb innocent people across the globe from miles up in the sky and look really “badass” while doing it.

I’m sure Ms. Larson, a public and outspoken advocate for abuse victims here in America, has meticulously weighed the pros and cons of being a recruitment tool for the US military, which in recent years has aided and abetted, or been directly responsible for, the murder of women and children in Yemen, Iraq, Afghanistan, Syria, Libya and elsewhere.

The cacophony of feminist voices in the public sphere has effectively challenged some minds about some things, but not the right minds about the right things. The mendacious US establishment and its virulent military industrial complex have co-opted this current feminist moment and are using it to further solidify their deadly stranglehold on the American consciousness and Brie Larson is now an accomplice to that crime.

Is this what the new wave of feminism is all about, putting lipstick on the pig of American empire and militarism and calling it a victory for equality? If so, I’ll pass on that toxic femininity.

I’ll stick with traditional masculinity, you know, the stoic kind, whose adherents, principled men like Martin Luther King Jr., Cesar Chavez, Daniel Ellsberg, Pat Tillman and Edward Snowden, among many others, all did the right thing in the face of enormous opposition, and who didn’t tout themselves as “badass,” didn’t start fights but finished them, didn’t torture, didn’t spy and didn’t bomb innocent women and children into oblivion.

The bottom line is this, I fervently believe that men and women should be equal in their rights and opportunities, but I believe just as fervently that regardless of gender, no one has the right to kill, maim and torture for the American empire.

Charges do not relate to ‘Russian collusion’, says Roger Stone, pleads not guilty

RT | January 25, 2019

Released on bail after the early morning arrest in Florida, political operative Roger Stone said the charges against him are false and “politically motivated” and categorically denied any connection with WikiLeaks or Russia.

“I am falsely accused of making false statements during my testimony before the House Intelligence Committee. That is incorrect,” he said at the steps of the Fort Lauderdale, Florida courthouse on Friday morning.

Stone said 22 FBI agents arrived at his home “at the crack of dawn” though he was willing to surrender peacefully, adding that he intends to plead not guilty.

“There is no circumstance whatsoever under which I will bear false witness against the president,” he said. “I look forward to being fully and completely vindicated.”

Asked if anyone in the Trump campaign asked him to contact WikiLeaks during the 2016 US presidential election, Stone replied, “No.”

Asked if he had any contact with Russians, he said, “Categorically not.”

Stone described himself as one of President Donald Trump’s “oldest friends” and a “fervent supporter.” He advised the Trump presidential campaign at the outset, but parted ways with it in August 2015.

The 24-page indictment published on Friday accuses him of witness tampering, obstruction of justice and making false statements to Congress – all in the course of special counsel Robert Mueller’s “Russiagate” investigation that started in May 2017.

Asked by reporters if he would ask or accept a pardon from Trump, Stone said the only pardon he ever advocated is for Marcus Garvey – the black political activist jailed in the 1920s by the predecessor of the FBI on charges of mail fraud, so he could be deported to Jamaica.

Silence of the Lambs: The Case of Marzieh Hashemi

By Rannie Amiri | CounterPunch | January 25, 2019

In the wake of the outcry after the abduction and murder of Saudi journalist Jamal Khashoggi—in a foreign country and under the directive of a rogue Crown Prince—one would think the threshold to condemn the detention of an American journalist in the United States without charge or trial would be quite low. Unfortunately, it has proven to be nearly insurmountable.

Marzieh Hashemi, a US citizen and anchorwoman of Iran’s English-language news station, PressTV, had been held under these circumstances for 10 days beginning shortly after her arrival to St. Louis Lambert International Airport Jan. 12 to work on a documentary on the Black Lives Matter movement. She was finally released, again without charge, on Wed Jan. 23.

Hashemi was purportedly an alleged material witness in an as-yet unspecified investigation. She was forced to remove her headscarf and offered pork to eat, both against the tenets of her religion, before being transferred to Washington, D.C. to an unknown location.

As such, the muted response of those organizations whose primary purpose is to stand for press freedoms and human rights and against religious intolerance was rather remarkable.

The Committee to Protect Journalists “expressed concern” in their statement on the situation but simultaneously found it necessary to add that, “Iran routinely jails journalists” as if to provide pretext for the US to do likewise.

The Council on American-Islamic Relations (CAIR), the self-proclaimed largest US Muslim civil rights advocacy organization, called on the Department of Justice to merely “explain” why an American citizen living in Iran was deprived of her religious and due process rights. Indeed, CAIR’s national executive director politely asked law enforcement officials to just “clarify” the matter.

The incarceration of Hashemi was nowhere to be found on the Reporters Without Borders action page. Even the American Civil Liberties Union was seemingly mum on the case despite its salient “No Charges? No Trials? No Justice” article on Indefinite Detention.

The FBI and federal officials confirmed Hasehemi was not accused of or charged with any crime although little else is being said. The allowance that a witness may be so held if they are considered a flight risk, unwilling to respond to a subpoena or testify in a criminal proceeding of vital importance is more properly debated in legal circles (never mind that the myriad of legal experts routinely appearing on the various US cable news channels have not said anything on Hashemi but had the time to speak at length about CNN’s Jim Acosta’s ban from White House press briefings). However, the circumstances of Hashemi’s detention, that she is employed by an Iranian television station and in the context of the bellicose rhetoric adopted by Secretary of State Mike Pompeo and National Security Advisory John Bolton against Iran, made her confinement more than suspect.

Regardless of the legal ramifications and precedent set, the silence of groups and organizations regarding her ill-treatment and custody set an equally dangerous one. It highlights what little courage it takes to condemn atrocities committed abroad by foreign governments yet the mistreatment of an American journalist on domestic soil by US authorities will go unchecked.

It is this duplicitous, timid, half-hearted-to-absent response which requires “explanation” and “clarification” for us all.

De-Dollarization? Analysts on Why Beijing Won’t Slash Its US Bonds Holdings

By Ekaterina Blinova | Sputnik | 25.01.2019

Beijing will not significantly reduce its investment in US government bonds, China Securities Regulatory Commission’s Fang Xinghai told the World Economic Forum. Speaking to Sputnik, CCTV editor Tom McGregor and Wall Street analyst Charles Ortel shared their views on the hidden meaning of Fang’s statement.

“China will continue to be a savings surplus country for some time, though the saving is declining. We have to invest abroad, and the US government bond market turns out to be a good place to invest”, Fang Xinghai, vice chairman of the China Securities Regulatory Commission, remarked while speaking at the World Economic Forum in Davos on 22 January.

Sputnik reached out to Tom McGregor, a Beijing-based political analyst, senior editor and commentator for China’s national broadcaster CCTV, and Charles Ortel, Wall Street journalist, investor and investigative journalist, asking them to share their views on Fang’s “message” that came amid trade tensions between Washington and Beijing.

What’s Behind China’s Message

“US President Donald J. Trump and Chinese President Xi Jinping are still in the middle of a 90-day trade truce”, McGregor pointed out while commenting on the issue. “Beijing does not wish to see a return of Trump as ‘Tariff Man’, so of course, they would announce at the 2019 World Economic Forum in Davos, Switzerland, that Beijing would not intentionally sabotage US financial markets by slashing its US bond holdings”.

According to the Beijing-based commentator, “China believes they can score a win-win trade deal with President Trump”. And they are making much progress, McGregor highlighted.

In a July 2018 interview with Sputnik, the commentator strongly rejected speculations that Beijing may dump US government bonds in response to Trump’s tough tariff measures that the US kicked off in March 2018.

For his part, Ortel noted that Beijing is motivated by nothing less than “brutal reality”.

“There is only one debt market deep enough to absorb the massive sums that China already has, and may have, which it allocates towards ‘capital preservation’ as opposed to ‘equity speculation’ and that is the market for US government debt instruments”, the Wall Street analyst underscored.

He noted that Beijing’s choice is obvious given the fact that the US dollar “remains strong and could even appreciate against others in which liquid debt instruments are denominated”.

“In addition, an actual move by China away from US Treasury instruments would quickly be discerned and might add to building pressures towards a global markets panic”, he presumed.

According to Ortel, the People’s Republic also faces mounting internal pressures “because they have inflated a massive investment bubble in projects that likely are loss-making using strict accounting”.

“Considering the above, I imagine that China will retain massive holdings of US government debt even, and perhaps especially in a full-scale trade war, should one materialize”, the Wall Street analyst predicted.

Drifting Away From the Greenback

However, at the same time, China has clearly demonstrated its intent to move away from the greenback step by step. The People’s Republic is boosting its gold reserves and switching to national currencies in bilateral trade with Russia, Iran, Pakistan. It also signalled support for Turkey’s plan to ditch the dollar.

Furthermore, the Beijing-led One Belt and One Road project envisages the introduction of swap facilities in the countries of the region involved in the endeavour to promote the use of the yuan.

McGregor argues that one should not overestimate the apparent shift.

“The US dollar, the euro and Japanese yen are considered safe haven investments and will continue to be so”, he said. “China is forbidden to use the US dollar when conducting trade deals with North Korea and Iran due to economic trade sanctions. If the Chinese use US dollars on such occasions they stand the risk of getting arrested just like Meng Wanzhou if they make an appearance in Canada”.

He admitted that “in regards to Russia, Chinese law has encouraged Chinese companies to use the Russian rouble on financial transactions, but not sure if it’s on account of Washington-led economic sanctions imposed on Moscow”.

A Rush Out of US Treasury Debt by China Highly Unlikely

Commenting on the role of US Treasuries in China’s financial strategy, Ortel noted that “‘modern’ economists do not think clearly enough about the natural balances that emerge as nations develop their economies under a competitive global system”.

“In the early period, before citizens and nations build up substantial net worth, policies that accept devaluation arguably serve export-driven strategies”, the Wall Street analyst said. “However, nations such as China eventually become more concerned about where to invest their combined net worth for the longer term — and this is why US dollar sovereign debt becomes an attractive proposition”.

The investor elaborated that “if you are asked to develop a strategy for protecting the value of a ‘mere’ billion US dollars, you might flirt with betting against the US dollar with a portion of your holdings”. He continued that “if you, instead, are asked to protect one or more trillion dollars today and for the future, you will conclude that a substantial allocation to US Treasuries makes sense”.

“Until China proves that foreign investors are welcome inside their borders (coming and going) and reaches a trade and operating deal with the United States, our nations will be joined at the hip in the US government debt market”, Ortel emphasised, reiterating that “a rush out of US Treasury Debt by China is a low probability scenario”.

Economic Slowdown and Yuan Internationalisation

Sharing his prognosis for China’s economic growth in 2019-2020, McGregor suggested that it will continue to slowdown.

“If I had to pick a number for this year, I think 6.4 percent is a safe bet, but willing to go down to 6.2 percent”, the Beijing-based commentator predicted. “That’s pretty good, considering that China has enjoyed strong economic growth for so many years, successively”.

He pointed out, however, that “the Chinese are not panicking right now”.”Right now, China has introduced big-time tax cuts and that has already boosted Chinese consumption. I anticipate the tax cuts will really help Chinese households this year”, McGregor opined.

The journalist underscored that the expected trade deal between Washington and Beijing remain the focus of the Chinese’ attention.

“In order for Beijing to reach a trade agreement with Washington, China will be required to open up its financial markets to US banks and promote the renminbi internationalization”, McGregor explained. “Therefore, the People’s Bank of China must stop its strict restrictions on Chinese money flooding into overseas capital accounts”.

As a result, initially, the Chinese yuan may “drop in value as companies pour Chinese cash holdings out of the country and into overseas bank accounts”, he foresees. According to him, “this trend will be ongoing for 1-2 years before it settles down and some of that cash flows back into the China market”.
