Kuwaiti Embassy Advises Citizens to Leave Lebanon

The Kuwaiti embassy in Beirut advised on Wednesday citizens to leave Lebanon unless it was necessary to stay, Kuwaiti News Agency (KUNA) reported.
In a statement, the embassy also called on the Kuwaitis tending to travel to Lebanon to re-consider their plans.
Saudi, UAE and Bahrain have already issued similar travel alerts without submitting clear evidence about any security threat over the Lebanese territories.
Saudi, UAE Ask Their Citizens to Leave Lebanon

Saudi Arabia has advised its citizens Tuesday against travel to Lebanon and urged those already in the country to leave it, citing “safety” concerns, a few days after it halted military aid to Lebanon.
“The Foreign Ministry calls on all citizens not to travel to Lebanon for their own safety,” the Saudi news agency SPA quoted a ministry official as saying.
“It also urges citizens residing in Lebanon or visiting it to leave and not to stay there unless for utmost urgency while observing vigilance and caution,” the official added.
The ministry also called on Saudis in Lebanon to contact the kingdom’s embassy in Beirut for “the necessary help and attention.”
UAE has also banned its citizens from traveling to Lebanon and decided to downsize its diplomatic mission in the country, according to AFP.
Russia Reinforces Armenia Air Base near Turkish Border

Russia has sent several fighter planes including fourth-generation jets and a transport helicopter to reinforce its air base in Armenia near the border with Turkey, the defense ministry said Saturday.
Four fourth-generation Mikoyan MiG-29 jets as well as a number of modernized MiG-29S bombers and a Mil Mi-8MT helicopter have been dispatched to the base, a statement said.
Russia’s base at Erebuni airport just outside the capital Yerevan already has nine fourth-generation MiG-29 planes designed to carry a payload of up to 4,000 kilograms of weapons and with larger fuel tanks, allowing them to spend more time on missions.
Russia also has a base for ground troops at Gyumri, some 55 miles (90 kilometers) from the capital of the ex-Soviet republic.
Yerevan is around 40 kilometers (25 miles) from Armenia’s border with Turkey, which has been closed since 1993 due to the countries’ long-running feud.
‘US airstrikes in Libya can worsen the situation’

NATO and US plan attacks against Libya under the pretext of rooting out Islamic State in an effort to fix what they had broken in the country and to restore security and stability, said political commentator Abdel Bari Atwan.
Following the US Congress considering re-launching military action in Libya last month, US warplanes have targeted an alleged Islamic State (IS, formerly ISIS/ISIL) camp in the Libyan city of Sabratha on Friday. The mayor of Sabratha, Hussein al-Thwadi, told Reuters the planes hit a building in the Qasr Talil district, adding that 41 people were killed and six others wounded. The NYT reported the strike targeted a senior Tunisian operative linked to terrorist attacks in Tunisia last year.

Abdel Bari Atwan: Yes, I believe that now NATO and America in particular is planning all-out attacks against Libya under the pretext of rooting out Islamic State from certain areas. I believe now the Americans are trying to fix what they had broken in Libya, which is the security and stability, the establishment, the government… I don’t know why they are rushing towards Libya like that because they haven’t had any mandate from the UN to go to Libya and bomb as they like. The second thing is that neighboring countries of Libya like Egypt, Tunisia, Algeria, all of them actually said clearly that they are against any American or Western intervention in Libya because such intervention will create more problems than they solve. I think it is surprising and it could make the situation worse in Libya.

MSF admits withholding Syria hospital coordinates from Damascus & Moscow

Medecins Sans Frontieres (MSF) does not provide GPS coordinates of health facilities it supports in Syria to either Damascus or Moscow over fears of “deliberate” attacks, the medical charity said, blaming a recent strike on “probably” Syrian or Russian forces.
“We gave to the Russian ambassadors in Paris [and] in Geneva coordinates for three hospitals located in very intense conflict zones, but not for all of them, and it was a decision taken together with the medical staff of the health facilities that we support,” said MSF operations director Isabelle Defourny.
At least 25 people were killed, including nine medical personnel and 16 patients, when airstrikes destroyed a hospital supported by MSF. Ten others were wounded when four missiles reportedly struck the hospital initially at around 9:00am local time Monday, according to accounts provided by medical staff on site. Forty minutes later, after rescuers arrived, the hospital was allegedly bombed again.
According to MSF, the coordinates had not been shared with the authorities or relevant Russian representatives because of safety concerns that were voiced by doctors operating in Syria.
“The staff of the hospital [and] the director of the hospital didn’t know if they would be better protected if they give the GPS or not,” Defourny said.
The operations director also noted, citing a deadly US airstrike in October on an MSF hospital in Kunduz, Afghanistan, that even offering GPS location would not serve as a safety guarantee. But now, after the latest strikes, the charity seeks to remedy the situation and expects its affiliated medical staffers to share their coordinates with the Syrian government officials.
The NGO seeks an independent investigation into the strikes, but has already accused the Russian air force and the Syrian Army of “probably” hitting the Maaret al-Numan hospital, yet at the same time acknowledging that it has no evidence for the assertion.
“We say a probability because we don’t have more facts than the accounts from our staff,” said Dr. Joanne Liu, MSF’s international president.
The Pentagon has also failed to provide any additional intelligence to back the claims of Russia and Damascus involvement in the deadly attack, with Operation Inherent Resolve spokesperson Colonel Steven Warren admitting it was all “unclear.”
“Unclear to us whether it was the Russian aircraft, Syrian aircraft or a Russian missile or a Syrian missile, that part at this point is a little bit unclear to us,” Warren said on Wednesday.
“It is important to note that there were no coalition strikes in that area and in fact there have been no coalition strikes in Aleppo this year,” he added, contradicting the information shared by the Russian defense ministry last week.
While the Syrian ambassador said Damascus has “intelligence information” that showed US warplanes had struck the hospital, the Russian presidential spokesman met allegations that the Russian Air Force delivered the strike with a flat denial, urging detractors to provide proof of the “empty” and “unfounded” accusations.
“We vehemently reject such allegations, particularly because those making those statements have always proven to be unable to deliver any proof of their unfounded accusations,” Kremlin spokesman Dmitry Peskov said.
MSF says that attacks against civilian infrastructure and hospitals became “routine”, saying that 101 shelling attacks have hit some 70 MSF-supported facilities over the last 13 months in Syria. At the same time, the MSF noted that it never received official permission from Damascus to carry out work in Syria and operates mainly in areas held by anti-government forces.
The NGO president also noted the dire situation on the Turkish border, where Ankara continues its cross-border shelling of the Syrian Kurds gaining more ground.
“100,000 people are caught in northern Syria, near Azaz. They’re trying to escape the escalating air strikes and ground combat,” Liu said. “They are trapped between the Turkish border and a frontline.”
Jaafari: So-Called MSF Hospital Installed without Syria Permission

Syria’s UN envoy Bashar Jaafari accused the medical aid charity MSF of being a front for French intelligence in Syria and dismissed allegations that Russian air strikes had destroyed one of its hospitals.
“The so-called hospital was installed without any prior consultation with the Syrian government by the so-called French network called MSF which is a branch of the French intelligence operating in Syria,” said Jaafari.
Doctors Without Borders (MSF) said at least 11 people were killed after the hospital in Idlib province was destroyed on Monday morning, but it did not assign blame for the attack.
“They assume the full consequences of the act because they did not consult with the Syrian government,” Jaafari told reporters.
“They did not operate with the Syrian government permission.”
He repeated Syrian accusations that the US-led coalition had carried out the air strikes that hit the MSF-backed hospital.
The Syrian ambassador spoke following a UN Security Council meeting called by Russia to discuss Turkey’s military action against Kurdish fighters in northern Syria.
US Blames Putin When Erdogan Caught Weaponizing Refugees

The recently released minutes from a November meeting between Erdogan and the EU prove that the Turkish strongman is manipulating the immigrant flow into Europe for strategic ends.
The Greek financial website euro2day.gr published the shocking record of what transpired at a November meeting between Erdogan, Tusk, and Juncker in Antalya. In attempting to squeeze more money out of Brussels for his cooperation in halting the refugee flow, the Turkish leader thuggishly threatened that “We can open the doors to Greece and Bulgaria anytime and we can put the refugees on buses”, snarling to the EU leaders and rhetorically taunting them by asking “how will you deal with refugees if you don’t get a deal? Kill the refugees?”
€3 billion later, Erdogan shut up but he didn’t shut his borders, and the human wave continues to crash into Europe.
Now that the cat’s out of the bag and there’s a smoking gun to prove what most Europeans had already figured out by now — that the immigrant crisis is a strategically engineered weapon against them — the US has gone into full spin mode by doing what it does best, blaming Russia.
A day before the minutes were leaked, Carnegie Europe published a mudslinging piece which alleges in its title that “Putin Uses The Refugee Crisis To Weaken Merkel“, and a day after the Erdogan bombshell was made public, George Soros followed up with one of his famous speculative attacks (albeit this time non-financial) in which he ludicrously proclaimed that “Putin’s current aim is to foster the EU’s disintegration, and the best way to do so is to flood the EU with Syrian refugees.”
Ironically, but as is the established pattern, every time that the US is caught doing something unsavory, they always reflexively resort to blaming Russia for their own sins, and the immigrant crisis is no different. What’s new this time around, however, are the strange “anti-imperialist” bedfellows that they’ve aligned with in doing so.
‘Weapons Of Mass Migration’
The first thing to understand about the immigrant crisis is that the on-the-ground conditions for it were created by the US’ aggressive unipolar wars on the Mideast and North Africa, and that the resultant humanitarian catastrophe has been strategically weaponized by Washington and its allies for various geopolitical and economic ends.
Kelly M. Greenhill, an Associate Professor at Tufts University and Research Fellow at Harvard Kennedy School of Government’s Belfer Center for Science and International Affairs, published a groundbreaking 2010 book about “Weapons of Mass Migration: Forced Displacement, Coercion, and Foreign Policy” in which she proved that there are at least 56 instances in which states have purposefully generated, provoked, and exploited massive waves of human migrations as an instrument to further their respective policies. Excerpts from her book were culled to form a summarized article that’s available for free at the Naval Postgraduate School’s website.
In terms of the present application of “Weapons Of Mass Migration”, the US and Turkey have a few overlapping goals in mind. Ghassan Kadi brilliantly explained that Erdogan wants to use the immigrants as leverage in order to extract financial and institutional concessions from the EU, while concomitantly flooding the West with Islamist-sympathizing individuals that can act as a fifth column of support for his expansionist policy of Neo-Ottomanism.
The latter goal segues in nicely with what the US wants to do, which is to kaleidoscopically fracture hitherto largely homogeneous European societies via provoked and prolonged Hobbesian conflict between the locals, refugees, and host governments. It’s aware that the civilizational dissimilarity between the native Europeans and the migrating Muslim masses will inevitably lead to multifaceted tension, and it aims to perpetually exploit the resultant identity cleavages in order to conveniently craft various Color Revolution scenarios in keeping certain governments in check and away from pragmatic cooperation with Russia and China (e.g. Nord Stream II, Turkish/Balkan Stream, and the Balkan Silk Road).
Qualifying Caveats And The Smoking Gun Pattern
It’s useful at this moment to point out that while there definitely are some legitimate refugees reaching Europe’s shores, many of the newcomers are economic migrants that aren’t even from Syria, and that a highly disproportionate number of the people who have come to the continent are draft-age young males. This is why the author collectively and more accurately refers to these people as immigrants and not “refugees”. Russian Defense spokesman Igor Konashenkov, American Director of National Intelligence James Clapper, and French Minister of Defense Jean-Yves Le Drian have all recently warned that Daesh terrorists are actively infiltrating borders under the guise of being “refugees”, so there are absolutely some legitimate concerns about the types of people getting into Europe undetected.
Another thing is that “Islamist” isn’t a synonym for Muslim (as it’s commonly mistaken to be), but rather a label in referring to those that seek to impose Islam on others, such as Muslim Brotherhood and Wahhabi sympathizers. These individuals don’t have to be instructed on how to stir up problems in their host countries because their Islamist ideology naturally inspires them to clash with the locals, which thus organically satisfies the US’ 21st-century “Operation Gladio” plans. Regrettably, the sexual terrorist attacks in Cologne and other cities leave no doubt that many of these undesirable immigrants have already gotten into the EU, confirming that the US and Turkey’s destabilizing geopolitical plans are already in full swing.
Most Europeans figured out on their own that something was amiss about the whole immigrant crisis, questioning why so many of the new arrivals, if they were genuine refugees, would behave with such arrogant, ungrateful, and callous disregard for the host population that literally (as they were led to believe) saved their lives. The smoking gun of Erdogan’s transcribed threat, proving the degree of control that he has over the floodgates and his willingness to leverage this in as self-interested of a manner as possible, showed many Europeans that they weren’t wrong for questioning the mainstream media’s narrative on this whole matter.
Similar smoking guns have dispelled the Western myth about other high-profile crises as well. The Nuland-Pyatt recording proved that the US was scheming for regime change in Ukraine, and a 2012 Defense Intelligence Agency memo explicitly states that the Syrian “opposition” was full of terrorists from the beginning and that a “declared or undeclared Salafist principality in eastern Syria”, which later turned out to be Daesh, was “exactly what the supporting powers to the opposition want”. The latest revelation validates many people’s prior fears that the immigrant crisis had been strategically engineered, and it casts a damning light on the US’ role and intended agenda behind it. Tellingly, the faked hysteria that Putin is “flooding the EU with Syrian refugees” to “weaken Merkel” seems to imply that the German Chancellor’s days are numbered, but the US wants to cover its tracks and clumsily pretend that it’s Moscow which actually has something to gain by deposing its strategic Nord Stream II partner and not Washington like is actually the case.
Strange Bedfellows
Up until the point where the US had to begrudgingly acknowledge that strategically engineered “Weapons of Mass Migration” were being used against the EU and predictably blame it all on Russia, its allied “NGOs” and information outlets had categorically denied that such a planned phenomenon was taking place, slurring anyone who dared to even infer this possibility as being “racist”, “fascist”, and “white supremacist”. Astonishingly, this mainstream media-imposed “political correctness” and ideological intimidation was aggressively repeated by social and alternative media “activists” who fashioned themselves as (militant) far-left “anti-imperialists” — typically the sort of individuals who speak out against the US’ “thought police” or at least respect others’ right to do so.
These “anti-imperialists” claim to support Russia’s role in the world, yet state that border controls and assimilative & integrational immigration policies are some kind of “new fascism”. Apparently they never read President Putin’s 2012 manifesto on the topic, otherwise they would know that the Russian leader has a very firm and publicly declared stance against open borders and the Western conception of “multiculturalism”. By attacking concerned individuals that espouse these exact same principles as “racist”, “fascist”, and “white supremacist”, they’re indirectly attacking Russia and associating it with those slurs. It’s a documented fact that the tentacles of unipolar influence are long and deeply embedded in all sorts of social and political movements, so it’s reasonable to question whether these “anti-imperialist” voices are just “misguided activists” or if they’re really just anti-Russian provocateurs with an ideological ax to grind.
Will Geneva talks lead right back to Assad’s 2011 reforms?

Syrian peace talks have already stalled. The opposition refused to be in the same room as the government delegation, while the latter blamed opposition ‘preconditions’ and the organizers’ inability to produce a ‘list of designated terrorists’.
The UN’s special envoy for Syria Staffan de Mistura has now promised talks will reconvene on February 25, but how will he achieve this?
So much has shifted on the global political stage and in the Syrian military theater since this negotiation process first began gaining steam.
In just the past few weeks, the Syrian Arab Army (SAA) and its allies have recaptured key areas in Latakia, Idlib, Daraa, Homs and Aleppo, and are making their way up to the Turkish border, cutting off supply lines and exits for opposition militants along the way.
While analysts and politicians on both sides of the fence have warned that a ‘military solution’ to the Syrian crisis is not feasible, the SAA’s gains are starting to look very much like one. And with each subsequent victory, the ability for the opposition to raise demands looks to be diminished.
Already, western sponsors of the talks have as much as conceded that Syrian President Bashar al-Assad will continue to play a role in any future government – a slap in the face to the foreign-backed Syrian opposition that have demanded his exit.
And the long list of deliverables in peace talks yet to come – transitional governance, ceasefires, constitutional reform, and elections – are broad concepts, vague enough to be shaped to advantage by the dominant military power on the ground.
The shaping of post-conflict political landscapes invariably falls to the victor – not the vanquished. And right now, Geneva looks to be the place where this may happen, under the watch of many of the states that once threw their weight – weapons, money, training, support – behind the Syrian ‘opposition.’
So here’s a question: As the military landscape inside Syria continues to move in the government’s favor, will a final deal look very much different than the 2011 reforms package offered by Syrian President Bashar al-Assad?
Assad’s 2011 reforms
In early 2011, the Syrian government launched a series of potentially far-reaching reforms, some of these unprecedented since the ascendance of the Baath party to power in 1963.
Arriving in Damascus in early January 2012 – my third trip to Syria, and my first since the crisis began – I was surprised to find restrictions on Twitter and Facebook already lifted, and a space for more open political discourse underway.
That January, less than ten months into the crisis, around 5,000 Syrians were dead, checkpoints and security crackdowns abounded, while themes such as “the dictator is killing his own people” and “the protests are peaceful” still dominated western headlines.
Four years later, with the benefit of hindsight, many of these things can be contextualized. The ‘protests’ were not all ‘peaceful’ – and casualties were racking up equally on both sides. We see this armed opposition more clearly now that they are named Jabhat al-Nusra, Ahrar al-Sham and ISIS. But back in early 2012, these faces were obfuscated – they were all called “peaceful protestors forced to take up arms against a repressive government.”
Nevertheless, in early 2011, the Syrian government began launching its reforms – some say only to placate restive populations; others saw it as an opportunity for Assad to shrug off the anti-reform elements in his government and finish what he intended to start in 2000’s ‘Damascus Spring.’
Either way, the reforms came hard and fast – some big, some small: decrees suspending almost five decades of emergency law that prohibited public gatherings, the establishment of a multi-party political system and terms limits for the presidency, the removal of Article 8 of the constitution that assigned the Baath party as “the leader of state and society,” citizenship approval for tens of thousands of Kurds, the suspension of state security courts, the removal of laws prohibiting the niquab, the release of prisoners, the granting of general amnesty for criminals, the granting of financial autonomy to local authorities, the removal of controversial governors and cabinet members, new media laws that prohibited the arrest of journalists and provided for more freedom of expression, dissolution of the cabinet, reducing the price of diesel, increasing pension funds, allocating housing, investment in infrastructure, opening up direct citizen access to provincial leaders and cabinet members, the establishment of a presidential committee for dialogue with the opposition – and so forth.
But almost immediately, push back came from many quarters, usually accompanied by the ‘Arab Spring’ refrain: “it’s too late.”
But was it?
Western governments complained about reforms not being implemented. But where was the time – and according to whose time-frame? When the Assad government forged ahead with constitutional reforms and called for a nationally-held referendum to gain citizen buy-in, oppositionists sought a boycott and US Secretary of State Hillary Clinton called the referendum “phony” and “a cynical ploy.”
Instead, just two days earlier, at a meeting in Tunis, Clinton threw her significant weight behind the unelected, unrepresentative, Muslim Brotherhood-dominated Syrian National Council (SNC): “We do view the Syrian National Council as a leading legitimate representative of Syrians seeking peaceful democratic change.”
And when, in May 2012, Syria held parliamentary elections – the first since the constitution revamp – the US State Department called the polls: “bordering on ludicrous.”
But most insidious of all the catch-phrases and slogans employed to undermine the Syrian state, was the insistence that reforms were “too late” and “Assad must go.” When, in the evolution of a political system, is it too late to try to reform it? When, in the evolution of a political system, do external voices, from foreign capitals, get to weigh in on a head of state more loudly than its own citizens?
According to statements made by two former US policymakers to McClatchy News : “The goal had been to ‘ratchet up’ the Syria response incrementally, starting with U.S. condemnation of the violence and eventually suggesting that Assad had lost legitimacy.”
“The White House and the State Department both – and I include myself in this – were guilty of high-faluting rhetoric without any kind of hard policy tools to make the rhetoric stick,” confessed Robert Ford, former US Ambassador to Syria.
An analysis penned by veteran Middle East correspondent Michael Jansen at the onset of the talks in Geneva last week ponders the point: “The Syrian crisis might have been resolved in 2011 if US president Barack Obama had not declared on August 18th that year that his Syrian counterpart Bashar al-Assad had to ‘step aside.’”
Were the additional 250,000 Syrian deaths worth those empty slogans? Or might reforms, in Syrian hands, have been worth a try?
Domestic dissent, Assad and reforms
The story inside Syria, within the dissident community, still varied greatly during my January 2012 trip. But with the exception of one, Fayez Sara, who went on to eventually leave the country and join the SNC, Syrian dissidents with whom I met unanimously opposed sanctions, foreign intervention and the militarization of the conflict.
Did they embrace the reforms offered up in 2011? Mostly not – the majority thought reforms would be “cosmetic” and meaningless without further fundamental changes, much of this halted by the growing political violence. When Assad invited them to participate in his constitutional reform deliberations, did these dissidents step up? No – many refused to engage directly with the government, probably calculating that “Assad would go” and reluctant to shoulder the stigma of association.
But were these reforms not a valuable starting point, at least? Political systems don’t evolve overnight – they require give-and-take and years of uphill struggle.
Aref Dalila, one of the leaders of the ‘Damascus Spring’ who spent eight years in prison, told me: “The regime consulted with me and others between March and May and asked our opinion. I told them there has to be very serious reforms immediately and not just for show, but they preferred to go by other solutions.”
Bassam al-Kadi, who was imprisoned for seven years in the 1990s, managed to find one upside to reforms:
Speaking about the abolishment of the state security courts in early 2011, Kadi said: “Since 1973 until last May, it was actually a court outside of any laws and it was the strong arm of the regime. All trials held after abolishing this court have taken place in civilian courts. Sometimes the intelligence apparatus intervenes but in most cases the judge behaves according to his or her opinion. Hundreds of my friends who were arrested in the past few months, most were released within one or two weeks.”
This reform, by the way, took place a mere few months before Jordan’s constitutional reforms added another security layer – the state military courts – for which it was promptly lauded.
Hassan Abdel Azim, head of the National Coordination Committee (NCC) which included 15 opposition parties, took a different view: “Our point of view is that such reforms can only take place when violence stops against protestors… But since the regime tries to enforce its reforms, the result will only be partial reforms that enhances its image but not lead to real change.”
The NCC went on to have a short-lived alliance with the foreign-based SNC which fell apart over disagreements on “non-Arab foreign intervention.”
Louay Hussein who headed the Tayyar movement and spent seven years in prison when he was 22 (and recently as well), told me that January: “We consider Assad responsible for everything that’s happened but we are not prepared to put the country in trouble… In March, we wanted what the regime is giving now (reforms). But when the system started using live bullets we wanted to change it and change it quickly. But after all this time we have to reconsider our strategy.”
And the list goes on. The views ranged from dissidents who “like Assad, but hate the system” to those who wanted a wholesale change that was arrived at through a consultative process – but definitely not foreign intervention. Eighteen months later when I revisited some of these people, their views had transformed quite dramatically in light of the escalation of political violence. Even the ones who blamed the government for this escalation seemed to put their arms around the state, as nationalists first and foremost.
Had the conflict not taken on this stark foreign-backed dimension and become so heavily militarized, they may have expended their energies on pushing at the limits of reforms already on the table.
How can Geneva transform Syria?
First on the table in Geneva is the establishment of a transitional process that gets the two sides working on common governance. On a parallel track, demilitarization is on the menu – which basically consists of organizing ceasefires throughout Syria. The transitional team will then work on hammering out a new constitution, with elections to be held within 18 months.
That sounds a bit like the process already underway in Syria in 2011 and 2012.
Certainly, the opposition believes it has a stronger hand today than back in 2011, supported as it is by the UN-sponsored Geneva process. But the difficulties will start the moment decisions need to be made about which opposition participates in the transitional body, if they can even manage to convince the Syrian government – now racking up military victories every week – that it needs to relinquish a chunk of its authority to this new entity.
It is the kind of ‘opposition’ that eventually enters the transitional process that will help ultimately determine its outcome. Look for some Riyadh- and Turkish-backed opponents to be tossed by the wayside during this process.
With the introduction of Russian air power and qualitative military hardware last autumn, the Syrian army and its allies have gained critical momentum in the field.
So why would the Syrian state backtrack on that momentum to give up authority in Geneva? Even the expectation of this is illogical.
There is a growing consensus among Syria analysts that the Americans have ceded the Syrian theater to the Russians and Moscow’s allies. Washington has barely registered any meaningful objections to Russian airstrikes over the past months, apart from some sound bites about hitting ‘moderate rebels’ and not focusing enough on ISIS.
Part of the US problem is that, without any clear cut Syria strategy, it has found itself neck-deep in this crisis without any means to extricate itself from the uncomfortable dependencies of thousands of rebel militants, and the demands of increasingly belligerent allies like Turkey and Saudi Arabia.
They Russians offer that opportunity – like they did in 2013 by taking the Syrian chemical weapons program off the table – and it looks like Washington is grabbing it with both hands right now. It is likely that Moscow waited to intervene in the Syrian quagmire only when it was absolutely sure the US needed an exit – any earlier, and the Americans were still playing both sides and all cards.
For Geneva to move forward, the participants are going to have to make some awkward commitments. Firstly, the batch of Islamists-for-hire that currently makes up the opposition will need to be finessed – or torn apart – to include a broad swathe of Syrian ethnic groups, sects, political viewpoints and… women.
Secondly, all parties to the talks need to agree on which militants in the Syrian theater are going to make that “terrorist list.” This was a clear deliverable outlined in Vienna, and it hasn’t been done. This all-important list will make clear which militants are to be part of a future ceasefire, and which ones will be ‘fair game.’
After all, there can be NO ceasefires until we know who is a designated terrorist and who can be a party to ground negotiations.
I suspect, however, that this terrorist list has been neglected for good reason. It has spared western rebel-sponsors the discomfort of having to face the wrath of their militants, while allowing time for the Russians and Syrians to mow these groups into the ground. Hence the stream of recent victories – and the accompanying timid reaction from Washington.
As the balance of power shifts further on the ground, we may see a much-altered ‘Geneva.’ Will it genuinely beget a political process, will the players at the table change, will the ‘political solution’ be entirely manufactured behind the curtains… only to be offered up to an unsuspecting public as a victory wrenched from a ‘bad regime?’
Because, right now, Syria would be fortunate to have those 2011 reforms on that table, the rapt attention of the global community encouraging them forward, weapons at rest. A quarter million Syrians could have been spared, hundreds of towns, cities and villages still intact, millions of displaced families in their own homes.
Perhaps Geneva can bring those reforms back, wrapped in a prettier package this time, so we can clap our hands and declare ourselves satisfied.

Russia has offered US ‘concrete plan’ to end Syrian crisis – Lavrov

Russia’s Foreign Minister Sergey Lavrov has revealed the US is studying Moscow’s “concrete” plan to end the war in Syria, while expressing concerns that rhetoric over the humanitarian issue is hindering efforts to resolve the crisis in the Arab country.
“During our contacts with Washington, we have proposed an absolutely concrete plan which they are now studying… I hope the simple proposals the plan contains will not take too much time for Washington to consider,” Lavrov told the Russian daily MK in an interview, while stressing that he could not elaborate on the details of the plan.
The interview, which comes ahead of Diplomat Day in Russia, largely dealt with the “information war” Russia has been embroiled in, according to Lavrov. Russia’s top diplomat said the stand-off goes beyond Eastern Europe, with the settlement of the Syrian crisis seemingly falling prey to it as well.
“They’ve tried to turn the humanitarian situation in Syria into almost a measure of the ability to take further steps towards reaching a political settlement [of the crisis], making its resolution a preliminary precondition for starting any meaningful talks between the Syrians,” Lavrov said, adding that Moscow is now increasingly being accused of aggravating the situation by conducting its air campaign against terrorist groups in the Arab country.
Russia has even had to compile a report for the UN explaining who was behind the humanitarian crisis in Syria, he revealed.
The situation has been further aggravated by selective, incomplete coverage of the humanitarian crisis by the Western media, according to the official.
“Just for how long can you talk about 40,000 civilians in Madaya not getting enough food, medicine, and other basic necessities because they are surrounded by government troops, and at the same time turn a blind eye to the fact that 200,000 people have been surrounded by Islamic State fighters and other militants in the city of Deir ez-Zor?” Lavrov said.
The city of Deir ez-Zor is an enclave in eastern Syria controlled by government troops and surrounded by Islamic State (IS, formerly ISIS/ISIL) jihadists. Russia’s Defense Ministry delivered humanitarian aid to the besieged city in January.
“We started to airdrop humanitarian aid in such [besieged] settlements while being backed and accompanied by Syrian air forces. We were immediately blamed for dropping the cargo blindly, without guarantees that the aid would get into safe hands on the ground. One can invent any reason [for accusations],” Lavrov said.
Lavrov and Kerry agreed in a telephone call last week on plans to convene a meeting of the International Syria Support Group (ISSG) in Munich on February 11, when the sides are to consider “all the aspects of the Syrian settlement.”
The two top diplomats also urged both Bashar Assad and the opposition forces “to ensure humanitarian access… to the areas of the country blocked both by the government troops and the armed opposition units,” the Russian foreign ministry said, adding that Washington and Moscow will look into possibly coordinating their actions to deliver humanitarian aid to certain areas of Syria.
Merkel Wants to Deploy NATO Forces to Turkish Coast

German Chancellor Angela Merkel wants to send NATO troops to the Turkish coast in order to support Turkey in the fight against illegal trafficking. However, it is unclear whether the increased military presence is connected to the escalation of conflict in Syria, German newspaper Deutsche Wirtschafts Nachrichten (DWN) reported.
Germany and Turkey will seek NATO’s mobilization in the fight against illegal trafficking on the Aegean coast, the newspaper wrote.
At the meeting of NATO defense ministers this week, they are planning to discuss “the extent to which NATO can be helpful in monitoring the situation at the sea and support the work of Frontex and the Turkish Coast Guard,” Chancellor Angela Merkel said on Monday after consultations with her Turkish colleague Ahmet Davutoglu in Ankara.
Merkel also announced plans to carry out joint operations of German and Turkish police against “illegal border crossing” in Turkey. The operations will among others be aimed at examining how the work of the Turkish Coast Guard and the EU border agency Frontex can be better coordinated.
According to the newspaper, the real purpose of the new initiative and NATO’s stronger presence in the region, however, remains unclear.
The newspaper noted that Merkel has lately criticized Russia’s operation in northern Syria and blamed it for the emergence of a new wave of refugees. German Chancellor condemned the attacks of the Russian Air Force and the Syrian army near the city of Aleppo in unusually sharp words: “In recent days, we are not only alarmed, but also appalled at the human suffering for tens of thousands of people caused by bombings, primarily from the Russian side,” Merkel stated on Monday in Ankara after meeting with Turkish Prime Minister Ahmet Davutoglu.
Since the Syrian air campaign began last September, Russia has carried out thousands of sorties against terrorist targets, crippling Daesh’s infrastructure and eliminating numerous terrorists. Some Western media outlets have criticized Russia’s operations in Syria, claiming that the Russian Air Force strikes have resulted in the death of hundreds of peaceful civilians. However, these reports have not been confirmed by any actual evidence.
Bahrain ready for Syria deployment under Saudi lead: Diplomat

The tiny Persian Gulf state of Bahrain says it is ready to deploy ground forces to Syria under the Saudi leadership as foreign-backed militants are losing ground in the face of the Syrian army advances.
The announcement by Bahraini Ambassador to Britain Sheikh Fawaz bin Mohammed Al Khalifa on Friday came after Saudi Arabia said it was ready to send troops to Syria.
In a statement, Sheikh Fawaz said Manama would commit troops to operate “in concert with the Saudis” in Syria.
The Bahraini diplomat said the Saudi initiative was meant to combat both Daesh and the government of Syrian President Bashar al-Assad.
“Under the leadership of Saudi Arabia, the [Persian] Gulf states are determined to take positive action within the region and globally to combat terrorism and extremism, from whatever quarter they emanate,” he said.
Sheikh Fawaz said the United Arab Emirates (UAE) was also ready to commit troops to Syria.
Bahrain, Saudi Arabia and the UAE are members of the US coalition that has been conducting air raids inside Syria since September 2014 without the Syrian government’s permit or a UN mandate.
They are staunchly opposed to the Syrian government, providing Takfiri militants with arms and funds to topple President Assad.
The Syrian army and allied fighters have made significant advances in recent weeks, especially in the areas near the second city of Aleppo.
In a surprise statement broadcast on the Saudi-owned Al Arabiya news network on Thursday, a spokesman for the Saudi defense ministry suggested that the kingdom could send troops to Syria.
“The kingdom of Saudi Arabia is prepared to participate in any ground operations that the anti-Daesh coalition might agree to carry out in Syria if there is consensus among coalition leaders,” the spokesman, Ahmed Asiri, said.
Pentagon chief Ashton Carter welcomed the offer, saying he looked forward to discussing it with the Saudi defense minister in Brussels next week.
Iran-Saudi Crisis and Pakistan

pakistan-army_140093kPakistan has become an intermediary between the Kingdom of Saudi Arabia (KSA) and the Islamic Republic of Iran against the background of increasing fears that a prolonged bilateral confrontation could potentially have serious consequences for the entire region. With a view to resolving the conflict, the civil and military leadership of Pakistan visited Riyadh and Tehran in January 2016. Both capitals responded favorably to the visits of the high-level guests, the tone of the Iranian leaders changed, the world stood still in anticipation of the detente… but no miracle happened. A few days later Riyadh firmly rejected both the mediatory role of Islamabad and the possibility of a dialogue.
Iran-Saudi tensions were escalating throughout 2015. Riyadh’s irritation grew after diplomatic missions of the Kingdom in Iran were raided, as well as in connection with the lifting of sanctions against Tehran by the United States and the European Union on January 16, 2016, which immediately promised to supply considerable stocks of crude oil to the world market to restore the status of the main hydrocarbon competitor of the KSA.
The mediatory role of Islamabad was quite understandable. Firstly, its concern was caused by the request of the Foreign Ministry of the KSA for the military establishment in Pakistan not only to send land forces into the zone of a potential conflict, but also to use nuclear weapons, the development of which had been actively financed by Riyadh for many years. In the past, Islamabad repeatedly declared the inadmissibility of a military intervention in a conflict on the side of any state within the Muslim Ummah.
Secondly, it was caused by Iran’s reaction to the establishment of an anti-terrorist alliance under the leadership of the KSA in December 2015. Islamabad was registered as its member, but it learned about it from statements of officials in Riyadh. The list included 34 more states, with the exception of Iraq, Iran and Syria. As the Saudi authorities explained later on, these countries had not been invited because of a lack of confidence in them.
Thirdly, Islamabad feared another surge of Sunni-Shiite massacres in its country, especially after the wave of protests that swept neighbouring Iran in early January 2016 in connection with the execution of the well-known Saudi Shiite preacher Ayatollah Nimr al-Nimr by the leadership of the KSA on January 2, 2016.
Pakistan demonstrated impartiality during the growing tension between the two countries. It did not openly condemn the actions of Iran in connection with the attack on the diplomatic mission of the KSA, but it did not sever diplomatic relations with it either, as did a number of countries of the Persian Gulf; it stressed its neutrality even during the visit of the Foreign Minister of the KSA to Islamabad in mid-January this year.
Riyadh’s request to send several thousand Pakistani soldiers at the disposal of the authorities of the KSA changed the subsequent course of events. Islamabad immediately canceled a visit of the civilian Defense Minister H. Asif to Tehran in mid-January this year. In a short time, the Pakistani military and, in particular, the Army Chief of Staff General R. Sharif, initiated a project of mediation in the Iran-Saudi conflict.
On January 18 this year, two Sharifs (the namesakes – Prime Minister Nawaz Sharif and Chief of Army Staff General R. Sharif) visited Riyadh with a mission to settle disputes by peaceful means in the interest of the unity of the Muslims in these difficult times. The leadership of the KSA was sympathetic to the mission of Islamabad and handed over a list of items to the Pakistani delegation to be further discussed with Iranian President Hassan Rouhani and spiritual leader, Ayatollah Ali Khamenei, assuring the guests from Islamabad that if the Islamic Republic of Iran showed positive signs, diplomatic relations could be restored.
The next day, on January 19, the civil and military leadership of Pakistan arrived in Tehran. It is fair to say that Prime Minister Nawaz Sharif was the first world leader who visited Iran after the lifting of sanctions. As reported by the Pakistani media, he managed to obtain a positive response from the Iranian leadership in respect of initiating the Iran-Saudi dialogue and regulating the issue of coordinators, whose mission, as planned, was to maintain business contacts with officials of the Kingdom of Saudi Arabia and the Islamic Republic of Iran. The mediation of Pakistan yielded positive results. On January 20, 2016, the Supreme Leader Ayatollah Ali Khamenei publicly condemned the attack on the embassy of the KSA in Tehran for the first time.
It seems that Riyadh and Iran heard each other thanks to the efforts of the intermediary. But instead of a triumph, Islamabad’s diplomacy failed once again. On January 25, 2016, Minister of Foreign Affairs of the KSA Adel Al Dzhubeir said that Tehran was pursuing a hostile policy towards the Arab world, and interfered in the internal affairs of foreign countries inciting religious strife and supporting terrorism. Of course, the efforts of Islamabad turned out to be useless against this background.
Riyadh’s refusal of Islamabad’s services in the development of dialogue with Tehran is due to several factors: the change in the overall political and military situation in the Middle East, the intensification of the military cooperation of the KSA with the United States and India (Indian military and, consequently, their arms are taking up the positions of Pakistani military trainers stationed in Riyadh under the previous agreements) and Islamabad’s repeated refusal to send land forces at the disposal of the KSA. We should recall that in late March 2015, Prime Minister Nawaz Sharif promised the Saudis to send his troops at the disposal of Riyadh, but in early April the parliamentarians, under pressure of the generals, refused to send their troops to fight against the Huthis in Yemen.
The mediation failure of the civil and military leadership of Pakistan to establish Iran-Saudi dialogue means that this time Riyadh excluded Islamabad from the list of its allies for a long time, and it will greatly reduce the amount of financial assistance and expand trade and economic, military and other contacts with its old rival – New Delhi.
The domestic policy of Pakistan is also in anticipation of change …The issue of the extension of the term of office of the Chief of Army Staff General R.Sharif (official retirement in late November this year), that has long been discussed in the country, has already been decided. On his return from a tour of Iran and Saudi Arabia, Prime Minister Nawaz Sharif refused to extend General R.Sharif’s term of office. The army commander had nothing to do but to publicly declare his refusal to continue service and his retirement upon reaching the retirement age. The generals of Pakistan are one of the strongest and most masterful government institutions and have seized power in the country four times; the Army Chief of Staff is the de facto first person in the state. Thus, the completion of the anti-terrorist campaign initiated by General R.Sharif delivered has been jeopardized.
