Bankers, politicians and leaders of huge global businesses are set to meet in the annual Bilderberg conference in Austria this week, during which the rich and the powerful discuss global issues in secretive talks that influence global politics.
Former US Secretary of State Henry Kissinger is set to rub shoulders with ex-CIA Director David H. Petraeus, Dutch Prime Minister Mark Rutte, Belgian Prime Minister Charles Michel, former French Prime Minister Alan Juppé and Thomas Ahrenkiel, Director of the Danish Intelligence Service (DDIS) at the 63 Bilderberg conference, set to take place from 11-14 June in Telfs-Buchen, Austria.
The conference — surrounded by tight security — is notoriously secretive in its discussions and regularly attracts demonstrations against what critics describe as a global meeting of western capitalists, politicians and academics who wield great power behind the scenes. It is billed as “an annual meeting designed to foster dialogue between Europe and North America.”
Bilderberg conferences are described as “private” and no minutes are taken, no report is written, no resolutions are proposed, no votes are made, and no policy statements are issued.
Daniel Estulin, author of ‘The True Story of the Bilderberg Group’ describes the meetings as “a shadow world government…threaten(ing) to take away our right to direct our own destinies (by creating) a disturbing reality.
“Imagine a private club where presidents, prime ministers, international bankers and generals rub shoulders, where gracious royal chaperones ensure everyone gets along, and where the people running the wars, markets, and Europe (and America) say what they never dare say in public.”
No-Fly Zone
Guests this year also include Google chairman Eric Schmidt; Paul M. Achleitner, Chairman of the Supervisory Board of Deutsche Bank; the Tyrolean property investor Rene Benko; Shell CEO Ben van Beurden; Thomas Enders, CEO, Airbus Group; Henri de Castries, the Chairman of the Euro Group; Austrian President Heinz Fischer; Siemens Austria CEO Wolfgang Hesoun; the CEO of Austrian oil and gas giant OMV, Gerhard Roiss; and Ryanair chairman Michael O’Leary.
Under discussion in Austria will be artificial intelligence, cybersecurity, chemical weapons threats, Greece, NATO and terrorism. Nobody representing Russia is on the guest list.
An elite anti-terrorism squad will be deployed under the command of Austria’s Interior Ministry and around 2,100 police officers will be on duty throughout the conference. The main road from Telfs to the Interalpen Hotel will be closed and the area around the hotel will be a no-fly zone.
A large protest march is expected on the afternoon of June 13, starting in Telfs square and making its way through the town.
Responding to ongoing brinkmanship between the United States and his country, Russian President Vladimir Putin dared reporters to publish a map of the two nations’ global military footprints and then “see the difference.”
The comments came over the weekend as G7 leaders assembled in Bavaria, Germany—a meeting which, prior to the recent upheaval in Ukraine, would have also included Russia. On Monday, U.S. President Barack Obama closed the summit by saying that the Russian leader was aiming to “recreate the Soviet empire.”
G7 leaders stood united in their threat to increase sanctions against Russia if the conflict in Ukraine escalates.
“Does he continue to wreck his country’s economy and continue Russia’s isolation in pursuit of a wrong-headed desire to recreate the glories of the Soviet empire?” Obama asked in his closing remarks. “Or does he recognize that Russia’s greatness does not depend on violating the territorial integrity and sovereignty of other countries?”
However, Obama’s accusations of Russia violating the “sovereignty of other countries” are striking in light of the United States’ own military strategy, which Putin highlighted days earlier in a Saturday interview with the Italian newspaper Corriere della Sera.
“U.S. military spending is higher than that of all countries in the world taken together,” Putin said. “The aggregate military spending of NATO countries is 10 times, note—10 times higher than that of the Russian Federation.”
Outside of what he described as the “remnants” of Soviet-era armed forces in Tajikistan, Armenia, and zones with high terrorist threat such as the Afghanistan border and Kyrgyzstan, Putin said that “Russia has virtually no bases abroad.”
“We have dismantled our bases in various regions of the world, including Cuba, Vietnam, and so on,” he said.
And despite statements about Russian aggression, this draw-down highlights a policy that “in this respect is not global, offensive or aggressive.”
“I invite you to publish the world map in your newspaper and to mark all the U.S. military bases on it,” Putin continued. “You will see the difference.”
Amid the verbal sparring match, the U.S. military also took steps to increase pressure on the ground.
On Friday, U.S. Strategic Command announced that three nuclear-capable B52 bombers were being deployed in addition to two B2 bombers to the United Kingdom for exercises to demonstrate “the United States’ ability to project its flexible, long-range global strike capability” in training missions over the Baltic states and Poland.
Vladimir Putin said this weekend that “Russia would attack NATO only in a mad person’s dream.” Unfortunately, there are a lot of mad people working in western politics and media.
If the G7 were based on GDP, adjusted for purchasing power, it would be comprised of the USA, China, India, Japan, Russia, Germany and Brazil. Such a lineup would have remarkable clout. Members would boast 53% of the globe’s entire GDP and the planet’s 3 genuine military superpowers would be represented.
The problem for Washington is that this putative G7 might actually be a forum for a real debate about the world order.
Instead of a real G7, we have a farce. An American dominated talking shop where the US President allows ‘friendly’ foreign leaders to tickle his belly for a couple of days. There is no dissent. Washington’s dominance goes unquestioned and everyone has a jolly time. Especially since they kicked out Russia last year – Vladimir Putin was the only guest who challenged the consensus.
However, the problem is that this ‘convenient’ G7 is way past its sell-by-date. The days when its members could claim to rule the world economically are as distant as the era of Grunge and Britpop. Today, the G7 can claim a mere 32% of the global GDP pie. Instead of heavyweights like China and India, we have middling nations such as Canada and Italy, the latter an economic basket case. Canada’s GDP is barely more than that of crisis-ridden Spain and below that of Mexico and Indonesia.
Yet, the Prime Minister of this relative non-entity, Stephen Harper, was strutting around Bavaria all weekend with the confidence of a man who believed his opinion mattered a great deal. Of course, Harper won’t pressure Obama. Rather, he prefers to – metaphorically – kiss the ring and croon from the same hymn sheet as his southern master.
NATO and the G7 – 2 sides of 1 coin?
There was lots of talk of “Russian aggression” at the G7. This was hardly a surprise given that 6 of the 7 are also members of NATO, another body at which they can tug Washington’s forelock with gay abandon. Obama was at it, David Cameron parroted his guru’s feelings and Harper was effectively calling for regime change in Russia. It apparently never occurred to the trio that resolving their issues with Russia might be easier if Putin had been in Bavaria? The knee-jerk reaction to remove Russia from the club was hardly conducive to dialogue.
Meanwhile, Matteo Renzi stayed fairly quiet. It has been widely reported that the Italian Prime Minister privately opposes the EU’s anti-Russia sanctions due to the effects on Italy’s struggling economy. Also, Renzi’s next task after the G7 summit is to welcome Putin to Rome.
With that visit in mind, Putin gave an interview to Italy’s Il Corriere della Sera where he essentially answered the questions that Obama, Cameron and Harper could have asked him if they hadn’t thrown their toys out of the pram and excluded Russia from the old G8. Putin stressed that one should not take the ongoing “Russian aggression” scaremongering in the West seriously, as a global military conflict is unimaginable in the modern world. The Russian President also, fairly bluntly, stated that “we have better things to be doing” (than starting World War 3).
Putin also touched on a point many rational commentators have continuously made. “Certain countries could be deliberately nurturing such fears,” he added, saying that hypothetically the US could need an external threat to maintain its leadership in the Atlantic community. “Iran is clearly not very scary or big enough” for this, Putin noted with irony.
A world of ‘goodies’ and ‘baddies’
For Washington to maintain its huge military spending, it has to keep its citizens in a state of high alarm. Otherwise, they might insist that some of the armed forces’ cash is diverted to more productive things like hospitals and schools. These services, of course, are not very profitable for weapons manufacturers or useful for newspaper and TV editors looking for an intimidating narrative.
Following the collapse of the USSR, Russia was too weak and troubled to be a plausible enemy. Aside from its nuclear arsenal – the deployment of which would only mean mutual destruction – the bear’s humbled military was not a credible threat. Instead, the focus of warmonger’s venom shifted to the Middle East and the Balkans, where Saddam Hussein, Muammar Gaddafi, Slobodan Milosevic and Osama Bin Laden kept the general public’s attention occupied for roughly a decade and a half. However, they are now all dead and pro-war propaganda needs a new bad guy to play the Joker to America’s Batman.
Kim Jong-un looked promising for a while. Nevertheless, the problem here is that North Korea is too unpredictable and could very feasibly retaliate to provocations. Such a reaction could lead to a nuclear attack on Seoul, for instance, or draw Washington into a conflict with China. Even for neocons, this is too risky. Another candidate was Syria’s Basher Al-Assad. Unfortunately, for the sabre rattlers, just as they imagined they had Damascus in their sights, Putin kyboshed their plan. This made Putin the devil as far as neocons are concerned and they duly trained their guns in his direction.
Russia – a Middle East/North Africa battleground?
In the media, it is noticeable how many neocon hacks have suddenly metamorphosed from Syria ‘experts’ into Russia analysts in the past 2 years. Panda’s Mark Ames (formerly of Moscow’s eXILE ) highlighted this strange phenomenon in an excellent recent piece. Ames focused on the strange case of Michael Weiss, a New York activist who edits the anti-Russia Interpreter magazine (which is actually a blog). The Interpreter is allegedly controlled by Mikhail Khodorkovsky and a shadowy foundation called Herzen (not the original Amsterdam-based Herzen) of which no information is publicly available.
Weiss was a long-time Middle East analyst, who promoted US intervention to oust Assad. Suddenly, shortly before the initial Maidan disturbances in Kiev, he re-invented himself as a Russia and Ukraine ‘expert,’ appearing all over the US media (from CNN to Politico and The Daily Beast ) to deliver his ‘wisdom.’ This is despite the fact that he appears to know very little about Russia and has never lived there. The managing editor of The Interpreter is a gentleman named James Miller, who uses the Twitter handle @millerMENA (MENA means Middle East, North Africa). Having been to both, I can assure you that Russia and North Africa have very little in common.
Weiss and Miller are by no means unusual. Pro-War, neocon activists have made Russia their bete noir since their Syria dreams were strangled in infancy. While most are harmless enough, this pair wields considerable influence in the US media. Naturally, this is dressed up as concern for Ukraine. In reality, they care about Ukraine to about the same extent that a carnivore worries about hurting the feelings of his dinner.
Russia’s military policy is “not global, offensive, or aggressive,” Putin stressed, adding that Russia has “virtually no bases abroad,” and the few that do exist are remnants of its Soviet past. Meanwhile, it would take only 17 minutes for missiles launched from US submarines on permanent alert off Norway’s coast to reach Moscow, Putin said, noting that this fact is somehow not labeled as “aggression” in the media.
Decline of the Balts
Another ongoing problem is the Baltic States. These 3 countries have been unmitigated disasters since independence, shedding people at alarming rates. Estonia’s population has fallen by 16% in the past 25 years, Latvia’s by 25% and Lithuania’s by an astonishing 32%. Political leaders in these nations use the imaginary ‘Russian threat’ as a means to distract from their own economic failings and corruption. They constantly badger America for military support which further antagonizes the Kremlin, which in turn perceives that NATO is increasing its presence on Russia’s western border. This is the same frontier from which both Napoleon and Hitler invaded and Russians are, understandably, paranoid about it.
The simple fact is that Russia has no need for the Baltic States. Also, even if Moscow did harbor dreams of invading them, the cost of subduing them would be too great. As Russia and the US learned in Afghanistan and America in Iraq also, in the 21st century it is more-or-less impossible to occupy a population who don’t want to be occupied. The notion that Russia would sacrifice its hard-won economic and social progress to invade Kaunas is, frankly, absurd.
The reunification of Crimea with Russia is often used as a ‘sign’ that the Kremlin wishes to restore the Soviet/Tsarist Empire. This is nonsense. The vast majority of Crimean people wished to return to Russia and revoke Nikita Khrushchev’s harebrained transfer of the territory to Ukraine. Not even the craziest Russian nationalist believes that most denizens of Riga or Tallinn wish to become Russian citizens.
Putin recalled that it was French President Charles de Gaulle who first voiced the need to establish a “common economic space stretching from Lisbon to Vladivostok.” As NATO doubles down on its campaign against Moscow, that dream has never looked as far off.

Russia is seeking to “discredit and eventually undermine” NATO, chairman of the Joint Chiefs of Staff Gen. Martin Dempsey said in an interview published shortly after President Vladimir Putin said only a madman would think of Russia as a threat to NATO.
“I can’t tell you, as we sit here today, precisely what Putin and Russia intend to do,” Dempsey said in the interview to the Wall Street Journal. “They have demonstrated some behaviors outside the international order that clearly indicate that they are willing to push beyond what most of the nations with whom we deal consider to be international norms.”
Dempsey also called on the NATO allies to “harden against the subversive activities Russia has demonstrated its willingness to use.”
“We have the conventional threat posed by Russia’s conventional forces,” the Pentagon chief said.
“[Putin and Russia] have demonstrated some capabilities with long-range aviation and with their nuclear forces that are clearly intended to signal the nations in Europe and us of their willingness to consider all the instruments of military power,” Dempsey said.
The comments come shortly after the release of an interview with Vladimir Putin where he has warned against taking the West’s “Russian aggression” scaremongering seriously.
“I think that only an insane person and only in a dream can imagine that Russia would suddenly attack NATO,” Putin said. “I think some countries are simply taking advantage of people’s fears with regard to Russia. They just want to play the role of front-line countries that should receive some supplementary military, economic, financial or some other aid.”
The Russian president invited journalists to compare the global military presence of Russia, on one hand, and that of the US and NATO, and draw their own conclusions.

Dempsey listed “capabilities that do threaten security in Europe” mentioning among them Russia’s being “very adept in the media space of propaganda.”
In April, Secretary of State John Kerry asked US lawmakers for more money for propaganda and “democracy promotion” programs around the world, having directly referred to RT’s growing influence. RT’s budget for 2015 is 13.85 billion rubles (some $277 million, according to the current exchange rate). By contrast, the US government media receives $721 million.
Among other threats Dempsey mentioned is Russia’s “ability to conduct snap exercises with conventional forces that can coerce or at least threaten borders.” The remark comes as military exercises close to Russian borders are being conducted on a non-stop basis.
The latest example is a major US-led exercise BALTOPS in the Baltic Sea, which began June 5. Around 50 vessels from 17 countries, involving overall 5,600 troops, are taking part in these war-games that are set to last 15 days, to show off NATO’s ability to protect the region.
In mid-May, NATO Secretary General Jens Stoltenberg announced the alliance is going to increase its activity at its eastern borders, with more air and sea patrols, amid non-stop exercises.
Russia is fully complying with commitments made under the Intermediate-Range Nuclear Forces Treaty (INF) and does not want to withdraw from it, Viktor Ozerov, the Chairman of the Federation Council on Defense and Security, told RIA Novosti.
However, if the United States decides to put its missiles in Eastern Europe, Russia will seriously consider pulling out of the agreement, Ozerov said.
Earlier, AP reported that the Obama Administration plans to deploy land-based missiles in Eastern Europe that “could pre-emptively destroy the Russian weapons” in response to Moscow’s alleged violation of the INF treaty.
If Washington deploys its missiles in Eastern Europe, its objective wouldn’t be to target sites in the Middle East, but to fire at Russia from a close distance, Ozerov said, adding that in this case Russia will have to respond with force.
“Russia has enough strength and means for an adequate response — starting from the withdrawal from the INF treaty and deploying “Iskanders” (short-range ballistic missile system, also known by its NATO reporting name SS-26 Stone) along our Western borders,” Ozerov told RIA Novosti.
The Chairman of the Defense Committee stressed that Russia is fully complying with the INF treaty, and although Washington says Moscow violated the agreement in the past, it was not able to provide factual evidence of that.
As long as the United States sticks to its commitments under the treaty, Russia is willing to respect the agreement as well, Ozerov said, adding that it’s pointless to blackmail Russia by threatening to deploy missiles in Eastern Europe. Instead, it is a much better idea to try to find a partnership-based agreement with Russia.
The INF treaty was signed between the United States and the Soviet Union in 1987. The agreement eliminates all nuclear and conventional ground-launched ballistic and cruise missiles with intermediate range, between 500 and 5,000 km (300 — 3,400 miles).
In recent years, both the United States and Russia accused each other of violating terms of the treaty. In 2012, Washington accused Moscow of violating the agreement by allegedly launching a cruise missile from an “Iskander” missile system. However, the US government was not able to provide any factual evidence of their claim. Russia, on the other hand, said US drones were also a violation of the treaty.
The Ukrainian parliament has adopted amendments to state law allowing “admission of the armed forces of other states on the territory of Ukraine.” The possible hosting of foreign weapons of mass destruction is also mentioned in the documents.
Amendments to Ukrainian law were adopted on Thursday by the Verkhovna Rada, receiving a majority of 240 votes (the required minimum being 226). The bill was submitted to the parliament in May by PM Arseny Yatsenyuk. It focuses on the provision of “international peacekeeping and security” assistance to Ukraine at its request.
Peacekeeping missions are to be deployed “on the basis of decision of the UN and/or the EU,” the bill published on the parliament’s official website says.
Previously, the presence of any international military forces on the territory of Ukraine not specifically sanctioned by state law was only possible by adopting a special law initiated by the president. Implementation of the new amendments “will create necessary conditions for deployment on the territory of Ukraine international peacekeeping and security” missions without the need for additional legal authorization, the explanatory note to the draft bill said.
The presence of such armed forces in Ukraine “should ensure an early normalization of situation” in Donbass, the note added, saying that they would help “restore law and order and life, constitutional rights and freedoms of citizens” in the Donetsk and Lugansk regions.
In a comparative table, published among the accompanying documents to the bill, “potential carriers of nuclear and other types of weapons of mass destruction are permitted under international agreement with Ukraine for short-term accommodation,” with Kiev providing proper control during the period that such forces were stationed there.
Implementation of the law “will not require additional expenditures from the State Budget of Ukraine,” its documents say.
The previous law also required that the length of time temporary peacekeeping forces were to be deployed in Ukraine be stipulated, while the new amendments allow an indefinite period, long enough “to achieve the goal of the stay.”
A separate amendment banned the presence of “armed forces of states that unleash military aggression against Ukraine.” This appears to be a clear reference to the Rada’s January statement calling Russia an “aggressor” – although the body has been reluctant to approve a legally binding law saying exactly that.
Moscow denies being part of the conflict, stressing that Kiev is fighting a civil war with eastern Ukrainians, not Russian forces. The Kremlin has consistently and adamantly denied any presence of Russian troops or hardware in eastern Ukraine, pointing out that there is no evidence proving otherwise.
With violence in south-eastern Ukraine on the rise again, it is “very important to avoid any actions or steps that provoke escalation of tension,” Kremlin spokesman Dmitry Peskov said on Thursday, as quoted by RIA Novosti. Saying that there is “no shortage” of provocative actions from Kiev’s side, Peskov said the main point is “to concentrate on implementation of [Minsk] agreements.” “This is what Moscow expects the most,” he added.
The new bill on international peacekeeping missions in Ukraine contradicts the Minsk agreements, Russian State Duma MP Leonid Slutsky said. “Minsk-2 did not provide for peacekeepers in resolution of the national conflict,” Slutsky said, as quoted by TASS.
The new legal act is “doomed for inaction,” a member of the Russian Duma’s defense committee, Franz Klintsevich, said, adding that the bill is “pure PR and propaganda.” “I cannot simulate a situation in which the United Nations will vote to deploy international military to Ukraine,” Klintsevich told journalists, as cited by RIA Novosti.
The Lugansk People’s Republic’s envoy to the so-called Contact Group on Ukraine in Minsk, Vladislav Dainego, commented that the law was adopted to “justify the presence” of foreign military that are “already operating in Ukraine.” “There are some 20,000 [troops], primarily from Hungary and Poland,” Dainego claimed when speaking to Interfax, adding that the status of those forces was unclear.
Kiev came up with the initiative to employ peacekeeping missions in Donbass earlier this year. Moscow has insisted that deployment of such forces in Ukraine would be relevant only after all points of the Minsk agreement have been fully implemented, and only if both sides of the conflict – Kiev and the rebel republics – agree to the measure.
The Russian European dreamers have included Pushkin, Lenin, Gorbachev and, until relatively recently, President Vladimir Putin. They have all seen their country’s future as part of the “European house”. But history and events have not been kind to Russia. Napoleon’s invasion, revolution, two world wars, Stalin’s communism and, most recently, the expansion of NATO, have shattered the dream again and again.
At the end of the Cold War and with agreement on the NATO-Russia Founding Act it seemed that big steps towards that goal were being taken. First, Russia would have a seat at NATO’s table. Later it would join NATO. Later still, the European Union. Some said this would happen over ten years, others 20.
Then, smash, the dream came to an end as President Bill Clinton, bucking America’s academic foreign policy elite, decided to expand NATO’s membership to former members of the Soviet Union’s Warsaw Pact. George Kennan, America’s elder statesman on Russian issues, commented, “It shows so little understanding of Russian and Soviet history. Of course there is going to be a bad reaction from Russia, and then the NATO expanders will say that we always told you that is how the Russians are – but this is just wrong.” He characterized it as the most dangerous foreign policy decision that the US had made since the end of the Second World War.
Defending Clinton and, later, George W. Bush and Barack Obama who continued the NATO expansion policy, their supporters have said that in expanding NATO eastward the West did not break its promise to Moscow not to.
But it did. As ex-Soviet President Mikhail Gorbachev has said on many occasions there was a promise not to expand NATO “as much as a thumb’s width further to the East.” This is an echo of the US secretary of state, James Baker, when he spoke in St Catherine’s Hall in the Kremlin on February 9th 1990, saying, there would be “no extension of NATO’s jurisdiction for forces of NATO one inch to the east”.
Some re-writing of history has gone on. Now Baker has ambiguously denied there was any such agreement.
There has even been an effort to show that Gorbachev himself denies that there was an agreement. And it is true that in the last few years he has said one thing and then another. This is perhaps because he is embarrassed that he never asked for the US/German commitments in writing. He has defended that decision arguing, “The Warsaw Pact still existed at the beginning of 1990. Merely the notion that NATO might expand to include countries in the alliance sounded completely absurd at the time”.
Nevertheless, the evidence that a commitment was made not to expand is strong. Rodrick Braithwaite who was the UK’s ambassador to the Soviet Union and then the new Russia, has written, “After Germany reunited, Václav Havel, the Czech president, called for Czechoslovakia, Poland and Hungary to enter NATO. The British prime minister and foreign secretary assured Soviet ministers that there was no such intention. NATO’s secretary general added that enlargement would damage relations with the Soviet Union.”
Jack Matlock, who was ambassador to Moscow for both Ronald Reagan and George Bush Senior, has said on a number of occasions that Moscow was given “a clear commitment” not to expand NATO.
Der Spiegel, the German political weekly, has been through the German and British archives. It found a minute of a conversation on February 10, 1990 when foreign minister Hans-Dietrich Genscher spoke with Soviet foreign minister Eduard Shevardnadze. Genscher said, “For us one thing is certain: NATO will not expand to the east.” Because the conversation revolved mainly around the future of East Germany Genscher added explicitly, “As far as the non-expansion of NATO is concerned this also applies in general.”
In a major speech on January 31 1990 in Tutzing, Genscher said there would not be “an expansion of NATO territory to the east, in other words, closer to the borders of the Soviet Union”.
The British foreign secretary, Douglas Hurd, when meeting Genscher on February 6th 1990 to discuss Hungary’s forthcoming free elections, was told that the Soviet Union needed “the certainty that Hungary will not become part of the Western alliance.” The Kremlin, Genscher said, would have to be given assurances to that effect. Hurd agreed.
In April 2009 Gorbachev told the German newspaper Bild, “the West have probably rubbed their hands, rejoicing at having played a trick on the Russians.” It very much looks like it.
Moreover, the US gratuitously abrogated the Anti-Ballistic Missile treaty and decided also to employ missile defences in central Europe, thus undermining the so-called “nuclear balance”.
The West has taken advantage of a weakened Russian when instead it should have been paving the way for Russia to enter the “European House”. History will not smile kindly on the dangerous and counterproductive expansion of NATO.
“For in lapse of time men are constrained to see things they would not willingly suffer.” [1]
Canada’s recent international role includes being a serial participant in US-NATO wars of aggression – which at Nuremberg was deemed the greatest crime. Organized mass murder of people and the destruction of their infrastructure, not as an act of self defense; blowing babies to bloody bits, reducing homes to rubble, this is the stuff of ‘wars of aggression’.
The typical contemporary template for perpetrating wars of aggression is to demonize the victims, and to justify, even sanctify, the perpetrator. And it is not unknown in the modern era, progress being what it is, to explain to the victims that it was a beneficent act to conquer them, occupy them, plunder them, murder them, wound them, destroy their country.
The aggressor usually has a large military advantage, and in the modern context, destroying the designated victim may feature banal distant mechanical and electronic acts, push a button, turn a dial, the perpetrators remote and safe.
That many Canadians do not understand, or are in denial about, Canada’s crimes is testimony to the effectiveness of modern mass media’s ‘public perception management’. Pretty hard for busy people, including many people who work in the media and academia and the military and in politics, to find their way to the real, subjected as they are to a dizzying disinformation maze: a litany of lies and distortions and distractions called ‘news’, either presented with accomplished feigned sincerity, or in ignorance with real sincerity. It all gets very confusing, even for the most gifted manipulators. Rigorous censorship is practiced under the rubric of a free press, and endless trivia contaminate just about everyone. [2]
A diabolical aspect of the formal disinformation system is the provision of a wide range of pretend-to-be-honest ‘alternative’ media outlets. [3]
Then add to the disinformation system the seemingly systematic corruption of high profile regulatory agencies [4] and corporate- linked science, and a vast number of NGO’s that pretend to be serving some ideal, and the entire global public is enveloped in a rather overwhelmingly bewildering complex of disinformation. Our collective capacity for coherent policy, for intelligent cohesive societal decision, is just about nil. And this all comes just at the moment in human history – the nuclear age – when the best we have to offer would be our only chance of success.
But back to our story: On the other hand, some do understand that Canada has gone criminally militaristic. And most of those remain silent. Some are governed by fear, some don’t care, some embrace evil; some who do speak concoct bizarre justifications.
But Canada cannot escape ‘karmic justice’ for its international crimes. Shameful militarism elsewhere has inevitable insidious impact at home: You can’t endorse or commit mass murder of innocents based on lies without being a monster, or becoming one.
And there are other consequences: Fully forthright and knowledgeable discourse pertaining to international and national issues is now just about absent from Canadian mass media or politics: commentary offered either wallows in ignorance or is mere pretense, disingenuous theater. Real unfettered discourse is the forbidden; critical truths are silenced, lies and self-censorship are conjoined perniciously and normalized; integrity is marginalized. This is a recipe for the triumph of the worst elements, the empowerment of social pathology, ensuring societal dysfunction leading to catastrophe.
But this is not the way it had to go, for Canada.
Once upon a time, not so long ago, a different outcome had seemed quite possible: Canada previously had earned some honour as occasional peacemaker on a planet plagued by conflict; in international affairs, Canada was perceived as capable of periodic common sense and decency and fairmindedness, and sometimes, on a really good day, even verging on virtuous.
Within Canada, some decades ago, ‘The Just Society’ was proffered , without irony, as an honourable national ambition. The future seemed to offer unprecedented beneficial opportunity at home, and prospect was that Canada would be able to provide a significant helping hand abroad. After all, was there not modernity’s burgeoning repertoire of amazing new technology which could be allied to Canada’s wealth of natural resources, and its wealth of human decency, intelligence and creativity, to build a country of great accomplishment, and help to build a better world?
Consistent with such musing, not long ago, a pleasing self-identity – seriously fanciful, yes, but not entirely so – could be held by many Canadians: it went something like this: Canada was a special, safe, bountiful democracy endowed with a peace-loving, respectable conglomeration of peoples; and furthermore, Canada was a land of boundless opportunity, proceeding relentlessly from good to better. And many Canadians took satisfaction from the fact that Canada displayed – nothing extreme or eccentric mind you – something of an independent streak.
One important example of this independent streak was the establishment of the Bank of Canada in 1938 as a public institution – a national bank as public utility. The Bank of Canada was mandated to provide large amounts of interest free funds to Canadian governments, to be used for worthy public projects and infrastructure. This was done with great success until 1974. [5] [6] There is now, through a court case, an attempt being made to restore that previous beneficent function. The government of Canada is opposing it, and the media is censoring news of it. [7]
Another example of Canada’s independent streak is the establishment half a century ago of a universal health care system, which warts and all has been a tremendous success, and much different than the American for profit health services approach.
But back to the less and less pleasant story: An independent streak notwithstanding, there are the insistent facts and funnels of history and circumstance: For example, Canada had centuries ago been conquered by Britain, and somehow the head of the ‘royal’ aberration-prone bloodline of England retains sovereign powers of sorts, over Canadians. A pretend-democracy has been the result. [8] New citizens and those who work for governments in Canada are asked to swear allegiance to the British Monarch, not to be mistaken for the dwindling lovely orange butterfly that in great numbers graced Canada long before the British got here.
Another pertinent Canadian ‘fact of life’: Canada stretches across an entire continent right beside the United States, and is continually inundated by its ‘cultural’ emissions.
But for all that, there really was, for much of its history, an independent streak, and many Canadians, until recently, could take some satisfaction in the work in progress: a home-brewed , distinctive, modestly progressive, more or less pragmatic, socio-political experiment with great potential. Both in the eyes of Canadians and much of the planet. So it was that Canadians could, again until recently, travel the world with the Canadian flag pinned on, and expect to receive signs of approval. Americans caught on and it was not unknown for desperate reviled Americans to attempt to unsully themselves in foreign lands with a conspicuous maple leaf.
Sometimes, when occasion seemed to require it, – especially if the British were in a tough spot – Canada would majorly go to war, with reluctant French Canadian participation.
But Canada had over the generations displayed at least a somewhat judicious approach when it came to participating in wars.
Canada for example refused to get involved in Britain’s Suez conflict in the 1950s. Former Canadian Prime Minister Lester Pearson, Nobel Peace Prize winner at a time when that prize had less putrid connotation, as in say Kissinger and Obama, was famously verbally and physically abused by US President Lyndon Johnson for mildly chiding US policy in Indochina. Canadians made money from the war, but did not directly participate in the American carnage upon and mass murder of the Vietnamese, Laotians and Cambodians, during the so-called War in Vietnam. [9]
Prime Minister Jean Chretien signaled a residual Canadian reluctance to go to war by refusing to involve Canada militarily in the 2003 version of American (justified by lies) atrocities against Iraq. [10]
But tragically, as the twentieth century neared its end, and a new century began, Canada did not have what it takes to resist a deepening involvement on the hell-bent slippery slope of the geo-political agendas and machinations of those who control the United States.
And so it was that Canada did not remain marginally independent, and marginally judicious, and marginally good and a bit of an honest broker, and stay out of direct participation in clearly illegal and immoral wars. The NATO war of aggression, facilitated and justified by lies, [11] on Yugoslavia in 1999, included Canada’s direct participation. In 2001, based on the false flag lie of 9/11 2001, [12] Canada signed on to the falsehood-enabled ‘War on Terror’ aka Wars of Terror, and went to war in Afghanistan. [13]
Canada in 2004 took sordid part in the overthrow of the government of Haiti. And in 2011, Canada within NATO participated in mass murder and the destruction of the most successful country in Africa, Libya, again on the basis of brazen lies.[14]
The Canadian military, camouflaged by lies, has recently been killing people in the middle East, in a veiled attack on Syria under the guise of attacking the Western Powers-That-Be-concocted pathology that is ISIS. [15]
And now, Canadian people and weapons and lies are employed to support the war mongering leadership of Ukraine, a demented offspring of an American-engineered coup over the Ukrainian democracy in 2014. [16] And this offspring, true to its Nazi and fascism-tinged ideology and its murderous origins, launched a pitiless war of aggression on its own people. [17]
Among the reasons for Canada’s descent into international war criminality is Canadian continued participation in the so-called defense alliance NATO, long after NATO lost its nominal reason for being. NATO had long been infected by the hidden perversity of Gladio [18] before its more recent war criminality.
The process by which Canada lost its way also includes an economic ‘paradigm shift’ short decades ago. Canada’s Powers-That-Be, spouting lies, foisted upon reluctant Canadians greatly increased economic integration with the United States: So-called free trade, which was lauded by its prominent advocates as the certain route to national prosperity and jobs aplenty; not the basket case that is the current North American economy. [19]
This new policy trumped traditional wariness of, or strong repudiation of, significantly increased entanglement with the United States. Generations of Canadian politicians of all varieties had understood that the price of more formal economic union with the United States was less sovereignty and less independence.
Canada’s increased economic integration with the United States made Canada more involved with the attempt by those who dominate the US to achieve unrivaled global political, military and economic domination, a global empire: necessary to this massive criminal ambition, a hi-tech version of militarized police state/fascism has been put into place within the United States [20]; and abroad, the global domination project has made the US prolific in wars and war crimes, death squads, torture, destruction, subversion, and boundless cruelty.
Canada’s recent embrace of the demonic has culminated today in some utterly irresponsible national political and mass media behaviour: Currently Canada is simultaneously helping to raise the risk of a major war, including the risk of global nuclear war, by arming the Ukrainian crazies, while lying about Russia’s involvement, [21] and threatening Russia.
Canada’s devolution from peacekeeper to war monger happened while many Canadians dozed in the fading glow of the previously described self-congratulatory national image. But there were many signposts – some subtle, some glaring – that indicated ongoing cultural and societal deterioration [22]. But central to the deterioration was the hobbling of probing, free, full, unfettered public discourse, and the ever increasing power of dishonesty, in all its manifestations, throughout the culture.
And then there is Fukushima: Canadian politics and mass media are ignoring the ongoing global nuclear mega-catastrophe of Fukushima, ignoring the death of much of the life of the northern Pacific Ocean adjoining Canada, censoring news of it, lying about it, censoring news of greatly elevated levels of radioactivity across Canada and around the planet: Second hand tobacco smoke incurs much greater outrage. That’s about as crazy and stupid as it gets. [23]
Canadians are being kept in the dark regarding ways in which individuals and their families can at least mitigate the effects of increased exposures to radioactivity. [24] But that doesn’t address the big problem itself.
What must be done, pertaining to Fukushima, and nuclear energy and weapons, is the most widely and deeply searching honesty-anchored brain-storming effort that humanity can muster, at this very late date. And that effort must enlist and heed practical people of common sense and broad experience, for it is precisely the naivete and tunnel vision of the specialists and experts – the professionals – who got us into this, and never got us out. Experts are necessary; but very far from sufficient.
Nuclear power was born in iniquity, and began its global-reach poisoning enveloped in secrecy and lies. Nuclear power plants having proliferated, something like a Fukushima was inevitable, meaning slow motion ecocide. Thousands of nuclear weapons have long been poised to achieve a near instantaneous hell on earth. The nuclear age is madness merged with dishonesty and secrecy and a terminal technology. [25]
So is it to be with Sophocles, via Oedipus Rex: “… sorrows beyond all telling, sickness rife in our ranks, outstripping human invention of remedy, blight on barren earth, and barren agonies of birth, life after life from the wild-fire winging swiftly into the night.” [26]
Will a preponderance of people choose to sleep with eyes open or party towards the grave, or choose the fleeting comfort of make believe?
Or will a growing number begin to examine the bitter truth to be found in the mirror and in the world, and very late now do what they can to honour and protect earth’s wonders?
In any case, whatever is to be Canada’s or the planet’s fate, it will neither disturb not delight those previously vibrant, happy, bright-eyed Libyan children blown to bits by Canada in 2011; in Canada they did not even merit mention, let alone contrition, or mourning.

Robust Canadian participation in WW2, the St. Lawrence Seaway and the Trans Canada Highway were financially facilitated by the Bank of Canada’s previous role. It should be noted that the potential productive capacity of Canadians, now, compared to 1945, is immeasurably greater. Yet back then Canada could carry out visionary huge projects, while today it wallows in financial and infrastructural – and visionary – insufficiency. After 1974, when the Bank of Canada’s interest free money and credit creation function was discontinued, the country quickly accumulated huge debts, and its ability to finance public projects was severely hampered. By 1974, after its first century, when the Bank of Canada became an appendage of the global private banking cartel, Canada had accumulated about 18 billion dollars of national debt; by 1991-92, on a national debt grown to 423 billion, the interest alone was 41 billion dollars. In 2011 Canadians William Krehm and Ann Emmett along with the organization COMER (Committee on Monetary and Economic Reform) initiated a court case intending to restore the Bank of Canada to its previous role. Lawyer Rocco Galati represented them in court. The case’s first foray into the courts met with initial disappointment. In the words of Galati the court had argued that “the court had jurisdiction to hear the case, that my client had standing, that they had the right to bring the case forward, that there was public interest and individual interest standing.” But the claim was defeated in effect because the court felt it was outside its competence to decide. This initial court decision was described by Galati as “completely lacking in logic and in the application of the law.” But the case proceeded: In 2013 Galati appealed the case, and now in early 2015 the case found some success in Federal court, when three judges ruled that the case against the Governor of the Bank of Canada and the Finance Minister of Canada can proceed. News of the COMER lawsuit is hard to find. Galati: “I have a firm basis to believe that the Government has requested or ordered the mainstream media not to cover this case.” Galati added that the case is more important than all other cases he’s been involved in, and those had received “wall to wall” coverage by the press. He predicted the case will end in the Supreme Court.
The term ‘democracy’ refers to that political system which dignifies the citizens as a whole with sovereignty, a rare achievement indeed. Monarchy is something else entirely, and previously common. At the federal level in Canada, much potential power has been concentrated in the Prime Minister, or whoever influences or controls that person. The PM is not elected directly as such, but is merely the boss of the largest political party, which may have the support of a minority of citizens.
In Vietnam the Americans perfected ‘saving villages’ by obliterating everything in them, people, animals, houses, with chemical warfare thrown in for good measure; everything was saved from existing. Years later, with Canada’s support, ‘protection reaction strikes’ and ‘humanitarian interventions’ became fashionable, sometimes achieving similar results.
Curiously, both current Canadian Prime Minister Stephen Harper and brief Liberal leader Michael Ignatieff supported the American 2003 version of their many atrocities against Iraq.

The United States is perhaps the principle nuclear weapons proliferator in the world today, openly flouting binding provisions of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Article I of the treaty forbids signers from transferring nuclear weapons to other states, and Article II prohibits signers from receiving nuclear weapons from other states.
As the UN Review Conference of the NPT was finishing its month-long deliberations in New York last week, the US delegation distracted attention from its own violations using its standard Red Herring warnings about Iran and North Korea — the former without a single nuclear weapon, and the latter with 8-to-10 (according to those reliable weapons spotters at the CIA) but with no means of delivering them.
The NPT’s prohibitions and obligations were re-affirmed and clarified by the world’s highest judicial body in its July 1996 Advisory Opinion on the legal status of the threat or use of nuclear weapons. The International Court of Justice said in this famous decision that the NPT’s binding promises not to transfer or receive nuclear weapons are unqualified, unequivocal, unambiguous and absolute. For these reasons, US violations are easy to illustrate.
Nuclear Missiles “Leased” to British Navy
The US “leases” submarine-launched intercontinental ballistic missiles (SLBMs) to Britain for use on its four giant Trident submarines. We’ve done this for two decades. The British subs travel across the Atlantic to pick up the US-made missiles at Kings Bay Naval base in Georgia.
Helping to ensure that US proliferation involves only of the most verifiably terrible nuclear weapons, a senior staff engineer at Lockheed Martin in California is currently responsible for planning, coordinating and carrying out development and production of the “UK Trident Mk4A [warhead] Reentry Systems as part of the UK Trident Weapons System ‘Life Extension program.’” This, according to John Ainslie of the Scottish Campaign for Nuclear Disarmament, which closely watchdogs the British Tridents — all of which are based in Scotland, much to the chagrin of the Scots.
Even the W76 warheads that arm the US-owned missiles leased to England have parts made in United States. The warheads use a Gas Transfer System (GTS) which stores tritium — the radioactive form of hydrogen that puts the “H” in H-bomb — and the GTS injects tritium into the plutonium warhead or “pit.” All the GTS devices used in Britain’s Trident warheads are manufactured in the United States. They are then either sold to the Royals or given away in exchange for an undisclosed quid pro quo.
David Webb, the current Chair of the British Campaign for Nuclear Disarmament reported during the NPT Review Conference, and later confirmed in an email to Nukewatch, that the Sandia National Laboratory in New Mexico announced, in March 2011, that it had conducted “the first W76 United Kingdom trials test” at its Weapons Evaluation and Test Laboratory (WETL) in New Mexico, and that this had “provided qualification data critical to the UK [United Kingdom] implementation of the W76-1.” The W76 is a 100 kiloton H-bomb designed for the so-called D-4 and D-5 Trident missiles. One of the centrifuges at Sandia’s WETL simulates the ballistic trajectory of the W76 “reentry-vehicle” or warhead. This deep and complex collusion between the US and the UK could be called Proliferation Plus.
The majority of the Royal Navy’s Trident warheads are manufactured at England’s Aldermaston nuclear weapons complex, allowing both the Washington and London to claim they are in compliance with the NPT.
US H-bombs Deployed in Five NATO Countries
An even clearer violation of the NPT is the US deployment of between 184 and 200 thermonuclear gravity bombs, called B61, in five European countries — Belgium, The Netherlands, Italy, Turkey and Germany. “Nuclear sharing agreements” with these equal partners in the NPT — all of whom declare that they are “non-nuclear states” — openly defy both Article I and Article II of the treaty.
The US is the only country in the world that deploys nuclear weapons to other countries, and in the case of the five nuclear sharing partners, the US Air Force even trains Italian, German, Belgian, Turkish and Dutch pilots in the use of the B61s in their own warplanes — should the President ever order such a thing. Still, the US government regularly lectures other states about their international law violations, boundary pushing and destabilizing actions.
With so much a stake, it is intriguing that diplomats at the UN are too polite to confront US defiance of the NPT, even when the extension and enforcement of it is on the table. As Henry Thoreau said, “The broadest and most prevalent error requires the most disinterested virtue to sustain it.”
There is a common misconception in the West that there is only one war in Ukraine: a war between the anti-Kiev rebels of the East, and the US-backed government in Kiev. While this conflict, with all its attendant geopolitical and strategic implications has stolen the majority of the headlines, there is another war raging in the country – a war to crush all dissent and opposition to the fascist-oligarch consensus. For while in the West many so called analysts and leftists debate whether there is really fascism in Ukraine or whether it’s all just “Russian propaganda,” a brutal war of political repression is taking place.
The authorities and their fascist thug auxiliaries have carried out everything from physical intimidation, to politically motivated arrests, kidnappings, torture, and targeted assassinations. All of this has been done under the auspices of “national unity,” the convenient pretext that every oppressive regime from time immemorial has used to justify its actions. Were one to read the Western narrative on Ukraine, one could be forgiven for believing that the country’s discontent and outrage is restricted solely to the area collectively known as Donbass – the Donetsk and Lugansk People’s Republics as they have declared themselves. Indeed, there is good reason for the media to portray such a distorted picture; it legitimizes the false claim that all Ukraine’s problems are due to Russian meddling and covert militarization.
Instead, the reality is that anger and opposition to the US-backed oligarch-fascist coalition government in Kiev is deeply rooted and permeates much of Ukraine. In politically, economically, and culturally important cities such as Kharkov, Dnepropetrovsk, and Kherson, ghastly forms of political persecution are ongoing. However, nowhere is this repression more apparent than in the Black Sea port city of Odessa. And this is no accident.
Odessa: Center of Culture, Center of Resistance
For more than two centuries, Odessa has been the epicenter of multiculturalism in what is today called Ukraine, but what alternately was the Soviet Union and the Russian Empire. With its vibrant history of immigration and trade, Odessa has been the heart of internationalism and cultural, religious, and ethnic coexistence in the Russian-speaking world. Its significant populations of Russians, Jews, Ukrainians, Poles, Germans, Greeks, Tatars, Moldovans, Bulgarians and other ethnic and national identities made Odessa a truly international city, a cosmopolitan Black Sea port with French architecture, Ottoman influence, and rich Jewish and Russian/Soviet cultural history.
In many ways, Odessa was the quintessential Soviet city, one which, to a large extent, actually embodied the Soviet ideal enumerated in the state anthem – a city “united forever in friendship and labor.” And it is this spirit of multiculturalism and shared history which rejects the racist, chauvinist, fascist politics which now passes for standard political currency in “Democratic Ukraine.”
When in February 2014, the corrupt, though democratically elected, government of former President Viktor Yanukovich was ousted in a US-backed coup, the people of Odessa, just as in many other cities, began to organize counter-demonstrations against what they perceived to be a Western-sponsored oligarch-fascist alliance seizing power over their country. In the ensuing weeks and months, tens of thousands turned out into the streets to air their discontent, including massive rallies held in February, March, and April.
This inchoate movement against the new dispensation in Kiev, handpicked by the US and its European allies, culminated in two critical events: the establishment of an anti-Maidan movement calling for federalization and greater autonomy for the Odessa region, and the massacre at the Trade Unions House carried out by fascist thugs which resulted in the deaths of more than fifty anti-fascist activists and demonstrators. As a protest organizer and eyewitness recounted to this author, “That was the moment when everything changed, when we knew what Ukraine had really become.”
The brutality of the pogrom – an appropriate word considering the long and violent history of this region – could hardly be believed even by hardened anti-fascist activists. Bodies with bullet wounds found inside the burned out building, survivors beaten on the streets after their desperate escape from the flames, and myriad other horrific accounts demonstrate unequivocally that what the Western media dishonestly and disgracefully referred to as “clashes with pro-Russian demonstrators,” was in fact a massacre; one that forever changed the nature of resistance in Odessa, and throughout much of Ukraine.
No longer were protesters simply airing their grievances against an illegitimate government sponsored by foreigners. No longer were there demonstrations simply in favor of federalization and greater autonomy. Instead, the nature of the resistance shifted to one of truly anti-fascist character seeking to get the truth about Ukraine out to the world at large. Where once Odessa had been the site of peaceful demands for fairness, instead it became the site of a brutal government crackdown aimed at destroying any semblance of political protest or resistance. Indeed, May 2, 2014 was a watershed. That was the day that politics became resistance.
The Reality of the Repression
The May 2, 2014 massacre in Odessa is one of the few examples of political repression that actually garnered some attention internationally. However, there have been numerous other examples of Kiev’s brutal and illegal crackdown on dissent in the critical coastal city and throughout the country, most of which remain almost entirely unreported.
In recent weeks and months, the local authorities have engaged in politically motivated arrests of key journalists and bloggers who have presented a critical perspective on the developments in Odessa. Most prominent among them are the editors of the website infocenter-odessa.com, a locally oriented news site that has been fiercely critical of the Kiev regime and its local authorities.
In late 2014, the editor of the site, Yevgeny Anukhin, was arrested without any warrant while he was attempting to register his human rights organization with the authorities. According to various sources, the primary reasons for his arrest were his possession of video evidence of illegal shelling by Ukrainian military of a checkpoint in Kotovka, and data on his computer which included a compilation of names of political prisoners held without trial in Odessa. With no evidence or warrant, and in breach of standard legal procedures, he was arrested and charged with recruitment of insurgents against the Ukrainian state.
In May 2015, the new editor of infocenter-odessa.com Vitaly Didenko, a leftist, anti-fascist activist and journalist was also arrested on trumped up charges of drug possession which, according to multiple sources in Odessa, are entirely fabricated by the SBU (Security Service of Ukraine) secret police in order to create a pretext upon which to detain him. In the course of his arrest, Didenko was seriously injured, incurring several broken ribs and a broken arm. He is currently sitting in an Odessa jail, his case entirely ignored by Western media, including those organizations ostensibly committed to the protection of journalists.
Additionally, just this past weekend (May 24, 2015) there was yet another sickening display of political repression on the very spot of the May 2, 2014 massacre. Activists and ordinary Odessa citizens had been taking part in a memorial service for the victims of the tragedy when the demonstration was violently dispersed by armed men in either military or national guard uniforms (see here for photos). According to eyewitnesses, the military men instigated violence at the gathering and broke it up, all while both local police and OSCE monitors stood aside and watched. Naturally, this is par for the course in “Democratic Ukraine.”
Aside from journalists, a large number of activists have been detained, kidnapped, and/or tortured by Ukrainian authorities and their fascist goons. Key members of the Borotba (Struggle) leftist organization have been repeatedly harassed, arrested, and beaten by the police. One particularly infamous example was the detainment of Vladislav Wojciechowski, a member of Borotba and survivor of the May 2nd massacre. According to Borotba’s website, “During the search of the apartment where he lived, explosives were planted. Nazi “self-defense” paramilitaries participated in his arrest. Vladislav was beaten, and it is possible that a confession was beaten out of him under torture. Currently, he is in SBU custody.” He was ultimately charged with “terrorism” by the authorities after having been beaten and tortured by both Nazi goons and SBU agents.
Upon his release more than three months later in December 2014 in a “prisoner exchange” between Kiev and the eastern rebels, Wojciechowski defiantly stated, “I am very angry with the fascist government of Ukraine, which proved once again with its barbaric acts that it is willing to wade through corpses to defend its interests and those of the West. They failed to break me! And my will has become tempered steel. Now I’m even more convinced that it is impossible to save Ukraine without defeating fascism on its territory.” Wojciechowski was also the editor of the website 2May.org, a site dedicated to disseminating the truth about the Odessa massacre.
It should be noted though that Wojciechowski was arrested along with his comrades Pavel Shishman of the now outlawed Communist Party of Ukraine, and Nikolai Popov of the Communist Youth. These arrests should come as no surprise to observers of the political situation in Ukraine where all forms of leftist politics – the Communist party, Soviet symbols and names, etc. – have been outlawed and brutally repressed.
Kiev is not only engaged in an assault on political freedoms, but also a class war against the working class of Odessa and Ukraine generally. That the events leading up to the massacre took place at Kulikovo Field – a famous staging area for Soviet era demonstrations of working class politics – and the massacre itself took place in the adjacent Trade Unions House, there’s a symbolic resonance, the significance of which is not lost on the people of Odessa. It is the attempt to both erase the legacy of working class struggle and leftist politics, as well as the sacrifices of previous generations in a place where historical memory runs deep, and the scars of the past have yet to heel.
Aside from these shameful attacks on leftist formations, multicultural institutions too have been repressed under the pretext of “Russian separatism.” A multiethnic, multi-nationality organization known as the Popular Rada of Bessarabia (PRB) was founded in early April 2015 in order to push for regional autonomy and/or ethnic autonomy in response to the legal and extralegal attacks on minorities by the Kiev authorities. It was reported that within 24 hours of the founding congress, Ukraine’s SBU had detained the core leaders of the organization, including the Chair of the organization’s presidium Dmitry Zatuliveter whose whereabouts, according to this author’s latest information, remain unknown. Within two weeks 30 more PRB activists were arrested, including founding member Vera Shevchenko.
While the Western media and its armies of think tanks and propaganda mouthpieces steadfastly deny that an organization such as PRB can be anything other than “a project of Russian political consultants,” the reality is that such moves have been a reaction to repressive legislation and intimidation by the US-backed regime in Kiev which has done everything from outlawing the two most popular political parties of the Russian-speaking South and East (The Party of Regions and the Communist Party), to attempting to strip the Russian language of official status within Ukraine, a move interpreted by these groups as a direct threat against them and their regions where Russian, not Ukrainian, is the lingua franca.
As Senior Fellow at the Jamestown Foundation and former Radio Free Europe/Radio Liberty (read CIA front) contributor Vladimir Socor wrote last month in an article entitled Ukraine Defuses Pro-Russia Instigations in Odesa Province, “In the spirit of preventive action, Ukrainian law enforcement agencies have arrested some 20 members of a centrifugal organization in Odesa [sic] province.. The timely intervention also stopped the publicity bandwagon that had just started rolling from Moscow in support of the Odesa [sic] group.” Interestingly, the author deceptively frames his apologia for so called “preventive detention” as merely a “timely intervention,” conveniently glossing over the blatant illegality of the action by Kiev, which has eschewed the rule of law in favor of brute force and repression.
And what is the PRB’s great crime in the eyes of Mr. Socor and the US interests for which he speaks? As he directly states in the article with typical condescension:
[BPR’s program and manifesto] include demands for: greater representation of ethnic groups in the administration of Ukraine’s Odesa [sic] province; promotion of the ethnic groups’ cultural identities and schools; conferral of a “national-cultural special status” to Bessarabia; a free economic zone, with specific reference to local control over Ukraine’s Black Sea and Danube ports; no integration of Ukraine with the European Union, the “enslavement practices of which would ruin the region and its agriculture”; and reinstatement of Ukraine’s [recently abandoned] international status of nonalignment, or else: “In the event of Ukraine moving close to NATO [the North Atlantic Treaty Organization], we reserve the right to implement the self-determination of Bessarabia.”
A careful reading of these demands reveals that these are precisely the demands that any right-minded anti-imperialist position should espouse, including rejection of NATO integration, rejection of EU integration, rejection of opening up Ukraine’s agricultural sector to the likes of Monsanto and other Western corporations, and protection of ethnic, religious, and cultural minorities, among other things. While Socor writes of these demands derisively, the reality is that they constitute precisely the sort of program that is essential for defending both Ukraine’s sovereignty, and the rights of the people of Odessa and the region. But of course, for Socor, this is all just a Russian plot. Instead, he kneels to kiss the chocolate ring of Poroshenko… and perhaps other parts of Victoria Nuland and John Kerry, while vigorously cheer-leading further political repression.
A Message for the Left
The question facing leftists internationally is no longer whether they believe there are fascists in Ukraine, or whether they are an important part of the political establishment in the country; this is now impossible to refute. Rather, the challenge before the international left is whether it can overcome its deep-seated mistrust of Russia, and consequent inability to separate fact from fiction, and unwaveringly defend its comrades in Ukraine with the conviction and aplomb of its historical antecedents.
There is a whole history that is under assault, a whole people being oppressed, a leftist tradition being ground to dust under the heel of an imperialist agenda and comprador oligarch bourgeoisie. Some on the left choose to snicker derisively at this struggle, aligning themselves once again with the Empire just as they so often have in Libya, Syria, and elsewhere. And then there are those who, like this author, refuse to be cowed by the baseless slur of “Russian apologist” and “Putin puppet”; those of us who choose not to look away while our comrades in Ukraine are beaten, kidnapped, tortured, imprisoned, and disappeared.
For while they speak out in the face of reprisals, in the midst of brutal repression, under threat of prison and death, the least we can do is speak out from our comfortable chairs. Anything less is moral cowardice and utter betrayal.

The organization Avaaz was instrumental in building public approval for the No Fly Zone for the illegal invasion of Libya in 2011. The NATO-led destabilization/illegal war in Libya resulted in the annihilation of a formerly sovereign country that has since descended into brutal chaos. Tens upon thousands of Libyans died and the most savage ethnic cleansing that the mind can imagine has been widespread. The destruction of Libya has been nothing less than a full-scale bloodbath.

When Avaaz rolled out the same rinse, lather and repeat campaign for the seizing of Syria, the public did not fall prey as easily. The campaign failed. Below are three separate links to the Avaaz campaign calling for a no-fly zone over Syria.

Of the Avaaz campaigns pressing for a no-fly zone (air strikes) over Syria that flourished in June of 2013, at least two employed the use of chemical weapons to incite fear and hatred toward the Assad government. It does not take much stretch of the imagination to consider Avaaz had inside knowledge of the upcoming chemical attack that would take place in outer Damascus approximately 10 weeks later. Considering Avaaz co-founder Tom Perriello’s connection to the Obama administration and its well known war criminals, it is entirely plausible that Avaaz was churning out propaganda that would lead up to and sensationalize a false flag attack.

The August 30, 2013 article “On the Eve of an Illegal Attack on Syria, Avaaz/350.org Board Members Beat the Drums of War” documents Avaaz links imploring a no-fly zone on Syria – both public links have since been removed. The article also featured 350.org board member Van Jones calling for air strikes on Syria. (Adding twisted irony, Van Jones also serves as co-founder and executive director of the Ella Baker Center for Human Rights. The co-opting of deceased civil rights revolutionaries to advance the goals of hegemony has become common practice within these foundation-financed projects.)
Screenshots of an email from co-founder of Avaaz, Ricken Patel to Avaaz subscribers dated August 27, 2014 can be found here (1) and here (2). The email from Patel represented a last-ditch effort to garner support for a no-fly zone as the US prepared to launch an attack on Syria.
One year earlier, in 2012 Avaaz was allegedly sponsoring fabricated videos of civilian massacres, to back deeper foreign intervention in Syria. Fact-checking and videos appear to collaborate these claims.
Jump forward to 2014.
In the September 8, 2014 article Pentagon Planning Points to Possible Anti-Syria US Military Campaign, author Stephen Gowans observes:
“Now, it appears that Washington is on the cusp of pressing ahead with its planned campaign of military action. The New York Times has reported that ‘Pentagon planners envision a military campaign’ to destroy ISIS ‘in its sanctuary inside Syria’ that could last ‘at least 36 months.’ According to The Wall Street Journal, airstrikes would support anti-Assad fighters unaligned with ISIS, who would be bankrolled by $500 million in US funding, and backed by a global coalition, including the UK and Australia, that would ‘provide a range of assistance, including humanitarian aid and weapons.’ These countries could also join the United States in an air-war over Syria.”
It should not be considered a coincidence that at the same time, a polished, sophisticated and highly financed “Save Syria” campaign is being created in the board rooms of the Empire’s favourite Harvard boys.
Where, under the organization Avaaz, the public hasn’t acquiesced to an air strike on Syria, the New York public relations firm Purpose Inc. has stepped in.
Purpose is a for-profit enterprise that is marketed to appear like a non-profit. Their area of expertise is behavioural change.
“[Purpose] has a non-profit arm, which incubates protests and accepts donations. This is cross-subsidised by its for-profit arm, which makes money in a variety of ways. It sells consulting services to big companies such as Google and Audi, and to charities such as the Bill & Melinda Gates Foundation and the American Civil Liberties Union.” – The Economist

Avaaz and GetUp co-founders Jeremy Heimans (CEO) and David Madden [2] are also founders of the New York consulting firm, Purpose Inc.
Avaaz was created in part by MoveOn, a Democratic Party associated Political Action Committee (or PAC), formed in response to the impeachment of President Clinton. Avaaz and MoveOn are funded in part by convicted inside-trader and billionaire hedge fund mogul, George Soros.
Avaaz co-founder James Slezak is also identified as a co-founder and CEO of Purpose at its inception in 2009.
The secret behind the success of both Avaaz and Purpose is their reliance upon and expertise in behavioural change.
While the behavioural change tactics used by Avaaz are on public display, double-breasted, for-profit Purpose, with its non-profit arm, sells their expertise behind the scenes to further the interest of hegemony and capital. Whether it be a glossy campaign to help facilitate yet another illegal “humanitarian intervention” led by aggressive U.S. militarism (an oxymoron if there ever was one), or the creation of a new global “green” economy, Purpose is the consulting firm that the wolves of Wall Street and oligarchs alike depend upon to make it happen.
Make no mistake, the Yale (for example, Avaaz co-founder and former U.S. Representative *Tom Perriello) and Harvard graduates that comprise the “Avaaz boys” (many having been groomed by McKinsey and Company) are considered “the dream team” by the globe’s most powerful capitalists, including those at the United Nations and the World Bank. Avaaz co-founder Andrea Madden works for the World Bank in Burma [Myanmar]. Her husband is Avaaz co-founder David Madden who has taken up residence in Burma. [March 23, 2013: Western Media Celebrates Faux Progress in Myanmar] Madden has co-founded a marketing firm, Parami Road in Myanmar: “Our clients are mostly international companies entering Myanmar and they demand an international standard of work.”

Another key co-founder of Avaaz is none other than pro-war, pro-Israel, U.S. Democrat Tom Perriello, former U.S. Representative (represented the 5th District of Virginia from 2008 to 2010) and founding member of the House Majority Leader’s National Security Working Group. As demonstrated in the 2012 investigative report on Avaaz, Perriello’s curriculum vitae, built upon privilege within elite circles, is quite extensive.

The former Managing Director of Partnerships for “Purpose” is Marilia Bezerra. From 2006 to 2011 Bezerra held an integral position within the Clinton Global Initiative (CGI) executive leadership. As Clinton Global Initiative director of commitments, Bezerra led the redesign of member engagement and commitments services into a year-round operation. From 2007 to 2008, Bezerra held the position of sponsorship manager of the Clinton Global Initiative where she directly managed five major sponsorship accounts, including Bill and Melinda Gates Foundation and Procter & Gamble, valued at over $2 million dollars. From 2006 to 2008, Bezerra held the position of Commitment Development Senior Manager for the Clinton Global Initiative. In 2009, Bezerra was Deputy Director of Commitments for the Clinton Global Initiative.
One should note that in the case of many NGOs, on 990 tax forms it appears as though those at the helm are paid minimally, if at all. Rather than salaries, many founders of institutions make immense fees via consulting services where their names are not identified on 990 forms. In the case of Avaaz, co-founder Ricken Patel does take a salary (approx. $190,000.00 per year) plus consulting fees. Consulting fees must be considered the bread and butter of many “progressives” whose incomes rival CEOs of multinational corporations. The salaries and incomes are incredible when one accounts for the fact that many NGOs, such as Avaaz, rake in millions of dollars in donations from well-intentioned and hard-working citizens who are at or below the poverty line.

Purpose Inc. (with its co-founders) is a favourite of high-finance websites such as The Economist and Forbes and sells its consulting services and branding/marketing campaigns to Google, Audi, the American Civil Liberties Union (ACLU), The Bill and Melinda Gates Foundation and many others that comprise the world’s most powerful corporations and institutions. In 2012, it raised $3m from investors. “Ford Foundation, which has given Purpose’s non-profit arm a grant, reckons it is shaping up to be “one of the blue-chip social organisations of the future.” [Source] Purpose, like many other foundations, such as Rockefeller (who initially incubated 1Sky which merged with 350.org in 2011), also serves as an “incubator of social movements.” [Further reading on Purpose]
Heimans, the Avaaz front man of Purpose, is a darling of the high-finance corporate world. “In 2011, Jeremy received the Ford Foundation’s 75th anniversary Visionaries Award. The World Economic Forum at Davos has named him a Young Global Leader, and the World e-Government Forum has named Jeremy and Purpose co-founder David Madden among the “Top 10 People Who Are Changing the World of the Internet and Politics.” [Source]

Purpose’s March campaign #withSyria website (which doubles as a hash tag for Twitter) partners include: Open Society Foundation (George Soros), Amnesty International, Christian Aid, Care, Friends of the Earth, Oxfam and many more of the largest “humanitarian” NGOs within the non-profit industrial complex which makes up a billion dollar industry. Utilizing the consumer culture’s celebrity fetish to sell war (and the illusory “green economy“) is a vital marketing strategy of Purpose. On the main page of this website the behavioural change strategists at Purpose promote a slick, emotive video of a white child (in America) slowly becoming traumatized by the violence in Syria. No doubt, Purpose’s marketing executives have taken this avenue because they know that the majority of Euro-Americans with privilege simply are not moved by images of suffering children that are non-Caucasian. Non-White children being slaughtered by imperial states became normalized for most Euro-American citizens long ago.
And of course corporate media is not far away to promote the cries for war peace. Consider today, on September 17, 2014, ABC “reports“:
“What if we could reverse the explosion of a bomb? A group of 130 organizations from around the world, known collectively as the ‘With Syria’ campaign, released a video Wednesday that shows just what that would look like. The campaign hopes to bring attention to the violence in Syria. (video) Warning: Contains disturbing imagery. In the video, the act of a bomb exploding near children playing is reversed: The blood returns to their heads, the children stand back up, run in reverse and continue the game they were playing. A message says, ‘We can’t reverse what’s happened in Syria, but we can change how the story ends.’”
Indeed Purpose is being paid to bring about the ending that the elites have hired them to ensure.

Free Syrian Voices partners include Amnesty International, the Euro-Mediterranean Human Rights Network, FIDH, Front Line Defenders, Human Rights Watch, Reporters Without Borders and “other international, regional and Syrian organizations” – which conveniently go unnamed.
Such emotionally charged campaigns are critical tools for empire. They have become critical (and successful) in building the acquiescence required for “humanitarian interventions” (aka regime change with extensive “collateral damage” thrown in for good measure).
“In the IC Magazine publication Communications in Conflict, is noted a new form of psychological warfare termed ‘false hope.’ False hope, as a tool for subverting social movements, is unparalleled in its effectiveness. What once was crudely accomplished through political repression, censorship, educational indoctrination and misleading propaganda, is now supplemented, if not surpassed, through vertical integration of the non-profit industrial complex. It is important to note that Purpose is a for-profit business strategically presented as though it is a non-profit (similar to the Change.org petition site). This begs the question of who is financing the Syrian campaigns. The fact that a group of wealthy elites from Harvard living privileged lifestyles in New York City (and abroad) decide, via glossy marketing campaigns, who will live or die on the other side of the world is the ultimate representation of whitism and racism – an egregious affront to people everywhere. 1) Purpose (tax identification number 68-0607622) is a for-profit certified B-corporation “that uses an innovative model to pool some of the world’s leading experts and practitioners in order to fund, launch and accelerate the growth of new social movement organizations.”
2) Purpose Action (tax identification number 45-2451509), the non-profit arm of Purpose, is a 501(c)(4) nonprofit advocacy organization “focused on changing policy.” Purpose Action Board of Directors includes Brett Solomon, executive director of Access, former campaigns director at Avaaz, former executive director of GetUp! [5]
3) Purpose Foundation (tax identification number 27-3106760) is a 501(c)(3) charitable organization “focused on education and changing culture.” [6]
4) Purpose Campaign (tax identification number 68-0607622) “Develops social and consumer movements.”
US Military Utilize NGOs to Induce Pacification & Advance Western Ideologies on Iraqi Citizens
The video below captures highlights from the 2004 Princeton Colloquium on Public and International Affairs and should that be at the Woodrow Wilson School of Public and International Affairs – The Role of NGOs in Global Governance and Society. Attention to the title is key: “NON-governmental organizations in global GOVERNANCE.” [Note the use of the term “guerrilla” (4:13) in describing any citizen/person resisting the occupation/assault by US military on Iraq soil.] Since the filming of this video, accelerating regime change operations are being conducted by Western militaries, hand in hand with Western NGOs throughout the globe. NGOs also serve as the primary agents to implant neoliberal policies and western ideologies in targeted states to advance and protect the interests of the NGOs’ funders.

Heiman’s work been recognized in publications like The New York Times and The Economist. In The Economist, Heiman states he chose his career path when “in 2001, a college student named Eli Pariser created an online petition calling for a multilateral response to the ‘9/11 terrorist attacks.’” Over a decade on, with civilian deaths that amount to millions, I’m sure the Iraqis are most grateful. It must be noted that Eli Pariser, too, is a co-founder of Avaaz and Co-Founder and Executive Director of MoveOn.org (Avaaz founder) PAC.

Purpose Inc. strategically employs images, carefully worded text and slick video that provoke intense emotion. Key language includes children, refugees, regime, and their work “in the most dangerous place in the world.”

Today chlorine gas is still being used on civilian neighbourhoods, rolled out the back of helicopters in rusty ‘barrel bombs.’” — Purpose Inc. This same website features an absurd photo of Syrians holding up a poster that features a “thumbs up” illustration for USA and the UN.
Exploiting the death of Syrian children to provoke air strikes and military aggression demonstrates that such agencies go to any extreme to further American foreign policy. Note that the very carnage described above: “killing over a thousand, many of them children” is par for the course for the U.S. military, which carries out such atrocities on innocent civilians, including children, on a daily basis, all over the world. But don’t expect an Avaaz or Purpose campaign against the Obama Regime any time soon. They will be too busy under the guise of their NGO MoveOn, working on his re-election.
The following quote represents the real purpose of Purpose:
“The media may have turned away from what’s unfolding daily in Syria but today we all have the tools to tell the world the truth. Please share widely and remember the children of Syria in your thoughts today.”
The lapdog media have not turned away, but much of the public has. It’s the job of Purpose to employ netwar methods (“a form of low intensity conflict, crime, and activism waged by actors using social networking services” according to Wikipedia) on the public (targeting Euro-Americans) that will instill hatred toward the democratically elected Bashar al-Assad.

Let’s not mention Guantanamo Bay, AbuGhraib and a mile long list of the Obama administration’s involvement in torture, shall we? Syria certainly demonstrates that the first casualty of war (in this case a destabilization effort) is truth. The following excerpt is from the articleFoley & Sotloff’s Reporting Show Why the US Should Stop Its Proxy War on Syria, which lays bare that “both journalists documented the reality of Free Syria Army”:
“While in Turkey Sotloff broadcast news of Syrian rebels being found and arrested with chemical weapon Sarin gas. He used Twitter to send out the Turkish news report. That was in May, three months before the August 21 2013 chemical weapons deaths in outer Damascus. The Syrian rebels were arrested by Turkish police but quickly released, giving evidence to claims of Turkish government support for Nusra. Sotloff was puzzled why the mainstream media was not giving this event coverage.”
“This Thursday marks the one year anniversary of the chemical weapons attack that took the lives of over 1,000 Syrians. Since then tens of thousands more have been killed by different methods. Above image: Another call for “world leaders” to “come together to put an end to it.” Yet while Purpose may cry crocodile tears over the starvation of Syrians, Avaaz has asked for tough sanctions against Syria. Purpose and Avaaz want to “have their cake and eat it too” – while Syrian lives are destroyed by the oligarchs that both Purpose and Avaaz serve.
The following video highlights human rights investigator and award-winning journalist, Keith Harmon Snow, detailing the corrupt NGOs and their portrayal of Africa in order to illicit funds. Snow must be considered one of our finest Western reporters for obtaining true independent, grassroots news from the continent of Africa. Within the lecture, Snow discusses the psyops/propaganda strategically orchestrated behind the “Save Darfur” campaigns/movements which, in 2004, began to saturate the populace. At the helm of this “movement” was “The Center for American Progress.”
The Center for American Progress is closely connected with the same players that founded and financed Avaaz. Today, with Avaaz at the forefront, the non-profit industrial complex has been appointed trusted messenger of a grotesque and disturbing ideology; nothing less than a complete reflection and validation of the U.S. administration’s rhetoric intended to justify the annihilation and occupation of sovereign states under the false pretense of “humanitarian intervention” and “responsibility to protect.” [7]

Firms and agencies such as Purpose write and develop the scripts and design the sets. They bring the stories to life, strategically exploit and manipulate our emotions, ultimately ensuring we come to accept and partake in their politically acceptable means of discourse – discourse sanctioned (and financed) by the empire.

The above quote is representative of perhaps one too many spin doctors, for who is allowing Iraq’s Yazidi refugees into Syria, if not the Assad government? Indeed, Assad’s government has accepted more refugees per capita than any other country in the Middle East.

This image takes absurdity to a new level. Recap: In the midst of being bombed, starved, and rained on by chemical weapons, Syrians take time to pay homage to an American actor/comedian (because the love of the America that is destroying the Middle East is so great), by quoting a line from a genie in a bottle from a scene in an animated Disney movie and creating a banner in the English language.

In the infographic above, Purpose deliberately keeps the stats limited to 2014. Otherwise they would have to visualize the millions of Iraqi citizens who have been murdered due to the U.S. illegal war and occupation in Iraq. Further, Purpose gives no attention to the deaths in Honduras, Libya, Haiti, Congo (millions) and all of the other countries being decimated by Imperialism and foreign interference.

Consider that the colour of the national flag of the Libyan Jamahiriya (from 1977 to 2011; The Great Socialist People’s Libyan Arab Jamahiriya) was pure green in colour. Unlike the one featured in the Avaaz campaign. The green colour traditionally symbolizes Islam. In Libya, green was also a colour traditionally used to represent the Tripolitania region (commonly referred to as Tripoli) that NATO forces fought to seize. The iconic green flag was chosen by Libyan leader/brother Muammar Gaddafi to symbolize his political philosophy (after his revolutionary Green Book). On 10 March 2011, France was the first state to recognize the council as the official government of Libya, as well as the first to allow the Libyan embassy staff to raise the red, black, green and white flag that would replace the green flag of the Libyan Jamahiriya. On 21 March, the “new” flag was flown by the Permanent Mission of Libya to the United Nations and appeared on their official website … this flag, which reigned prior to the Libyan Jamahiriya, is now the only flag used by the United Nations to represent Libya. According to the following UN statement: “Following the adoption by the General Assembly of resolution 66/1, the Permanent Mission of Libya to the United Nations formally notified the United Nations of a Declaration by the National Transitional Council of 3 August 2011 changing the official name of the Libyan Arab Jamahiriya to “Libya” as well as a decision to change Libya’s national flag to the original.” [Wikipedia]
On August 24, 2011 it is reported by yet another mouthpiece for empire that:
“As Libyan rebels take over, embassies worldwide have been replacing the old Libyan flag with a new one…. But starting in February, a new flag – red, black, and green with a white star and crescent in the center – has been hoisted at Libyan embassies around the world, from Switzerland to Bangladesh. It is the same flag being flown by the jubilant rebels themselves as they descend on Tripoli.”
In the article, the words “U.S. funded mercenaries” have been replaced with “the jubilant rebels.” It would be well worth investigating who ordered, manufactured and paid for thousands of these new flags (prior to or commencing in February of 2011) and ensured they would replace the national flag of the Libyan Jamahiriya that flourished from 1977 to 2011.

Washington’s current course in relations with Moscow could prevent any resolution of urgent problems in bilateral relations, including nuclear disarmament, the Russian Foreign Ministry warns.
“The White House’s line on aggravation the relations with Russia threatens to lead the whole complex of sensible issues on the modern bilateral agenda to a dead end,” reads the annual review of the foreign policy and diplomatic activities for 2014 that was published on the ministry’s website on Thursday.
“The discussion of such pressing issues has become sporadic and non-systematic,” the document reads.
Russian diplomats emphasized that the plans of the United States and its allies to deploy the global missile defense system is one of the typical examples of such hostile approach.
“Practical discussion of how Russian worries can be eased was curtailed at the initiative of the US. Now we are forced to develop adequate countermeasures,” the ministry wrote.
“In addition, when [President] Barack Obama’s administration promoted further cuts in the Russian and US nuclear arsenals, it completely ignored Russian arguments that other states with nuclear potential should be included in this process,” the report reads.
The Russian side noted that the United States continued to implement its concept of immediate global strike that uses conventional strategic weapons and continued to avoid making any concrete statements regarding their refusal to deploy weapons in space.
The released plans to beef up US and NATO military presence near Russian borders pose direct risks of a shift of the European balance of forces, the report states.
In late April, President Vladimir Putin stated that Russia had brought its nuclear arsenal to the minimum ordered by the Non-Proliferation Treaty and plans to continue work in this direction.
“We have reduced our nuclear weapons stockpiles to minimal levels, thereby making a considerable contribution to the process of comprehensive and complete disarmament,” Putin wrote in his address to the international conference on nuclear non-proliferation.
He also emphasized Russia’s commitment to Article VI of the treaty, which states that each party “undertakes to pursue negotiations in good faith,” and agrees to disarmament “under strict and effective international control.”
In mid-January the head of the Russian Foreign Ministry’s Security and Disarmament Department, Mikhail Ulyanov, said unfriendliness by the US could cause Moscow to review its approach to the New START agreement on cutting nuclear weapons and their delivery.
“So far we have not taken any particular steps in this direction, but I cannot exclude that in the future Washington will force us into taking them, into making corrections to our policies regarding this direction,” he stated in a press interview. “This would only be natural, considering the unfriendly character of the US actions.”
