How the UK Government Provides Cover for Israel’s Crimes

MP Alister Jack has finally replied to my question asking where he and the UK government stand on the threat by Israel to annex more Palestinian territory known as the West Bank. It seems the Government has urged them not to do it.
I doubt if his letter reproduced here, is his own work. It is sprinkled with the humbug and deceit repeated for decades by Tory and Labour governments and was likely penned at least 20 years ago by a Foreign Office scribbler vaccinated with an Israeli embassy gramophone needle. It is still used as a reply template by MPs and ministers who dare not speak their own minds or are plain clueless.
As usual, Her Majesty’s Government wants “a safe and secure Israel” but only “a viable and sovereign Palestinian state”. What a deplorable statement. Viable means workable in the most meagre sense. And when it comes to safety and security why can’t Mr. Jack be evenhanded? His words (if they are indeed his) express clear racial prejudice favouring the wellbeing and prosperity of one people at the expense of another which, I’d have thought, deserves a sharp rap on the knuckles.
He says there can be no changes to the status quo without a negotiated agreement between the parties. Mr Jack is surely aware that the status quo is itself illegal and breaches umpteen UN resolutions. And why does he feel the Palestinians must ‘negotiate’ their freedom? Picture the scene with the invader holding a gun to the head of the victim whose land the invader has occupied under brutal military control and in defiance of international law for 70+ years. Why is Mr Jack joining his colleagues in calling for more lopsided negotiations instead of pushing for law and justice?
‘Nothing shall be done to prejudice the rights of non-Jewish communities….’ Sorry, forget that.
So many experts are saying that a negotiated two-state solution is impossible. Does anyone seriously think the Israelis will voluntarily give up their ill-gotten territorial gains which are crucial to their Greater Israel dream? The only peaceable way to change their mind is through the persuasive power of BDS and other sanctions. For that reason BDS is under relentless Zionist attack and is fiercely opposed by the servile UK Government. The reason why the West endlessly woffles about ‘negotiations’ is their cowardly failure ever since 1948 to confront Israel’s greedy ambition for expansion and domination. That inconvenient bit in Britain’s 1917 pledge to Rothschild and the Zionist Federation about “it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine” is best forgotten. It’s so much easier for the UK Government to say and do nothing while their Zionist ‘friends’ surreptitiously complete their programme of creeping annexation. And never mind the 70+ years of grief this has caused innocent Palestinians.
Mr Jack refers to Boris Johnson’s article in Yedioth Ahronoth which appeared on the very day Netanyahu was supposed to be carrying out his crazed threat. “Annexation would represent a violation of international law…. I profoundly hope that annexation does not go ahead,” he wrote. “If it does, the UK will not recognize any changes to the 1967 lines, except those agreed between both parties.” But Israel has repeatedly violated international law and repeatedly been rewarded, so why should it care what the UK thinks about boundary changes? They have been changing all the time. Israel’s annexation of East Jerusalem (including the Old City) in 1967 was a flagrant breach of international law, and what did the UK or anyone else do about it? “I want to see an outcome that delivers justice for both Israelis and Palestinians,” says Johnson absurdly. He has no interest in justice otherwise he’d be leading the charge for implementing international law and UN resolutions which have already ruled on the issue.
As for Israel’s annexation misfire, it looks like world hostility gave Netanyahu cold feet and he and Trump cast around in desperation for a face-saver. They found it the United Arab Emirates’ ‘MBZ’ with whom they cobbled a deal for full diplomatic relations between Israel and the UAE provided Israel suspended annexation, and this is touted as a triumph. No-one of course insisted on actually abandoning annexation and you can bet the piecemeal ethnic cleansing, destruction of Palestinian homes and confiscation of their lands will continue unabated.
Mr. Jack then says he’s proud that the UK supports UNRWA and is providing £34.5 million funding this year. If the Palestinians were allowed their universal right to freedom of movement and self-determination in their homeland there’d be no need to keep throwing our tax money at agencies like UNRWA. It’s scandalous that money for our own schools and hospitals has been diverted to subsidise Israel’s long-running programme of thieving, collective punishment, dispossession and the trashing of the Palestinian economy.
Mr Jack goes on to say: “The UK’s position on Israeli settlements is clear.” Well no, it isn’t. They are illegal and even constitute a war crime yet the UK Government doesn’t mind if companies or individuals profiteer from using and endorsing those squats to the detriment of the Palestinians. And he seems to agree with his government’s opposition to the UN’s business and human rights database. Back in March 2016, UN Human Rights Council resolution 31/36 mandated the High Commissioner’s Office to produce a database of all businesses engaged in activities related to Israel’s settlement enterprise and having implications for the rights of the Palestinian people. Fair enough, you might think. But a year ago 103 local, regional and international organizations felt it necessary to call on the High Commissioner to release the Database expressing deep concern that the document and names of the companies facilitating the settlement programme had been withheld from circulation for 3 years due to political pressure. In the meantime the Israeli government had escalated the construction of new squats and broadcast its intention to formally annex parts of the West Bank in further violation of international law.
“The Database will bring an important degree of transparency on the activities of businesses which contravene rules and principles of international humanitarian and human rights law as a result of their operations in or with illegal Israeli settlements,” they said.
Amnesty International commented: “Naming the businesses which profit in the context of this illegal situation sends a clear message from the international community that settlements must never be normalized. These companies are profiting from and contributing to systematic violations against Palestinians.”
And Lawyers for Palestinian Human Rights said: “The UK Government abstained on the vote of this Human Rights Council resolution in March 2016…. It was the only state to declare that the database was ‘inappropriate’ and that ‘it would not co-operate in the process’ of its implementation.” LPHR felt that the reasons given for the Government’s position “did not individually or cumulatively amount to an adequate basis for justifiably opposing the UN Database”. One such reason was that the UK Government thought the Human Rights Council should focus on states rather than private companies. LPHR says this contradicts the UK’s earlier agreement, along with the rest of the international community, that companies as well as states have vital responsibilities in protecting and advancing respect for human rights.
I won’t trouble Mr Jack for an explanation for all this. It’s enough that voters and campaigners are aware of the skullduggery.
Keep it Real: A Review of Diana Johnstone’s Book “Circle in the Darkness: Memoirs of a World Watcher”

Diana Johnstone has written a compelling and insightful book. It is mostly a review and analysis of significant events from the past 55 years. It concludes with her assessment of different trends that are being debated on the Left today including “identity politics”, Antifa and censorship. This is a book to be read, enjoyed and discussed.
“Circle in the Darkness” gives glimpses into Johnstone’s personal life. She was born in St. Paul, Minnesota and grew up there and in Washington DC. She studied and taught at the University of Minnesota before moving and living most of her life in Europe – mostly in France with stints in Germany and Italy.
Her parents divorced when she was young. She had a special love and connection with her father who, ironically, was an analyst for the Pentagon. Evidently he also had an open and critical mind, writing the memoir “From MAD to Madness: Inside Pentagon Nuclear War Planning“.
Diana had a daughter at a relatively young age and largely raised her on her own. She finished her PhD in French literature, then worked as a teacher, translator, photographer and journalist.
There are interesting observations and comparisons. As Diana and her daughter moved between Minnesota and France, she compared the different educational systems. She notes, “There is a tendency in American grade schools for the kids to gang up against whichever unfortunate schoolmate has been selected by class bullies for tormenting ….. from my observation it is not like this in France.” She also describes the difficulties being a single mother before it was more common.
The book is full of insights based on her first hand experience living in Yugoslavia as a young exchange student, being a photographer for Associated Press, translating news reports for Agence France Presse, reporting on the end of the Cold War for In These Times and being press officer for the coalition of Green Parties in the newly formed European Union.
Grass Roots Activism
One theme running through the book is the need to reach out and engage with regular people. She recounts her experiences opposing the US war on Vietnam. Johnstone and her allies launched a campaign to educate and engage with regular Minnesotans, to explain what was happening in Vietnam and why the war should be opposed. She helped organize teams of students and teachers who went door to door in Minneapolis. Later, they sent a citizens delegation to Paris to meet with and hear from the Vietnamese representatives. Afterward, they reported back to communities throughout the state and country. Johnstone says these actions did not get the media attention but deepened opposition to the war in profound ways. The students and teachers going into the neighborhoods had to educate themselves in advance; they learned from the questions (and sometimes opposition) of community members; the delegation which met the Vietnamese representatives in Paris were deeply impressed and conveyed their experience on their return.
Johnstone is an unusually perceptive analyst. For example, her analysis of the Watergate scandal and Nixon resignation raises important but overlooked issues. Rather than seeing this as the hallmark of investigative journalism, she notes that it established the model of journalism relying on unidentified government sources. Looking back, the Watergate scandal effectively deflected attention from the ongoing slaughter in Southeast Asia. “Getting rid of Nixon was a brilliant coup that united generations, torn asunder by opposing attitudes toward the war ….. Watergate washed away the national sins. It prepared America to be ‘born again’ first as the innocent Gerald Ford and then as the good Christian Jimmy Carter, champion of human rights.” Moreover “The shenanigans around Watergate were a distraction from the most significant acts of the Nixon administration, in particular the shakeup of the world economy by the August 1971 decision to suspend (meaning to end) the convertibility of the dollar into gold. This was a direct result of the huge U.S. debt resulting from the cost of the Vietnam War.”
The author has a stark assessment of what happened to the Left. “As for the American antiwar movement, half a century later, it has vanished almost without a trace as an influential political force. There are perhaps more intelligent critics of war than ever before, but they are largely confined to the virtual world of the web, without significant impact on a political system which is totally integrated into a military industrial complex that relies on endless conflicts.”
Critical International Events
Through her work at Associated Press and Agence France Presse, Johnstone saw how stories are selected and prioritized depending on establishment bias. She also saw how the media can promote certain types of protest leaders. There are critical assessments of some protest leaders who became famous including Daniel Cohn Bendit. She gives a scathing critique of celebrity French philosopher Bernard Henri Levy.
Johnson has valuable insights on many events over the 1970’s and 80’s. A few examples are
* the assassination of Swedish Prime Minister Olaf Palme, who was likely behind it and how it has led to Swedish subservience to the US
* the causes and consequences of the assassination of Aldo Moro by ultra-leftists in Italy
* the murder of Palestinian moderate Dr. Issa Sartawi at a Socialist Party conference
* the attempted assassination of Pope John Paul II by a Turkish militant and the propaganda campaign trying to link him to Bulgaria and Soviet Union
* the growing influence of Israel in western foreign policy
In the 1980’s and early 1990’s, Johnstone watched closely, interviewed key players and reported on the rise of detente between the USA and Soviet Union She concludes, “Not enough credit is given to Mikhail Gorbachev and to the 1980s peace movement”.
The book is subtitled “Memoirs of a World Watcher”. Johnstone describes how radical islamists were used to undermine the socialist Afghanistan government beginning 1979. When the Soviet Union collapsed, the US had no restraints. She summarizes “Mikhail Gorbachev was a naive negotiator, outfoxed by the Americans” and “The total surrender of ‘real existing’ communism in the East contributed to the defeat of the Western Left”.
In 1991 the US seemingly invited Saddam Hussein to go into Kuwait, then built up a huge force to expel and then massacre thousands of retreating Iraqi soldiers. With operation “Desert Storm” viewed as a military success, President Bush declared “The Vietnam syndrome is over!”
Yugoslavia and “Humanitarian Imperialism”
With the dissolution of the Soviet Union, neoliberal economic policies quickly dominated the globe. The European Union was formed in 1992. Johnstone describes how the EU imposed rules and requirements that favored private banks and institutions and restricted or prevented state intervention and solutions. Yugoslavia, as the sole remaining socialist holdout, was under increasing pressure and media attack.
Johnstone describes how “humanitarian imperialism” emerged at this time. With the dissolution of the Warsaw Pact in 1991, the North Atlantic Treaty Organization (NATO) needed a new mandate and reason for existing. They found this new purpose in media distortion and demonization of Serbia and Yugoslavia. NATO promoted the “Kosovo Liberation Army” and other divisive elements then bombed Serbia for 78 consecutive days. Yugoslavia was broken into pieces.
In 2002 Johnstone wrote a book about the NATO attack, western propaganda and show trial. Her book is titled “Fool’s Crusade: Yugoslavia, NATO and Western Delusions”. She was attacked in the media for challenging the dominant assumptions about the conflict. She responded to the attacks saying,“I do not deny atrocities, but unlike others I give them a political context.” Others strongly defended her. Canadian law professor Michael Mandel wrote, “Fools Crusade is not only the definitive work on the Balkans Wars, it is also an inspiring example of how to rescue truth from the battlefield when it has become war’s first casualty”.
Western media distortion and intervention in Yugoslavia went almost unopposed. The antiwar movement was widely confused and silent. This was followed by the US invasions of Afghanistan then Iraq.
Along with media distortions and comparisons to Hitler and the Holocaust, there emerged the justification for violating national sovereignty based on the “Right to Protect” (R2P). This was the pretext for overthrowing the Libyan government of Moammar Gadhafi. Johnstone discusses how R2P has been used to confuse and silence antiwar forces, even some prominent traditional antiwar analysts. Johnstone has interacted with Noam Chomsky many times over decades and is overall very positive. But she notes that “even he might get something wrong”. She documents how the co-author of “Manufacturing Consent” was evidently fooled into believing media reports from Benghazi Libya. Chomsky said the western sponsored uprising was “wonderful”. It is now clear that media reports and NGO accusations from Benghazi were false. They were the pretense to launch the NATO campaign to overthrow the government.
Western intervention, including the sponsorship of terrorist armies in Syria, has been sold to the unwitting public using this model. Wherever the US and NATO wish to intervene, there is a “humanitarian crisis” and “responsibility to protect”.
Critical Current Issues
“Circle in the Darkness” analyzes many current issues of contention and debate on the left. She argues that suppression of debate and free speech, whether by the Right or Left, is counter-productive. She also argues that violence and vandalism hurts the progressive cause even when it gives a spurt of publicity and media attention. She describes many examples over the past 50 years and how frequently the instigators were government or police agents.
Johnstone describes the spectacular growth of the “Yellow Vest” movement in France. She documents how it began, how it was supported and joined by common people and how it reached across party lines. She contrasts the broad support of the Yellow Vest movement with narrow support of the student protests of May 1968. She writes, “Sociologically, this revolt was the opposite of May ’68. Instead of privileged students, imagining a non-existent working class revolution in a time of prosperity, this was the working class itself, in hard times.”
Johnstone describes how French police then attacked the Yellow Vest protesters with many injuries and even deaths. She writes, “Curiously, all this heavy handed repression totally failed to prevent masked ‘Black Bloc’ members from taking advantage of this opportunity to attack the police, set fires, break shop windows ….. Police did nothing to prevent unidentified intruders from invading the ground floor of the Arc de Triomphe to smash up a statue of Marianne…. It is noteworthy that almost all the seriously injured were peaceful Yellow Vest protesters, whereas the Black Blocs often got away unscathed. Perhaps the Black Blocs believe they are fighting the system. Whatever their intentions, they have served as a useful auxiliary to government repression.”
Johnstone notes the massive media effort to control popular thoughts and anger. “The mainstream media have moved farther and farther away from informing the public and nearer to instructing them in what they should think and do.” She thinks the Left is also infused with dogma. Diana Johnstone recounts the falling out with Counterpunch magazine after they published a “barrage of attacks” on the analyst and writer Caitlin Johnstone (no relation). “That was indeed the start of Caitlin’s rise to great prominence in anti-war circles and the beginning of CounterPunch’s decline from ‘fearless muckraking’ to snide sniping at the genuine heirs to the independent spirit of the founder, Alexander Cockburn. The gist of the CounterPunch attacks on the Australian Johnstone were that she dared say she would join even with someone on the right against war. That is simple good sense, but it was picked up by the Antifa purification squad as proof of tendencies toward fascism. When I saw them coming after Caitlin, I figured they’d be coming after me, and that my association with CounterPunch was soon coming to an end.”
Johnstone argues in favor of working for peace with all forces which agree on that issue, whether or not they agree on all issues of “identity politics”. She argues that we should not be distracted from the root causes of war and social inequality. When the Left focuses on the fringe right, the establishment is not only happy, they encourage and promote this diversion.
“The specialty of the AntiFa is to situate the threat of tyranny on the powerless margins of society – from isolated groups of costume party neo-Nazis to outspoken persons on the left accused of ‘red-brown’ tendencies. This amounts to keeping the Left herded into its sheep pen, while the wolves roam freely.”
Johnstone is hopeful and encouraged by two things: a new generation of truth seekers and the fact that life is full of surprises.
This book is full of insights and analysis about where the world is at and how we got here. It includes important ideas and thoughts about what we can do to resist the drift toward global war and catastrophe. Above all, Diana Johnstone argues for the importance of discussion, debate and keeping it real.
The CIA Versus the Kennedys

Former Congressman Ron Paul and his colleague Dan McAdams recently conducted a fascinating interview with Robert F. Kennedy Jr., which focused in part on the assassination of President John F. Kennedy, who was Kennedy Jr.’s uncle. The interview took place on their program the Ron Paul Liberty Report.
Owing to the many federal records that have been released over the years relating to the Kennedy assassination, especially through the efforts of the Assassination Records Review Board in the 1990s, many Americans are now aware of the war that was being waged between President Kennedy and the CIA throughout his presidency. The details of this war are set forth in FFF’s book JFK’s War with the National Security Establishment: Why Kennedy Was Assassinated by Douglas Horne.
In the interview, Robert Kennedy Jr. revealed a fascinating aspect of this war with which I was unfamiliar. He stated that the deep animosity that the CIA had for the Kennedy family actually stretched back to something the family patriarch, Joseph P. Kennedy, did in the 1950s that incurred the wrath of Allen Dulles, the head of the CIA.
Kennedy Jr. stated that his father had served on a commission that was charged with examining and analyzing CIA covert activities, or “dirty tricks” as Kennedy Jr. put them. As part of that commission, Kennedy Jr stated, Joseph P. Kennedy (Kennedy’s Jr.’s grandfather) had determined that the CIA had done bad things with its regime-change operations that were destroying democracies, such as in Iran and Guatemala.
Consequently, Joseph Kennedy recommended that the CIA’s power to engage in covert activities be terminated and that the CIA be strictly limited to collecting intelligence and empowered to do nothing else.
According to Kennedy Jr., “Allen Dulles never forgave him — never forgave my family — for that.”
I wasn’t aware of that fact. I assumed that the war between President Kennedy and the CIA had begun with the CIA’s invasion at the Bay of Pigs in Cuba. The additional information added by Kennedy Jr. places things in a much more fascinating and revealing context.
Upon doing a bit of research on the Internet, I found that the commission that Kennedy Jr. must have been referring to was the President’s Board of Consultants on Foreign Intelligence Activities, which President Eisenhower had established in 1956 through Executive Order 10656. Eisenhower appointed Joseph Kennedy to serve on that commission.
That year was three years after the CIA’s 1953 regime change operation in Iran which destroyed that country’s democratic system. It was two years after the CIA’s regime-change operation in Guatemala that destroyed that country’s democratic system.
Keep in mind that the ostensible reason that the CIA engaged in these regime-change operations was to protect “national security,” which over time has become the most important term in the American political lexicon. Although no one has ever come up with an objective definition for the term, the CIA’s power to address threats to “national security,” including through coups and assassinations, became omnipotent.
Yet, here was Joseph P. Kennedy declaring that the CIA’s power to exercise such powers should be terminated and recommending that the CIA’s power be strictly limited to intelligence gathering.
It is not difficult to imagine how livid CIA Director Dulles and his cohorts must have been at Kennedy. No bureaucrat likes to have his power limited. More important, for Dulles and his cohorts, it would have been clear that if Kennedy got his way, “national security” would be gravely threatened given the Cold War that the United States was engaged in with the Soviet Union, China, Cuba, North Korea, and other communist nations.
Now consider what happened with the Bay of Pigs. The CIA’s plan for a regime-change invasion of Cuba, was conceived under President Eisenhower. Believing that Vice President Nixon would be elected president in 1960, the CIA was quite surprised that Kennedy was elected instead. To ensure that the invasion would go forth anyway, the CIA assured Kennedy that the invasion would succeed without U.S. air support. It was a lie. The CIA assumed that once the invasion was going to go down in defeat at the hands of the communists, Kennedy would have to provide the air support in order to “save face.”
But Kennedy refused to be played by the CIA. When the CIA’s army of Cuban exiles was going down in defeat, the CIA requested the air support, convinced that their plan to manipulate the new president would work. It didn’t. Kennedy refused to provide the air support and the CIA’s invasion went down in defeat.
Now consider what happened after the Bay of Pigs: Knowing that the CIA had played him and double-crossed him, John Kennedy fired Allen Dulles as CIA director, along with his chief deputy, Charles Cabell. He then put his younger brother Bobby Kennedy in charge of monitoring the CIA, which infuriated the CIA.
Now jump ahead to the Cuban Missile Crisis, which Kennedy resolved by promising that the United States would not invade Cuba for a regime-change operation. That necessarily would leave a permanent communist regime in Cuba, something that the CIA steadfastly maintained was a grave threat to “national security”— a much bigger threat, in fact, than the threats supposedly posed by the regimes in Iran in 1953 and Guatemala in 1954.
And then Kennedy did the unforgivable, at least insofar as the CIA was concerned. In his famous Peace Speech at American University in June 1963, he declared an end to the entire Cold War and announced that the United States was going to establish friendly and peaceful relations with the communist world.
Kennedy had thrown the gauntlet down in front of the CIA. It was either going to be his way or the CIA’s way. There was no room for compromise, and both sides knew it.
In the minds of former CIA Director Allen Dulles and the people still at the CIA, what Kennedy was doing was anathema and, even worse, the gravest threat to “national security” the United States had ever faced, a much bigger threat than even that posed by the democratic regimes in Iran and Guatemala. At that point, the CIA’s animosity toward President Kennedy far exceeded the animosity it had borne toward his father, Joseph P. Kennedy, several years before.

Don’t Forget Trump’s Deal with the CIA on the JFK Records

In April 2018, President Trump issued an order to the National Archives to continue keeping thousands of CIA records relating to the John Kennedy assassination secret from the American people. The new deadline, which could be extended again by either Trump or a President Biden, was set for October 2021.
Since the order was issued early in the Trump regime, no doubt he felt confident that there would be no adverse political consequences flowing from his order. But now that Trump is engaged in a heated race with Joe Biden, he ought to be called upon to explain and justify his order for continued secrecy in an assassination that took place almost six decades ago.
Given the official narrative of the Kennedy assassination, the massive secrecy in which the Pentagon and the CIA engaged after the assassination has never made any sense.
The official narrative says that a lone nut former U.S. Marine communist killed Kennedy with no apparent motive. The most that proponents of the lone-nut theory have ever come up with on a possible motive is that a little man wanted to become a big man by killing a big man. The big problem with that theory is that the accused assassin, Lee Harvey Oswald, denied that he did it and even contended that he was being framed for the crime. If a little man wanted to become a big man by killing a big man, wouldn’t he be acknowledging that he did it and even boasting about it?
IN 1991, Oliver Stone come out with his movie JFK, which posited that Kennedy had been assassinated as part of a U.S. domestic regime-change operation intended to protect “national security” from a president who had declared an end to the Cold War and an intention to establish peaceful and friendly relations with the Soviet Union and the rest of the communist world. (See FFF’s book JFK’s War with the National Security Establishment: Why Kennedy Was Assassinated by Douglas Horne, who served on the staff of the ARRB.)
At the end of JFK, Stone inserted a blurb pointing out the continued secrecy of federal agencies with respect to records relating to the Kennedy assassination some 30 years after the assassination in what had been presented as nothing more than a lone-nut murder of a president.
While the mainstream media was poo-pooing Stone’s movie, the American people were outraged over the continued secrecy. Public pressure caused Congress to enact the JFK Records Collection Act in 1992, which mandated the release of all assassination-related records of federal agencies, including the Pentagon and the CIA.
To enforce the law, Congress called into existence the Assassination Records Review Board. In its four years of operation, the ARRB secured the release of tens of thousands of records relating to the assassination, some of which pointed to the fraudulent nature of the autopsy that the U.S. military conducted on the president’s body. There were two strange parts of the JFK Records Act:
1. The law expressly prohibited the ARRB from investigating any aspect of the JFK assassination. Doesn’t that seem to be a rather strange provision? If a matter that had intentionally been kept secret for 30 years needed to be investigated, wouldn’t you think that Congress would want it investigated? The no-investigation provision was strictly enforced on the ARRB staff by the ARRB board of trustees.
2.The law permitted federal agencies to keep their records secret for another 25 years, a provision that the CIA took advantage of. Given that this was supposedly just a lone-nut murder, why was secrecy necessary in the first place? What “national security” concern would there have been? And wouldn’t a lapse of 30 years be sufficient for any such “national security” concern? Why another 25 years, especially since continued secrecy would only serve to buttress Stone’s thesis in JFK?
Back in the 1990s, 25 years must have seemed like a long time away, long enough that the CIA and the Pentagon could rest easy. Anyway, by the time those 25 years expired, there was a good chance that no one would care anyway, especially within the mainstream press.
But when that deadline rolled around in 2018, there were people who still cared. They were demanding that Trump release the records.
That’s not what Trump did. Instead, he granted the CIA’s request for at least another 3 1/2 years of secrecy.
Back in 2018, Trump didn’t have to justify his decision, but now that he’s running for reelection, he should be made to account for what he did by being asked the following questions:
1. How could the release of the CIA’s long-secret JFK-assassination-related records possibly pose a threat to “national security”?
2. Why not order an immediate release of those long-secret records now rather than wait until October of next year?
3. If the CIA has nothing to hide, why is it still hiding it almost 60 years after the Kennedy assassination?
The big problem, of course, is the deep loyalty that the mainstream press, Democrats, Republicans, and even some conservative-oriented libertarians have toward the CIA, not to mention the deep fear of being labeled a “conspiracy theorist.” That is why it is unlikely that Trump will be required to justify his deference to the CIA and its desire for continued secrecy in the Kennedy assassination.

The US contracts out its regime change operation in Nicaragua

Masaya, Nicaragua – An extraordinary leaked document gives a glimpse of the breadth and complexity of the US government’s plan to interfere in Nicaragua’s internal affairs up to and after its presidential election in 2021.
The plan,[1] a 14-page extract from a much longer document, dates from March-April this year and sets the terms for a contract to be awarded by USAID (a “Request for Task Order Proposal”). It was revealed by reporter William Grigsby from Nicaragua’s independent Radio La Primerisima[2] and describes the task of creating what the document calls “the environment for Nicaragua’s transition to democracy.” The aim is to achieve “an orderly transition” from the current government of Daniel Ortega to “a government committed to the rule of law, civil liberties, and a free civil society.” The contractor will work with the “democracy, human rights, and governance (DRG) sub-sectors” which in reality is an agglomeration of NGOs, think tanks, media organizations and so-called human rights bodies that depend on US funding and which – while claiming to be independent – are in practice an integral part of the opposition to the Ortega government.
To justify such blatant interference, a considerable rewriting of history is needed. For example, the document claims that the ruling Sandinista party manipulated “successive” past elections so as to win “without a majority of the votes.” Then after “manipulating the 2016 presidential elections” to similar effect, it was warned by the Organization of American States (OAS) that there had been various “impediments to free and fair elections” as a result of which the OAS requested “technical electoral reforms.” What the document omits, however, are the overall conclusions of the OAS on the last elections. Although it identified “weaknesses typical of all electoral processes,” the OAS explicitly said that these had “not affected substantially the popular will expressed through the vote.” In other words, the nature of Daniel Ortega’s victory (he gained 72% of the popular vote) made any minor irregularities irrelevant to the result: he won by an enormous margin. The leaked document makes clear that the US is worried that the same might happen again and aims to stop it.
Not surprisingly, the document also rewrites recent history, saying that the “uprising” in 2018 (which had strong US backing) was answered by “the government’s brutal repression” of demonstrations, while it ignores the wave of violence and destruction that the opposition itself unleashed. The economic disruption it caused is still damaging the country, even though (pre-pandemic) there were strong signs of recovery. USAID, however, has to paint a picture of a country in crisis “… broadening into an economic debacle with the potential to become a humanitarian emergency, depending on the impact of the COVID-19 contagion on Nicaragua’s weak healthcare system.” Someone casually reading the document, unaware of the real situation, might get the impression that, in Nicaragua’s “crisis environment,” regime change is not only desirable but urgently required. The reality – that Nicaragua is at peace, has so far coped with the COVID-19 pandemic reasonably well, and hasn’t suffered the severe economic problems experienced by its neighbors El Salvador and Honduras – is of course incompatible with the picture the US administration needs to present, in order to give some semblance of justification for its intervention.
A long history of US intervention
Given the long history of US interference in Nicaragua, going back at least as far as William Walker’s assault on its capital and usurption of the presidency in 1856, the existence of a plan of this kind is hardly surprising. What’s unusual is that someone has made it publicly available and we can now see the plan in detail. Of course, the US has long developed a tool box of regime change methods short of direct military intervention, such as when it sent in the marines in the 1920s and 1930s or illegally funded and provided logistical support for the “Contra” forces in the 1980s. It now has more sophisticated methods, using local proxies, which are deniable in the unlikely event that they will be exposed by the international media (which normally displays little interest, being much more interested in electoral interference by Russia than it is in Washington’s disruption of the democratic processes).
The latest escalation in intervention began under the Obama presidency and continued under Trump, although the motivation probably has more to do with the US administration’s ongoing concerns about the success of the Ortega government’s development model since it returned to power in 2007 and began a decade of renewed social investment. Oxfam summarized the problem in the memorable title it gave to a 1980s report about Nicaragua: The Threat of a Good Example. Between 2005 and 2016, poverty was reduced by almost half, from 48 percent to 25 percent according to World Bank data. Nicaragua had a low crime rate, limited drug-related violence, and community-based policing. Over the 11 years to 2017, Nicaragua’s per-capita GDP increased by 38 percent—more than for any of its neighbors. Its success contrasted sharply with the experience of the three “Northern Triangle” countries closely allied to the US. While Nicaragua became one of the safest countries in Latin America, neighboring Guatemala, El Salvador and particularly Honduras saw soaring crime levels, rampant corruption and rapid growth in the drug trade that prevented social progress and produced the “migrant caravans” that began to head north towards the US in 2017.
The US administration’s efforts in 2016 and 2017, building on long experience of manipulating Nicaraguan politics, appeared to produce results in April 2018. The first catalyst for action by US-funded groups was an out-of-control forest fire in a remote reserve, inaccessible by road.[3] The tactics were clear: take an incident with potential to get young people onto the streets, blame the government for inaction (even though the fire was almost impossible to control), whip up people’s anger via social media, organize protests, generate critical stories in the local press, enlist support from neighboring allies (in this case, Costa Rica) and secure hostile coverage in the international media. All of these tactics worked, but before the next stage could be reached (protesters being repressed by the Ortega “regime”) the forest fire was extinguished by a rainstorm.
A week later, the opposition forces were unexpectedly given a second opportunity. The government announced a package of modest social security reforms, and quickly faced new protests on the streets. The same tactics were deployed, this time with much greater success. Violence by protesters on April 19 (a police officer, a Sandinista supporter and a bystander were shot) brought inevitable attempts by the police to control the protests, leading to rapid escalation. Media messages proliferated about students being killed, many of them false. Only a few days later the government cancelled the social security reforms, but by now the protests had (as planned) moved on to demanding the government’s resignation. Laying the groundwork for insurrection
How were the conditions for a coup created? The aims of US government funding in Nicaragua and the tactics they paid for in this period were made surprisingly clear in the online magazine Global Americans in 2018, which is partly funded by the National Endowment for Democracy (NED).[4] Arguing (in May 2018, at the height of the violence) that “Nicaragua is on the brink of a civic insurrection,” the author Ben Waddell, who was in Nicaragua at the time, pointed out that “US support has helped play a role in nurturing the current uprisings.”
His article’s title, Laying the groundwork for insurrection,[5] was starkly accurate in describing the ambitions behind the NED’s funding program, which had financed 54 projects in Nicaragua over the period 2014-17 and has continued to do so since then. What did the projects do? Like the recently leaked document, NED promotes ostensibly innocuous or even apparently beneficial activities like strengthening civil society, promoting democratic values, finding “a new generation of democratic youth leaders” and identifying “advocacy opportunities.” To get behind the jargon and clarify the NED’s role, Waddell quotes the New York Times (referring to the uprisings in Egypt, where NED had also been active):[6]
“… the United States’ democracy-building campaigns played a bigger role in fomenting protests than was previously known, with key leaders of the movements having been trained by the Americans in campaigning, organizing through new media tools and monitoring elections.”
In the case of Nicaragua, the NED’s funding of groups opposed to the Sandinista government began in 1984, giving the lie to their aim being to “promote democracy” since that was the year in which Nicaragua’s revolutionary government held the country’s first-ever democratic elections. Waddell makes it clear that the NED’s efforts continued, years later:
“… it is now quite evident that the U.S. government actively helped build the political space and capacity in Nicaraguan society for the social uprising that is currently unfolding.”
The NED is not the only non-covert source of US funding. Another is USAID, which describes its role in the 2018 uprising in similar terms to the NED. Not long before he exposed the new document, William Grigsby was able to publish lists of groups and projects in Nicaragua funded by USAID and by the National Democratic Institute (NDI).[7] He showed that upwards of $30 million was being distributed to a wide range of groups opposed to the government and involved in the violence of 2018, and that in the case of the NDI at least this funding continued into 2020.
Last year, Yorlis Gabriela Luna recounted for COHA her own experiences of how US-funded groups trained young people, in particular, and influenced their political beliefs in the build-up to 2018.[8] She explained how social networks and media outlets were “capable of fooling a significant portion of Nicaragua’s youth and general population.” She explained how the groups used scholarships to learn English, diploma programs, graduate studies, and courses with enticing names like “democratic values, social media activism, human rights and accountability” at private universities, “to attract and lure young people.” She went on to explain how exciting events were organised in expensive hotels or even involving trips abroad, so that young people who had never before been privileged in these ways developed a sense of “pride,” belonging, and “group identity,” and as a result “wound up aligning themselves with the foreign interests” of those who funded the courses and activities.
The new task during and after the pandemic
Two years after the failed coup attempt, what are the organizations that receive US funding now supposed to do? The new document is full of jargon, requiring the contractor (for example) to engage in “targeted short-term technical and analytical activities during Nicaragua’s transition that require rapid response programming support until other funds, mechanisms, and actors can be mobilized.” The work also requires “longer-term programs, which will be determined as the crisis evolves.” Preparation is required for the possibility that “transition [to a new government] does not happen in an orderly and timely manner.” The contractor will have to prepare “a roster of subject matter experts in Nicaragua” to provide short term technical assistance, “regardless of the result of the 2021 election, even in the event of the Sandinistas ‘winning fairly’.” The document is full of requirements like being able to offer “a rapid response” and “seize new opportunities,” emphasizing the urgency of the task. In other words, a fresh attempt is underway to destabilize Daniel Ortega’s government and, in the event that this doesn’t work, and even should the Sandinistas win the next election fairly, as the document admits is a possibility, US attempts at regime change are stepping up a gear.
Who will carry this out? The document places much emphasis on “maintaining” and “strengthening” civil society and improving its leadership, which appears to refer to the numerous NGOs, think tanks and “human rights” bodies which receive US funding. At one point the document asks “what should donor coordination, the opposition, civil society, and media focus on?” – clearly implying that the contractor has a role in influencing not just these civil society groups but also the media and political parties.
Not surprisingly, the document has been interpreted as a new plan to destabilize the country. Writing in La Primerísima, Wiston López argues that the plan’s purpose is “to create the conditions for a coup d’état in Nicaragua.”[9] Brian Wilson, the VietNam veteran severely injured in the 1980s when attempting to stop a freight train carrying supplies to the “Contra,” and who lives in Nicaragua, concludes that the US now realizes that Ortega will win the coming election.[10] In response, the “US has launched a brazen, criminal and arrogant plan to overthrow Nicaragua’s government.”
Supposing that there is a clear Sandinista victory in 2021, will the US nevertheless refuse to accept the result? Having implied that the OAS had serious criticisms of the last election when this was not the case, the document implies that it will be pressured to take a different attitude next time, saying that “whether the OAS decides to pick up the pressure on electoral reform again will be an important international pressure point.” No doubt the US will try to insist that the OAS must be election observers, and if this is refused it will allow the legitimacy of the election to be called into question, if the result is unfavorable to US interests. Many question whether the OAS is even qualified to have an observer role any longer, however, after the serious harm it did to Bolivian democracy in 2019 by casting doubts on what experts considered a fair election and, in effect, instigating a coup.[11] This document creates legitimate concern that the US government would like to use the OAS to prevent another government that is not to its liking from winning an election, as it did so recently in Bolivia.
Not only must conditions be created to replace the current government, but once this is achieved the changes must extend to “rebuilding” the institutions of government, including the judicial system, police and armed forces. After the widespread persecution of government officials, state and municipal workers and Sandinista supporters that occurred in 2018, it is not surprising that this is interpreted as requiring a purge of all the institutions and personnel with Sandinista sympathies. As Wilson says, “the new government must immediately submit to the policies and guidelines established by the United States, including persecution of Sandinistas, dissolving the National Police and the Army, among other institutions.”
USAID makes it clear that it is internal pressure in Nicaragua that might eventually provoke a coup d’état, so it calls on its agents to deepen the political, economic and also the health crisis, taking into account the context of COVID-19. The US State Department recently awarded an extra $750,000 to Nicaraguan non-government bodies as part of its global response to COVID-19, and this includes “support for targeted communication and community engagement activities.”[12] As López points out in Popular Resistance, “Since March the US-directed opposition has focused 95% of their actions on attempting to discredit Nicaragua’s prevention, contention, and Covid treatment. However, this only had some success in the international media and is now backfiring since Nicaragua is the country with one of the lowest mortality rates in the continent.”[13] The Johns Hopkins University’s world map of coronavirus cases currently shows Nicaragua with 3,672 cases compared with 17,448 in El Salvador, 42,685 in Honduras and 51,306 in Guatemala.[14] Even though higher figures produced by Nicaragua’s so-called Citizens’ Observatory[15] are regularly cited in the international media, they currently show just 9,044 “suspected” cases, still far below the numbers in the “Northern triangle” countries.
What will the opposition do next?
COHA has already documented the disinformation campaign taking place against Nicaragua during the pandemic and how this has been repeated in the international media. So far, however, warnings of the health system’s collapse have proved to be unfounded.[16] If, as happened with the Indio Maíz fire and the social security protests in 2018, the opposition fails in its attempt to use the pandemic to destabilize the Ortega government, what will it do next? A recent incident shows that attempts to seize on events to spur a crisis will continue. On July 31, a fire occurred in Managua’s cathedral. The fire department responded quickly and put out the blaze within ten minutes, but a crucifix and the chapel where it stood were badly damaged. Within minutes opposition newspaper La Prensa reported that “an attack” had occurred involving a “Molotov cocktail” and that the government or its supporters were implicated.[17] This was echoed by other local and international media, opposition parties, the Archbishop of Managua, and by one of the NGOs which received USAID funding.[18] Despite the lack of any evidence to back up the media stories, the United Nations High Commission for Human Rights (UNHCR) also condemned the incident, obviously implying that it was an attack on human rights.[19]
Yet a police investigation quickly established that there was no evidence at all of any foul play, or that petrol or explosive materials were involved.[20] Their investigations pointed instead to a tragic accident involving lighted candles and the alcohol spray being used as a disinfectant as part of the cathedral’s anti-COVID-19 precautions. The Catholic Church has already announced that the damaged chapel will be restored to its former state. However, the damage that has been done to the government’s national and international reputation, and to its highly politicized relationship with the Catholic Church, will be more difficult to repair.
